Part 1:INTRODUCTION TO THE IMPACT OFINVASIVE PLANTS

Throughout the Chesapeake Bay watershed, citizen groups havemade considerable progress in their efforts to restore nativevegetation in riparian areas and wetlands. State and federalassistance from programs such as the Stream ReLeaf initiative,Conservation Reserve Easement Program (CREP) and Pennsyl-vania Growing Greener have produced many new miles ofriparian buffer. Audits of the survival of these new buffersindicate that encroachment by invasive plants prove a substan-tial threat to these fledgling buffers. Effort and vigilance arerequired to prevent the takeover by invasive plants of nativevegetation, particularly in crucial riparian and wetland settings.

This booklet offers a survey of the efforts of a variety of groupsthat have mobilized volunteers in an effort to control invasiveplants in natural areas. It is hoped that the case studies pre-sented can provide motivation and methods for recruiting anddeploying volunteers charged with the task of invasive plantcontrol.

Invasive Plants DefinedInvasive plants can be defined as those plants that are non-native,grow aggressively, and can often dominate whole native communitiesand crowd out existing native plants. Where they dominate, thenative ecosystem can become degraded for all of its inhabitants, fromnative plants to insects, birds and animals. Not all non-native plantsare invasive. Those considered invasive have the following traits thathelp them out-compete native plants and dominate an entire plantcommunity:

The Impact of Garlic Mustard

The impact of garlic mustard(Alliaria petiolata) on the nativeecosystem in wooded areas is agood illustration of the multipleimpacts invasion of a non-nativeplant can have on an ecosys-tem. This plant can quicklyestablish itself, even in relativelyundisturbed forest and replacethe existing herbaceous under-story, particularly spring ephem-erals (wildflowers).

Not only does an invasion ofgarlic mustard eliminate diversityof herbaceous plants but it hasalso been found to be a popula-tion sink for the West Virginiawhite butterfly (Pierisvirginiensis). The butterflymisidentifies garlic mustard as ahost plant when it lays eggs.The eggs laid on garlic mustarddo not hatch due to the inhospi-table chemical properties of theplant. Additionally, garlicmustard changes soil chemistryin areas it infests resulting in achange in the numbers ofearthworms and salamanders inthe infested area.

Ecosystem and Economic Costs of InvasivePlantsInvasive plant species can destroy natural habitat and threatenendangered plants and animals in riparian and wetland areas directly,by smothering and covering native flora. They have also beenobserved to cause changes to the native ecosystem as a whole,resulting in decreased numbers and types of native organisms sup-ported by the invaded area.

The invasion of aggressively spreading non-native plants has increas-ingly been recognized as one of the greatest threats to biodiversityand the management of natural areas in this country. Invasive plantsimpact the biodiversity of native ecosystems through three processes,each related to the successful adaptive techniques found in invasiveplants. These processes have been documented in a number ofscientific studies and are summarized by the Virginia Department ofConservation and Recreation1 .

1 - Change of FunctionOne process that occurs as an invasive plant species begins todominate a native system is the alteration of the native ecosystemprocesses and regimes to which native plants and animals areadapted. Documented changes in a native ecosystem after invasion ofan aggressive non-native plant include changes in erosion and sedi-mentation rates, changes in water and moisture levels, and changes inthe native system’s nutrient levels and patterns. An example ofchanges in local water and moisture levels resulting from invasiveplant infestation is the occurrence of drying observed in wetlandsinvaded by purple loosestrife (Lythrum salicaria). Loosestrife formsdense mats of substrate that can begin to fill in wetlands. Eventually,moisture levels in the invaded wetland decrease significantly impact-ing the important water quality functions of the wetland.

2 – Loss of Native PlantsA second process associated with invasion of a non-native plant is achange in the community structure as a new and highly aggressiveinvading plant adds an additional layer to a native community. Thenew plant increases competitive pressure for light and nutrients in thecommunity and can result in the loss of many native plants. English ivy(Hedera helix) adds such a dense layer to the understory of woodedareas, growing along forest floor and up trees killing and shadingnatives.

3 – Prevention of Native Plant RegenerationA third component of the threat is the change over time in the com-position of the entire community as a successful and aggressiveinvasive plant competitor takes over a plant layer. In many cases theinvader also impacts regeneration in other layers because of thedensity of the infestation or other factors. An example of this isinvasion of Japanese knotweed (Polygonum cuspidatum) alongriparian areas. An invasion can result in the elimination of all otherunderstory vegetation and over time can threaten the regeneration oftrees.

The economic impact nationwide of invasive plants in terms of directcosts was estimated in 1993 to be $3.6 to $5.4 billion annually.Some of these costs pertain to agriculture and grazing and some todegraded natural habitats that have lost value for hunting, fishing andtourism.

Recognizing the impact of invasive species on both the environmentand the economy, President Clinton authorized Executive Order13112 in 1999. The executive order defines an invasive species asone that is non-native to the affected ecosystem and whose introduc-tion causes or is likely to cause harm to economic enterprises, theenvironment, and/or human health. It directs federal agencies toprevent the introduction of invasive species and provide for theircontrol to minimize the economic, ecological, and human healthimpacts that invasive species cause. This order set up the FederalInvasive Species Council and authorized the development of anational invasive species management plan.

About This ManualThe biology of many invasive plants makes their control seems to beimpossible with current levels of resources. The seedbank for manyof these plants appears endless – by nature many of the plants oneach state’s invaders list exhibit several successful strategies forreproduction and regeneration. All this said – groups of volunteersare making a difference in controlling invasive plants. The casestudies presented in this manual are just a fraction of the workoccurring in Pennsylvania, Maryland and Virginia in our parks andconserved lands. They are presented as a model for other similarorganizations to mobilize volunteers for the control of invasive plants.

Riverfront ParkWilkes Barre, PA:Personal Security ConcernsCaused by JapaneseKnotweed Infestation

Before control efforts began inWilkes Barre’s Riverfront Park,over 15 acres around a riversidenature trail were completelydominated by Japanese knot-weed . Despite extensive use ofthe open areas of the park bylocal residents, few venturedalong the trail because the inabil-ity to see through the dense un-derstory resulted in concerns forpersonal safety.

A knotweed control project wasbegun in 1999 along the trail. Thepark’s Friends group with assis-tance from the Cooperative Ex-tension Urban Forester, VinnieCotrone, planned control mea-sures that would best use theirlimited resources. The groupbegan working with volunteers tocut knotweed in June. The cut-ting was followed in July byspraying of the resproutedplants with glyphosate, by a cer-tified pesticide applicator. Theprocess has continued for threeyears, resulting in far less knot-weed and the reemergence ofthe native herbacious understory.The control of knotweed has alsoled to an increase in trail use bylocal residents.

The manual emphasizes the use of volunteers for a number of rea-sons.• Volunteers learn first hand about the dangers of invasive

plants and can communicate the information to neighbors andfriends.

• Invasive plant control, particularly in sensitive areas, can bevery labor intensive, often requiring targeted herbicideapplication or extensive hand-pulling of plants. Trainedvolunteers are an inexpensive and high-quality source oflabor for such projects.

Part 1 of this manual gives a short introduction to the impact ofinvasive plants. Part 2 provides an overview of suggestions for therecruitment and retention of volunteers. This is followed by Part 3,Invasive Plant Control Techniques, which focuses on control methodsappropriate for use by volunteers. The six case studies of Part 4illustrate several successful models of volunteer engagement ininvasive plant control. Appendix A gives a summary list of the currentinvasive plant lists for Maryland, Virginia and Pennsylvania, ascompiled by organizations in cooperation with the state naturalresources departments. This chart includes a brief summary ofcontrol methods for each of these plant, as recommended by variousresources. An annotated bibliography of resources appears asAppendix B. Appendix C includes examples of volunteer fact sheets,sign-in sheets, waivers, and press releases. Appendix D provides anoverview of state and federal regulation of herbicides.

Mayfly and Multiflora Rose

Multiflora Rose (Rosamultiflora) is a plant invaderalong riparian areas in theChesapeake Bay watershed.The impact of an invasion ofmultiflora can be felt not onlyby the native plants that itcrowds out but also byinstream communities.Research done by StroudWater Research Center, inKennet Square, PA, lookedat the feeding preferences ofmayfly for non-native leaflitter. Mayflies are an impor-tant macroinvertabrateshredder in most waterwaysin the Chesapeake Baywatershed. Stroud found thatwhen offered multiflora roseleaves, the mayfly will refuseto feed even when no alterna-tive food is available. It isexpected that as multiflorarose begins to dominateriparian vegetation, the largepercentage of multiflora leaflitter in-stream will result in achange in the composition ofthe macroinvertabratepopulation. This in turn willimpact the in-stream foodweb of which mayflies are animportant part.

Part 2:Volunteer Recruitment, Deploymentand Retention

Why Use VolunteersEngaging volunteers in environmental restoration projects can yieldmultiple benefits to the environment and to the organizing group.

• Volunteers can expand the project area and stretch limitedproject funds.

