The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session in the Council Chamber at City Hall, located at 555 South Washington Avenue on Monday June 6, 2016 at 1:00 p.m.

XXX Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Member Foster, Member Gaetjens and Member Megivern. Secretary Adams and Member Duell were absent. Also attending was Planning Manager Brad Parrish, Redevelopment Planner Tim Ford, Planning Intern Trina Gilliam and Recording Secretary Laurie Dargie.

Member Megivern motioned to approve the minutes from the May 2, 2016 meeting. Member Foster seconded. There was a unanimous voice vote.

Consultant’s suggestions for future work order

Discussion took place amongst the Historic Preservation Board members regarding the future projects of the Historic Preservation Board and the budget needed to support the projects. The Historic Preservation Board discussed working towards having three to four new local historic designations, workshops and participation in the Celebration of the City of Titusville’s 150th Anniversary.

Member Foster made a motion to request the Historic Preservation Board’s budget from $20,000.00 to $25,000.00 due to the projected amount of projects for FY16/17. Vice Chairman Petyk seconded. There was a unanimous voice vote.

Application for Historic Designation – 126 S. Grannis Avenue

Discussion took place amongst the Historic Preservation Board members and they decided the application looked good as presented.

XXX Member Megivern made a motion to accept the application as presented and to go forward with giving it to Littlejohn Engineering to start their process for the designation. Member Foster seconded. There was a unanimous voice vote.

Application for Historic Designation – 214 Julia Street

Discussion took places amongst the Historic Preservation Board members and the following corrections should be made on the application: The zoning district should be DMU (Downtown Mixed Use), The Flood Plain should be marked as X, and item 4 under Current Designation should be checked as being a contributing property in a Nationally designated district.

Vice Chairman Petyk made a motion to accept the application with the corrections and to go forward with giving it to Littlejohn Engineering to start their process for the designation. Member Foster seconded. There was a unanimous voice vote.

Discussion took place regarding the application form due to having small areas to write on when there is a large amount of information. The Historic Preservation Board requested Mr. Parrish to add a line to the application form that states, “If excessive information is required to please attach an additional sheet,” with the information to the form. The example given was on the 214 Julia Street application there was more than six owners therefore no more lines were available to write in the additional owner’s information.

Member Gaetjens made a motion to amend the application form to include a line about attaching a sheet with required information if the application form does not provide enough lines for the information needed. Member Megivern seconded. There was a unanimous voice vote.

Plaque proofs for 414 Pine Street and 820 Indian River Avenue

Discussion took place amongst the Historic Preservation Board members regarding the plaque proofs. The Historic Preservation Board members agreed that the plaque layout for St. Gabriel’s Episcopal Church is ready to order. The Historic Preservation Board decided to make the following changes to the 820 Indian River Avenue plaque. The Historic Preservation Board wanted to change the word Home to House. The Historic Preservation Board wanted to change the word CIRCA to be lowercase letters. The Historic Preservation Board also decided to change the font size of circa to the same size as the font of the address on the plaque.

Member Foster made a motion to approve the plaque for 414 Pine Street as is and to make the discussed changes on 820 Indian River Avenue, home to house, CIRCA be lowercase, circa be the same font size as the address. Member Gaetjens seconded. There was a unanimous voice vote.

Workshop Format Discussion

Workshop – October 27, 2016

Mr. Parrish said he did speak to Mr. Quam with Quam’s School House Burgers and Grinders and he would like to participate in the walking tour. Mr. Parrish said he has not been able to contact the other merchants about participating in the walking tour. Mr. Parrish said Ms. Ruth Akright will be coming to present the Adaptive Reuse presentation at the workshop on October 27, 2016 at 6:00pm. Mr. Parrish said if Ms. Akright is asked to participate in the walking tour or do anything additional there will be a charge. Discussion took place amongst the Historic Preservation Board members. Chairman Kiesel asked Mr. Parrish to contact the Playalinda Brewery, Pritchard House, Hotpoint and Dr. Aker’s eye office to see if they would be willing to participate in the walking tour. Mr. Parrish said he would try to have information at the July 5, 2016 meeting as to if they will be participating or not. Member Foster suggested having a handout for the persons going on the walking tour to fill out as they go through the tour as to what they see as adaptive reuse. Member Gaetjens volunteered to take any photographs that would be needed for the workshop or walking tour. Member Foster said the walking tour groups should be a max of ten people per group. The Historic Preservation Board suggested that Mr. Parrish also try to contact Café Chocolat and Pam Meyers Real Estate to see if they would be interested in participating in the walking tour.

