This caused no end of confusion among many of our readers, particularly librarians. It should have been simply the Second Edition. The Third Edition was based on 1995 data, the Fourth Edition was based on 1996 data, the Fifth Edition was based on 1997 data, the Sixth Edition was based on 1998 data, the Seventh Edition was based on 1999 data, the Eighth Edition was based on 2000 data, the Ninth Edition was based on 2001 data, the Tenth Edition was based on 2002 data, the 11th Edition was based on 2003 data and this, the 12th Edition, is based on 2004 data.

    PREFACE

    Final crime data are in for 2004 and the news is good. According to the Federal Bureau of Investigation (FBI), violent and property crime in the United States moved lower both in numbers and rates in 2004 from levels recorded the previous year.

    Yet despite this encouraging news, Americans continue to be concerned about the safety of their communities. Final 2004 crime data, released by the FBI on October 17, 2005, show that the nations violent crime rate fell 2.2 percent from 2003 to 2004, while the property crime rate dropped 2.1 percent. In specific crime categories, rates for murder, rape, robbery, aggravated assault, burglary, larceny-theft and motor vehicle theft each posted decreases. This 12th edition of City Crime Rankings analyzes these latest FBI crime statistics and ranks American cities of 75,000 population or more and metropolitan statistical areas regardless of size by type of crime and overall safety. With 90 tables of information, this book features a huge collection of data that allow for easy comparisons of crime numbers, crime rates and crime trends in cities and metro areas throughout America. Also included are the results of the 12th annual Americas Safest City and Metro Area survey, a unique crime study by Morgan Quitno that examines overall levels of safety in U.S. cities and metro areas. Important Notes About City Crime Rankings, 12th Edition City Crime Rankings, 12th Edition is organized into five sections. Section one provides the results of the Morgan Quitno Safest City and Metro Area survey, our annual crime study that ranks cities and metro areas in overall safety. This year's competition compares the incidence of crime in 369 cities throughout the United States. Complete

    results, together with an explanation of survey methodology, are found on pages one to 16. Also included in this revised edition is the 2004 Crime Overview. This second section presents definitions, facts and caveats that provide important background information about the numbers presented in City Crime Rankings, 12th Edition. Section three reports statistics for metropolitan areas. Forty tables, presented in both alphabetical and rank order, compare 338 U.S. metropolitan areas in numbers of crimes, crime rates and crime trends over one and five years. The metropolitan areas for which crime information is shown are those that meet two criteria. First, at least 75% of all law enforcement agencies must have reported crime statistics, and second, the central city/cities must have submitted 12 months of data in 2004. There are several metro areas that did not meet these criteria in 2004 and thus are not included in the report. Most notably, complete statistics are not available for the metro areas of Augusta, GA-SC; Detroit, MI; Fairbanks, AK; Great Falls, MT; Joplin, MO; Shreveport-Bossier City, LA; Warren-Farmington Hills, MI; and Washington, D.C.

    Readers will note that several metropolitan areas have changed from previous years. This is due to updated population data gathered in the 2000 Census. Using this new information, the federal government has redefined Metropolitan Statistical Areas in the United States. As a result, comparisons in crime rates, particularly five-year trends, are not comparable for many metro areas. In addition, City Crime Rankings, 12th Edition reports crime rankings for metropolitan divisions (M.D.). These are subdivisions of Metropolitan Statistical Areas. Section four features statistical tables showing crime rankings for cities. Included are cities of 75,000 or more population that

    have reported crime data to the FBI. In all, data and rankings for 379 cities are provided. Crime numbers, rates and percent changes in crime rates over one and five years are featured. In addition, tables showing numbers and rates of police officers patrolling the streets of these cities are provided.

    Both the city and metro statistics sections feature the same layout. The first two pages of each table show the cities in alphabetical order, while the third and fourth pages show them in rank order. The fifth and final section of City Crime Rankings consists of appendices that provide population tables for cities and metro areas as well as cross reference tools describing which cities and counties make up specific metropolitan areas. Also included are charts showing rates for each crime category for the past 20 years. This examination of trends provides yet another perspective of crime in the 50 United States. All statistics in this book are derived from data in Crime in the United States 2004, an annual publication from the FBI. These statistics are collected under the Uniform Crime Reporting (UCR) Program. This program is a nationwide effort under which 17,000 city, county and state law enforcement agencies report data on crimes committed in their jurisdictions. In 2004, approximately 94% of Americans lived in areas participating in the UCR program. The 2004 statistics presented in City Crime Rankings are the most recent non-preliminary, full year numbers available from the FBI. All rankings appearing in this book are reported in order from highest to lowest. Any ties are listed alphabetically. Numbers and rates shown in parentheses are negative. Data reported as NA are not available or could not be calculated. The national totals and rates appearing at the top of each table are for the entire United States, for both metropolitan and nonmetropolitan areas. Specific totals for metropolitan areas and larger cities are provided in the Appendix, just inside the back cover.

