1.0 Introduction

AMEC was contracted by the City of Naples to provide engineering services for the Lake Manor Restoration project. The proposed Lake Manor Restoration Project (Project) includes: 1) Dredging and disposal of approximately 6,200 cubic yards of organic “muck” that has

accumulated since Lake Manor construction; 2) Re-contouring and re-shaping of Lake Manor littoral zone for increased littoral vegetation

coverage, including plantings and natural recruitment; and 3) Creation of a pathway/trail along the south and east sides of Lake Manor to include bench rest

stops and educational platforms. In support of permitting the above referenced Project, AMEC scientists performed an ecological survey of Lake Manor (the Lake). The ecological survey included a review of potential impacts to wetlands and threatened and endangered species, as well as mapping of invasive exotic plant species around the Lake.

1.1 Project Site Description

Lake Manor is located in a residential neighborhood within a six acre parcel owned by the City of Naples (Project Site). The Lake is approximately 4-5 acres and is “L” shaped. The “southern arm” of Lake Manor is bound to the North by private properties, to the South by 6th Lane North, and to the West by 10th Street North. The “northern arm” is bounded to the North by 7th Avenue North, to the West by 12th Street North, and an easement for electrical transmission to the East (Figure 1). The approximate center point of the Project Site, where the two arms connect, is located at latitude 26.154788 and longitude -81.792352 in Section 34, Township 49 South, Range 25 East, in the City of Naples, Collier County, Florida.

1.2 Methodology

A records review was conducted by AMEC prior to the site visit, and included a review of aerial photography (ESRI, 2013), a National Wetland Inventory (NWI) map [US Fish and Wildlife Service (USFWS), 2014, and soil survey data [US Department of Agriculture (USDA), 2012] to preliminarily identify potential wetlands. AMEC Wetland Scientist Joseph Mansuetti visited the Project Site on January 24, 2014 to evaluate the project area, and conduct the wetlands determination, survey the area for Threatened and Endangered Species, and map invasive exotic plant species.

The Project Site was accessed from the corner of 6th Avenue North and 10th Street North and was reviewed by pedestrian survey as well as by boat survey. The AMEC Scientist assessed the Project Site and recorded field observations, including vegetation and wildlife, along all edges of Lake Manor. Findings were documented with digital photography, field notes, and a sub-meter GPS unit. Results are summarized in Table 1.

2.0 Results

Existing Site Description According to a review of aerial photographs, the project area consists of Lake Manor and surrounding landscaped land (Figure 1).

• Existing Soils: Soil on the project site is classified as Urban Land (Figure 2).

• City of Naples owns the entire project site including Lake Manor and the surrounding landscaped land. Figure 3 illustrates the adjacent properties owners.

• The site is classified as a permanently flooded, palustrine system with an unconsolidated bottom that has been excavated (code PUBHx) by the USFWS NWI data (USFWS, 2014) (Figure 4).

• Existing Land Use: Florida Land Use Cover and Classification System (FLUCCS)(2009) identify land use at the Project Site as primarily reservoirs (FLUCCS No. 5300), and small portions of fixed single units (two to five dwelling units per acre) (FLUCCS No. 1210) and commercial and services (FLUCCS No. 1400) (Figure 5).

• Existing Topography: Lake Manor Easement the elevation varies from 5 feet NAVD88 to -10 feet NAVD88 (Figure 6).

Wetland Survey Results Lake Manor (4 to 5 acres) makes up the majority of the Project Site (6 acres). The remainder of the property consisted of maintained landscape and mowed grass at the time of the site visit conducted by the AMEC scientist. The Lake is a man-made stormwater pond consisting of steep, bermed banks between 60%-90% slope. The Lake is classified as an “other surface water” (OSW). No wetlands were identified within the Project Site. Within the Lake, four “floating islands” were observed and were made up of Mexican primrose-willow (Ludwigia octovalvis), pennywort (Hydrocotyle sp.), pickerelweed (Pontederia cordata), soft rush (Juncus sp.) and wild taro (Colocasia esculenta). The vegetation observed within the littoral zone of the Lake included cattail (Typha sp.), Mexican primrose-willow, pennywort, pickerelweed, torpedo grass (Panicum repens), and wild taro. The vegetation at the top of the bank included mowed grass with landscaped trees, on the south shore of the “southern arm” and the west shore of the “north arm,” as well as cabbage palm, coastalplain willow (Salix caroliniana), slash pine, royal palm, wax myrtle (Myrica cerifera), and wedelia (Sphagneticola tribilobata). The invasive exotic species Brazilian Pepper was the dominant vegetation on top of the bank, along the north shore of the “southern arm” and the east shore and northern area of the “north arm” of the Lake. A complete list of identified plant species can be found in Table 1. Lake Manor is a man-made stormwater pond and is classified as an OSW. The Project is intended to restore the function of the stormwater pond for both water quality improvement as well as aesthetics and wildlife habitat. The dredging of muck and re-contouring and re-shaping of the Lake littoral zone will include removal of existing vegetation; however, through plantings and natural recruitment the Project will result in increased native littoral vegetation coverage.

