City Manager’s Update In 2016, Emergency Communications and Citizen Services’ 911 operators answered approximately 546,000 calls for service. ECCS recently graduated the 39 th 9-1-1 Recruit Academy last month, adding seven new telecommunicators. The City Clerk’s Office is a full-service passport acceptance agent, providing passport applications, photos and shipping. The office processed 2,150 passport applications last year. Passports are processed by appointment only. To schedule an appointment, contact the City Clerk’s Office at (757) 385-4303. The Virginia Beach Department of Human Services will hold several free classes this month on

various topics ranging from mental illnesses, substance use and addiction, and opioid overdose.

These classes, which provide education about substance

use disorders, how they affect families and relationships and where to go for help, will be

held on Tuesdays, starting May 9 to June 13, from 6:30 to 8:30 p.m. at Pembroke 6, Suite

212 (297 Independence Boulevard). There is no residency requirement and appropriate for

adults only. Registration is required. Contact: (757) 385-0800 to register.

A free training course for families and

friends of Virginia Beach residents at risk for an opioid overdose,

or individuals interested in becoming lay rescuers, is scheduled

for Tuesday, May 16, from 5:30 to 7 p.m. at the Virginia Beach

Department of Emergency Medical Services office (477 Viking

Drive, Suite 130). Seating is limited and registration is required.

Two educational seminars on mental illnesses are still

available in May. The first seminar, discussing bipolar disorder, will be held on Friday, May

12, and the second will be held on Wednesday, May 17, to discuss schizophrenia and

schizoaffective. Both seminars are from 10 a.m. to noon at Pembroke 6, Suite 212 (297

Independence Boulevard). Appropriate for adults only and are for family members and

friends, not individuals who have mental illness. Contact: (757) 385-0802 to register.

Virginia Beach Parks & Recreation is recruiting qualified fitness instructors, personal trainers, and

lifeguards. Drop-in interviews are scheduled for Thursday, May 11, and Friday, May 12.

Thursday, May 11, 4 to 8 p.m., Bow Creek

Recreation Center. Interested applicants should come dressed in fitness attire and bring their

own music.

Friday, May 12, 5 to 7 p.m., ages 16 & up, Seatack

Recreation Center. The lifeguard interview will consist of three parts: water

skills, CPR skills, and verbal question and answer.

Primary Elections will be held for Governor, Lieutenant Governor and the House of Delegates

21st District for the Democratic and Republican parties on Tuesday, June 13. There will also be a

Primary Election for the House of Delegates 81st District and 83

rd District for the Democratic

Party only. Virginia law only allows you to vote in one of the party primary elections. You must

indicate in which party primary you would like to vote on Election Day or when you request an

absentee ballot in-person or by mail.

To be eligible to vote in either of the Party Primary Elections, residents must register to vote or

submit any change of address no later than close of business on Monday, May 22. Mailed voter

registration applications must also be postmarked on or before that day. The deadline to apply for

an Absentee ballot application by mail, email, fax or online is Tuesday, June 6, by 5 p.m. The

last day for absentee voting in person is Saturday, June 10, by 5 p.m.

Absentee in-person voting for the Party Primary Elections will be available at the Voter

Registration & Elections Office (Municipal Center – Building 14, 2449 Princess Anne Road),

Monday through Friday, April 28 to June 9 from 8 a.m. to 5 p.m., and Saturday, June 10, 9 a.m.

to 5 p.m. Voters that do not have an acceptable form of identification may contact the Voter

The Trust for Public Land’s (TPL) Center for City Park Excellence recently released its 2017

edition of City Parks Facts, the latest national overview focusing on the 100 largest cities in the

United States. Virginia Beach is one the 100 largest U.S. cities and ranked No. 3 overall in the 2016

edition of ParkScore®. This year, the City ranks in 5 out of the 20 categories that the TPL tracks:

#2 – 3.1 Beaches per 100,000 residents

#5 (tie) – 4.2 Playgrounds per 10,000 residents

#7 (four-way tie) – 1.1 Nature centers per 100,000 residents

#8 – 0.8 Pickleball courts per 20,000 residents

#9 – 3.5 Tennis courts per 10,000 residents

For the fifth year, Coastal Virginia Magazine readers have

recognized the Sandler Center for the Performing Arts for

industry excellence within Hampton Roads. The Sandler Center

received three awards in the entertainment category from Coastal

Virginia Magazine’s “Best Of” Readers’ Choice Awards for

Best Performing Arts Venue (Overall – Gold), Best Music

Venue (Southside – Bronze) and Best Place to Hear Local

Music (Southside – Silver).

