rear of the current City Hall. As proposed itis three-stories plus a basement for a totalfloor area of 50,200 square feet and is beingbuilt to one of the highest sustainability lev-els possible.

“The reason a city services building isnecessary is to consolidate administrativestaff in multiple locations to provide bettercustomer service,” said City ArchitectMiriam Mulder. “Right now people are sentto multiple locations to do business, addi-tionally, the 45,000 square feet of off sitelease space is very expensive and gettingmore expensive all the time.”

The Landmarks’ Commission,Architectural Review Board and CityCouncil had already provided feedback onsome stages of the project but PlanningCommission approval was required to keepthe project on track and avoid costly delaysassociated with new code that will be inplace by Jan. 1 of 2017.

The building will be required to generate allnecessary power from within the City Hall siteand a large solar panel installation is the onlyway to meet the projected demand. Staff hadproposed to cover parking spaces located justnorth of the current City Hall, but theCommission took issue with the visual impact. The approved plan reduces the amount of solarpanels visible from Main Street by placing addi-tional panels on the roof of the existing building.

Commissioners Jennifer Kennedy andNina Fresco voted against the project. Fresco

said she couldn’t support the project evenwith revisions.

“I believe building is still too big, theyhaven’t met the threshold that I would needto recommend this,” she said.

Commissioner Richard McKinnon wasabsent from the first hearing. He criticizedthe project for lacking enough incentives toreduce traffic, the placement of solar panelsand questioned some of the sustainabilityefforts. However, he said the project wasworth supporting in the end.

“On balance, and always on balance, that’s what we do here, this is a step forwardand it's a beneficial building to the city andunder those circumstances I think we shouldvote to support it this evening…” he said.

Mulder said the building will have aneconomic benefit to the town. She said thebuilding could repay its cost to the city in 20- 30 years based on projected rent increasesof 3 - 5 percent. However, she said costscould be recouped faster given a recent leasefor property occupied by city employeesincreased by 18 percent.

“When you look at it that way, from beinga prisoner of these rising costs and veryexpensive office market, I think there’s apretty strong argument for not only doingthis building but doing it as a leadershipbuilding which provides an example to oth-ers in terms of what we can do in terms ofpushing for net zero energy, net zero waterand using appropriate materials andembracing the very things we are trying tohave others do,” she said.

gains five pounds or more over the holidayperiod between Thanksgiving and NewYear’s Day”.

Today so many holiday events revolvearound delicious food and sugary cocktails, making it almost impossible to resist. Withso many desserts to choose from, and sugarydrinks, it is no surprise many of our waist-lines grow and the scale goes up a few num-bers. Even the most dedicated athletes find itdifficult to stay on track.

Thomas Roe, Fitness Trainer said, “OnceTurkey day hits, it is all down hill from there. Most members focus on holiday parties,Hanukah, shopping and their day to day fit-ness routine fall by the wayside.”

The holiday season calls for a lot of shop-ping, events to attend, and holiday partiesfrom family, to office gatherings. Many ofthese activities cause people skip a workoutor drive to the nearest fast food restaurant, resulting in weight gain.

“We definitely see a decline fromThanksgiving to New Years, and it is notbecause people don’t want to go to the gymbut they are traveling and going to holidayevents”, said Williams.“I think something veryimportant is how you eat. Nutrition is 95% ofthe process while the other 5% is exercise.”

Before you hit the panic button, followthese tips and maybe this year you can pre-vent the weight gain and maybe even lose afew pounds.

First thing is first, have a plan. Sit down, research and coordinate what plan works foryou. Start simple and make sure it is a com-fortable program that can fit your lifestyle. This is where you can set your goals, and

maybe even team up with a friend or familymember to hold each other accountable.

When it comes to the food and treats thisholiday season eat in moderation. “Of courseyou can have a cookie, of course you can havea slice of pumpkin pie. Yes you have a piece ofthe dark turkey, but you shouldn’t eat thewhole thing. You shouldn’t eat a whole tray ofcookies or the whole pumpkin pie, it is allabout moderation,” said Williams.

“For people who are just starting to exercise, ask family and friends for tips. Take it slow; don’thead out on a 10k when you have never runbefore. Also get guidance from your primarycare physician, they focus on your personalphysical benefits of exercise and can help guideyou. Suggesting the best exercise for you,” said

Jennifer Beck MD, Assistant ClinicalProfessor for Orthopedic Surgery at DavidGeffen School of Medicine at UCLA.