2.1 Threatened and Endangered Species Survey Results

The FNAI Biodiversity Matrix website was consulted to determine if any protected species are likely to occur at the project location. The FNAI database reported that the bald eagle (Haliaeetus leucocephalus) was “documented” within the area of the project site (FNAI, 2014). Although not a Threatened or Endangered species, the bald eagle is protected by the Bald and Golden Eagle Protection Act, Migratory Bird Treaty Act, and the Lacey Act. It is illegal to take, possess, sale, purchase, barter, offer to sell, purchase or barter, transport, export or import, the bald or golden eagle, alive or dead, including any part, nest, or egg, unless allowed by permit. Activities are restricted within 660 feet of an active or alternate bald eagle nest. The FWC Eagle Nest Locator indicated that the closest nest was located approximately 0.81 miles (4,276 feet) from the project

area (FWC, 2014a). Bald eagles typically nest within 1.8 miles of water and the about 75 percent of all nests were built in native pines (FWC, 2014b). Large slash pines were observed on the eastern side of Lake Manor. No direct observation or evidence of bald eagles was observed in the area during the January 2014 site visit. In the event the bald eagle utilizes Lake Manor for feeding, under the proposed dredging activity, impact to the bald eagle would be minimal and temporary. As a precaution, construction management staff and workers should be made aware of the illegal activities associated with the bald eagle (identified above).

A snowy egret (Egretta thula) and a Muscovy duck (Cairina moshchata) (Photo 2) were observed during the January 2014 field assessment. The snowy egret is a State Species of Special Concern (SSC) in Florida. They feed in fresh or salt water habitat on shrimp, small fish, and small invertebrates. The snowy egret can be found throughout Florida in shallow waters foraging for food (FWC, 2014c). The Muscovy duck is considered a domestic duck that have been released or escaped and formed feral populations. They have the potential to transmit disease and compete or interbreed with Florida’s native waterfowl (FWC, 2014d). The dredging of organic material and re-contouring and re-shaping of the littoral zone may have temporary impacts on wading birds and waterfowl foraging in Lake Manor. Post construction, the habitat for wading birds and other wildlife to forage will be greatly improved from the current condition. The proposed project is not expected to adversely affect any listed wildlife or plant species. A fishery survey was not included in the Scope of Work and was not conducted during the January 2014 site visit. Incidental observations of fish were not documented during the site visit. However, based on information provided by the Florida Fish and Wildlife Conservation Commission (FWC), exotic fish species and largemouth bass (Micropterus salmoides) typically inhabit many stormwater ponds in Florida. There are options to mitigate for fish impacts; Fish Relocation Fish relocation includes capturing fish (via net, electro shocking, etc) and transporting in a large tank to a Florida Fish and Wildlife Conservation Commission (FWC) approved lake. However, if exotic fish species and largemouth bass are captured, it is illegal to relocate these fish. To avoid the spread of exotic fish species, and the spread of the northern strain of largemouth bass, FWC requires these fish be destroyed. The northern strain of bass is, jeopardizing the southern strain largemouth bass species. Fish species found in South Florida stormwater ponds typically include largemouth bass with unknown genetics and cannot be relocated as a precautionary measure. Since it is expected that the majority of fish inhabiting Lake Manor are exotic species and largemouth bass, fish relocation would likely result in the euthanasia of fish.. Fish Netting Netting the fish to one side of the lake during the dredging operation may result in a “fish kill” due to the fish being highly stressed in a confined area and reduced oxygen levels. Netting fish is strongly discouraged for these reasons. No Action Under the no action alternative, the fish inhabiting Lake Manor will avoid the dredge area and move away from the disturbance (dredging) on their own. Lake Manor is “L” shaped and dredging practices will occur in one “arm” of the lake before working in the other “arm” of the lake. This will allow fish to move to the safety of the lake “arm” where no dredging operations are occurring. Incidental take of fish may occur, but it is estimated the number of mortalities would be lower than the mitigation practices discussed above.

The “No Action” option is the preferred method for the dredging events at Lake Manor. Under the No Action alternative, the fish that currently inhabit Lake Manor will be temporarily impacted (move away from the dredge area) and/or there may be incidental take (mortality or injury) of some fish during the dredging activity.