• Volunteers used for initial invasive plant control can subse-quently provide long-term monitoring becoming the eyes andears of a restoration project.

• Volunteers will learn first hand the impact of invasive plants onthe environment.

• These informed volunteers can in-turn spread the word aboutthe impact of invasive plants.

• All volunteers are also potential members of a volunteerorganization.

Volunteer involvement in invasive plant removal falls into three broadcategories: (1) one-time events, often making use of a large number ofvolunteers to control one species, (2) regular volunteer work days -usually monthly on a consistent day (for example the first Sunday of themonth) and (3) independent volunteers that have been trained andcertified to monitor and remove invasive plants in a designated area.Each level of involvement is appropriate for certain types of projectsand to the resources of different conservation organizations.

One-time events require a large amount of up-front planning andcoordination. Single events are a good way to remove large amountsof invasive plants from an area. A smaller group of monitors can returnto remove any plants missed by volunteers and control resprouts. Thisapproach, however, is not for all sites. Some sites could be damagedby large numbers of volunteers working on the site, and some controlmethods may be inappropriate or dangerous for large group use.Regular volunteer work days can be appropriate for the long-termmaintenance and control of invasives in an area. This type of project

The Psychology ofVolunteering

A psychological study into themotivations of individuals thatvolunteer for environmentalrestoration projects indicates“doing something meaningful”and “fascination with nature” arevalued as the two highestranked benefits of this type ofvolunteer work. These findingscan be used to better recruitand retain volunteers by remind-ing organizers to provideinformation about the impact ofrestoration work to the surround-ing ecosystem and the potentialrewards such as attracting andsupporting wildlife or native plantspecies through invasiveremoval. This can be communi-cated at several points: inrecruitment ads, during orienta-tion at the beginning of aworkday and during the workdayby showcasing the importantnatural features of a site.

will benefit from repeat and increasingly skilled volunteers. Routinework days require a sustained commitment from at least one organi-zation member. The independent volunteer approach of invasivecontrol involves the greatest amount of investment in volunteertraining. It is very well suited to the monitoring of large project areas.The case studies in this manual include examples of each of theengagement categories.

Steps for Planning a Project Using VolunteersThe following are elements to consider when planning to use volun-teers in a restoration project:

1. Determine project goals to delineate the focus area of yourproject. Remember that the project will require monitoringover time for resprout of plant material or the seed bank ofan invasive plant.

2. Determine what control method will be most effective on thetarget plant(s) given the resources of your organization.Several Internet sites have excellent control write-ups be sureto consult several sources.

3. Identify any organizations that may want to form a partner-ship. Partner organizations can provide additional sources ofvolunteers and will also add buy-in from additional commu-nity members.

4. Identify all landowners associated with the project areaand adjacent areas to obtain permission to work on the land.

5. Identify potential liabilities and develop a legal waiver form.An example waiver is included in Appendix C.

6. Before recruiting volunteers for a project, evaluate theproject needs to consider the physical scope of the projectand determine tasks that can be preformed by volunteers.Determining required numbers is important both to plan foradequate volunteer supervision and to consider the extent ofadvertisement the project will require. The optimal outcomeis to obtain enough volunteers to accomplish the task within aworkday of 4-6 hours. Volunteers should feel that their effortin showing up at the site is important. Though the idea mayseem contradictory, too many volunteers can be a negative.Not only will they present management problems but toomany volunteers will also diminish an individual volunteer’sbelief in the value of his or her service and thus his or herlikelihood to volunteer again.

PUBLICITY

All publicity should answer thequestions Who? What?Where? and When? Flyers,posters or media releasesshould include:• date, time and place• rain dates• sponsors• directions or a means to

get them• a contact person’s phone

number• restrictions in age or

fitness• required pre-registration• other qualifications• equipment needed (for

example gloves)

7. Finally, when planning for an event consider:− transportation− parking− snacks and water− restrooms− required equipment (example: gloves or pruners)

Volunteer Recruitment and PublicityConservation organizations have successfully recruited volunteers byusing one or a combination of publicity strategies. Among them are:

• Flyers/posters: mailed, posted or taken door to door• Media: newspaper, radio or TV either through press

releases that generate a story about the project or inestablished “Volunteers Wanted” features

• Personal Contact: phoning or canvassing area residents• Organization newsletters – your own and other

organizations• Websites• Corporate sponsors

Another useful avenue for volunteer recruitment is throughforming project partnerships with citizen organizations. Some ofthese potential partners include neighborhood groups, servicegroups (such as Rotary, Lions and garden clubs); schools; religiousgroups; master gardeners; scouts and centers for aging.

When writing flyers, media releases or making phone calls, communi-cate a connection between the project and the individual by stressingthe project’s proximity to a community, or importance to anecosystem that impacts that community. This may include the site’simportance in supporting wildlife or protecting an upstream source ofdrinking water. Also, be positive and enthusiastic. Make your recruitswant to get involved. If you are recruiting by phone, don’t leave aconversation open ended – get a commitment.

When recruiting, remember to communicate the skills/capabilitiesrequired of the volunteers and develop a job description beforeyou begin to recruit volunteers. Consider ahead of time who youare looking for in terms of age, education and physical ability.Also, consider creating roles for those who may not be able toperform some of the more difficult physical or technical tasks.

A sample media release is included in the Appendix C with criticalfeatures in italics. Make sure you follow-up a press release with aphone call. If possible, target the appropriate reporter; this could bethe local reporter for your community, the gardening editor or theenvironmental editor. Several web resources can guide you in moreeffectively communicating with the media. These include:

• www.journalism.org gives pointers for communica-tion with the media

Be sure to also add your project to a list of volunteer opportunities inthe local paper.

Work Day AgendaA volunteer opportunity will be perceived as more rewarding if youtake the time to inform the participants about many aspects of theproject. The workday or work shift should begin with an orientation,which should include:

• Information about the special natural features of the projectlocation

• An overview of the impact of invasive plants• If applicable, describe how the project may be part of a

larger project• Identification of the target plant(s)• Removal techniques• Safety precautions

Take time throughout the work shift to point out interesting featuresof the project area. If your resources will allow, provide a plantdescription/drawing for each participant to help them continue toidentify the target plant throughout the day and to keep as a futurereference.

If you can, provide snacks, drinks and perhaps lunch to your volun-teers. If you do not plan to provide food and drink, communicate thatin recruitment information.

Make the Public Aware ofYour Project

Posting a “Volunteers atWork” sign during work dayswill build awareness in thepublic about the threat ofinvasive plants to naturalareas. Consider using a signthat describes the threat of thetarget plant to the work areaand provides a phone numberor web site for moreinformation and, if appropirate,information about volunteering.

SafetyThe following is a list of concerns to include in your safety briefingand should be repeated as reminders throughout the workday. Someparts of this list may seem obvious; however, volunteers are of manybackgrounds and experiences. The adage ‘it’s better safe than sorry’applies when leading volunteers. Louisa Thompson of the MarylandNative Plant Society developed this list during her many years leadingvolunteers in restoration projects.• Ask that volunteers do nothing they consider unsafe• Carefully explain tool or if applicable herbicide safety precautions• Alert volunteers to hazards such as poison ivy, ticks and sunburn• Alert them of slippery surfaces• Remind them to drink plenty of water and wear gloves• Instruct volunteers to carry long-handled tools vertically - not

horizontally and to place unused tools in such a way that theycannot be hazards

• Minimize use of sharp-edged tools.• Space volunteers well apart when using sharp tools• Explain safe use of all available tools

Perhaps the most significant safety risk to volunteers working in anatural area in the Chesapeake Bay watershed may be from deerticks with lyme disease. The disease is prevalent in areas in whichdeer or mice hosts are present. The deer tick transmits the lymedisease bacteria to its host after attaching; transmission does notoccur until at least 36 hours after attachment to the host. The nymphphase of the deer tick occurs in spring and summer. During this phasethe tick is nearly impossible to see and so presents a greater risk ofattaching undetected to humans. The ticks prefer a moist and shadedenvironment.

Precautions for personal protection against deer ticks include wearinglight-colored, fully covering clothing so that the ticks can be moreeasily spotted. The ticks tend to be present close to ground leveltherefore, tuck pants into socks or boots to prevent entry under pantlegs. An insect repellent containing DEET will also reduce risk of tickattachment. Safety Tips For Herbicide UseDeveloped by Louisa Thompson

• Herbicide should only beused by authorized volun-teers according to stateregulations

• Follow label directionsscrupulously.

• If kept in small jars, a copyof the label should be keptwith the herbicide

• Provide disposable, chemi-cal resistant gloves forhandling herbicide - bringenough to replace torn ones

• Carry disposable wet wipesand water for rinsing

• Provide plastic trash bags for glove and wipe disposal

SupervisionThe ratio of supervisors to volunteers can vary depending on theexperience of the volunteers and the complexity of plant identifica-tion. Those who supervise volunteers should expect to spend verylittle time actually doing the control activity. Paying attention to thevolunteers can take all of a supervisor’s time. Volunteers should beredeployed and checked to make sure they continue to recognize thetarget plant and that they are working safely. Ideally a 10:1 ratio ofvolunteers to supervisory help should ensure efficient, effective andsafe use of volunteers.

