Subject: CCARS - Consideration of moving the existing water maintenance building for other usages

Issue/Problem

The City Council approved to demolish the existing maintenance building at O.N. Stevens Water Treatment Plant (ONSWTP), and proposed to salvage the pre-engineered metal building for an alternative City use.

Background & Findings

The existing maintenance facility at ONSWTP was built in 1990 with a 50’x90’ pre-engineered metal building. Due to the CIP project development to improve the City’s water capacity and water quality, the existing maintenance building must be demolished and relocated to the southwest corner of ONSWTP. However, the existing pre-engineered metal building is structurally sound and can be salvaged for other usages.

The Choke Canyon Dam is one of the most important water supply sources, but has no maintenance building and warehouse. City staff has requested a 40’x60’ maintenance facility to meet the operation and maintenance needs of Choke Canyon Reservoir.

Additionally, Mary Rhodes Pipeline (MRP) is another water supply source for the City. Currently, the maintenance parts and equipment of MRP are temporarily stored in the Woodsboro pump building. A warehouse is needed to meet the operation and maintenance requirements of the facility.

Conclusion

City staff will investigate and carry out value engineering analysis on moving the existing maintenance building to either Choke Canyon Reservoir or the Woodsboro Pump Station, to make use of its residual value in the City’s best interest.
