4. PLYMOUTH FORUM—Individuals may address the Council about any item not contained on theregular agenda. A maximum of 15 minutes is allotted for the Forum. If the full 15 minutes are not neededfor the Forum, the City Council will continue with the agenda. The City Council will take no officialaction on items discussed at the Forum, with the exception of referral to staff or Commission orCommittee for future report.

Background: RESOLUTION TO ENCOURAGE THE GENERAL ASSEMBLY OF OHIO TO ENACT HOUSE BILL 336 WHICHWILL ESTABLISH A TEMPORARY AMNESTY PROGRAM FOR DRIVER'S LICENSE REINSTATEMENT FEES,AND DECLARING AN EMERGENCY.WHEREAS, the poorest regions of the State of Ohio are currently experiencing the highest rates ofdriver's license suspensions; andWHEREAS, in the State of Ohio zip codes where at least 50% of residents are below 200% of thepoverty level ($48,600 for a family of four), there are 99 license suspensions for every 1,000residents and the suspension rate drops dramatically in areas with higher income levels; andWHEREAS, targeted law enforcement in urban areas means that driver's licenses are beingsuspended at a greater rate in urban areas, which disproportionately affects low-incomecommunities and communities of color; andWHEREAS, a driver's license may be suspended in Ohio for a variety of moving and non-movingviolations, and a court or the Bureau of Motor Vehicles may order or impose reinstatement fees forthe reinstatement of a suspended driver's license depending on the type of violation

R E S O L U T I O N
RESOLUTION TO ENCOURAGE THE GENERAL ASSEMBLY OF OHIO TO ENACT HOUSE BILL 336 WHICH WILL ESTABLISH A TEMPORARY AMNESTY PROGRAM FOR DRIVER'S LICENSE REINSTATEMENT FEES, AND DECLARING AN EMERGENCY.
WHEREAS, the poorest regions of the State of Ohio are currently experiencing the highest rates of driver's license suspensions; and
WHEREAS, in the State of Ohio zip codes where at least 75% 50% of residents are below 200% of the poverty level ($48,600 for a family of four), higher income levels; and
WHEREAS, targeted law enforcement in urban areas means that driver's licenses are being suspended at a greater rate in urban areas, which disproportionately affects low-income communities and communities of color; and
WHEREAS, a driver's license may be suspended in Ohio for a variety of moving and non-moving violations, and a court or the Bureau of Motor Vehicles may order or impose reinstatement fees for the reinstatement of a suspended driver's license depending on the type of violation; and
WHEREAS, insurance-related suspensions can result in a heavy debt burden on a vehicle owner and such debt can take years to pay off and force some Ohioans to file for bankruptcy; and
WHEREAS, courts do not always advertise or provide information about payment plans authorized by the Ohio Revised Code to assist drivers in making reinstatement fee payments. Furthermore, such payment plans may not be sufficient to assist low-income Ohioans to pay off their reinstatement fees in a timely manner; and
WHEREAS, low-income Ohioans may not be able to afford both the cost of driver's license reinstatement fees and motor vehicle insurance and may therefore choose to drive uninsured, thereby endangering other Ohio drivers; now therefore be it
NOW, THEREFORE, BE IT ORDAINED by the Council of the City Of Plymouth MN
SECTION 1. Council hereby encourages the General Assembly to enact House Bill 336 which will establish a temporary amnesty program for driver’s license reinstatement fees.
SECTION 2. This Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of the City, and for the further reason that this Resolution must be immediately effective in that the Ohio General Assembly is scheduled to vote on House Bill 336. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.

RESOLUTION TO ENCOURAGE THE GENERAL ASSEMBLY OF OHIO TO ENACT HOUSE BILL 336 WHICH WILL ESTABLISH A TEMPORARY AMNESTY PROGRAM FOR DRIVER'S LICENSE REINSTATEMENT FEES, AND DECLARING AN EMERGENCY.
WHEREAS, the poorest regions of the State of Ohio are currently experiencing the highest rates of driver's license suspensions; and
WHEREAS, in the State of Ohio zip codes where at least 50% of residents are below 200% of the poverty level ($48,600 for a family of four), there are 99 license suspensions for every 1,000 residents and the suspension rate drops dramatically in areas with higher income levels; and
WHEREAS, targeted law enforcement in urban areas means that driver's licenses are being suspended at a greater rate in urban areas, which disproportionately affects low-income communities and communities of color; and
WHEREAS, a driver's license may be suspended in Ohio for a variety of moving and non-moving violations, and a court or the Bureau of Motor Vehicles may order or impose reinstatement fees for the reinstatement of a suspended driver's license depending on the type of violation; and
WHEREAS, insurance-related suspensions can result in a heavy debt burden on a vehicle owner and such debt can take years to pay off and force some Ohioans to file for bankruptcy; and
WHEREAS, courts do not always advertise or provide information about payment plans authorized by the Ohio Revised Code to assist drivers in making reinstatement fee payments. Furthermore, such payment plans may not be sufficient to assist low-income Ohioans to pay off their reinstatement fees in a timely manner; and
WHEREAS, low-income Ohioans may not be able to afford both the cost of driver's license reinstatement fees and motor vehicle insurance and may therefore choose to drive uninsured, thereby endangering other Ohio drivers; now therefore be it
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Warrensville Heights, County of Cuyahoga, and State of Ohio, that:
SECTION 1. Council hereby encourages the General Assembly to enact House Bill 336 which will establish a temporary amnesty program for driver’s license reinstatement fees.
SECTION 2. This Resolution is declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety of the City, and for the further reason that this Resolution must be immediately effective in that the Ohio General Assembly is scheduled to vote on House Bill 336. It is found and determined that all formal actions of this Council concerning and relating to the passage of this Resolution were adopted in an open meeting of this Council and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
