II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. 1 PUBLIC ELECTRICAL INSPECTION / REPAIRS / INSTALLATION: Electrician I: Troubleshoots and repairs faults in existing electrical systems; performs specialized maintenance and installation duties at the airport, City ball fields, pier (waterfront), and sewer pumping systems; performs related duties as assigned. Electrician II: Troubleshoots and repairs faults in existing electrical systems; performs maintenance and installation of specialized equipment at the airport, City ball fields, pier (waterfront), and sewer pumping systems; performs repairs and scheduled maintenance on electrical components of HVAC systems; performs related duties as assigned. It was clarified in interviews that incumbent performs a wide variety of electrical work within the city limits including, but not limited to, tenant improvement for city-owned buildings, pier (waterfront), sewer systems, City parks and beach areas, streets and sidewalks, parking structures and tennis courts. Incumbent receives work orders ranked as a one, two or three priority from Lead Electrician, Maintenance Connection and the City of Santa Monica Government Outreach program emails regarding citizen concerns; work orders ranked as a one are always completed first for emergency/safety reasons; performs electrical work involved in assisting in the construction, preventative and corrective maintenance, modification, of City street lights; performs electrical work on controls, switch gear, wiring and conduit; installs ballasts; park lighting and safety lighting; a wide variety of maintenance needs may be assigned. It was further clarified in interviews that incumbent loads truck with necessary supplies for work orders; assesses needs after arriving at the scene; assures safety of the area; may need to block street lanes; uses cones and/or signs as required; operates jackhammer to break up cement for street and traffic light installation; pulls wire through conduit and poles; loads broken asphalt and cement into bins; utilizes boom lift to replace lamps; operates crane to lift and lower light posts. Incumbent may also work in control panels, pole boxes and other electrical-access components near the affected intersection. It was also clarified that incumbent no longer performs repairs and maintenance on HVAC systems, but will pull wire and install HVAC systems as needed.

EMERGENCY SYSTEM MAINTENANCE: Electrician I: Performs scheduled maintenance of emergency systems; performs related duties as assigned. Electrician II: Performs routine maintenance of emergency systems; performs related duties as assigned. It was clarified in interviews that incumbent performs maintenance on emergency generators, transfer switches and switch gears; visually inspects each unit; starts each generator monthly for 10 minutes; logs hours expended for emissions standards; performs checks for hot spots on switches; clean and tighten electrical components; meets with vendors for other required inspections and to replace batteries.

EQUIPMENT OPERATION / MAINTENANCE: Electrician I: Uses and maintains assigned equipment such as trucks and tools. Operates a mobile crane; performs related duties as assigned. Electrician II: Operates and maintains equipment; operates a mobile crane. It was clarified in interviews that incumbent uses a wide variety of tools and equipment to perform daily work. Equipment used includes, but is not limited to small manual hand tools i.e. screwdrivers, wrenches, hammers, etc.); cable reels; wire and cable stripping, cutting and crimping tools; jack hammers; pipe bending tools; power tools (i.e. drills, saws, etc.), may utilize bench power tools (i.e. band saw, grinder, chop saw, drill press, etc.); performs light welding and cutting with acetylene torch; operates heavy equipment (i.e. mobile crane, boom lift, forklifts, etc.); operates City-owned vehicles such as trucks; utilizes 2-way radios, cell phones; laser measuring devices; flashlight/lanterns and desktop computer with associated peripherals. It was further clarified in interviews that incumbent is responsible to visually inspect all equipment at the beginning and end of shift; performs City-owned vehicle and heavy equipment checklist; maintains appropriate fuel levels; stocks truck with parts and supplies; report any required maintenance and repair needs; ensures hand tools and equipment are cleaned as necessary; oil and grease parts; replaces blades. Incumbent also checks fluids and lights in assigned City-owned vehicles, as well as maintaining appropriate gasoline levels.

It was clarified in interviews that incumbent Electrician II monitors the work and performance of assigned crew members and trade interns; provides hands-on training via job shadowing, partnering in cleaning activities, example setting, etc.; ensures training and work safety; assists in determining when crew member is ready, willing and able to gain more independence in job duties; provides feedback in areas of development; provides feedback to management on performance of crew for inclusion and consideration in performance reviews; may act as a consultant to engineers about job development.

It was clarified in interviews that incumbents receives calls on City cell phone, police dispatch and certain vendors for emergency purposes; may talk someone through issue if it is minor; safety calls take priority; checks in at the maintenance yard; calls for additional help if needed. It was further clarified in interviews that incumbent assesses situation at work site; secures the area to ensure public safety; shuts off power if required; diagnoses approach to address issue(s); prepares list of materials needed; collaborates with supervisor via phone to call in any required additional help, contractors or materials; repairs until completion. Electrician II has mandatory 24 hours per day for one week on-call duties every 5 weeks.