Volunteer RetentionSeveral factors have been found to improve volunteer retention andwere often found to be integrated into the volunteer projects sur-veyed for this booklet. Some rules of thumb include:

1. Be sure to communicate the importance of the work doneby the volunteers as part of a larger purpose. Informationto communicate includes detailing the threat of invasive plantsto the diversity of a setting, describing the importance to theecosystem of healthy riparian, wetland or other naturalsettings, and describing the specific plants and animalsimpacted by invasives within the project area.

2. Give volunteers enough to do so that they feel that their timeis being put to good use.

3. Provide opportunities to the volunteer throughout the day tobe fascinated with nature. That is, help point out the elementsof the natural setting that are particularly special in anylocation. This can be as simple as pointing out a rare nativeplant, an animal trail or exceptional tree specimen.

4. Show appreciation for each volunteer. A sincere, “thank youfor coming out,” is very important, as is a follow-up thankyou note or certificate for a one-time project. Volunteers inthe Weed Warrior program are given a certification card andcap and the Restore Corps ailanthus project gave tee shirtsto all volunteers (see Case Studies for information on theseprojects).

Part 3:INVASIVE PLANT CONTROLTECHNIQUESSpecial Considerations in Riparian andWetland AreasInvasive plants threaten the special functions of riparian vegetationsometimes overrunning native vegetation or preventing the long-termsustainability of native riparian vegetation in invaded sites. Non-nativespecies can degrade the habitat for wildlife and diminish the pollutionprevention capacity of a vegetated buffer.

Some invasive weed species are known to quickly overrun and chokea new buffer planting. A survey of riparian forest buffer survival andsuccess in Maryland1 finds that competition from weeds was the mostcommon problem in the surveyed plots. Thirty-five percent of thesurveyed plots were deemed to be impaired by weeds. The mostcommon invasive plants found on the survey plots are (in order offrequency): biennial thistle (Cirsium vulgare or Cardius nutans),multiflora rose (Rosa multiflora), Canada thistle (Cirsium arvense),Japanese honeysuckle (Ligustrum sinense), mile-a-minute(Polygonum perfoliatam), and ailanthus (Ailanthus altissima).

An informal survey of 99 sites in Pennsylvania also found a stronginverse relationship between buffer survival and weed competition.The most common invasive plant found in this survey again wasmultiflora rose followed by Canada thistle, purple loosestrife, Japa-nese honeysuckle, and ailanthus.

Invasive plant control in riparian and wetland areas should be ap-proached with caution for a number of reasons:

1. Proximity to water makes chemical contamination of surfaceand ground water much harder to avoid or impossible tocontrol.

2. Riparian and wetland areas are critical habitat areas for alarge number of wildlife species. Invasive plant control candisturb or destroy habitat.

3. Mechanical removal of invasive plants can lead to erosionand resulting siltation of the waterway.

These considerations should influence the choice of control method.The presence of water in or near a control area creates a far greater

risk for spreading herbicides beyond the target plant. In riparian orwetland sites ground water is typically closer to the surface. Anyactive herbicide residue or components from herbicide breakdownhave a shorter distance to travel as runoff before reaching water.

When invasive plants have invaded wetland or riparian areas thehabitat value of the area may be reduced; however, the area may stillprovide nesting sites for many animals. Wildlife present in the areamay be disturbed by efforts to mechanically or chemically removeinvasive plants. If possible, time any removal effort for periods whennesting does not take place, either before April 1 or after September30, in the Chesapeake Bay region. For some invasive plants timing ofcontrol is critical and may fall within the nesting time.

Mechanical removal of invasive plants can loosen the soil and poten-tially cause erosion. If timed correctly to prevent seed development,the removal of most annual plants does not require the removal ofroot systems that hold soil in place. However, effective mechanicalremoval of many biannuals and perennials will require the removal ofthe root system or additional cutting to weaken the plant and preventresprout. Disturbed soil not only creates the potential for erosion butit can also be an avenue of entry for other invasive plant species.Several techniques can minimize the risk for erosion, they includeleaving vegetative strips that will slow and filter run-off, using erosioncontrol materials, and mowing or cutting the invasive followed byhand applied herbicides.

Keeping RecordsKeeping records of invasive plant control will serve a number ofpurposes. At a riparian buffer restoration site it will help to remindwhere the seed bank may exist for future monitoring and control.Records will also enable the evaluation of particular control methodsor provide details for evaluating man-hours required to clear an areaof a particular invasive. Useful records can be as simple as a map andworkday log. A map should show the location of plant control effortsin detail. A site map sketch, an existing trail map, or orienteering mapcould be used. A log of the day’s activities should include:• Types and numbers of plants pulled in a delineated area• Native plants in the area• Soil type• Disturbance history of site• Numbers of volunteers and workday length

Plant IdentificationConcern that a plant may be an invasive may be raised when a plantappears to possess an invasive plant’s typical qualities. When a plantseems to be spreading aggressively, or grows back quickly andtenaciously after weeding, it should be identified to research appro-priate control methods. Also, if a plant appears to be encroaching onor over-running plants in a natural area of concern, identification andcontrol may be appropriate. At present, no keys exist for the invasiveplants of the Bay Region. Sample plants should be cut and if possibleidentified by using plant identification resources on the web and inyour library. A list of some of those resources is included in Appen-dix A. If those resources cannot help you make a positive identifica-tion, call your county Conservation District office or CooperativeExtension office to arrange identification of the sample.

Many invasive plants look similar to one or more native plants. Yourresearch should include an understanding of how the invasive plantdiffers from similar natives. It is recommended that you check at leasttwo sources to confirm identification and research control methods.

Plan to MonitorInvasive plant control requires significant resources of time and effortif not money. Perhaps the most important element in invasive plantcontrol is to anticipate the need to monitor for regrowth after theinitial control effort is complete. Many invasive plants are prolificseeders whose seedbank may remain viable for a number of years.Regeneration of the plant through plant parts missed during removalcan and will occur as well. A natural area disturbed by removal ofone invasive species may also become invaded by another invasivespecies. If regrowth is not controlled early, a group’s initial controlefforts will need to be repeated, wasting valuable resources.

Restoration sites that may not have contained invasive plants at thetime of restoration, may develop an unanticipated infestation due tothe disturbance associated with planting. Monitor restoration sites aswell! Many newly fenced riparian buffer sites that had formerly beengrazed have been besieged with formerly unseen invasive plants. Forexample, many fenced riparian zones in Lancaster County, PA havesprouted complete covers of Japanese hops (Humulus japonicus)within a growing season of fencing.

Plan to monitor for invasive plants in spring and fall for several yearsafter removal and restoration efforts.

Goats:Not a Baaad Idea

It’s true that goats will eatnearly anything. WildlandsConservancy in Emmaus, PAis one group that has takenadvantage of their voraciousappetite to control invasive

plants. Goats actually showpreference to eating multiflorarose and will prune back theplant to a more manageablesize making it easier tomanage with a saw or basalbark application of herbicide.

Wildlands has found moveablefencing to be the best way tomanage goat grazing. Goatscan be very skittish and canbe hurt by a chain tether.

Control MethodsChoice of control method is based on a number of considerations:the size of the infestation, the amount of vegetation that should beretained, and resources available to the group (both labor andmoney). Broadly, control methods fall into three categories:

• Mechanical alone• Mechanical with application of systemic herbicide• Herbicide alone

Mechanical Control MethodsMechanical methods are those that stop the invasive plant fromgrowing and spreading without the use of chemical herbicides.Methods used depend on the plant, the location and the resourcesavailable. Among them are:

• Hand pulling• Cutting• Pulling with tools• Mowing• Grazing• Covering• Brush hogging or bulldozing

After conclusive identification of the plant invader, consult severalresources for the best control methods. The web has the most up-to-date set of suggestions. A listing of many of the web sitesdevoted to invasive plant identification and control appears in theAppendix B. Two of particular note for control discussions are:http://[email protected] and http://www.IPCNYS.org. TheIPCNYS site includes a weeds directory with input from multipleland managers detailing their experience in controlling particularplants.

If the plant to be removed is an annual, removal and disposal of theflower or seed head may be the only control required. Timing ofremoval of the flower or seed head should be considered toprevent the development of a second flower before the end of thegrowing season and also to prevent seeds from beginning todisperse. Some seeds will form even on flower heads that havebeen removed from the plant like those of garlic mustard (Alliariapetiolata), so disposal of the flower head in a landfill is important.When appropriate, mowing with a string trimmer or mower can bea good way to control large areas of annual plants.

Repeated cutting or mowing of a perennial or woody plant caneffectively deplete the plant’s energy stores. This procedure must berepeated several times over several years to completely control aplant. Some of the invasive plants in the Chesapeake Bay regioninitially grow stronger after a total “pruning,” but eventually even themost persistent plant can be controlled in this manner. Of course thismethod takes persistence and is not appropriate without strongcommitment over many years.

