It brought back memories of being aBoy Scout and as I bunked with ourScoutmaster Clayton W Atwood onesummer at camp He had been a Pharma-cistrsquos Mate in the Navy and was at thefall of Guam on December 7 1941 Sub-sequently he had been a Japanese Pris-oner of War until 1945

This weekend I viewed the movie Un-broken about Lou Zaperini When I gothome I googled lsquoClayton W Atwoodrsquoand read his after-war testimony regard-ing the warden rsquos treatment of those in

prison camp The movie brought Mr At-woodrsquos testimony to life

I wish I had thanked him for his serv-ice sacrifice and for being Scoutmasterof Troop 401

(AB 60) a new law that wentinto effect on January 1

AB 60 requires that the Departmentof Motor Vehicles issue a driverrsquos li-cense to any applicant who can proveidentity California residency and canmeet all other testing requirements re-gardless of immigration status

Emotions run high over start of driverrsquos license law

trsquos been three years since City Man-ager Tony Ramos took office and by

most accounts Claremont is the betterfor it Under his leadership the city hasseen an average budget surplus of over$15 million annually and an increase inthe general reserve fund from 27 percentto 31 percent

In 2013-14 alone higher than expected residentialand commercial development activity within the cityresulted in a General Fund surplus of $2830093 Thesurplus revenues were a result of conservative esti-mates in development a practice city staff has devel-oped as a direct result of the financial hardships thecity faced in 2008-09 and 2009-10 when severebudget cuts had to be made to maintain a balancedgeneral fund budget

ldquoThe city is in a very strong fiscal position but atthe same time wersquove had some reduced staff levelsrdquoCouncil member Sam Pedroza said ldquoThe challengefor [Mr Ramos] is the need to continue to do morewith less Itrsquos one of the big things that he works onNot only to maintain that position but to continue tobe responsive as a cityrdquo

According to Mr Ramosrsquo employment agreementthe city council is required to perform an annual em-ployee evaluation which council conducted on No-vember 25 2014 The council members unanimouslyagreed that Mr Ramos is doing an excellent job andexceeding expectations as city manager in managingprojects maintaining strong financial stability andserving as a leader both within the city organizationand in the community

ldquoI think thatrsquos where hersquos really excelledrdquo Mr Pe-

droza told the COURIER ldquoGetting the city throughthis water issue process and helping the council navi-

gate from the staff perspectivemdashthere were tons of legal issues and we were still able to come togetheron this Also his ability to maintain and build on rela-

tionships with the Claremont Colleges ClaremontUnified School District and other local cities has beeninvaluablerdquo

Following Mr Ramosrsquo evaluation council directedcity attorney Sonia Carvalho to prepare a secondamendment to the city managerrsquos employment agree-ment to include cost of living increases to salary anincrease in vacation accrual rates as well as updatespecific terms

The amendment provides a cost of living increasein the city managerrsquos annual salary for three consecu-tive years from $210997 for 2014-15 (1 percent) to$215217 for 2015-16 (2 percent) and to $219521 for2016-17 (2 percent) The amendment also providesfour weeks vacation during each fiscal year as well asnine months severance pay should Mr Ramos be ter-minated without cause prior to December 25 2017

In addition Ms Carvalho was also directed by citycouncil to prepare a resolution to recognize the citymanagerrsquos performance with a one-time merit awardpayment of $1679621 (eight percent of the city man-agerrsquos salary) and a cash-out of 3512 hours of vaca-tion pay in the amount of $375012

Over the past year the city council found that MrRamosrsquo dedication and leadership had been manifestin part by working through vacation to ensure thatcouncil priorities and projects were timely and suc-cessfully completed Therefore the council supportedcompensating the city manager for his efforts by ap-proving the cash-out