Reports

Member Foster said that she spoke to Ms. Spangler about the house on 1128 Indian River Avenue, which was built in 1948. Member Foster said Ms. Spangler is interested in coming to the workshop in October. Member Foster suggested having Ms. Akright come back in March 2017 and have an all-day event for the 150th Anniversary of the City of Titusville. Chairman Kiesel said this is something that can be put on a future agenda to discuss further.

At the last meeting the Board discussed the following agenda: Tours 2-5:30pm [Playalinda Brewery, Pritchard House, Qualms, Hotpoint, Acres] Workshop introduction 5:30-6pm Adaptive Re-use presentation by Ruth Akright 6pm.

Per the Historic Preservation Board’s request, Staff has contacted the following property owners of downtown buildings that have agreed to take part in the Historic Preservation Board’s October Workshop Walking Tour. They are:

l Julie Hilligoss, Hotpoint Boutique l Huberta Davis, Caffe Chocolate l Dr. Greg Aker, Aker Eye Center l Russ Quam, Quam’s Schoolhouse Burgers l Playalinda Brewery

Ms. Ruth Akright agreed to conduct the walking tour. Her fee is $150 for a tour in addition to the $200 for the workshop presentation. She requested some old photos that could send to her.

1. The City Manager approved the Board's request to for an additional $5,000 to be added to next year's budget.

2. Public hearings for the nominations of 126 Grannis and 214 Julia onto the City's register of historic places are tentatively scheduled for September 12th. The City Council's meeting is scheduled for September 27th. The CRA will be given the opportunity to make comment on the nomination of 214 Julia at their meeting on July 12th.

3. The nomination form was updated as requested by the Board and it is available on the City's website.

4. Plaques were ordered for 414 Pine Street (St. Gabriel's) and 820 Indian River. 5. The City Council recently appointed Lindsey Bamberg to the Historic Preservation Board

as an alternate member. Her application and resume is attached. 6. Attached is an invitation to comment on a Section 106 related project consistent with the

National Historic Preservation Act of 1966. Antennas will be installed in the interior of the Titusville Courthouse. The Courthouse is not on the national register but is eligible, therefore the review is required.

Appoint one alternate member to the Historic Preservation Board for an unexpired term to expire on October 31, 2017.

Summary Explanation & Background:

The Historic Preservation Board: There are seven regular members and two alternate members appointed by City Council. Whenever possible, members of the Board shall be residents of the City of Titusville for at least one year; however, to meet State Certified Local Government Guidelines, up to three of the seven regular members shall not be required to meet the residency requirements as outlined in the Code, Section 2-51. City Council shall appoint members to the Board that have an interest or experience in Historic Preservation. Whenever possible, City Council shall appoint members from the following organizations, professions, or groups: (1) Local historian, and/or architectural or art historian; (2) Architect; (3) Urban and regional planner; (4) Landscape architect; (5) Lawyer; (6) Engineer and/or building contractor; (7) Realtor and/or property appraiser; (8) Interested residents of City historic districts; and (9) Brevard County Historic Preservation Commission.

Currently there is one vacancy for an alternate member with an unexpired term to expire on October 31, 2017.

There is currently one application on file for consideration. Ms. Lindsey Bamberg has expressed her willingness and desire to serve on this board. Her application is attached.

Monthly Statement of Board Appointments: The City Clerk posts, on the official city bulletin boards, a statement of Board and Commission appointments that identifies member term expirations and board vacancies for the upcoming six months. In an effort to provide more exposure of this information to our citizens, the City Clerk’s Office posts this statement, on a monthly basis, on the City of Titusville web site and a power point presentation has been designed and placed on channel 498 for citizens to view upcoming term expirations and vacancies at home.

That depends. A tour of the interior might be a good idea. The courthouse could certainly qualify to be on the city’s local register.
