SUMMARY
Award a construction contract for the Fullerton Golf Course Irrigation Replacementproject to O & J Landscape Construction, Inc. of Moreno Valley, California.
RECOMMENDATION
1. Approve the plans and specifications for the Fullerton Golf Course IrrigationReplacement project.
2. Award a construction contract to O & J Landscape Construction, Inc. for theFullerton Golf Course Irrigation Replacement project in the amount of

PROPOSED COSTS
Funding for this project is from the Recovery Zone Economic Development BondRZED Bond) approved at the November 2nd, 2010 City Council meeting. A Budget
Data Sheet/ Summary of Bids is attached for Council' s reference (Attachment 1).
DISCUSSION
On December 21, 2010 City Council approved the Golf Course Irrigation ReplacementProject No. 54002 for the Fullerton Golf Course located at 2700 N. Harbor Blvd. The

work includes construction of a water efficient irrigation system and geographical
positioning system ( GPS) control to replace the existing system installed in 1963.
Five bids were received on March 31, 2011, for the Fullerton Golf Course Irrigation
Replacement project. American Landscape, Inc. of Canoga Park submitted the low bid
in the amount of $ 1, 499,367. However, American Landscape subsequently submitted arequest to withdraw their bid due to a mathematical error in the calculation of the bid
that staff finds acceptable ( Attachment 2). O & J Landscape Construction, Inc.
submitted the next lowest bid in the amount of $ 1, 731, 715. 99. This bid as submitted is
approximately 10% under the engineer's estimate of $ 1, 930, 000. The bid documents
have been reviewed by staff and are considered acceptable.
Staff received an e- mail protesting the award of the contract to O & J Landscape
Construction. The e -mail claimed that O & J Landscape Construction was not qualified
based on the minimum experience requirements of the contract. Staff verified O & J
Landscape past work experience and confirmed that they are qualified to perform thework. In addition, the City attorney was consulted and concurred with staff'sdetermination.
A requirement of the RZED Bond is for the project to be completed December 31, 2011.
Construction is scheduled to begin in late May, 2011 and be completed by November30. 2011.
An environmental assessment has been prepared in accordance with the California
Environmental Quality Act ( CEQA) Guidelines, and it has been determined that theproject is categorically exempt.

Dear Kevin,
With great disappointment, I must inform you that we have found a mathematical error in
our bid to you for Fullerton Golf Course. We just completed the conversion of our electronic
estimating program from Lotus to an Excel base, the proper wage rates did not carry over to thisgolf estimate (our first estimate we created using this program).
Due to that error, we must respectively request to withdrawal our bid for this project.
