CIVIL AND HIGHWAY ENGINEERING Overview SWA offers a staff with extensive technical expertise including developing roadway design plans from the conceptual stages, hosting public outreach meetings, to the development of Plans, Specifications, and Estimates (PS&E); providing construction support services; reviewing design/build and roadway/highway plans developed by other consultants; and providing design support during the construction phase. SWA also offers strong capabilities in supporting on-call civil, highway, structural, and traffic engineering contracts. SWA is currently engaged in several divisions and Districts of the Maryland State Highway Administration (MD SHA), including District 3 (Prince George’s and Montgomery County), District 4 (Harford and Baltimore Counties) and District 7 (Frederick, Howard, and Carroll Counties). In addition we have performed work for counties and municipalities in the region including Washington County in Maryland and the City of Falls Church in Virginia.
