PLANNING COMMISSION RECOMMENDATION:

Planning Commission recommends that PLN-USE-2016-005 be APPROVED with the following stipulation: (8-0, McCormick/Johnson, Kish excused)

1. If the Director of Development and Permits determines that vehicle stacking interferes with the entrance circulation, the Director shall provide written notice informing the applicant/owner of such determination. Within 30 days of the date of the written notice, the applicant shall place cones restricting vehicles from stacking at the entrance, which shall be subject to the review and approval of the Director of Development and Permits or designee. Within 90 days of the date of the written notice, the applicant/owner shall submit a revised site circulation and pavement marking plan to the Director of Development and Permits. The construction and sufficiency of the new circulation plan shall be subject to the review of the Director of Development and Permits, or designee, and improvements shall be completed within 180 days of notification by the City.

Mrs. Shaffer read PLN-USE-2016-005 into the record for Commission review and action.

Staff Presentation:

Mrs. Shaffer stated that based on the findings in the staff report, Planning staff recommended that PLN-USE-2016-005 be APPROVED with the following stipulation as listed in the official agenda.

Proponent:

David Dallman, Agent, Kimley-Horn, 4500 Main Street, Virginia Beach, Virginia, appeared before the Commission on behalf of PLN-USE-2016-005 representing the applicant.

Randy Royal, Co-Agent, Kimley-Horn, 4500 Main Street, Virginia Beach, Virginia, appeared before the Commission on behalf of PLN-USE-2016-005 representing the applicant.

COMMISSION DISCUSSION:

Commissioner McCormick asked Mr. Dallman to explain how many vehicles the service area would be able to handle.

Mr. Dallman stated that the site was designed to stack up to 23 vehicles. The Virginia Beach site currently services approximately 25 vehicles throughout the day. The proposed site was designed to handle more capacity than they would need within a day.

Commissioner McCormick asked Mr. Dallman to confirm that it would take 23 vehicles coming out of the service acceptance area, in front of the dealership, wrapping around the roundabout, and coming back towards the entrance before stacking would occur at the entrance.

Mr. Dallman stated that the submitted exhibit shows 23 vehicles in the illustration and they do not interfere with the entrance.

Commissioner McCormick asked how the drop-off service may impact any potential stacking.

Mr. Dallman stated that there are direction on drop-off parking on the drop-off box. He stated that dealership staff arrives at 4:30 am to move dropped off cars prior to any 7:00 am drop- offs.

Commissioner McCormick asked for confirmation that it is very unlikely that the stipulation would ever need to be used based upon the projected amount of vehicles it would take for stacking to occur. Mr. Dallman stated that was correct.

COMMISSION VOTE:

Commissioner McCormick moved that PLN-USE-2016-005 be APPROVED with the stipulation as listed in the official agenda and as recommended by staff. Commissioner Johnson seconded the motion. The motion was carried by a vote of 8- 0. Commissioner Kish was excused.
