We have 5 Inspectors that are available to help with neighboring properties that are not being maintained or when you are renting and poor conditions are not being addressed.

Property Maintenance
Appearances:The exterior of your property and yard should be clean, safe, and sanitary.
Structures, fences, walls, etc. should be maintained, and in good condition.
Address numbers and letters should be no less than 4” in height and no
less than 0.5” in width.
Grass & Weeds:
Yards should be maintained. Grass and weeds can be no
taller than 10”.
DisposalAccumulation
Garbage:
The exterior property and the interior of every structure, shall be free from any accumulation of garbage.
Every occupant of a structure shall dispose of all garbage in a clean and sanitary manner by placing such garbage in approved containers.

Garbage cannot go out to the curb more than 24 hours before pickup. To schedule for large items to be picked up, you first need to obtain a confirmation number by calling (814) 870-1550.
Rodents:The interior and exterior of the property shall
be kept free from rodent harborage
and infestation.
Motor Vehicles:No more than one inoperative or unlicensed motor vehicle shall be parked, kept, or stored on any premise.
No vehicles shall at any time be in a state of major disassembly, disrepair, or in process of being stripped or dismantled.
Vehicles cannot be parked on the lawn. They must be parked on a driveway or parking lot.
Swimming Pools:
Swimming pools shall be maintained in a clean and sanitary
condition and in good repair.
Handrails and GuardsStructure
Exterior Stairway, Decks, Porches, and Balconies:
Every exterior stairway, deck, porch, and balcony shall be maintained structurally sound, in good repair, with proper anchorage and capable of supporting the imposed loads.
Every handrail and guard shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good conditions.

Insect Screens:From May 1st to August 31st every door, window, and other outside opening required for ventilation of habitable rooms, food preparation areas, and every screen door used for insect control shall be a self-closing device in good working condition.
Doors:All exterior doors, door assemblies and
hardware shall be maintained in
good condition.
Interior Surfaces:
All interior surfaces, including windows and doors, shall be
maintained in good, clean, and sanitary condition.
Every stair, ramp, landing, balcony, porch, deck, or other walking surface shall be maintained in sound condition and good repair.
Stairs and Walking Surfaces:
Every exterior and interior flight of stairs having more than four risers shall have a handrail on one side of the stair and every open portion of a stair, landing, balcony, porch, deck, ramp, or other walking surface which is more than 30” above the floor or grade below shall have guards.In

Interior Doors:
Every interior door shall fit reasonably well within its frame.
It shall be properly and securely attached to jambs, headers, or
tracks as intended by the manufacturer of the attachment
hardware.
It shall be capable of being opened and closed.
Infestation:All Structures shall be kept free from insect and rodent infestation.
Kitchens and non-habitable spaces shall not be used for sleeping purposes.
Prohibited Occupancy:
Every habitable space cannot have less than one openable window.
Bedrooms must be larger than 70 square feet.
Other Requirements:
Sleeping Areas:
Every dwelling unit shall contain its own bathtub or shower, lavatory, water closet and kitchen sink, which shall be maintained in a sanitary, safe working condition.
Toilet rooms and bathrooms shall provide privacy and shall not constitute the only passageway to a hall or other space, or to the exterior.B

Residential Occupancies:Dwellings shall be provided with heating facilities capable of maintaining room temperature of 68°F in all habitable rooms, bathrooms and toilet rooms fromSeptember 1st to April 30th.
Smoke Alarms:Single- or multiple- station
smoke alarms shall be installed and maintained
regardless of occupant load at all of the following locations:
Ceiling or wall outside of each sleeping area
Each room used for sleeping
Each story within a dwelling unit

Building
Permits:Most Common Residential Permits
Decks, Sheds, Carports, Garages
Decks that are over 100 square feet, are above 30” off the ground, have a roof, or are attached to the dwelling,
require a frost-free foundation and a permit.
Sheds, Carports, and Garages over 100 square feet also require a frost-free foundation and permits.
These structures must also meet zoning and building code setbacks and regulations.
New and Replacement fences require a permit.
A fence, hedge or enclosure may be placed up to but not exceed the property line.
No fence, hedge or enclosure shall exceed a height of six feet six (6’6”) inches in a Residential District
Any fence, hedge or enclosure that is not of a “see-through” nature and obstructs vision must be reduced to a maximum of 30” as shown to the left.
Note: It is the responsibility of the property owner to know the location of the property lines prior to the installation of a fence. The front property line is not always the inside edge of the sidewalk.
Swimming Pools:
Roofs:
Swimming Pools must be on the side or rear of the property and at least 6 feet from the dwelling. If the pool can hold more than
24” of water a permit is required. Pools 24” to 48” require a fenced in yard with a self locking gate. If the pool can hold 48” or
more, a removable or lockable ladder will suffice. Electrical permits and bonding of the pool may be required depending on
the pool and equipment.
Residential Roofs where just shingles are being replaced, a permit is not needed. If you are getting into the replacement of rafters or trusses then a permit is required.
Building Permit Process:
Your first step when you apply for a building permit will be to speak
to one of our Zoning Officers. The permit approval process varies
based on project type, scope of work, and location.
Zoning
Your second step will be to go to Engineering and get a sign off
ensuring that your project will not effect storm water.
Engineering
You must submit a drawing (can be hand drawn) to our Building Inspector to check for code compliance and prevent failed inspections.
Building
Finally you will take your paperwork to one of our Permit Techs who will verify the sign offs, accept payment, and print your permit!

keep you and your family safe.
Licensing:
To perform Electrical, Plumbing, or Mechanical work on a property in the City of Erie, licenses may be required.
If it is a single family dwelling, the homeowner lives there as a primary residence, AND is doing the work themselves, they are able to obtain their own Electrical and Mechanical permits. Plumbing permits must be obtained by a license plumber for anything other than replacement fixtures. Inspections are still required.
If it does not meet all the of that criteria, a licensed contractor is needed. Licensed contractors require training and experience before a license will be issued to help protect consumers. The licensed contractors will obtain the permits for you. You should always verify that the green permit is in your window before allowing them to start work.
Zoning
It determines the size of buildings, and how the buildings relate to their surroundings.
Zoning is the process of dividing land into zones in which certain land uses are permitted or prohibited.
It is a technique of land-use planning that is used by local governments in most developed countries.
It helps to separate more impactful uses such as manufacturing from more sensitive uses which is residential.

Zoning Districts:
01 How Many?
There are 17 different Zoning Districts
throughout the City of Erie
02 Districts
They include different types of Residential, Commercial, Manufacturing, and Waterfront areas
03 Purpose
Each district lists what uses are allowed. This is what helps prevent loud machine shops from going in next door to you.
Lot, Yard, and Height Requirements:
Dictates the size and placement of buildings and other structures on your property.
Sets minimum distances from property lines or others structures within which a building is prohibited.
Also Includes structures such as pools, sheds, and fences.
Plot Plans: Most properties have a plot plan, or site plan, on file in our office.
Plot Plans show the location and dimensions of all structures and features on a parcel of land.
The plot plan is updated when building permits are obtained that alter the size or number of structures on a property and serves as a part of the official property record
Plot Plans help our Zoning Officers to determine if a proposed new development would be permitted and is in compliance with the ordinance.