Both the amendment and the resolution appearedbefore council during a meeting held on December 9Council member Corey Calaycay pulled the itemfrom the calendar for further discussion before the

voteldquoI do not wish to overshadow the outstanding per-

formance of our city managerrdquo explained Mr Calaycay ldquoThe only reason I asked to pull this is to sepa-rate the two items because the one item includes a

cost of living increase and in all fairness to the otherstaff members Irsquove objected to cost of living in-creases Irsquove voted against it for other staff membersand to be fair to them I cannot in good consciousvote for it for the city managerrdquo

Council member Opanyi Nasiali was of the sameopinion

ldquoI think we are all in agreement that the city man-ager has done a very good job for this city and we arevery proud of him for that performancerdquo he saidldquoBut I am too going to vote nordquo

Despite their opposition the second amendment tothe city managerrsquos contract passed with a 3-2 votefollowed by a unanimous vote adopting the resolutioapproving the merit award and vacation pay cash-ou

Mr Ramos has served as Claremontrsquos city managesince December 2011 after serving as the Assistant

City Manager since 2006 The University of Phoenixgraduate began his career in 1979 with the city of West Covinarsquos Parks and Recreation Department andhas worked in city government for over 35 years

Mr Ramosrsquo experience in public service hasproved to be an invaluable asset working for a citylike Claremont according to Mr Pedroza

ldquoClaremont is a high maintenance cityrdquo said MrPedroza ldquoWe have a very sophisticated public andthe responsiveness is so high Tonyrsquos able to managethat very effectivelyrdquo

Over the next year Mr Ramos will oversee the po-tential acquisition of the Claremont water system andsteward completion of several master plans for the cityincluding the Claremont Hills Wilderness Park MasterPlan Foothill Boulevard Master Plan and the Water-shed Management Plan for compliance with MS4

AB 60 allows illegal immigrants to apply for all noncommercial driverrsquos licenses offered through the DMVincluding Class C (most cars) motorcycles travel trailers and some RVs The license can be used to drive aswell as a legal state identification

An AB 60-issued license will differ in appearance

from a standard California driverrsquos license in that thefront will state ldquoFederal Limits Applyrdquo on the top rightcorner above the class designation in the same colorand font as other words Additionally the back of thecard will include the statement ldquonot valid for officialfederal purposesrdquo The license will otherwise look simlar to those currently issued California driversrsquo licenses

The DMV expects to receive 14 million applicationduring the first three years following the inception of AB 60

he Los Angeles County SheriffrsquosDepartment has released a com-posite sketch of a suspect in the

double homicide of Armie and ShirleyIsom of La Verne The elderly couplewas killed in the entryway of their homeon Friday December 26 at about 1 pm

The suspect is described as a white or Hispanicmale in his late-20s or early-30s On the day of thecrime he was reportedly dressed in a dark-hooded

jacket and carrying a large backpackAs the COURIER previously reported the La

Verne couple was attacked in their home on the 300block of Roughrider Road

Initial reports from the Los Angeles County Sher-iffrsquos Department were conflicting however investi-gators have since determined that Mr Isom died of blunt-force trauma while Ms Isomrsquos injuries were

said to be caused by both blunt- and sharp-forcetrauma The 74-year-old woman died at the homeher husband 89 died of injuries later at the hospital

Lt Dave Coleman of the LA County SheriffrsquosDepartment Homicide Division said in a news con-ference this week that the suspect was wearing ldquohik-ing attirerdquo refuting neighbor reports that theindividual appeared ldquohomelessrdquo or ldquoscruffyrdquo LtColeman also reported that a weapon was recoveredat the scene but no additional information wasgiven

Investigators initially said he was described as aHispanic male 25 to 30 years old weighing about160 pounds and standing anywhere from 5 feet 7inches to 5 feet 11 inches tall He was said to bewearing Levirsquos-style blue jeans and a hoodie sweat-shirt that was either orange blue or green Also it

was reported that he was wearing an orange orgreen backpack Based on conflicting eyewitnessreports sheriffrsquos investigators later said that no sus-pect description was available

