    Open letter to the citizens of Sheridan CountyRE: Proposed Community Aquatics Center

    In response to the challenge of aging aquatic infrastructures in the community, a

    Sheridan County citizen group would like to offer the following proposal to create anew community aquatics center located south of the current YMCA facility. Theproposed community aquatic center will offer quality programing, as well asopportunity for recreation. The aquatics center is bold undertaking and can besuccessful only with a strong partnership between the public and private sector.

    Swimming pools located in the core of a community, accessible to schools, downtownand residential neighborhoods better serve the community by promoting economicvitality. The proposed community aquatic center at the Sheridan County YMCA offersclose proximity to downtown, area schools, the library, Senior Center and WhitneyCommons.

    Our priority is to create a sustainable business plan that will cover the cost ofannual operations, non-recurring maintenance, and meet increased costs ofoperation due to inflation. In contrast to stand alone pools, swimming pools housedin facilities that contain gyms, weight rooms, childcare, arts programs, youth andadult sports have greater success of sustainability due to shared administrativeservices and facilities. The YMCA is prepared to decommission the two existingpools and apply the current substantial operating cost to the budget of the newaquatic center.

    The preliminary cost of the new aquatic center will be approximately ten to twelve

    million dollars and be designed to promote water safety, wellness and recreationalopportunities. The new design will not include a competitive swimming pool, but willinclude new pools that will create more opportunity for swimming lessons and a widevariety of activities for aquatic wellness, in addition to slides, splash pads, andwater features for recreational use.

    The proposed Community Aquatics Center at the Y will have a greater impact; servingmore kids, families and seniors, than any other project since the Sheridan CountyYMCA was founded over 50 years ago. In order to be successful, no single sector ofgovernment or non-profit organization can go it alone; together we can do so muchmore! The leadership team at the Sheridan County YMCA is enthusiastic about thesuccess of a community aquatics center and is prepared to join with others to createa sustainable center that will be a source of pride in serving the community.

    For more than 50 years the Sheridan County YMCA has been trusted to operate acommunity center focused on sustainability, safety and community. Join with us nowin this bold venture as we move forward to design, construct and operate a newCommunity Aquatics Center.

    • The Sheridan County YMCA has been providing safe, sustainable, community

    aquatic programming for over 50 years with professional staff in recreationadministration and aquatic management.

    • Leadership and operating systems are already in place and will not beduplicated.

    • The Y has a proven record of fundraising; and is willing to take the lead insecuring the $12,500,000.

    • The Y currently serves over 5,000 members or almost one third of Sheridan

    County; an additional 5,000 citizens participate in Y programming ascommunity members.

    • An indoor aquatic center will be open to the community year round, be muchmore cost effective and offer a greater variety of aquatics programming.

    • The Y has a history of partnering with the Sheridan Recreation District on avariety of programs and community events.

    • The Y is located in the center of Sheridan, close to downtown, Whitney

    Commons, and Sheridan Junior High School. The aquatic center will add tothe economic health of the community.

    • The current Y pools can be repurposed the new aquatics center can beoperated with a fiscal plan that is sustainable.

    • The YMCA is a world-wide movement and the Sheridan County YMCA issupported by the National Y-USA organization providing additional resourcessuch as consulting, training, and market trends.

As acharity, we work every day to address community needs and ensure that all are welcome and thatno one is turned away for an inability to pay.

    SHERIDAN COUNTY YMCA FACTS

    There is no other nonprofit quite like the Y. That’s because in 10,000 neighborhoods across thenation, we have the presence and partnerships to not just promise, but to deliver, lastingpersonal and social change.

    •   The YMCA serves over 5,000 members with 15% receiving full or partial•   financial assistance. The total number of people served through programming

    and events at the YMCA are 10,000.

    •   The YMCA utilizes 137 volunteers to share the Y Mission with over 600 donorsto provide financial support to youth and families so that no person is deniedparticipation in Y programming due to economic hardship. The YMCA consistentlyraises over $150,000 for this cause.

    •   The YMCA operates on a $2,200,000 budget annually, the budget supports apayroll of $1,300,000 consisting of 100 employees.

    •   Volunteers contribute over 500 hours of service a month to the YMCA.

    •   The YMCA has built an endowment that contributes $440,000 to the operatingbudget.

    SHERIDAN COUNTY YMCA AQUATICS FACTS

    The YMCA currently operates two indoor pools for a total maximum occupancy of 163 swimmers.The pools are open 7 days or 85 hours each week for family swim, swim lessons, lap swimming,and water fitness classes.

    •  The YMCA gave 1,200 swim lessons last year.

    •  33 hours of water fitness classes are offered each week.

    •  Total direct and indirect cost of the YMCA pools are 16.5% of the total budget.This does not include fixed administration costs that would be incurredregardless of the pools.

    •  31 Community groups currently utilize the YMCA pools.

    Why is a public-private nonprofit partnership needed? 

    The vision for the aquatic center is bold, costing up to 12.5 million dollars. Successis possible by partnering bringing the talents and treasures of each sector to focuson a community aquatics center.

    Why an aquatics center at the Sheridan County YMCA? A fifty year history of safe, sustainable and community management of the Y.

    What will the Aquatics Center offer? 

    The design of the Aquatics Center will feature a family leisure design, slides, zeroentry, lazy river, lap pool, locker rooms, family changing rooms, birthday partyrooms and lobby with viewing of the pool.

    Will the community and Y members have access to the Aquatics Center? The Aquatics Center will be available to all individuals; daily passes, monthly ratesand multi day passes. Special summer packages will be available. The Y willcontinue the practice of providing discounted or free access to vulnerablepopulations, and community non-profit organizations.

    How will Y soccer be affected by the Aquatics Center? 

    The Y will continue to offer soccer practice and games on the Y fields. The Y inconjunction with the City of Sheridan will be developing an 8-10 acre athletic fieldfor community programming that will host not only Y soccer but other community

    youth sports. The field will be located on west 5th street.When will the Aquatics Center be open? 

    The fundraising, design and construction of the Aquatics Center may require 24-36months.