In certain settings using goats or sheep for control of certain invasivesis effective. Typically the animals are fenced into the control area andare rotated out to ensure that they will not overgraze other vegeta-tion.

Typically, plants considered invasive are not easily killed. For ex-ample, ailanthus will return with greater vigor when girdled. For thisreason, the root system of most perennials and woody plants must beremoved to prevent regeneration. Several tools can be very helpfulfor removing the roots of perennials and woody plants. Depending onthe plants, spading forks, screwdrivers and weed talons are helpfulwith small to medium sized plants. The weed wrench provides a levereffect for removing the plant and root system of small trees andmedium to large shrubs. If possible, wait for conditions when theground is wet and pulling is easier, allowing for a thorough removal ofthe root system.

When an infestation is small and desirable plants are separated fromthe target plant, smothering a plant infestation with black horticulturalfabric, cardboard or other covering that prevents light from reachingthe plant is effective. This technique has been successfully used tocover and control small infestations of Japanese knotweed(Polygonum cuspidatum). The cover must stay over the infestedarea for at least 2 years.

When economically possible, larger equipment such as a brush hog isa very efficient way of controlling large infestations of woody shrubsin the right locations. A brush hog can clear many acres of multiflorarose in a fraction of the time that it takes for hand removal andprevents contact with thorns. Cost, access, and a greater potentialfor erosion are all considerations when choosing this method.

Targeting HerbicideApplications

The Pennsylvania Chapter of theNature Conservancy has beencontrolling a phragmitiesinfestation in a wetland preserveusing targeted herbicide appli-cation. Volunteers are outfittedwith pruners and dropper bottlesof an aquatic form ofglyphosate. After clipping thetop of the phragmites plant theglysophate is applied to the cutto kill the plant. Though highlylabor intensive, this procedurehas been found to be the bestmethod of controlling smallinfestations of the plant.

HerbicidesIn some instances herbicides are appropriate to use - with caution.Herbicides are one type of pesticide. All pesticides are regulated inseveral ways: 1) use of any pesticide on property not owned by theapplicator can only be done by a Certified Pesticide Applicator orsomeone working under a Certified Pesticide Applicator, 2) purchaseof or use of restricted use pesticides can only be done by a CertifiedPesticide Applicator, 3) pesticide recommendations can only bemade by a Certified Pesticide Applicator. Check for the exact rulesgoverning your situation with state authorities listed below. Thedecision to use herbicides should be made after assessment of thearea to determine the level of infestation and occurrence of any nativeplants that should be preserved. For many invasive plants andinfestation levels, careful application of appropriate herbicides maybe the best management strategy. It is extremely important that therules and best management practices of pesticide application befollowed when this approach is used.

There are several methods of herbicide application:1. Foliar

a. wipe-onb. backpack sprayerc. spray bottled. cut and spraye. boom applicationf. injection

2. Basal Bark3. Pre-emergent (used primarily in newly planted areas)

Using Herbicides in Sensitive AreasSome of the risk factors associated with using herbicides in sensitiveareas have been addressed in innovative ways by conservationgroups. Techniques using direct placement of a systemic herbicide tominimize drift to water or desired plants have been found to be highlyeffective, though labor intensive. Wiper applicators in various formsare used for direct placement, among them, herbicide dampenedgloves (worn over a nitrile glove) used to wipe herbicide over theleaves of the target plant. This technique is used on purple loosestrife(Ligustrum sinense) in wetland areas by the Pennsylvania Chapterof the Nature Conservancy. Other wiper application methodsinclude tongs with herbicide dampened sponges or sponge applicatorbottles (sold for painting). The Nature Conservancy also usesdroppers to deliver herbicide into cut stems of phragmites

A Few More Words About Glyphosate

Glyphosate is the most widelyused herbicide in the world. Itsannual sales are worthapproximately $1.2 billionannually. It is a broad spec-trum, nonselective herbicidethat works by inhibiting theshikimic acid pathway, abiochemical process of plantsthat does not exist in animals,making its toxicity in animalsvery low. However, othercompounds contained in someformulations of glyphosate canbe toxic to animals particularlyin some formulations of thesurfactant – that is the chemi-cals that make the glyphosateadhere to the plant.

Glyphosate has been found tobe toxic to soil microorgan-isms, although it quicklybecomes inactive in the soil.Use with caution.

(Phragmites australis). Generally, glyphosate and to a lesser extenttriclopyr (sold as Garlon) are selected for direct applications innatural areas. Both are systemic herbicides - they travel throughoutthe plant and will kill the roots. Glyphosate has formulations for use inor near water, has limited persistence in the environment and doesnot harm animals.

Clearly, chemicals must be applied with pinpoint accuracy in wetlandareas to avoid drift to desired plants and wildlife. An additionalconcern associated with using herbicides in wetlands involves oxygendepletion from the presence of decomposing plants in the water.Large amounts of dead plants should not be allowed to fall into thewater and decompose.

Glyphosate is available under many product names and is a broad-spectrum, non-restricted use herbicide. It is formulated and approvedfor wetland and riparian settings marketed by Monsanto asAquamaster™ and Dow as Rodeo®. These are virtually the sameproduct – Glyphosate, N-(phosphonomethyl)glycine in the form of itsisopropylamine salt. The product label is available on the web. Anexcellent, non-biased source for information on herbicides is theNational Pesticide Information Hotline: 1-800-858-PEST.

Another herbicide often used in natural areas is triclopyr, marketedunder the Garlon name. Like glyphosate, it is a systemic herbicide. Ithas a longer persistence in the soil and should not be used nearwater. It can be applied to basal bark on woody plants and is oftenrecommended for ailanthus (Ailanthus altissima).

Several “alternative” herbicides have been found to be effective onsome plants and in certain settings, such as 10% - 15% acid vinegarand corn gluten. The higher acid vinegar is hard to find but is cur-rently being sold in some gardening catalogues. A spray of high acidvinegar has been found to be very effective on some herbaceousannuals. Corn gluten meal is the protein fraction in corn that can beused as a pre-emergent herbicide to inhibit root formation in a widevariety of grasses and broadleaf weeds during germination. Neitherof these products has been tested by regulating authorities for effi-cacy and environmental safety.

Wissahickon ValleyWatershed Association:Controlling Multiflora Rose

The Wissahickon WatershedAssociation has been restoringthe natural features of a prop-erty along a tributary to theWissahickon over the pastseveral years. The property is aformer farm with extensivemultiflora rose infestation thatrequired removal before replant-ing the streambank with nativeriparian species. Bob Adams,the grounds manager, undertookthe clearing with the help of aBoy Scout troop and a come-along tool. The come-along toolis a non-motorized winch. Thevolunteers, wearing protectiveclothing, wrap a chain aroundthe base of the rose bush. Theother end of the chain isattached to the winch that is in-turn attached to a large tree.The rose bush is wenched out –hopefully with the roots. Volun-teers remove any roots thatremain. Bob says the key tousing the come-along is toattach as low on the bush aspossible. He also suggestswrapping leather around forearms to protect from scratching.He attaches the leather withduct tape.

Program OverviewThe Wildwood Lake Nature Sanctuary has pro-vided a natural oasis to residents of Harrisburg,Pennsylvania sincethe early 1900’s.The park includeswetlands and alake with severalmiles of hikingtrails. Nestledbetween an indus-trial park and twomajor highways,the park none-the-less attracts many species of waterfowl and is astop-over for migrating birds. Although the parkhosts many native plants and wildlife, it is also aposter child for the spread of invasive plants in ahighly disturbed environment. A survey of theproperty in 1999 found 32 species of invasive plant.In the past few years, the park’s volunteer group,led by volunteer coordinator Alan Marshall, hasbattled some of the most pressing invasions.

Volunteer EffortsThe Alliance for the Chesapeake Bay chose Wild-wood Park to pilot a volunteer effort because itpresented such a wide array of invasive plants in ahighly visible site. With the participation and over-sight of Dauphin County Parks and Recreation

Department, the Alliance convened a steeringcommittee of interested professionals representing:Pennsylvania Department of Natural Resources, theCapital Area Greenbelt Association, Paxton CreekWatershed and Education Association, and Skellyand Loy, Inc. Guided by Alan Marshall, the steeringcommittee chose a site for their efforts that appearedto fall within several criteria:

1. The size of the activity was manageable for aone-time event with follow-up. The SteeringCommittee delineated a 200-ft by 200 ftarea and planned two workdays.

2. Recognition of the target invasive plant,Ailanthus, would be easy for the volunteersas it was quite pervasive at the control siteand few of its look-alikes were in thevicinity.

3. The project site has a high amount of foottraffic; many citizens would see signs detail-ing the intention of the project and the threatof invasive plants thereby providing a goodopportunity for outreach.

