City Manager’s Update While we await the official certifications of Tuesday's election, on behalf of City staff, I congratulate the newly elected City Council members. This is an exciting and busy time for Virginia Beach. We look forward to working with the Council to continue advancing our city and delivering the range of quality services our citizens expect. City Clerk Amanda Barnes, City Attorney Mark Stiles and I will be scheduling time to meet and provide orientation information to the new members. General Registrar Donna Patterson will certify the local election on November 13 and the state is expected to certify results on November 19. Because the mayoral special election was to fill a vacancy, State Code (§24.2-201) allows Mayor-Elect Dyer to take office after he qualifies. We are planning a small reception and Oath of Office ceremony beginning at 2 p.m. on November 20 in advance of the presentation of the annual Five-Year Forecast. City Manager’s Update

While we await the official certifications of Tuesday's election,

on behalf of City staff, I congratulate the newly elected City

Council members. This is an exciting and busy time for

Virginia Beach. We look forward to working with the Council

General Registrar Donna Patterson will certify the local election on

November 13 and the state is expected to certify results on November

19. Because the mayoral special election was to fill a vacancy, State Code

(§24.2-201) allows Mayor-Elect Dyer to take office after he qualifies. We

are planning a small reception and Oath of Office ceremony beginning at 2 p.m.

on November 20 in advance of the presentation of the annual Five-Year Forecast. That will be

presented in a joint meeting of the City Council and School Board in Building 19 starting at 3

p.m. The regular City Council meeting will follow.

As you can imagine, elections require considerable time, effort and coordination. Donna and her

small staff, along with an army of volunteers, work tirelessly to make sure our citizens can

exercise their rights to vote. The following list gives you an idea of the scope of the operation.

Street and Atlantic

Avenue and ending at the Tidewater Veterans Memorial at 19th

Street,

across from the Virginia Beach Convention Center. More than 100 units

with multiple components have signed up to march or perform during

this year’s annual parade, hosted by the Hampton Roads Council of

Veterans Organizations. Due to construction on 19th Street, the parade

will go down 20th Street and cut over to 19th

Street via Cypress Avenue.

Immediately following the parade, a formal ceremony will be held with

military and civilian honors to the Veterans.

The Virginia Beach Department of Public Health will host a second FREE flu vaccination

clinic at its office located at 4452 Corporation Lane on Wednesday, Nov. 14, from 4 to 7 p.m.

Public Health nurses, volunteer Medical Reserve Corps nurses and City EMS personnel will

administer 400 doses free of charge on a first-come, first-served basis to adults and children,

ages 3 years and older. See attached flyer. Contact: VBDPH at (757) 518-2700 weekdays from

8:30 a.m. and 5 p.m.

Make a difference in the life of a child. Virginia Beach has 60

foster care homes and more than 200 children, ages newborn to

21 years old, in foster care. Each month new children come

into care due to abuse and neglect.

We’re seeking foster parents to offer nurturance, stability and

permanency to children who need it. Those interested can

attend a free informational session at the Human Services

Department (3432 Virginia Beach Blvd.) on Wednesday, Nov. 14, from 6:30 to 8:30 p.m.

Virginia Beach Human Services Department wants to partner with adults who have faith in

themselves and in children, who believe they can make a difference in a child's life, who are

willing to take a chance and who are willing to learn. Individuals or couples who are over age 21

and who can provide children structure and consistency, along with love and understanding, will

Virginia Beach won first place for the third straight year in the 2018 Digital Cities Survey for

the population category of 250,000-499,999 people. Organized by the Center for Digital

Government, the Digital Cities Survey is an annual measure of city performance and innovation

in using technology, and serves to identify emerging

best practices. This year, the survey’s key objectives

were focused on 10 key characteristics of a digital city:

open, citizen-centric, collaborative, secure,

staffed/supported, connected, efficient, resilient, use of

innovation and best practices.

The Department of Information Technology

submitted the survey on behalf of the City organization. It provided details on many of the City’s

technology-based projects such as the Data Analytics Training Program; StormSense Project;

VBConnect and Smart City Strategy. The Digital Cities designation recognizes these initiatives

that have been put in place to improve City services for residents.

The City, along with the other top-10 ranked winners, was honored at an awards ceremony on

Nov. 8 during the National League of Cities’ annual conference in Los Angeles, California.

Valdez was one of 27 graduates of the National Fire

Protection Association Responder Forum’s Class of

2016. Candidates receive a three-year scholarship from

NFPA to attend the forum, a think-tank established in 2015

by the NFPA to harness the power of aspiring leaders and

address emerging challenges. Attendees learn about

persistent fire concerns, firefighter health and wellness,

smart technology, natural disasters, fire service cultural

shifts, what the modern day emergency response

community is doing to protect first responders in the

spaces where they work and more.

The new Steven A. Cohen Military Family Clinic will open next year in Virginia Beach to

serve post-9/11 veterans and military family members. In partnership with local nonprofit The

Up Center, patients will be able to receive treatment for a variety of mental

health issues including depressions, anxiety, PTSD, adjustment issues, anger,

grief and loss, transitional challenges and more at no or low-cost. The expected

wait time between first contact and a first appointment at the clinic is less than

a week. Veterans and families will also be able to access telehealth treatment

through the Cohen Veterans Network online service delivery option.

The Cohen Veterans Network (CVN) is a national nonprofit philanthropic network of mental

health clinics for post-9/11 veterans and their families. CVN focuses on improving mental health

outcomes, with a goal to build a network of outpatient mental health clinics for veterans in high-

need communities, in which trained clinicians deliver a holistic evidence-based care to treat

mental health conditions. The clinic, located at 828 Health Way in Virginia Beach, is expected to

open by May 2019.

The City of Virginia Beach tax assessment and billing system is getting major technological

upgrades. The new system will replace the 33-year-old system, resulting in improved reporting

capabilities, streamlines processes and greater efficiencies. The system changes affect business

and personal property taxpayers. It will go live Tuesday, Nov. 13.

Staff is converting to the new system over this Veterans Day holiday weekend so critical testing

can take place when offices are closed. Testing of the new system has produced good results,

although it is possible it will generate some incorrect bills. While staff will spot-check for quality

control issues, anyone who believes they have received an incorrect bill can call the Office of the

Commissioner of the Revenue at (757) 385-4487 to get the error corrected.

In celebration of October as National Arts & Humanities Month, Cultural Affairs challenged

the public to get outside, see, photograph and share some of the city’s public art with the Public

Art Tour Challenge. Participants were to find four selected artworks from the Rudee Underpass

to the ViBe Creative District using a Google map and were asked to post to Facebook or

Instagram and tag with #VBPublicArtTour.

The contest resulted in increased social media engagement and interest in the City’s public art

scene. Brian Duncan of Virginia Beach won the challenge, taking home a prize package donated

from arts groups and businesses around the Public Art Tour Challenge.

Virginia Beach, well known for having outstanding indoor and outdoor venues, is a hub for a

number of amateur sporting events. The Convention & Visitors Bureau’s Sports Marketing

division welcomes the United States Collegiate Athletic Association (USCAA) Fall

Championship, a collection of four dynamic sports: men’s soccer, women’s soccer, volleyball

and cross-country. Nearly 1,300 athletes will visit our city for four days to compete at the

Princess Anne Athletic Complex, the

Virginia Beach SportsPlex and the

Virginia Beach Fieldhouse. Between

the athletes, their families and

friends, almost 1,800 room nights are

projected to be attributed to this