According to Lt Aaron Fate of the Claremont Po-lice Department residents on the 4100 block of Tenango Roadmdashlocated just south of Base LineRoad and Live Oak Canyon where the crime tookplacemdashhad seen a man matching the description of the suspect walking down the street with bloodstains on his sweatshirt

Police were aiding in the search at about 2 pmon December 26 when a Claremont resident flaggeddown the officer to say he or she had seen the sus-pect calmly walking down Tenango about 20 min-utes prior However no one called 9-1-1 or reportedby telephone at the time they saw the suspect

In the last couple of years CCF has added a concertto its roster of fundraisers which includes the yearlyParty Parade and Mi Casa Su Casa a benefit organized

A change of venue was in order when the folks whorun Garrison Theater said they werenrsquot really set up todo a rock and roll show and suggested Ms Young talkto Kurt Beardsley the production manager at BridgesAuditorium Mr Beardsley was amenable to setting upa gig with Lukas Nelson an able singer songwriter whoclassifies the sound he and his quartet has crafted asldquocowboy hippie surf rockrdquo

Mr Beardsley had another suggestion raise thestakes by getting Shooter Jennings on the bill As a bigfan he knew that Shooter occasionally played withLukas bound together not so much as by a matchingsound but by a shared enthusiasm for roots-based musicand a shared history Both musicians pretty much grewup on tour buses with Lukas traveling the country withthe elder Mr Nelson and Shooter joining his dad Way-lon and mom Jessi Colter on the road With Shooter onboard Bridges Auditorium became co-producer of theconcert

Ms Young decided local talent should also be repre-sented and asked Peter Harper to serve as an openingact Once known more for his metal sculptures than formusic Mr Harper has delved increasingly into music inrecent years singing and playing original music on thefour-string tenor guitar

ldquoHe played at Bridges a couple years ago with theMali All-Stars and was on the roster of last yearrsquos folkmusic festival Hersquos very popular Hersquos made a lot of

strides in a short amount of time Irsquom kind of proud of himrdquo Ms Young said

Promise of the Real bassist Corey McCormick MrMcCormick grew up in Montclair where as a buddingmusician he was no stranger to the Claremont musicscene He stopped in from time to time at the FolkMusic Center which was founded by Mr Harperrsquosgrandparents Charles and Dorothy Chase TodayPeterrsquos mother Ellen Chase is manager of the store

Mr McCormick who lives in Pasadena started play-ing trumpet in school and played the horn all the waythrough his first year at Citrus College Located inGlendora the community college is noted for its strongmusic program

ldquoMy dad had a guitar laying around the house and Ilearned some pianordquo he said ldquoI decided to play uprightbass one day I transferred to Long Beach State fin-ished my degree in classical bass performance and therest is historyrdquo

After teaching in the music department at Citrus forfive years teaching bass and guitar students and start-ing a jazz combo Mr McCormick met Lukas and wasimpressed In 2010 he came in as the bandrsquos third bassplayer

ldquoMy first impression is that he sounds exactly likeWillie and plays guitar like Stevie Ray Vaughnrdquo hesaid ldquoI saw potential with LukasmdashI thought this couldreally turn into a real band where I could make a careerout of itrdquo

The first time my father left his homestate of New Jersey to travel outsidethe New York metro area was cour-

tesy of the United States government In1958 Uncle Sam was shipping him to Ab-erdeen Maryland

He was then transported to Fort Polk in ShreveportLouisiana (on a train that was stopped a short distanceinto the journey south so that passengers could segre-gatemdashdespite the fact that the US Supreme Court out-lawed segregation in interstate transportation in 1946)and finally to Fort Hood in Killeen Texas where hewould serve his country in the US Army

The first time my mother went any great distance fromher native Garden State I was there too It was 1959 and

we were flying in a piston-engine prop plane to the LoneStar State to be with my dad I was only six months oldbut lucky for me and unfortunately for the hapless view-ers who would later sit through them my mom took 8mm home movies for most of the ride When I watchthem now I think she must have been awestruck by the

sensation of being up in the cloudsWhen I was eight years old my parents moved from

