5 CALL TO Chairperson KAHLE called the meeting of the Park and Recreations Committee to order 6 ORDER at 5:01PM. 7 8 ROLL CALL Members present were Chairperson Jeff Kahle, Mickey Loka, Mike Loka, Tim Albert, and 9

Sue Thompson. Absent was Mark Zeimer and Chad Gauerke. 10 11

Also present was Parks Leadsperson Steve Borem and Clerk-Treasurer Amanda L. Bartz. 12 13 PUBLIC There were no public comments. 14 COMMENTS 15 16 MINUTES MIKE LOKA MOVED to approve the minutes from September 13, 2016 and MICKEY LOKA 17

seconded. The VOTE was unanimous. 18 19 OLD 1.) Bradley Park Management Plan and Tree Removal Update 20 BUSINESS 21 Clerk BARTZ stated that the Director of Public Works, John Cole, had reported that 20 22

trees were removed from the park that were hazards along the road and day use areas. 23 She stated that he indicated that the removed trees will be used for fire wood at the 24 stone shelter the following summer. 25

26 2.) SARA Park “C” Field Expansion 27 28 ALBERT stated that the trees have been removed, the ground tilled up where the 29

stumps were and grass planted. He stated that the left field now measures 280’, center 30 301’ and right field 235’. (Pony Field measures: left field 280’, center 312’ and right field 31 275’). 32

33 NEW 1.) Request from Lincoln County Veterans Memorial Committee for Patriotic Signs in 34 BUSINESS Veterans Memorial Park 35 36 Bill Burcalow stated that during Fall Ride there were four signs in front of the Veterans 37

of Foreign Wars Post and later were moved to the Town of Nokomis at “Bubba’s Big 38 Party”. 39

Burcalow stated that there are a total of four signs and they would like to place some of 1 the signs at Veterans Memorial Park and some at the wayside of Highway 8 and County 2 Road A. He stated that they are looking at placing two signs in each location. 3

4 MICKEY LOKA stated that the “Hometown Hero” sign is a great fit at the park, he was 5

not sure if the “Fall Ride” sign would be a good fit. 6 7 MIKE LOKA MOVED to approve the Lincoln County Veterans Memorial Committee to 8

continue to pursue the placement of sign(s) in the park and to come back to the Park 9 and Recs Committee with a proposal and a plan for final approval. ALBERT seconded. 10 The VOTE was unanimous. 11

12 2.) Dog Park – Payment/Donation Boxes 13 14 Clerk BARTZ stated that the donation box at the Dog Park had been vandalized and can 15

be easily broken into. She stated that COLE is recommending that the extra secure 16 money box made by PCA Tomahawk be placed at the Dog Park. 17

18 MIKE LOKA MOVED to approve placement of the secure money box at the Dog Park and 19

THOMPSON seconded. The VOTE was unanimous. 20 21 3.) Pride Park Rinks 22 23 Clerk BARTZ stated Cole is recommending the rinks at Pride Park be treated the same as 24

it was the previous winter (built and flooded and maintenance done during normal 25 business hours). 26

27 MICKEY LOKA MOVED to build and flood the rinks at Pride Park and maintain them 28

during normal business hours. ALBERT seconded. The VOTE was unanimous. 29 30 4.) “No Wake Zone” Buoys/Signs in Kwahamot Bay (N 4th Street Bridge) 31 32 MICKEY LOKA MOVED to approve the placement of “No Wake Zone” signs in the bridge 33

and to not place the buoys and ALBERT seconded. The VOTE was unanimous. 34 35 REPORTS 1.) Director’s Report 36 37 Clerk BARTZ stated that Director of Public Works John Cole is currently in Green Lake 38

attending a Wisconsin Department of Natural Resources forestry training program. 39 40

Clerk BARTZ read a report prepared by COLE. She stated that they are starting to shut 41 down the bathrooms, water fountains and season change overs. She stated that the 42 wayside at Highway 8 and County Road A has been closed for the winter. She reported 43 that the crew will start work on the Zamboni. 44

1 2.) Ad Hoc Tree Committee 2 3 Clerk BARTZ stated that we will be scheduling a meeting to review the 2016 activities 4

and the plan for 2017. 5 6 NEXT The Park and Recreations Committee will meet on November 8, 2016 at 5:00PM at City 7 MEETING Hall in the Council Chambers. 8 9 ADJOURN MICKEY LOKA MOVED to adjourn the meeting of the Park and Recreations Committee 10

and MIKE LOKA seconded. The VOTE was unanimous. The meeting was adjourned at 11 5:23PM. 12