The project area was on a steep slope beside apaved hiking trail that runs along the lake. The slopeis composed of fill dirt trucked in during the buildingof two adjacent roads. In the poor soil of the slope,Ailanthus was quickly becoming the dominant plantspecies.

The steering committee consulted with severalreferences on the webconcerning ailanthuscontrol and with Dr.Guy Stucheck ofMillersville Universitywho has extensiveexperience in control-ling Ailanthus.Stucheck suggested anovel approach tousing herbicide on thelarger trees. Thisapproach uses a simple device that delivers aglyphosate solution to the cambium of the target treethrough a PVC tube that feeds the herbicide into a

hole drilled into the tree’s bark (see photograph).

The first workday occurred in early March, 2002and was devoted to removing the Ailanthus from thesite. Seedlings were pulled and left on the site.Larger trees were given the Glyphosate injection.

The second workday was devoted to planting thecontrol site with 15 varieties of native trees andshrubs in the hopes that they would shade outsurviving ailanthus seedlings and develop a richerplant base for the slope.

Recruitment and TrainingIt was determined that the two volunteer days wouldrequire differentnumbers ofvolunteers. Thefirst workdayrequired a smallnumber of peopleworking underclose supervisionto recognize andremove theAilanthus and apply glysophate solution to the trees.The volunteers worked with the oversight of threevolunteer leaders and the Wildwood groundsmanager. At this site the ailanthus was easy torecognize, even during winter, because few similar-looking trees were present and the ailanthus’ color-ing and the distinctive leaf scars verified its identity.Twenty volunteers pulled the smaller ailanthus byhand and by using weed wrenches. Those smallerplants that volunteers were not able to remove wereassumed to be root sprouts of a larger tree and wereleft in the expectation that the glysophate injectionwould kill them when the mother tree was treated.Four volunteers in groups of two worked under thesupervision of the Wildwood grounds manager,applying glysophate feeder bottles to the largertrees.

The second control day required less workdaysupervision and more brute force as the primary goalof the day was to plant 250 bare-rooted tree

seedlings in the control area. Coordination of thelabor of a large number of volunteers required moresite preparation, primarily labeling the plantinglocation for each tree species. Two days before theworkday, members of the steering committee spentseveral hours marking the location for each treewith flags labeled with tree species. At the workday,volunteers were briefed on the system that includedflags for tree placement and buckets labeled withtree species name. Volunteer supervisors dividedvolunteers into four teams: one dug holes, anotherdelivered the appropriate tree species and plantedthe tree, a third mulched the newly planted trees andthe fourth team watered the seedlings.

In the morning of that workday, a small party ofwell-supervised volunteers scouted for ailanthusseedlings missed or sprouted since the first controlday. The supervision ratio of the larger tree-plantinggroup was 1 to 15 while one supervisor workedwith four volunteers to search for seedlings.

Because a large number of volunteers were neededfor this labor-intensive part of the project, a largerecruitmenteffort wasrequired.Under itsRestoreCorpsprogram,Alliance for theChesapeakeBay recruited65 volunteersfor the one-dayevent. The program supports grassroots citizenorganizations through the development of volunteernetworks to support restoration projects. The localwatershed association, Paxton Creek Watershedand Education Association, provided support involunteer recruitment. This effort was supplementedby newspaper announcements and promotion by alocal school, the Alliance’s corporate sponsors, andthe South Central Pennsylvania Rotary Club.

The volunteers were organized in two, 3-hour shifts,the first from 9 a.m. to 12 p.m. and the second from1 p.m. to 4 p.m. Although some volunteers stayedthrough both shifts, the majority were too tired tocontinue after three hours.

TheRestoreCorps’ program goal is to maintain alarge number of repeat volunteers. Recognition isimportant to maintaining the volunteers. As a thankyou, each volunteer received an event tee shirt and athank you post card after the event that asked forhelp in maintenance of the project site.

An additional, small workday during the early fallwas used to remulch the tree seedlings and monitorfor and pull any ailanthus seedlings. That wasaccomplished in under 4-hours using ten volunteers.The Steering Committee plans to continue monitor-ing the control site with planned workdays in thespring and fall of 2003.

Target PlantsAilanthus, alternately known as tree-of-heaven andstinking sumac, is a fast growing deciduous tree thatquickly forms dense stands and can overrun nativevegetation. It can seed prolifically and also spreadthrough root sprouts. Girdling and cutting has limitedbenefit as the tree stump sprouts with vigor. Workdone on ailanthus control indicates that a systemicherbicide such as glysophate is necessary to killestablished trees.

Ailanthus was chosen as a target plant because ithad just begun to dominate the natural setting alongthe part of the park selected for the project. Onceestablished, ailanthus is known to alter the soil withan allopathic chemical given off by its roots thatprevents other plants from growing near it andcompeting for the limited resources. The projectarea was a highly disturbed setting adjacent to amore intact and important wooded area, whosemargin could soon be threatened by the ailanthus. Inthis disturbed site, the ailanthus had opportunisticallyfound a niche to dominate; however, with theintroduction of a number of potentially successfulnative tree and shrub species, it is hoped that nativeplants will eventually take over the site.

Lessons LearnedAs is the case with most invasive plant species, partof ailanthus’ reproductive success is associated withits prolific seed production. A successful effort toremove the plant requires several years of monitor-ing and removal of any newly sprouted seedlings. Itis believed that a dense planting of native treespecies after removal of the invasive plants willprevent another invasive plant from taking advantageof the disturbed soil caused by pulling of the seed-lings.

Program OverviewThe Patapsco Valley and Heritage Greenway is anatural and historic greenway running along thePatapsco river valley in Maryland’s Baltimore andHoward counties. Its Friends group is an activegrass-roots organization made up of residents of thearea. The Friends group was formed to preservethe environ-ment of thePatapscoRiver Valleyand to tell thestory of thearea. As partof its mision ofenvironmentalpreservation,the GarlicMustardChallenge wasinitiated in thespring of1999 toengage localresidents in invasive plant control and providehands-on environmental education. The Challengehas become an annual event for the Friends of thePatapsco Valley and Heritage Greenway, Inc. Theevent is the brainchild of Sally Voris, who hatchedthe idea during a dinner conversation with a friendwho had completed a native plant survey of thegreenway and expressed concern over the amountof garlic mustard and other invasive plants in thepark. The Friends group has found that the eventproduces several desirable outcomes: it educates

local residents about the impact of invasive plants,lures new visitors to the park, and addresses aserious threat to the park’s biodiversity.

Volunteer EffortsThe Garlic Mustard Challenge has become anannual event and, each year more volunteers havecome out to participate. In 2002, the third year ofthe Challenge, 60 participants picked a total of1,705 pounds of garlic mustard. The organizingcommittee hopes to attract 400 participants to the2003 event. One reason for its growing popularity isthe focus on creating a day of fun rather than a dayof work for participants. Groups compete to seewho can pull the most garlic mustard by weight.Teams made up of family and friends furiously pickgarlic mustard throughout the morning, filling garbagebags labeled with the team’s number. The goodnatured competition is fueled by the encouragementof organizers and culminates when each group’sharvest is weighed at the end of the morning and thewinner is announced.

Garlic mustard was originally brought to NorthAmerica by European colonizers as a culinary herb.The afternoon of the Challenge is devoted to a garlicmustard cook-off, featuring dishes developed bycontestants inseveralcategories:professionalchefs, adultamateurs andyouth. Theslogan“Conquer theVillain of theValley andFeast on itsRemains!”captures thetongue-in-cheeksentiment ofthe day’s fun.

Recruitment and TrainingThe event is widely publicized by area newspapers,local newsletters and flyers. It is also listed in thestate’s tourism calendar. The announcements createa light hearted and comical tone for the event. Forexample, the Garlic Mustard Cook’s Challengeoffers the opportunity for the winning professionalchef to be awarded the “soon-to-be world famousSpoonelheimer Spoon.” Organizers also directlyrecruit local youth groups through phone calls.

The day is organized so that garlic mustard pickingteams work in the morning. Many of the morning’steams are from youth groups including 4-H andScouts as well as home school groups and families.

They begin the event at the registration table whereparticipants sign-in (as a liability precaution) andreceive their team number and plastic bags. Thecompetitors register as large or small teams andcompete in that category. A very basic orientationteaches the participants to identify garlic mustardand poison ivy and a literature packet providesadditional information about the threat of invasiveplants and about Patapsco Valley Park. Theirharvest is gathered and weighed at the weight stationusing a doctor’s baby scale, weight totals arecalculated and awards are announced during alunchtime break. Area merchants contribute items asawards for the competitions. A simple lunch of hotdogs, soda and chips, prepared by a local churchgroup, is available for a small price ($2).

Some participants save their appetite for dishesoffered in the Cook’s Challenge. Each Cook’sChallenge competitor brings enough of theirentry dish to feed 12. Observers and the twojudges sample the sumptuous garlic mustardrecipes. After lunch the coveted Spoonelheimerspoon is awarded to the winning Cook’s Challengecompetitor and a country music band entertains theparticipants. To wrap-up the event, the picked garlicmustard and participants are driven in the weedwagon to an area in which a compost pile is createdfor the garlic mustard (combined with straw).