New Jersey to California It might as well have been agalaxy far far away to the friends and family we wereleaving behind Air travel was still the domain of the uppermiddle class men wore suits and hats and womendonned stockings and high heels to fly The democratiza-tion of air travel ushered in by PEOPLExpressrsquo low faresin the early 1980s was still a few years off

I distinctly remember my Aunt Rosemarie crying and

clinging to the open window as we shoved off on our ad-venture in 1967 We were like the Pilgrims leaving Ply-mouth Englandmdashand not just because we were drivinga Plymouth With plane tickets and even phone calls at apremium who knew when we would hear from or seeher or the other folks we were leaving behind ever again

nounced the creation of an urban garden-ing project being developed with anothercommunity agency Uncommon Groundand invited CIC members to participate inthe inaugural ceremonies

Finally CIC is a place where the lead-ers of various religious traditions can ex-plore topics and assist each others inmatters that concern all religious groups

For the last few months members of council have been focussing on the envi-ronmental crisis and reporting on whatdifferent groups are doing to address the

issue In December an organization madeup of members of 15 local religious

groups called the ldquoInterfaith SustainabilityCouncilrdquo described the many environ-mental projects they have carried out inrecent years and made their experienceand resources available to CIC members

Some Claremont residents know theClaremont Interfaith Council through theAnnual Thanksgiving Service In 2014nearly 400 Claremont neighbors frommany religions joined in a service at OurLady of the Assumption led largely byyoung people giving thanks and reflecton ways to build the common good

Yet for all the inter-religious effortsbeing made in Claremont and other com-

munities around the county as well thefact remains that most of us know very lit-

tle about other religious traditions Thisworries Professor Eck This is how sheexpresses her concern ldquoThe new religiousAmerica requires a greater degree of lit-eracy than is now the reality I think it isdangerous to live in such close quarters ina society such as ours with a series of half-baked truths and stereotypes functioningas our guides to understanding of our re-ligious naturerdquo

One way that people can increase theirinter-religious literacy and work to builda more pluralistic world is to resolve thatin this New Year they will make onenew friend from another religious tradi-tion A friend to know well enough totake out for coffee to invite home for

dinner to talk honestly with about thinthat matter most

Few Americans have a friend whovalues and world view have been shapeby religious traditions other than theown Yet it is friends like this who opeour eyes break down our stereotypes corect our misconceptions and help us bcome pluralistic people who energeticalengage the diversity around us

Because much of the public is notaware of the dangers of these practiceswe again turn to verse and song to ex-press truths that need to be shared inorder to stimulate positive change Thisode protesting what is happening tourban trees can be sung to the tune of ldquoWhere Have all the Flowers GonerdquoHere is a summary of key concerns

Like many communities complacentClaremont has become a battlefield in afight against the environment

Poorly pruned urban trees stand likeamputees Many trees die due to lack of water infertile soil pollution and urbanheat island effects which cause diseaseand early decline prematurely reducingtrees to carbon dioxide and methane thatfurther disrupts the climate

Songbirds no longer sustained by oururban forest are forced to find betterhabitats Butterflies and bees becomepoisoned by pesticides which can alsocontaminate ground water we drink

Rain water which can be interceptedby trees and detained in their root zonesinstead goes down storm drains

The urban forest so beneficial to ourhealth and well being disintegrates Ourquality-of-life deteriorates

People attracted to our city of treesmay leave this battlefieldproperty val-

ues may go downLet us hope people will work with n

Calm strong and independent to theend Betty Bulkley died peacefully onDecember 28 2014 in her own apart-ment at Claremont Manor as she hadwished under hospice care after a recentdiagnosis of ovarian cancer Just shy of