Coastal Virginia Magazine presents the “Best Of” Readers’

Choice Awards annually. This year, voting ran from January to

March with a record-breaking record of 268,007 votes.

The Virginia Beach Fire Department, along with partners in Chesapeake, Hampton, Newport

News, Norfolk, and Suffolk, hosted the annual Rescue Challenge this week, a high-level multi-

discipline training event. More than 10 rescue teams from across the nation participated in 12

different scenarios over four days. The scenarios were set up in various locations around Hampton

Roads and designed to offer a wide range of rescue challenges including rope or high angle rescue,

water rescue, trench rescue, structural collapse, confined space and industrial accidents and more.

The event is held in a new region of the state every two years. The VBFD will host the Rescue

Challenge again next year.

On Friday, April 28, the annual Arbor Day Celebration took place at North Landing

Elementary School. This is the 37th

consecutive year that Virginia Beach received a Tree City

USA designation by the National Arbor Day

Foundation. The City also received its fourth

Tree City USA Growth Award for developing

resources and allocating new funding for urban

forestry.

Virginia Beach first became a Tree City USA

community in 1980, and the second community

in Virginia to receive the designation. In order

to become a Tree City USA community, the

City must meet high standards with regard to

tree planting and maintenance. At the

conclusion of the ceremony, a Magnolia tree

donated by the Virginia Beach Beautification

Commission was planted.

One poor decision could change your life forever. Students from Kempsville High School got a

glimpse of that reality when the anti-drinking and driving awareness program, Every 15

Minutes, was held last week at their school. This two-day role-playing interactive program is

designed to reinforce in teenagers the consequences of drinking and driving. Over the two days,

preselected students were able to

experience what happens in the event of a

drunk-driving accident: from the trauma

team responding, police visiting families to

deliver devastating news, a visit to the

Sentara Virginia Beach General Hospital

morgue to identify the accident victim,

processing at the correctional facility and

sentencing at the City Courthouse.

This program is the result of months of

coordination by members of the Virginia

Beach Police Department, Virginia

Beach Fire Department, Virginia Beach EMS, Virginia Beach Sheriff’s Office, Virginia

Beach Office of the Commonwealth’s Attorney, Virginia Beach City Public Schools,

students and parents of Kempsville High School and several other public and private partners.

Public Utilities is increasing efficiencies and

improving customer service with mobile dispatching, a

wireless internet-based mobile communication and field

service tool that eliminates cumbersome and redundant

processes required of paper work orders. Mobile

dispatching was rolled out last month to Public

Utilities’ service inspectors and meter mechanics.

Depending on the time of year, these two work groups complete 1,200 to 2,200 work orders a

week. With mobile dispatching, all work is received and updated on an iPad and work orders are

automatically updated and closed in real time from the field as they are completed. This

eliminates the need for returning paper work orders back to the office that must be manually

keyed in after the fact. The technology optimizes resources to respond to emergencies or

increased workloads by sending work orders to the closest available worker, based on location

information gathered from the iPads. Mobile dispatch has enabled Public Utilities to reassign

office staff to address other departmental initiatives and needs.

This event returns to Virginia Beach on Friday, May 19,

and Saturday, May 20, at Mount Trashmore Park. Firefighters from Hampton Roads and

across the nation will be sending their fastest and strongest members to compete for the

opportunity to advance to the World Finals in October. See attached flyer for more

Code Enforcement is encouraging citizens to have their decks, balconies and porches inspected and to

have necessary repairs completed in a timely manner. Regular inspections of these structures are especially

important as they are often built with materials that deteriorate over time. Code Enforcement recommends

regular inspection by a licensed professional. Resources are also available to help property owners with

proper maintenance and basic safety checks. However, the only way to certify if these structures are safe is