The organizers have focused on pulling garlicmustard in one area along the Patapsco floodplain and believe that the efforts may be making adifference. Garlic mustard seeds can remainviable for at least five years, it is expected thatthe impact of the Challenge will not be evidentfor some years. The primary purpose of the eventis awareness building; organizers feel that theevent is indeed serving that purpose.

A one-time event of this type requires a lot ofevent-day help. During the ’02 Challenge, 15volunteers worked to smoothly run the 5-hourevent. The volunteer organizers man activitystations that include: registration, the weedwagon, weight station, cooks challenge, masterof ceremonies, set-up and clean-up. Before theevent, a committee of 10 does all initial planning.With the expectation of 400 participants in the 2003event, organizers are planning to have at least 40volunteers to help run the event.

Target PlantsThe Patapsco Heritage Greenway has a long historyof environmental disturbance. Development, erosionand flooding have left many parts of the greenwayopen to invasions of exotic invasive plants. Invasiveplants used for landscaping are also a problem asescaped invasive landscaping plants from adjacent

backyards also put pressure on the native communi-ties within the park.

Garlic mustard is found throughout the park particu-larly in the moist shaded areas of the woods andfloodplain. Because it is very easily identified andpicked, it provides an excellent plant for noviceweeders. Garlic mustard can pose a serious threatto native plants and animals in forest communities inthe eastern U.S. It frequently out-competes springephemerals and monopolizes light, moisture, nutri-ents, soil and space. Garlic mustard is a cool seasonbiennial easily recognized in its second year as a 2 –3 ½ -foot, white flowering plant. Because the seedswill develop in flowering plants that have beenpulled, garlic mustard should be bagged and dis-posed of after pulling.

Lessons LearnedA one-day event of this size requires a great deal ofplanning with a core group of 3-5 very activeorganizers who continue to innovate and promotethe project as well as communicate the fun andhumor of the event. Voris suggests that an organizingcommittee with contacts in various areas, for ex-ample, restaurant/food, media, and youth groups,really helps to bring an event like this together. Vorisfeels that starting the planning process nearly oneyear in advance can make a huge difference. Sched-uling the event date ahead enables organizers tocontact Scouts, 4-H and other groups in Septemberto get the event on the organization’s calendar at thebeginning of a new activity year. The Friends grouphas used each event as a learning experience toimprove the next year’s event. The 2003 event isplanned for April 26; they hope to greatly increaseparticipation to around 400 by getting informationout early. To streamline registration for such a largegroup, organizers plan to have many participantspre-register and also plan to mail informationpackets to pre-registered participants. Program OverviewChapman Forest is a historic and natural treasure,consisting of old growth forest land as well as farmfields and historic buildings along the Potomac Riverin Charles County, Maryland. This 2,250 acreparcel was recently acquired by the state to preventdevelopment in this beautiful and biologically diverseforest. The forest boasts many areas of old growthtrees and is an example of a rare shell-marl ecosys-tem with many native plants and more varieties ofoak than all of the Great Smoky Mountain National

Park. Adjoining the state forest along the PotomacRiver, Ruth B. Swan County Park contains matureforestland as well as playing fields and walking trails.In an effort to preserve and improve these naturalareas, local resident and Vice President of theMaryland Native Plant Society (MNPS), MarcImlay, began coordinating a volunteer invasive plant

removal project in January 1999 in partnership withSierra Club Maryland Chapter. Since that time,nearly 400 volunteers have worked in both areasduring monthly invasive plant control days.

Volunteer EffortsThe Chapman Forest/Ruth Swann Park project isthe first and longest running of the MNPS invasiveplant removal projects. Workdays are the firstSunday of every month, year round regardless ofweather. Initially, the project tapped into localinterest generated by a citizen effort to rescue whatis now the Chapman Forest State Forest from aplanned development. Since that time, local volun-teers, as well as visitors from other areas, haveformed a band of weed control workers, systemati-cally staving off new invasions as well as controllingwell-established invasive plants bit-by-bit. Theproject emphasizes:

• Systematic removal of entire weed popula-tions

• Meticulous record keeping of each monthsefforts

• Experimentation with and assessment ofvarious control methods forwarded by anumber of sources.

The program has benefited greatly from the exper-tise of Imlay, a retired ecologist who during hiscareer was Natural Resource Manager for the ArmyNational Guard managing 54 states and territories.

Recruitment and TrainingVolunteers are recruited for work days throughinformational brochures at the park, notices postedon the MNPS website and the Sierra Club Mary-land Chapter website, as well as on other relatedweb sites and in both partners newsletters. Animportant element of the volunteer recruitment isemphasis on the elements of learning and apprecia-tion of the natural environment. Work day advertise-ments typically contain alluring descriptions of thenatural areas that will be visited during the day. Anexample ad appears in the box.

Over time, a core group of volunteers has emergedwho can be counted on to attend most work daysand to recruit others by word of mouth. Many ofthese volunteers return because they have learned,through their work on this project, the importance ofmanaging invasive plants and the appreciation of thediverse plant and animal life in the two areas.

A successful feature of these workdays is Imlay’semphasis on making the experience more rewardingfor volunteers by taking time to point out the uniqueand special natural features adjacent to or within thework area.

The 6-hour workday begins at 10 a.m. A volunteerorientation agenda includes:• Orientation about the problem of invasive plants

in natural areas• Identification of the target species• Introduction to natural features of the park• Demonstration of specific control methods to be

used• Description of safety precautions

Target PlantsControl efforts have concentrated on a variety ofexotic, invasive plant species. Imlay emphasizesflexibility in planning for workdays. That is, pulling ofperennials and woody plants when soil is moist androots are more easily removed and making use of

dry conditions for cuttingor herbicide applications.This project has a permitto apply herbicides andthey primarily useglyphosate, with care, onappropriate plants and inappropriate locations.

A species of particularconcern for Imlay isJapanese stilt grass

(Microstegium vimineum), because of its ability tospread rapidly in a wide variety of habitats and itsaggressive displacement of many native plants.Three to four years before the weed control projectbegan, stilt grass had aggressively spread in SwannPark. After several workdays targeting stilt grass in1999, its presence was greatly diminished.

Lessons LearnedThis is the first and longest running invasive plantremoval project sponsored by the MNPS and hasbecome a model for many succeeding projects.During his years leading the project, Imlay hassystemized many of the lessons learned in his efforts.Listed below are some of his “words of wisdom.”

Six Principles for Controlling Weeds withVolunteers:

1. Morale – have enough volunteers, usually 10or more to get the job done and see realresults.

2. Judicious use of herbicides carefully targetedto the alien invasive species where theybiodegrade relatively quickly.

3. Flexibility – pull plants after a rainstormwhen it is easy in wet soil and root fragmentscan be completely removed. You canremove annuals when the weather is dry orspray at that time. Doing work that comple-ments the weather conditions will also helpto maintain volunteer morale.

5. Inventory and prioritize by harm, ability tocontrol with resources available and incipientpopulations. Some invasives cause moreharm than others. Some may be too difficultto remove now. Newly established invasivesare a high priority.

6. Follow through with monitoring. Plan oncoming back to get them all to avoid repeat-ing the same work in the future.

Control Scenarios for Invasion LevelIn general, there are six site scenarios that requireremarkably different control regimes:

1. Pristine. These areas are typically less than10% invaded, in terms of biomass orcanopy and cover. Recommend proactivestrategy of identifying and protecting rela-tively pristine areas from invasion.

2. Very sensitive areas. Recommend proac-tive strategy of identifying and protectingareas supporting desirable species frominvasion. A guide might be “protect the lastof the least and the best of the rest.”

3. Somewhat more disturbed areas. Thisclassification would include areas with a 10-30% cover of invasives. Selectivity duringcontrol is extremely important becausemonocultures of invasives have not neces-sarily formed yet.

4. Very large, generally disturbed areas.Identify remnant patches of native vegetationto protect before aggressive treatments ofthe monocultures with biocontrols, exten-sive spraying and revegetation with nativespecies.

5. Areas undergoing ecosystem functionrestoration. For areas undergoing restora-tion of nutrient-depleted eroded areas, suchas, cropland and plantations , remove alieninvasive species before restoration actuallybegins.

6. Areas undergoing rapid conversions intomonocultures by particularly aggressivespecies. These site conditions would applyto any type of project including but notlimited to residential, rangeland/farms,backcountry, aquatic wetland, right of way.

The first of these six land conditions, relativelypristine, requires a preventive approach using thetools of screening, early detection, and rapid re-sponse. The distinction is to focus on what is beingprotected (endangered species, natural areas) ratherthan on what the resources are being protected from(alien invasive species).

Description of MNPS Herbicide UseIn certain situations the MNPS has found thejudicious use of herbicides carefully targeted to thealien invasive species to be an appropriate andeffective tool. They apply 2% glyphosate with a 3-gallon backpack sprayer and find that there isvirtually no impact on native plants. Sprayers arefirst taught to recognize native plants. They proceedslowly in order to avoid natives and spray-to-glistenrather than lingering on each plant to avoid herbicidedripping onto desirable plants.