2.2 Invasive Exotic Plant Species Survey Results

Invasive exotic plants species were observed throughout the Project Site. Table 1 includes Florida Exotic Pest Plant Council (FLEPPC) plant categories for invasive species observed at the Project Site. FLEPPC categorizes invasive plants as Category I or Category II. Category I invasive exotic species are those species that are altering native plant communities by displacing native species, changing community structures or ecological functions, or hybridizing with natives. Category II invasive species are those that have increased in abundance or frequency but have not yet altered Florida plant communities to the extent shown by Category I species. Predominant invasive exotic species observed at the project site included Brazilian pepper, mimosa (Albizia julibrisson), and wild taro (Figure 7). The Brazilian pepper was observed on the bank and was most abundant on the northern arm (Photo 3). About 100 yards north from the south corner, the Brazilian pepper was recently cleared from the top of bank but small saplings were beginning to establish (Note- this is not visible in Figure 1 due to the age of the aerial). Mimosa was observed most around the south arm along the southern shore and as a large tree at the southeast corner. Wild taro was found throughout the lake at the water’s edge (Photo 4). Only one specimen each was observed of women’s tongue (Albizia lebbeck), orchid tree (Bauhina variegate), and Queensland umbrella-tree

(Schefflera actinophylla). The complete list of invasive species and their FLEPPC category can be found in Table 1 and the location of all the species can be found in Figure 7.

All areas were mapped, with sub-meter accuracy, where invasive exotic plants were observed (Figure 7). Prior to construction, these areas will be cleared of all invasive exotics and native wetland plants will be planted after the re-contouring and re-shaping of the littoral zone. This will make suitable habitat for wading birds, waterfowl, and other wildlife that could frequent the area.

3.0 Conclusion

The proposed Lake Manor Restoration project is intended to rehabilitate the Lake through dredge and removal of accumulated muck, re-contouring and re-planting of the littoral shelf, and through creation of a walking path for recreational use. Lake Manor is classified as an other surface water. The shorelines are dominated by invasive exotic species; however, native vegetation is present throughout. Results of the wildlife surveys conducted at the Project Site revealed no evidence of threatened or endangered species; however, it is likely the Lake is utilized for feeding by a variety of waterfowl. The Project will include removal of both native and exotic vegetation; however through plantings and natural recruitment the result will be a larger vegetated littoral shelf, which will provide improved wildlife habitat as well as aesthetic value.

1.0 Introduction

The City of Naples (City) has contracted AMEC Environment & Infrastructure, Inc. (AMEC) to determine the physical and chemical characteristics of sediments to evaluate dewatering and disposal options. AMEC staff, with assistance from City staff, performed the field work required to complete these tasks on January 24th of 2014.

1.1 Objectives and Prior Studies

The purpose of sediment characterization investigations reported here is to collect information required for design of the dredging and dredged material disposal: specifically to obtain information on the physical characteristics of the sediment that could affect dredged material dewatering and chemical characteristics that determine environmentally acceptable disposal or beneficial re-use options for the dredged materials. Dredged materials and stormwater system residuals can be beneficially re-used if the material meets FDEP Soil Cleanup Target Levels (SCTLs). A prior study of sediment characteristics performed by Florida Gulf Coast University (FGCU) for the City1 showed the materials did not meet SCTLs for arsenic and lead. Therefore AMEC did not further conduct further testing to evaluate whether the material could be beneficially re-used. The levels of arsenic and lead as reported by FGCU might have been capable of generating a leachate by the Toxicity Characteristic Leaching Procedure (TCLP) exceeding limits established by 40 CFR 261.24, and F.A.C. 62.730.030, so it was necessary to analyze TCLP leachate for eight RCRA metals to determine if the material might be classified as a hazardous waste. FGCU had not analyzed sediments for organic chemicals considered common sediment contaminants, so common sediment contaminants, particularly those with FDEP Sediment Quality Assessment Guidelines were also tested in this effort.

1.2 Work Efforts Performed by AMEC

AMEC retrieved 8 soil cores from locations evenly distributed throughout Lake Manor, as indicated in Figure 1. Sediment cores were taken using a custom piston corer that extended to a depth of 18 inches below the organic mucky sediments or to refusal. The thickness of each core was measured and recorded. Chemical testing is required to confirm that the dredged material does not require management as hazardous waste, specifically the TCLP extraction followed by analysis of specific pesticides and metals. Eight samples were analyzed for particle size, organic content, moisture content, priority pollutant metals, polycyclic aromatic hydrocarbons (PAHs), organochlorine pesticides (OCPs) and polychlorinated biphenyls (PCBs). Bulk sediments will be collected for limited bench scale tests of dewatering procedures to support the 60% design as needed.