    A Cautionary Note about Rankings We recognize that our rankings of crime in cities and metro areas are seen by some as controversial. The FBI and many criminologists caution against crime rankings of any type. They correctly point out that crime levels are affected by many factors, such as population density, composition of the population (particularly the concentration of youth), climate, economic conditions, strength of local law enforcement agencies, citizens attitudes toward crime, cultural factors, education levels, crime reporting practices of citizens and family cohesiveness. As a result, crime rankings are often deemed simplistic or incomplete. However, the criticism is largely based on the fact that there are reasons for the differences in crime rates, not that the rates are incompatible. This would be somewhat akin to deciding not to compare athletes on their speed in the 40-yard dash because of physical or training differences. Such differences help explain the different speeds, but do not invalidate the comparisons. We agree that crime ranking information must be considered carefully and certainly do not want to be irresponsible in our presentation of the rankings. However, we also believe that these rankings tell not only an interesting, but also very important story regarding the incidence of crime in this country. Annual rankings not only allow for comparisons among different cities and metro areas, but also enable local leaders and concerned citizens to track their own progress in addressing crime problems from one year to the next. We ask our readers to use and learn from these crime rankings, but also to keep in mind that rankings based on city size comprise just one of many factors used in assessing crime in the United States.

    Newton, Massachusetts apparently likes the view from the top. For the second consecutive year, Newton has earned the right to call itself Americas Safety City. Newton continues to have one of the best records in the nation when it comes to crime. In 2004, it once again had no murders and had the lowest overall crime rate among cities of 75,000 or more population. Newton also reported the second lowest overall violent crime rate and boasts the nations lowest motor vehicle theft rate. Joining Newton at the top of the Safest City rankings are Clarkstown, NY; Amherst, NY; Mission Viejo, CA and Brick Township, NJ. At the opposite end of the Morgan Quitno crime scale, Camden, New Jersey continues its stranglehold on the dubious honor of the nations most dangerous city. Last year was the first year Camden had come out at the bottom and through the end of 2004, crime continued to plague this community across the Delaware River from Philadelphia. Camden has the highest violent crime, murder and robbery rates among cities of 75,000 or more population. On the positive side, Camdens violent crime rate dropped almost six percent from 2003 to 2004. Trailing Camden on the more dangerous end of the crime scale are Detroit, MI; St. Louis, MO, Flint, MI and Richmond, VA. Our Safest Metropolitan Area competition includes both Metropolitan Statistical Areas (MSAs) and Metropolitan Divisions (MDs) which are subdivisions of MSAs. For the first time, Logan, UT-ID tops the rankings list as Americas Safest Metropolitan Area. Other top metro areas are Fond du Lac, WI; Glens Falls, NY, Appleton, WI and Sheboygan, WI. At the bottom of the Safest Metropolitan Area rankings for the second consecutive year is the Detroit-Livonia-Dearborn, MI metropolitan division. Joining Detroit in the more dangerous region of the Morgan Quitno metro crime rankings list are New Orleans, LA, Memphis, TN-MS-AR; Sumter, SC and Miami-Dade County, FL metropolitan division. Methodology The methodology used to determine Americas Safest City and Metro Area is the same approach that has been used for the past eight years. First, city and