Program OverviewThe Northern Virginia Conservation Trust(NVCT) is a nonprofit land trust focusedon preserving and restoring the naturaland historic land resources of rapidlygrowing Northern Virginia. The trust hasproperties or easements in Arlington,Fairfax, Loudoun, Prince William andStafford counties. Included in NVCTproperties is one of the largest Great BlueHeron nesting sites in the lower Potomacregion and a rare basic oak hickory forestin Fairfax County. NVCT has also playeda significant role in creating two citizengroups in the region, Friends ofDonaldson Run in Arlington and Trust ForCrow’s Nest in Stafford County.

NVCT has developed an ongoing volun-teer program, Adventures in Conserva-tion, to mobilize and educate area resi-dents by providing frequent, typically

monthly, events that enhance the region’snatural areas and provide an opportunity forthe volunteers to learn more about theirnatural surroundings. Some of the activitiessponsored by Adventures in Conservationinclude invasive species removals, clean-ups, tree plantings, hikes, and canoe trips.

Volunteer EffortsThe Adventures in Conservation program is de-signed to keep volunteers engaged and involved inthe efforts of the Trust by offering at least onevolunteer opportunity per month. One goal of theprogram is to give volunteers an appreciation for thenatural environment of the region and greaterawareness of the threats to the ecosystem. Theprogram can also serve to introduce residents tonatural areas they had not previously visited. Adven-tures in Conservation events do not solely focus onproperties owned by NVCT. Events are alsoplanned in parkland throughout the region. Many ofthe projects are undertaken in cooperation withother citizen groups and municipal organizations.

Jeannie McPherson, the Outreach Manager ofNVCT, has been in charge of organizing events forAdventures in Conservation. She says that oneemphasis of the program is to make the event fun aswell as informative for volunteers.

One example of an Adventures in Conservationevent that addressed invasive plants took placeon June 29, 2002 at Riverbend Park in GreatFalls, Virginia. The event was cosponsored byFriends of Riverbend Park and focused on re-moval of a variety of invasive species includingwisteria and Japanese stilt grass. On hand was thepark naturalist to provide information on invasivespecies in the area and give erradication techniques.The removal work ran from 8 a.m. – 12 noon andwas followed by a picnic event that included abarbecue lunch, guided hikes in adjacent conserva-tion easements, and raffle items. A media advisorysent to newspapers before the event resulted in anarticle on the front page of the Metro section of TheWashington Post.

Recruitment and TrainingNVCT precedes each event with a media advisoryto local and regional newspapers. Events are alsosubmitted to community and volunteer calendars.The media advisories are faxed or emailed to aspecific person at the paper at least one week inadvance and a follow-up call is made to confirm itsreceipt. When a story is generated by the advisory,McPherson sends a thank you letter or email to thereporter. Volunteers who have participated inprevious activities are included in a volunteerlistserve and are alerted about upcoming events.NVCT also includes a calendar of upcoming eventson its web site.

An information sheet about the event is distrib-uted to volunteers at the beginning of the workday,and detailed instructions are also given. McPhersonhas found that communication and organization areboth key to retaining volunteers. They include a sign-up sheet at each event to capture names andaddresses to use for event announcements and tosend regular thank you letters to volunteers.

Target PlantsTarget species varies for each location and event.The Virginia Department of Recreation’s Conserva-tion and Natural Heritage Program and the VirginiaNative Plant Society have identified 115 invasiveplant species in Virginia.

Lessons LearnedMcPherson has found that there is nothing worsethan recruiting volunteers and not having enoughfor them to do. Be sure to attempt to gauge yourvolunteer needs to not over-recruit. Also, shesuggests that a group be prepared to provideadditional volunteer jobs if necessary. Above all, inorder to retain volunteers in a program like Adven-tures in Conservation, she feels the organization must“do what you promise during the work day.” That isorganizers should arrive on time and be prepared towork with volunteers; the organizing group must beprepared to make the most of each volunteer’s time.

She also suggests organizers bring information sheetsabout the particular project and extra tools. “Alwaysremember that volunteers work for you becausethey choose to,” asserts McPherson. “ As soon asthe job ceases to be fun or rewarding, they willleave!”

Program OverviewThe Maryland/DC Chapter of The Nature Conser-vancy (TNC) currently manages 27 preserves inMaryland and Washington DC. The Chapter hasprotected 57,000 acres of critical natural lands in theregion since its creation. Like the Nature Conser-vancy nationally, this chapter obtains and preservesland of natural importance to the region. The WeedWatchers/Weed Busters program engages volun-teers in the monitoring and control of invasive plantson some of the Chapter’s preserves, as part of itsland management strategy. With assistance from anextensive network of volunteers, the program worksto locate and manage recently emerged infestationsof invasive exotic plants on high priority sites. Thiscase study features many organizational elementsinvolved in managing volunteers who are workingindependently in far-flung sites. These elementsinclude adequate training, communication usingsystemized reports and well delineated proceduresfor monitoring.

Volunteer EffortsAs the name implies, there are two components tothis volunteer program: a group of volunteers whohave been trained to monitor for invasive plants inassigned areas of a TNC preserve (Weed Watch-ers) and a group of volunteers who control invasiveplant infestations (Weed Busters). TNC staff use theinformation gathered by the Weed Watchers toidentify, track and manage an invasive plant infesta-tion. The program assigns each Watcher a high

priority site thatthey are expectedto monitor, at aminimum, fourtimes per year (atleast once in thefall and threetimes in springand summer).Monitoring visitsresult in a visitreport and if oneof the target species is sighted, a hit report is submit-ted to let TNC staff know the exact location of thenewly spotted infestation. The location of theinfestation is mapped and flagged by the volunteer. ATNC staff person will inspect the site and makedecisions about the management of that particularinfestation based on the organization’s goals.

Weed Busters are then relied on to implement theweed management goals through scheduled weedcontrol days. The Busters are alerted about controldays via email and the Chapter’s newsletter.

Throughout this process TNC staff keep meticulousrecords of the location and control of weeds identi-fied by the Watchers. Records include the size ofthe infestation and date and type of actions taken tocontrol the plant. Between 2000 when the programwas first organized and 2001, volunteers participat-ing in the program had located and begun controlling19 different invasive plant infestations within the 11sites monitored by Weed Watchers.

Recruitment and Training The Nature Conservancy relies on volunteers toassist in management efforts in many of its preservesand has ongoing volunteer workdays. The organiza-tion expends much effort in the recruitment ofvolunteers from the ranks of its members andpublishes information about each workday in itsnewsletter. A special Weed Busters email list is also

used to alert volunteer Busters. The Chapter alsoadvertises for volunteer Weed Watchers through thenewsletter and has been successful in recruitingnearly a full complement of volunteers.

Each Weed Watcher volunteer receives a manualthat contains reference materials on monitoringtechniques, facts sheets and photos of the 13 hit listspecies, general plant identification techniques, andmap and compass reading information. Volunteersare asked to review the manual before theirtraining. Training is one full day and consists of onehalf day for manual review and one-half day of fieldexperience for actual application of the skills ex-plained in the manual. Among the skills taught are:

1. Weed identification focusing on the 13species on the hit list.

2. Compass and topographical map reading3. Flagging and mapping skills

After they are trained, each volunteer is assignedto a site as close as possible to his or her home. ATNC staff person provides an orientation of theassigned site for the volunteer, who is also given asecond opportunity to practice plant identificationand navigational skills.

Because of the far-flung locations of sites moni-tored by Weed Watchers, the volunteers are alsotrained on reporting procedures that aid incommunication with TNC staff. Volunteers fileVisit Reports for each visit and Hit Reports if anyof the 13 hit list species are detected. They alsoreport back to TNC staff if infestations of anyother invasive plant is identified or suspected.Using information from these reports, TNC staffare able to keep records about each site moni-tored. This helps them track the spread of targetplants and set priorities for control.

Target PlantsBefore the Weed Watcher training program wasdeveloped, a list of target weeds was determinedto give volunteers a manageable number of plants to

learn to identify and also to help develop manage-ment priorities for TNC staff. These target speciesare currently considered the greatest threat to naturalareas in Maryland. The Chapter determined whichplants species to include on the Hit List after studyof the pertinent literature and analysis of the resultsof a survey of invasive plant management profes-

sionals in the region.

The Hit List contains 13 target plants. At certainsites, additional species have been added to thetarget plant list to reflect local conditions. Over time,this list may expand for all of the preserves toinclude new species of particular threat enteringMaryland’s natural areas. The hit list species arelisted on the following page.