2.0 Sampling Results

2.1 Muck Thickness and Chemical Characterization

A summary of muck thickness and laboratory results for the chemical characterization is given in Table 2-1. Total sediment core thicknesses varied between 6 and 18 inches. In most cases, sediment cores had a surficial layer of organic material, or muck that transitioned to a more mineral composition with increasing depth. The TCLP results for lead, arsenic and the other metals tested demonstrate the contamination by metals does not result in their being classified as a hazardous waste by the Toxicity Characteristic. The muck sediment cores were analyzed for priority pollutant metals, PAHs, OCPs, and PCBs. Sample collection was performed as described in Section 2.2, in general conformance with FDEP SOP FS 4000. Chemical characterization samples were placed immediately on ice for transport to the laboratory. A summary of the results for which detections were returned is provided in Table 2-1. Results provided in bold italics represent an exceedance of at least one Cleanup Target Level (CTL) for that component. A full laboratory report can be found in Appendix B, which provides detection limits for all non-detect components.

2.2 Physical Characterization

The eight representative soil cores collected were analyzed for organic content and moisture content. Following retrieval, each core was extruded into a stainless steel bowl, mixed and deposited into glass sample containers for transport to the laboratory. A summary of the results is provided in Table 2-2, while a full laboratory report is included in Appendix B. Moisture contents ranged from 42% to 94% w/w. 3.0 Discussion

Observed muck thicknesses at the 8 sample locations ranged from 6 to 18 inches, with an average measured thickness of 11 inches. The observed muck thicknesses are consistent with observations by MACTEC (now AMEC) in 2009 and Thomas (2013). Results of the chemical characterization laboratory analysis showed that most of the sediments exceed SCTLs for PAHs, bolded in Table 2-1 with the row heading BAP equivalents (benzo(a)pyrene equivalents). Carcinogenic PAHs have a common toxicity mechanism, but display different toxic potencies. Given that direct exposure SCTLs were derived only for benzo(a)pyrene, the Toxic Equivalency Factor (TEF) approach is used to convert individual PAH site concentrations into a single concentration of the index chemical, benzo(a)pyrene. Seven of the eight samples analyzed exceeded the direct exposure SCTLs for benzo(a)pyrene. The TCLP results for lead, arsenic and the other metals tested demonstrate the contamination by metals, which restricts or prevents beneficial re-use, does not result in their being classified as a hazardous waste by the Toxicity Characteristic. Furthermore, the TCLP laboratory analysis for chlordane also resulted in levels below the Toxicity Characteristic. While these materials are not considered hazardous, they are contaminated and will require disposal at a Class I or Class II Landfill as Solid Waste. The most suitable landfill to receive solid waste from this project would be the Collier County Landfill approximately 8 miles from Lake Manor.

All analyses were performed consistent with the quality assurance program of ALS Environmental. This report contains analyticalresults for samples designated for Tier II data deliverables, including results of QC samples analyzed from this delivery group.When appropriate to the procedure, method blank results have been reported with each analytical test. Analytical proceduresperformed by the lab are validated in accordance with NELAC standards. Parameters that are included in the NELAC Fields ofTesting but are not included in the lab’s NELAC accreditation are identified in the discussion of each analytical procedure.

Sample Receipt

Eight soil samples were received for analysis at ALS Environmental on 01/28/2014. The samples were received in good conditionand consistent with the accompanying chain of custody form. Samples are refrigerated at <6°C upon receipt at the lab except foraqueous samples designated for metals analyses, which are stored at room temperature.

Semi-Volatile Organic Analyses:

Method 8270C SIM: The control criterion for all the surrogates in samples J1400688-001 through to -008 is not applicable. Theanalysis of the sample required a dilution, which resulted in a surrogate concentration below the Method Reporting Limit (MRL).No further corrective action was appropriate.

Method 8270C SIM: The Method Reporting Limit (MRL) is elevated for all target analytes in samples J1400688-001 through -008.The sample extracts were diluted prior to instrumental analysis due to relatively high levels of non-target background components.The extracts were highly colored and viscous, which indicated the need to perform a dilution prior to injection into the instrument.

Method 8081A: The Method Reporting Limit (MRL) is elevated for all target analytes in samples J1400688-001 through -008. Thesamples were extracted using less than the standard 15.0g due to problems created by the sample matrix during extraction,filtration, and concentration. In addition, the sample extracts were diluted prior to instrumental analysis due to relatively high levelsof non-target background components. The extracts were highly colored, viscous, contained particulates, and reacted with theCopper pellets during the Sulfur clean-up procedure. All of these factors were physical indicators of the sample matrixinterferences and the need to perform a dilution prior to injection into the instrument. Clean-up of the extracts were performedwithin the scope of the method, but did not eliminate enough of the background components to prevent dilution.

Method 8081A: Chlordane (technical) was quantified based on three peaks, instead of the usual four peaks, in sample J1400688-002 due to sample matrix interference.

Method 8082: The Method Reporting Limit (MRL) is elevated for all target analytes in samples J1400688-001 through -008. Thesamples were extracted using less than the standard 15.0g due to problems created by the sample matrix during extraction,filtration, and concentration. In addition, the sample extracts were diluted prior to instrumental analysis due to relatively high levelsof non-target background components.