    SAFEST METROPOLITAN AREA metro area crime rates for six basic crime categories murder, rape, robbery, aggravated assault, burglary and motor vehicle theft were plugged into a formula that measured how a particular city or metro area compared to the national average for a given crime category. The outcome of this equation was then multiplied by a weight assigned to each of the six crime categories. For this years award, each of the six crimes was given equal weight. By weighting each crime equally, cities are compared based purely on their crime rates and how they stack up to the national average for a particular crime category. These weighted numbers then were added together for a city or metro areas final score. Finally, these scores were ranked from lowest to highest to determine which cities and metropolitan areas were safest and most dangerous. The result of this methodology is that a city or metro areas crime record is measured against the national average. The farther below the national average, the higher (and better) a city or metro ranked in the final Safest Cities and Metros list; the farther above the national average, the lower (and worse) a city or metro ranked in the final list. All cities of 75,000 population or more that reported data to the FBI for the six categories of crime measured for the survey were included. Any city or metro area with missing data was disqualified from the competition. Chicago, IL and other Illinois cities are among the major cities not included this year due to data problems (see Missing Cities page 16.) There was no population minimum for metropolitan areas. The tables that follow show final scores and complete rankings for 369 cities and 330 metro areas. Results of the survey are presented in both alphabetical and rank order. Our Safest City and Metro Area crime rankings seem to bring out a more emotional response than any of our other surveys. Safety is just so basic to how citizens feel about their community. However, more than just making people feel good or angry, we sincerely hope that our rankings bring about meaningful debate about crime among citizens, police and community leaders.     Missing Cities In order for a city to be included in the Morgan Quitno Safest City rankings, complete data must be available for each of the six crime categories considered: murder, rape, robbery, aggravated assault, burglary and motor vehicle theft. This year, several cities of 75,000+ population did not report complete crime information and thus were not included in our survey. Once again, forcible rape data for 2004 submitted by cities and metro areas in Illinois did not meet the FBIs Uniform Crime Reporting guidelines and definitions. Since rape numbers are not available for Aurora, IL, Chicago, IL; Joliet, IL; Naperville, IL; Peoria, IL Rockford, IL and Springfield, IL, these cities are not included in our Safest City rankings. In addition, these cities were missing data for various crime categories and thus could not be included in this years Safest City Award rankings: Brockton, MA did not report aggravated assault data, Warren, MI did not report motor vehicle theft data and Alexandria, VA did not report burglary data. Crime data for 21 other cities with populations larger than 75,000 are not reported in this 12th edition of City Crime Rankings. Crime statistics for these cities are not included for a number of reasons, ranging from general reporting difficulties and computer issues to changes in reporting systems.     An Overview of 2004 Crime Violent and property crime decreased in both numbers and rates in 2004 from levels recorded in 2003. According to final FBI data, numbers of violent crime fell 1.2 percent from 2003 to 2004, while the nations violent crime rate decreased 2.2 percent in that one-year period. Likewise, property crime numbers declined 1.1 percent from 2003 to 2004, while the property crime rate dropped 2.1 percent. This overview provides definitions, basic facts and brief summaries of violent crime and its subcategories of murder, rape, robbery and aggravated assault, as well as property crime and its subcategories of burglary, larceny/theft and motor vehicle theft. Also included is an overview of numbers and rates of police officers serving the nations cities. Total Crime and Changes in the UCR Program

    Crimes are reported to the FBI by police agencies as part of the Uniform Crime Reporting (UCR) Program. This nationwide effort involves approximately 17,000 city, county and state law enforcement agencies. During 2004, law enforcement agencies active in the UCR program represented 94 percent of the total U.S. population.

    The crimes tracked by the UCR program include violent crimes of murder, rape, robbery, and aggravated assault, and property crimes of burglary, larceny and theft, and motor vehicle theft. These are also called "Crime Index" offenses and are simply the total of the seven main offense categories. As of June 2004, the FBI has discontinued the use of the Crime Index in its Uniform Crime Reporting Program. Officials at the FBI and its advisory board of criminologists maintain that the Crime Index no longer is a true indicator of crime. They contend that the Crime Index was inflated by a high number of larceny-thefts, which makes up nearly 60 percent of reported crime, lessening the focus on more serious, but less frequently committed offenses such as murder and rape. The consensus of the FBI and its advisory groups was that the Crime Index no longer served its purpose and that a more meaningful index should be developed.

    While the FBI considers how it will replace the Crime Index, Morgan Quitno will continue to calculate numbers, rates and trends in total crime for cities and metro areas as a service to its readers. However, we provide these numbers with a cautionary note that 88 percent of these data are larceny-thefts and other property crimes, while the remaining 12 percent consist of violent crimes of murder, rape, robbery and aggravated assault.

    In 2004, a crime occurred in the United States every 2.7 seconds, for a total of 11,695,264 offenses. Larcenies and thefts accounted for 59.4 percent of these offenses, burglaries accounted for 18.3 percent, 10.6 percent were motor vehicle thefts, 7.3 percent were aggravated assaults, 3.4 percent were robberies, 0.8 percent were forcible rapes and 0.1 percent were murders. The 2004 total crime rate of 3982.6 crimes per 100,000 population is 2.1 percent lower than the crime rate recorded in 2003.

