In the Memo cited it was ordered that as per the amendment issued in B.P.

Ms .No. 415, dt 11-5-88,any Board employee (including O&M) when promoted

/appointed to a post governed by the Andhra Pradesh State Electricity Board

Service Regulations is entitled for fixation of any with effect from Regulations is

entitled for fixation of pay with effect from 1-7-86 as per Regulations 30 A of

A.P.S.E Board Service involved higher duties and responsibilities than those that

are attached to the existing post .

2. It has brought to the notice that inspite of the instructions issued in the

Memo. cited, the provisions of Reg .30 (A) of A.P.S.E Board service regulations

Part I are not being appliedin cases where the O&M and Construction staff are

appointed by transfer to the categories in Andhra Pradesh State Electricity Board

Engineering Service etc.,

3. The instructions in the Memo. cited are very clear and benefits under

regulation 30 A of A.P.S.E Board Service Regulations Part I are to be extended in

cases of O&M and Construction staff also when they are appointed to posts

governed by the Andhra Pradesh State Electricity Board service regulations,

provided such appointment involves assumption of higher duties and

responsibilities than those attached in respect of the posts held by them before such

appointment. All the Chief Engineers /Superintending Engineers are requested to

follow the said instructions scrupulously.

In the Memo Ist cited, it was ordered that any Board employee (including

O&M) when promoted /appointed to a post governed by the A.P.S.E.Board

service regulations is entitled for fixation of pay with effect from 1-7-86 as per

Regulation 30 A of A.P.S.E.Board Service Regulations Part I provided such

promotion by appointment involves higher duties and responsibilities than those

attached to the existing post .In the Memo. Second cited, it was clarified that

the orders in the Memo. First cited apply to cases of O&M or Construction

staff also when they were appointed to posts governed by Service Regulations

made by Board provided that such appointment involves higher duties &

responsibilities than those attached to the posts held by them before such

appointment .

2. With reference to the Memos, first and second cited the superintending

Engineer (SSLM) has sought for clarification fixation of pay ofan employee

who has been appointment carrying the same scale (A tool keeper carrying

the same scale of pay of Rs 1330-45-1825-50-2375) is appointed as LDC

carrying Same scale ).

3. It is hereby ordered that in such cases fixation of pay has to be done under

Regulation 30 (a) (ii) of Service Regulations Part I. When an employee is

appointed to a post which carries higher minimum, higher maximum and

higher rate of increment, his pay has to be fixed under Reg.30A of

A.P.S.E.Board Service Regulations part-I to the Board directs that all other

case should be referred to Board for clarification.

Sub: -Automatic Advancement Scheme Appointment to SPP II Scale

Fixation of Pay on promotion of an employee while holding SPP II

Scale Certain clarification Issued.

In the B.P. first cited, orders were issued approving the Automatic

Advancement Scheme with reference to the revised pay Scales 1986. As per Para 4

(vi) of the said B.P. on completion of 22 Years service that counts for increments,

an employee shall be eligible for appointment to SPP II Scale, in the scale of pay

applicable to the next promotion scale over the first level of promotion post to the

original post held by him subject to processing the requisite qualification s to hold

such promotion post. As per Para 7 of the said B.P fixation of pay of SPP II

scale be at a stage in the scale of pay SPP II above the pay drawn by him prior to

such promotion as provided in Reg 30 (a) (i) of APSEB S.Rs Part-I. He shall

continue to draw pay in the scale of pay of SPP II while holding first level

promotion.

2. Some of the employees who were promoted to next promotion post,

while holding the scale of pay of pay of SPP II, have represented that they are

being allowed next increment after one year from the date of fixation of pay on

promotion without allowing refixation of pay on the date of earning increment in

the case in the scale of pay of SPP II as per Regulation 39(2) of APSEB Service

Regulations Part I. .

3. The matter has been carefully examined. It is hereby ordered that

whenever pay fixation is done under Regulation 30 (a) (i) of APSEB Service

Regulations 39(2) of APSEB Service Regulations part I. The employees whose

pay was fixed under Regulation 30 (a) (i) of APSEB Service Regulations Part I

on promotion to the first level promotion post while holding the scale of pay of

SPP-II shall be entitled for refixation of pay as per Regulations 39(2) of APSEB

Service Regulations Part I.

employees appointed by transfer are not entitled for option for fixation of pay

under Reg. 30A of A.P.S.E Board Services Regulations Part II on the date of

their earning increment. Their pay is to be fixed under the said Regulation on

the date of appointment only.