88 she was able to enjoy a ldquobig tablerdquoThanksgiving and a joyful Christmasday with her daughter and four genera-tions of family and told family she wasready to go

Born to J Ward Faggard and Mar-garet Jones Faggard on January 10 1928in Wichita Falls Texas she spent herearly years in Texas and Kansas CityMissouri returning as a teenager toTexas where she graduated at age 16 asvaledictorian of her high school class inCorpus Christi She moved with her par-ents to San Diego to be near her brotherJoe a US Marine who was recovering inthe hospital after being seriouslywounded in the Pacific Theatre during

World War IIAs a freshman at Occidental CollegeBetty met Cal Tech student EdwardldquoNedrdquo Bulkley when he volunteered topick up the ldquoOxy girlsrdquo for a dancehosted at then all-male Cal Tech Thefamily story reports that as one of thefew students with his own car Ned wasalso asked to pick up an ice block for thepunch The car was crowded so Bettyvolunteered to sit on the ice for the rideto campus This started them talkingand the rest is history Married on Sep-tember 5 1947 Mrs Bulkley discontin-ued her formal education to earn insteadwhat she called her ldquoPHTrdquo degreeworking in a Pasadena office to Put Hus-

band Through as he went on to completehis electrical engineering degree pro-gram

With the help of friends and Mr Bulk-leyrsquos father they built their own homeon a steep hillside in South Pasadenawhere they lived when their two daugh-ters were born Beverly in 1951 andKatherine in 1954 In 1958 the familymoved to San Marino where Mrs Bulk-ley kept home and family clean and fedvolunteered as a Girl Scout leader and

room mother and kept an immaculatelyweed-free dichondra lawn while Nedworked his way through a number of en-gineering positions Although she neverdrove a car Betty was fully mobile

walking taking the bus or riding her bi-cycle wherever she needed to go TheBulkleys developed a common love of musical theater and classical music dur-ing those years this continued through-out her life bringing her peace and com-fort to the end

During the kidsrsquo growing-up yearsthe family enjoyed camping swimmingand sailing Although Mrs Bulkley wasan able crewmember for her husbandrsquossailboat-racing hobby she preferred tostay inside the bay since the oceanwaves made her seasick If daughterBeverly or another crew person wasnrsquotavailable for an ldquooutsiderdquo race shewould bravely climb aboard their 14-

foot dinghy heeding Mr Bulkleyrsquos di-rective to ldquoface aft when seasicknessstruckrdquo so as to give the boat more for-ward propulsion and a competitive edgeNever one for luxury travel Betty en-

joyed a few adventures beyond herldquocomfort zonerdquo at Nedrsquos behest such assailing through the surf off the beach inHawaii driving the unpaved loggingroads that paralleled the Al-Can High-way to get to Alaska (Ned would neverdrive on a paved road if a dirt road led to

the same destination) and living inJapan briefly while he was there on awork assignment

After the untimely death of theiryounger daughter and Mr Bulkleyrsquos re-tirement they left southern California

for the quiet of rural life in Oregon set-tling in a log cabin on several acres nearthe Rogue River For 25 years the cou-ple lived simply on the land using awood stove to heat the cabin in the win-ter and swimming to cool off in the sum-mer Their three granddaughters lovedvisiting and have happy memories of playing ldquostorerdquo and solitaire with theirdoting grandmother whose careful re-source management produced all thetoys they neededmdashcardboard boxespine cones acorns toilet paper and pa-per towel rolls pieces of string and acreative imagination to play games with

In the early 1990s Mr Bulkley devel-oped Parkinsonrsquos disease and it became

increasingly difficult to care for him intheir home Although she was resilient inmaintaining a physically demandinglifestyle when she fell and broke her hipin 2006 they were forced to leave Ore-gon to come to Claremont where theirdaughter and family could provideneeded support Settling into what shetermed ldquoelegant livingrdquo at ClaremontManor Betty made new friends and de-veloped a reputation for gentle strengtha positive attitude and a sense of humorthat endeared her to staff and residentsalike