    Violent Crime Violent crimes include offenses of murder, forcible rape, robbery and aggravated assault. A total of 1,367,009 violent crimes were committed in 2004. Of these, 62.5 percent were aggravated assaults, 29.4 percent were robberies, 6.9 percent were forcible rapes and 1.2 percent

    were murders. The 2004 national violent crime rate was 465.5 violent crimes per 100,000 population, a 2.2 percent decrease from the 2003 rate. Five and ten-year trends show the 2004 violent crime rate was 8.1 percent lower than in 2000 and 32 percent lower than 1995. Numbers of violent crimes were lower as well, down 4.1 percent from 2000 and 24 percent from 1995. Firearms were used in 26.4 percent of violent crimes in 2004. Personal weapons, such as hands, fists and feet, were used in 30.7 percent of violent crimes and knives and other cutting instruments in 15.5 percent. Females made up 17.8 percent of all violent crime arrestees. Murder Murder and nonnegligent manslaughter, as defined by the FBI, is the willful (nonnegligent) killing of one human being by another. Down 3.3 percent from 2003, the national murder rate in 2004 was 5.5 murders per 100,000 population, or 16,137 murders. Five-year trends show the 2004 murder rate was 0.8 percent lower than in 2000. A 10-year comparison shows a drop of 33.2 percent from levels recorded in 1995. For those murders for which complete data were available, 70.3 percent involved firearms. FBI data showed that 22.8 percent of murders were committed in conjunction with felonious activities such as robberies, drug deals, rapes, etc. Slightly more than 23.2 percent of murders were committed by strangers. Seventy-eight percent of murder victims were male, 49.8 percent were white, 47.6 percent black. Camden, New Jersey was the highest ranking city for murder. Camdens murder rate of 60.8 murders per 100,000 population in 2004 was well above the national rate of 5.5 murders per 100,000 population. Forcible Rape Forcible rape, as defined by the FBI, is the carnal knowledge of a female forcibly and against her will. While assaults or attempts to commit rape by force or threat of force are also included, statutory rape (without force) and other sex offenses are not included.

    An estimated 63.5 of every 100,000 females in the United States were reported rape victims in 2004. Although the FBIs definition of rape is limited to female victims, the 2004 national rape rate of 32.2 per 100,000 is determined using male and female population. This national rape rate was 0.2 percent lower than in 2003 and 0.6 percent higher than in 2000. A rape occurred every 5.6 minutes in 2004.

    A total of 94,635 rapes were reported to the FBI by law enforcement agencies in 2004. Of that total, 91.6 percent constituted rapes by force. The remainder was attempts or assaults to commit forcible rape. Robbery Robbery is the taking or attempting to take anything by force or threat of force. The 401,326 robberies that occurred in 2004 represented a decrease of 3.1 percent from levels recorded in 2003. The national rate of 136.7 robberies per 100,000 is lower as well, falling 4.1 percent from 2003.

    The average dollar loss per robbery was $1,308. Banks lost an average of $4,221 per robbery. Forty-three percent of robberies occurred on streets or highways, 14.7 percent took

    place in commercial establishments such as stores, banks and service stations, and 13.8 percent were at residences. The remaining robbery locations were termed miscellaneous.

    Firearms of different types were used in 40.6 percent of robberies. Robberies committed with strong-arm tactics accounted for 41.1 percent, knives or cutting instruments were used in 8.9 percent, and other dangerous weapons were involved in the remaining 9.4 percent.

    Aggravated Assault Aggravated assault is the unlawful attack by one person upon another for the purpose of inflicting severe bodily injury. This type of assault usually involves the use of a dangerous weapon. Attempts are included in the FBI aggravated assault data.

    The 854,911 aggravated assaults that occurred in 2004 represent a 0.5 percent decrease from 2003 levels. The nation's 2004 aggravated assault rate of 291.1 aggravated assaults per 100,000 population is a 1.5 percent decrease from 2003. Aggravated assault rates also were down 10.1 percent from 2000 levels and 30.4 percent from 1995 levels.