Roe believes it is best to schedule a timeto workout each day. “Think of fitness likebrushing your teeth or bathing, it is some-thing you do everyday (if not twice a day). Also research gyms that fit your lifestyle andgoals and participate in a few of the classes.”

Sometimes gym memberships can be a bitpricey, and almost unaffordable during thefestive season. Or maybe you can’t get to yourgym and back in a reasonable time, there isstill an opportunity to get a sweat. “You don’tneed a gym to workout. Anyone can step outtheir front door and walk around the blockfor thirty minutes,” said Williams. “That isway better than doing nothing, and to behonest the gym is just a bonus.”

This holiday season can be the one wherephysical activity is involved in your daily rou-tine along with healthy nutrition. Roe said,“The only bad workout is the one you miss.”

New Moon Eve

ARIES (March 21-April 19)If you're not into it, don't do it. If you have todo it, then try to change the way you thinkabout it. Make it about the action, not aboutthe outcome the action will bring to you.

TAURUS (April 20-May 20)Get what you want from a place, and then getout. This is how your gypsy spirit will find sat-isfaction. Keep it moving along; this is freedom-- or something like it.

CANCER (June 22-July 22)Many forces of destruction are captivating, seductive and beautiful. This is why you shouldbeware of anything that crosses your pathtoday that falls into the "captivating, seductiveand/or beautiful" category.

LEO (July 23-Aug. 22)Mark Twain's advice was to eat what you likeand let the food fight it out on the inside. However, today, good digestion will be asecret key to your success. Don't leave it tochance.

VIRGO (Aug. 23-Sept. 22)It's mighty fine when the game is goodenough on its own, but that won't always bethe case. When it's not, you have to (SETITAL) be (END ITAL) the fun. What you bringto the table will make the intolerable thingtolerable.

SCORPIO (Oct. 24-Nov. 21)You'll learn from a failed test. It's better to failearly and cheaply. Don't be afraid to mess it upin order to see the boundaries of what you'redealing with. You'll apply that learning to cre-ate a winning strategy.

SAGITTARIUS (Nov. 22-Dec. 21)What is making it hard for you to deliver theresult you and the others expect? The answerto this simple question, applied well, could liftyour mood by 10 points.

CAPRICORN (Dec. 22-Jan. 19)You'll seldom find meaning in a cake, unless it'sthe pink and green cake that's melting in therain in MacArthur Park. Meaning is, after all, usually readily found in annoying and unsatis-factory things.

AQUARIUS (Jan. 20-Feb. 18)Life gets bigger when you're braver and con-stricts with fear. Life on the small scale is nobetter than an outsize life; it's just a matter ofpersonal preference. Just be sure that you'rechoosing it and not merely reacting to it.

Temporary Night Closures on the Westbound I-10 Freeway Between Cloverfield Off-Ramp and Lincoln On-Ramp for Sign Replacement

Traffic will be redirected onto Olympic Boulevard

When: Monday, December 5 – Wednesday, December 7 and two other potential weeknightsin December.

Where: Westbound Santa Monica Freeway (I-10) between the Cloverfield Boulevard off-ramp and the Lincoln Boulevard on-ramp

SANTA MONICA, CA – The westbound I-10 freeway will be temporarily closed for a sig-nage replacement project starting Monday, December 5. Closures will affect the freewaybetween the Cloverfield Boulevard off-ramp and the Lincoln Boulevard on-ramp, includingthe 20th Street on-ramp. Cars will be re-routed off and back onto the freeway between thehours of 10 p.m. and 5 a.m. as shown in the detour map below. This detour will be inplace for three consecutive weeknights, December 5 – 7 and two other potential week-nights before the Christmas holiday. All dates will be shared at www.smgov.net/kbug andon Twitter @santamonicacity using #KBUG.

The purpose of this project is to replace signage along the State of California Departmentof Transportation (Caltrans) highway and arterial surface streets within the City of SantaMonica. The improved signage is intended to prevent last minute weaving at ramps, improve lane assignments, and reduce congestion through efficient lane utilization. Theclosure is needed to hoist large signage over travel lanes. The evening hours were select-ed to mitigate traffic impacts and daytime access.

Electronic signage and the California Highway Patrol will direct westbound motorists toexit the freeway at Cloverfield Boulevard and detour on Olympic Boulevard to the LincolnBoulevard on-ramp. Additional traffic control measures will be in place to ensure the safe-ty of motorists and workers.

The City will work to minimize this inconvenience by re-opening the freeway to traffic as soonas possible. The remaining dates will be posted to www.smgov.net/kbug and shared throughthe City’s social channels. For more information on this project, read the Staff Report.