After Ned died in 2009 she devotedmost of her energy to her daughterrsquosfamily providing major support for the

educational needs community engage-ment charitable causes and life events of her daughter son-in-law and threegranddaughters all of whom she wastremendously proud She delighted inwatching the growth and antics of herthree great-grandchildren another gener-ation with whom she could play on herliving room floor with carefully-savedtissue boxes and toilet paper rolls Inspite of increasing frailty she was al-ways game for family outings and en-

joyed trips to the beach to the theaterout to dinner and to the LA County Fairwhere she joined great-granddaughterSavannah on the merry-go-roundmdashandnot on the boring bench that stays on thplatform but on the horse that goes up

and downHer son-in-law David described herthusly ldquoMy mother-in-law had an in-credible toughness of an unusual kindinsofar as it was mostly inconspicuousfor a variety of reasonsmdashpartly becauseshe ably played second violin to her hubandrsquos concertmaster partly because itreflected what I think of as a Midwestetalent for silent perseverance and partlybecausemdashand not just at the end of herlifemdashshe spoke softly so that youneeded to listen carefully to hear her

Longtime Redlands resident AnnaHollenberg died on December 20 2014at her home in Mount San Antonio Gar-dens in Claremont after a short illnessShe was 85

She was born in Los Angeles in De-

cember 1929 to Carl and Ruth Hoglundand raised in Alhambra She graduatedfrom the University of Redlands in 1951where she met and married John LelandHollenberg After stints in HawaiiFullerton Berkeley and Claremont thecouple moved to Redlands where Leewas a chemistry professor for 28 years

Mrs Hollenberg was a gifted runnerand trained with the Loma Linda Lopers

for many years She completed the LosAngeles Marathon 10 times winning herage group five times and placing in thetop three every time She also competedin shorter races and received over 100medals She was active in the American

Association of University Women andthe University of Redlands chapter of theSigma Xi sorority

She was very generous and supportedmany causes She donated blood regu-larly and volunteered for Meals onWheels for many years She willbe greatly missed for her love thought-fulness kindness warmth and senseof humor

Mrs Hollenberg was preceded indeath by her sister Melba HawkinsShe is survived by her husband of 63years Lee by her daughter and son-in-law Sandra Hollenberg and Bill Daub of Claremont by her sons John Hollenberg

and Dave Hollenberg of Los Angelesand by her sons and daughters-in-lawStan Hollenberg and Molly Kellogg of Portland Oregon and Jim and LindaHollenberg of Redlands

It brought back memories of being aBoy Scout and as I bunked with ourScoutmaster Clayton W Atwood onesummer at camp He had been a Pharma-cistrsquos Mate in the Navy and was at thefall of Guam on December 7 1941 Sub-sequently he had been a Japanese Pris-oner of War until 1945

This weekend I viewed the movie Un-broken about Lou Zaperini When I gothome I googled lsquoClayton W Atwoodrsquoand read his after-war testimony regard-ing the warden rsquos treatment of those in

prison camp The movie brought Mr At-woodrsquos testimony to life

I wish I had thanked him for his serv-ice sacrifice and for being Scoutmasterof Troop 401

Following on last yearrsquos sell-outClaremont Community Foundation PartyParade event For the Love of Books 5will occur on Sunday March 1

As with previous FTLOB gatheringsthe focus of the event will be to bring to-gether book-lovers book group mem-bers and anyone interested in buildingcommunity through shared reading ex-periences Held at Mt San Antonio Gar-dens the gathering will feature a talk byan established author and will provide anopportunity for participants to share their

reading interests and ideasIn 2014 the For the Love of BooksCommittee gathered information from

28 local book groups about what theyhad read the previous year The commit-tee is again soliciting lists of titles re-cently read by local book groups The2015 list will be distributed at the Marchevent and will also be available for gen-eral distribution later in the spring