    Assailants chose a variety of weapons with which to carry out their attacks in 2004. Nearly 36 percent of assaults were committed with blunt objects (e.g. clubs), 26.6 percent with personal weapons (e.g. hands or feet), 19.3 percent with firearms and 18.6 percent with knives. An assault occurred every 36.9 seconds in 2004. Property Crime Property crime includes the crimes of burglary, larceny-theft, motor vehicle theft and arson. These offenses involve the taking of money or property, but there is no force or threat of force against the victims. While arson is considered a property crime, data for arson offenses are not included in this book. The vast majority of crimes committed in the United States are property crimes. In 2004, approximately 88 percent of reported crimes were property crimes.

    A property crime occurred every three seconds in the U.S. in 2004, for a total of 10,328,255 offenses. The national property crime rate measured 3,517.1 property crimes per 100,000 population. Overall property crime decreased from 2003 to 2004 in both number and rate. The number of property crimes fell 1.1 percent from 2003, while rates decreased 2.1 percent. Five-year trends show that property crime rates decreased 2.8 percent from 2000 levels. A 10-year comparison shows a decline of 23.4 percent in property crime rates from 1995.

    The total dollar value of property stolen in 2004 is estimated at $16.1 billion, a decrease of 5 percent from the 2003 estimate. Larceny-thefts accounted for 67.3 percent of all property crimes; burglary accounted for 20.7 percent and motor vehicle theft for 12 percent. Burglary Burglary is defined as the unlawful entry of a structure to commit a felony or theft. The use of force to gain entry is not required to classify an offense as burglary. The FBI tracks data for three types of burglaries: forcible entry, unlawful entry where no force is used and attempted forcible entry. Burglaries involving forcible entry comprised 61.4 percent of all burglaries, while 32.4 percent were unlawful entries without force and 6.2 percent were forcible entry attempts.

    The 2004 burglary rate of 729.9 burglaries per 100,000 population is 1.5 percent lower than in 2003. A total of 2,143,456 burglaries were reported. Five and 10-year trends show that burglary rates have increased 0.2 percent since 2000 and decreased 26 percent since 1995.

    The majority of burglaries in 2004 were residential. Of these, 62.2 percent occurred during the daytime, while 58 percent of nonresidential burglaries occurred at night. The average dollar loss per burglary was $1,626 in 2004. A burglary occurred every 14.8 seconds in 2004. Larceny and Theft Larceny and theft is the unlawful taking of property from another person. It includes crimes such as shoplifting, pocket-picking, purse-snatching, thefts from motor vehicles, thefts of motor vehicle parts and accessories, bicycle thefts, etc. No use of force, violence or fraud is involved in these offenses. This crime does not include embezzlement, "con" games, forgery and worthless check writing. A total of 6,947,685 thefts occurred in 2004, down 1.1 percent from 2003. This number represents 59.4 percent of total numbers of reported crimes. The national rate of 2,365.9 larcenies and thefts per 100,000 population represents a 2.1 percent decrease from 2003 levels. Five and 10-year trends show that larceny-theft rates have decreased 4.5 percent since 2000 and were down 22.3 percent since 1995. The average value of property stolen in 2004 was $727, a 4 percent increase from the 2003 value of $698. In total, the dollar loss to victims measured nearly $5.1 billion for the year. Given the large number of thefts that go unreported, this estimate is probably low. Motor Vehicle Theft The motor vehicle theft category includes the stealing of automobiles, trucks, buses, motorcycles, motorscooters, snowmobiles, etc. The definition does not include the taking of a motor vehicle for temporary use by those persons having lawful access to the vehicle.

    The national motor vehicle theft rate of 421.3 vehicles stolen per 100,000 population represents a decrease of 2.9 percent from the 2003 rate. A total of 1,237,114 motor vehicle thefts were committed in 2004. This represents a 1.9 percent decrease from 2003 numbers.

    A motor vehicle theft occurred every 25 seconds in 2004. Total estimated value of the vehicles stolen was $7.6 billion. Automobiles were the most frequently stolen vehicle type, accounting for 72.8 percent of all vehicles stolen. Police Officers Nationally, a total of 675,734 sworn police officers were on the job in 2004 with an additional 294,854 civilian employees assisting. This works out to a rate of 2.4 full-time officers per 1,000 population. Only police officers on each city's primary police force are reported in City Crime Rankings, 12th Edition. Many cities have a number of overlapping law enforcement agencies. For example, New York City has its Transit Police, Port Authority Police and officials in other special law enforcement agencies.
