CIVIL AND HIGHWAY ENGINEERING Overview SWA offers a staff with extensive technical expertise including developing roadway design plans from the conceptual stages, hosting public outreach meetings, to the development of Plans, Specifications, and Estimates (PS&E); providing construction support services; reviewing design/build and roadway/highway plans developed by other consultants; and providing design support during the construction phase. SWA also offers strong capabilities in supporting on-call civil, highway, structural, and traffic engineering contracts. SWA is currently engaged in several divisions and Districts of the Maryland State Highway Administration (MD SHA), including District 3 (Prince George’s and Montgomery County), District 4 (Harford and Baltimore Counties) and District 7 (Frederick, Howard, and Carroll Counties). In addition we have performed work for counties and municipalities in the region including Washington County in Maryland and the City of Falls Church in Virginia. SWA’s civil and highway engineering department has been involved with the City of Baltimore’s Transportation Programs since 1998 and have completed over 100 projects throughout the City.