Lessons LearnedWhen asked to share advice for others interested indeveloping a similar program, Meredith Malone hadseveral suggestions. She said that during the firstfield season of the program, her office receivednumerous calls from volunteer Weed Watchersasking for a more compact field manual. The manualthat had been constructed was full of great informa-tion but is a little too heavy and cumbersome forsome volunteers to take into the field. If possible,develop a manual that is as small as possible andarranged in such a way that allows the volunteer toadd to it, or rearrange it for their personal prefer-ence. One method might be to package it in a smallringed binder.

Malone thought that a new resource, the “PlantInvaders of Mid-Atlantic Natural Areas” booklet,published by the U.S. Fish & Wildlife Service andthe National Park Service, could be used to replacea field manual. This booklet is light and compact andcontains identification information about a variety ofinvasive plants, along with detailed color photos. Itcan be ordered through the U.S. F&WS, Chesa-peake Bay Field Office by calling (410) 573-4582or (410) 573-4581 or through the National ParkService, Center for Urban Ecology, at (202) 342-1442, ex. 218.

Although most anyone can be trained to be aWeed Watcher, Malone said that they have foundthose volunteers who have previous plant identifica-tion skills make especially great Weed Watchers. Insome cases, these volunteers have noticed otherinvasive plants on the preserves that are not on thehit list and alerted staff to their presence. Their abilityto recognize additional invasive plants has provenextremely helpful in the management of even morepotentially threatening species. In order to recruitvolunteers with these skills, Malone suggests thatrecruiters introduce the program to groups such aslocal master gardeners or Native Plant Societies.

Program OverviewThe Maryland - National Capital Park and PlanningCommission (M-NCPPC) maintains 31,000 acresof park property in Montgomery County, Maryland,an area of suburban development just outside ofWashington, D.C. The park system maintains parksfor a wide variety of uses, from small neighborhoodparks with playgrounds and ball fields to streamvalley parks and conservation parks with tracts ofundeveloped land. Among its many resources,Montgomery County parks contain 34 miles ofhiking trails.

Carole Bergmann, Forest Ecologist for M-NCPPC in Montgomery County has found manychallenges in maintaining trees in these ecologi-cally disturbed suburban parks. Porcelain berry,Japanese honeysuckle, Kudzu and English ivy areonly a few of the exotic invasive plant species thatmake their home within the parks and threatenresident native species. The presence of invasiveplants has greatly reduced the ability of park staff toplant new, native trees. Vines quickly overgrow theyoung trees making reforestation a difficult venture ininvaded areas of the park system.

Volunteer EffortsPark staff began tackling the massive problem ofinvasive plant control in 1996. However, resourcesfor controlling invasive plants are very limited as thisissue is just one of many for the large park system.To supplement staff efforts, Bergmann devised theWeed Warriors program in June 1999 as an innova-tive method to engage volunteers to contain and

control theinvasive plantswreaking havocon the parkecosystem.Bergmann’slong-termvision for theprogram is touse WeedWarriors tomonitor, cutand remove

invasive plants while park staff bush hog and spraythe larger infestations.

Recruitment and TrainingWeed Warriors are recruited through posters andflyers located at M-NCPPC parks, as well asthrough lectures, park sponsored nature walks andword of mouth. Newly recruited Weed Warriorvolunteers initially fill out a Volunteer Services Formfor M-NCPPC. They must be at least 18 years oldand go through a formal training before they canwork in the parks. The two-hour group trainingfocuses on plant identification and eradication and isconducted at an outdoor park site. Training focuseson identifying several of the most significant invasiveplant species. Volunteers are referred to webresources that provide supplemental plant identifica-tion information. The National Park Service website: www.nps.gov/plants/alien is one of thoserecommended for use by volunteers. In the last threeyears, approximately 180 individuals have com-pleted Weed Warrior training.

Weed Warriors are not permitted to use herbicidesin the park. Instead they use hand tools for cuttingand pulling of weeds. After completing training,Weed Warriors are given leather gloves, an officialhat, and an ID card that verifies they are authorizedto remove weeds in the park. Volunteers with theprogram have a wide range of technical knowledgeand physical ability. Most volunteers are veryknowledgeable; those who are less so focus on oneweed. They may come to additional workdays to

learn to recognize and remove other weeds. TheWeed Warriors work independently and at theirown pace, determining their own hours and worklocation. Every threemonths the volun-teers are asked toreport to M-NCPPCwith the approximatenumber of hours theyspent working for theprogram.

Target PlantsCurrently, Bergmann would like the volunteers toemphasize the eradication of vines such as porcelainberry, Oriental bittersweet, kudzu and Japanesehoneysuckle that attack growing trees. She believesthat preserving the existing trees represents the bestuse of volunteer time. Volunteers are asked to usepruners to make two cuts in vines, one low to theground and another as high as can be reached. Thismethod will kill the vine growing in the tree and slowregrowth from resprouted roots.

Lessons LearnedDespite a workload that gives very little time to thiselement of her position with M-NCPPC, Bergmannsees her effort in recruiting and training volunteers asyielding multiple benefits. Weed Warriors not onlyassist in the massive process of weed eradication butmore importantly, they act to build awareness of theproblem of exotic invasive plants in the community.By doing so, this provides an opportunity for theinformation to spread via word of mouth andultimately engage homeowners to remove invasiveplants from their own property and to avoid plantingthese invasives in the first place.

Not only have Weed Warriors taught others aboutthe threat of invasive plant species but one volunteerwas inspired to form a citizens group - Friends of

Sligo Creek. This group has included additionalstewardship activities in its agenda such as parkclean ups and has developed a Stream SectionSteward position that assigns individuals responsibil-ity for sections of Sligo Park. Stream SectionStewards lead groups of volunteers in weed eradi-cation events in their section of Sligo Park.

Camp Hill, PA (04/08/02) - To make it easier for volunteers throughout the region to take part in therestoration and protection of the Chesapeake Bay and its rivers, the Alliance for the Chesapeake Bay willlaunch its RestoreCorps program with the first “Volunteer Action Day” on April 27 at Wildwood LakeSanctuary in Harrisburg. Through the generous support of the William Penn Foundation, RestoreCorps willrecruit volunteers and train local watershed organizations to help improve the Bay through grassrootsrestoration projects.

“We’re excited to launch the program in the beautiful wetlands and woodlands of a Dauphin Countypark,” said ACB Director of Watershed Stewardship Brook Lenker. “South Central Pennsylvania isthe perfect backdrop for the many volunteers who want to do their part to help the SusquehannaRiver and Chesapeake Bay.”

Volunteers are needed for three hour shifts (9:00 a.m. to 12 noon and 1:00 p.m. to 4:00 p.m.), inwhich they will help remove invasive plants and replant those areas with native trees and shrubs.Lunch will be provided to all volunteers who register.

“Hands-on restoration and getting involved with the work of local watershed groups is a great wayfor volunteers to make a difference for the environment in their own community,” Lenker added.“Every person in the Susquehanna basin has a stake in these issues.”

The Volunteer Action Day is being conducted in partnership with the Paxton Creek Watershed andEducation Association, the Capital Area Greenbelt Association and Dauphin County Parks and Recre-ation Department. Founded in 1971, the Alliance for the Chesapeake Bay is a regional non-profitorganization that builds partnerships for the restoration of the Bay and its rivers.

Tree-of-Heaven

also known as Ailanthus,

Chinese sumac & Stinking

sumac, is a rapidly growing,

quickly spreading tree that

can quickly take over a natural

site – crowding out native

vegetation and creating a mono-

culture. Tree-of-heaven is often

present along roadways and

other disturbed areas, crowding

out native plants and decreasing

the capacity of these landscapes

to support wildlife.

Control Methods

Volunteers will pull seedlings as they sprout. Larger trees are being killed usingherbacide inserted directly into the tree’s sap.

Overview of Herbicide RegulationBoth federal and state regulations control pesticide products. The federal government gives approval anddesignates use restrictions for individual products while each state determines the protocols and training forthe licensing of pesticide applicators and regulates pesticide application of non-restricted use pesticides bythose who are not the landowner. Pesticides designated as general use do not require special certificationfor purchase. These pesticides, though by nature toxic to plants and/or animals, tend to present fewer risksto the applicator and the environment. Restricted use pesticides require that the purchaser be certified as apesticide applicator by the state. Because of the higher degree of risk associated with the misuse of this typeof chemical, a greater understanding of its potential risks and proper use is necessary for safety. Both typesof pesticides have labels that describe proper use, storage, and disposal of the product. Always read theproduct label before using.

State RegulationsRules for using pesticides vary among states. Formulation and oversight of these rules is done, in Maryland,Virginia and Pennsylvania, by the state Agriculture Department. Rules concerning situations in which volun-teers will apply general use pesticides on land they do not own vary between states.

When any pesticide is used on public land, the project must first receive a material permit from the state forthe activity. Volunteers may handle and use a herbicide on state land but must be supervised by a certifiedpesticide applicator. Supervision of a pesticide applicator is also required for volunteer projects on privateland when volunteers – not the landowner – are applying a herbicide. In Maryland, before individuals maytake the licensing test, applicants must have at least one year of experience in a setting in which the individualworks with a certified applicator or have at least a BS degree in a biological field.
