OFB, Vide instruction No.307/7TH CPC/2016/Per Policy dated.07.06.2017, has forwarded a copy of PCDA(Pension), Allahabad letter No.G1/C/0199/Vol-I/Tech dated.30.0S.2017 [Circular No.164] regarding Revision of Pension of Pre-2016 pensioners/family pensioners, etc. consequent upon the Implementations of Govt's decision on the recommendation of 7thCpc. 2. As per DoP&PW's OM No.38/37/2016-P&PW(A) dt.12.0S.2017 the pensioner of Pre-2016 pensioners/family pensioners, etc. consequent upon the Implementations of Govt's decision on the recommendation of the Seventh Central Pay Commission has to be revised based on the New Formula accepted by GOI. For the purpose of calculation of Notional Pay w.e.f.01.01.2016 of those Govt. Servants who retired or died before 01.01.1986, the pay scale and the notional pay as on 01.01.1986 will be treated as the pay scale and the pay of concerned Government Servant as on 01.01.1986. In the case of those Government Servants who retired or died on or after 01.01.1986 but before 01.01.2016, the actual pay and the pay scale from which they retired or died would be taken into consideration for the purpose of calculation of the notional pay ason 01.01.2016. 3. These orders would not be applicable for the purpose of revision of pension of those pensioners who were drawing compulsory retirement pension under Rule 40 of the CCS(Pension) Rulesor compassionate allowance under Rule41 of the CCS(Pension)Rules. 4. No arrears on account of revision of Pension/Family pension on Notional Fixation of pay will be admissible for the period prior to 01.01.2016. 5. As per the above instructions it is the responsibility of the Head of the Department and Pay and Accounts Office attached to that office from which the Government servant had retired or was working last before his death to fix the Pay on Notional basis as on 01.01.2016 in respect Pre-2016 Defence Civilian Pensioners/Family Pensioners in accordance with the orders of DoP&PW. PCDA(Pension), Allahabad has annexed four specimen four LPC-cum-Data sheet. The claim has to be forwarded to PCDA(Pension), Allahabad in the annexed LPC-CumData Sheet along with all concerned documents by HOO/HOD duly vetted by PAO/LAO attached. Simultaneously a soft copy of the filled Performa of LPC-Cum-Data Sheet will also be sent in CDthrough an utility to be provided by PCDA(Pension ) for speedy issue of PPOs. PCDA(Pension), Allahabad will issue a revised PPOi.e., Corrigendum Pension Payment Order in New PPONo. Series and the same would travel to Pension Disbursing Authority through Head of Office. 6. PCDA(Pension) had informed that PCDA(Pension), Allahabad will provide a list of Living Pensioners/Farnilv Pensioners from E-scroll received to this end to the Head of Department for segregating and circulating to their respective sub offices functioning as Head of Office in order to facilitate the HOO to indentify Living Pensioners for issue of corrigendum PPO. However, such list of Living Pensioners will not be exhaustive. Hence, HODs/HOOs are advised to make further efforts at their end to indentify all remaining pensioners and submit their notional pay fixation with required information to this office in the prescribed LPC-cum-Data sheet duly vetted by the PAO/LAO.

OFB, Vide instruction No.307/7TH CPC/2016/Per Policy dated.07.06.2017, has forwarded acopy of PCDA(Pension), Allahabad letter No.G1/C/0199/Vol-I/Tech dated.30.0S.2017 [CircularNo.164] regarding Revision of Pension of Pre-2016 pensioners/family pensioners, etc. consequentupon the Implementations of Govt's decision on the recommendation of 7thCpc.
2. As per DoP&PW's OM No.38/37/2016-P&PW(A) dt.12.0S.2017 the pensioner of Pre-2016pensioners/family pensioners, etc. consequent upon the Implementations of Govt's decision on therecommendation of the Seventh Central Pay Commission has to be revised based on the NewFormula accepted by GOI. 7. Further, as per the latest instructions HOO may endeavour to mention Aadhaar no., MobileNo., E-mail ID of Pensioner/Family Pensioner or spouse in the prescribed LPC-cum-Data Sheet, isreadily available. In case these details are not available, HOO may make efforts to obtain thesedetails and subsequently propose amendments using the same LP(-cum-Data Sheet for issue of theCorrigendum PPO.
8. In view of the above, MPF is now required to collect requisite data and the documents fromthe Pre-2016 pensioners and process the same. For this purpose, MPF has designed the attachedProforma to be filled by Pre-2016 Pensioners /Family pensioners for revision of pension/familyPension as per ih (PC.
9. Accordingly, all concerned Pre-2016 Pensioners are hereby informed that they maydownload the same and the Proforma duly filled in alongwith copies of the requisite documents to(R section of MPF either in person, through an authorised person or by post immediately.
