    INTRODUCTION

    This paper presents a description of a national digitallibrary project for scholarly information in Brazil: theBiblioteca Digital de Teses e Dissertaes (BDTD). The BDTDproject has national significance since efficient andreliable computing infrastructures for communicatingand distributing scholarly publications contribute to acountrys development. Nevertheless, developing sucha system has significant challenges. For example, in

    democratic societies a system should provide open accessto information to a wide range of users*. In order toensure open access in the BDTD project, developers ofthe systems implemented the methods and technologiesproposed by the Open Archives Initiative (OAI)**. Aswill be detailed in this paper, the OAI has beeninstrumental to the success of the BDTD project.

    In terms of the more technical challenges, a digital libraryfor scholarly communication must be highly integrated.The quest for system integration is an overriding

    consideration in all phases of the development lifecycle.There are two important dimensions to integration. First,it is necessary to integrate the often disparate systems ofthe scholarly communities within the geographicborders of the country. Of course this represents atechnical challenge of creating a system that ensuresinteroperability among user communities. In addition itis important to add that there is also the equallychallenging change management task of developing acooperative social network among developers and usersof various institutions. Secondly, system developers must

    consider that national systems must be able to integratewith the wider information networks of the internationalcommunity of scholarly institutions. Again, the goalshere are both technical and social (or cultural) in nature.

    Abstract

    This paper describes a project led by theInstituto Brasileiro deInformaes em Cincia e Tecnologia (Ibict), a government institution, tobuild a national digital library for electronic theses and dissertations Bibliteca Digital de Teses e Dissertaes (BDTD). The project has beena collaborative effort among Ibict, universities and other research

    centers in Brazil. The developers adopted a system architecture basedon the Open Archives Initiative (OAI) in which universities and researchcenters act asdataproviders and Ibict as aservice provider. A Brazilianmetadata standard for electronic theses and dissertations was developedfor the digital library. A toolkit including open source package was alsodeveloped by Ibict to be distributed to potential data providers. BDTDhas been integrated with the international initiative: the Networked DigitalLibrary of Thesis and Dissertation (NDLTD). Discussions in the paperaddress various issues related to project design, development andmanagement as well as the role played by Ibict. Conclusions highlightsome important lessons learned to date and challenges for the future inexpanding the BDTD project.

    the time that must be devoted by human resources. Thispresents an additional challenge for developingcountries. The challenge of money is obvious. Thechallenge of human resources for development is morecomplex. It is critical that there be a knowledgeableinternal pool of system developers, however it is alsocritical that developers have reliable day-to-day access

    to information about the continuously evolvingInternet-based information technologies that form thebasis for such a system. Decision-making about standardsfor new information technologies is frequently led bycommunities of experts in the developed world withlimited input from developing countries. It is criticalthat developers within developing countries participatein discussions about scholarly communicationtechnology and standards. For the BDTD project Internetdiscussion boards formed by developers of digital librariesproved valuable in this regard.

    The case of the BDTD project illustrates some of theissues detailed above. The Instituto Brasileiro de Informaoem Ciencia e Tecnologia (Ibict), a Brazilian governmentinstitution, has assumed a central role in thedevelopment of this project. This involvement isconsistent with the historical background of Ibict. In2004 Ibict celebrated its 50th anniversary as a governmentinstitution. Over the course of its existence Ibict hasprimarily worked with the information community inBrazil with the goals of: (1) supporting Brazilianinformation centers, research centers and universities(data providers) to develop local information systems;(2) designing and implementing national informationsystems to facilitate integration of the various localinitiatives. The former of these goals has required Ibictto work closely with the information community todevelop standards and tools to support local developers.The latter goal has involved integrative developmentand hosting of national information systems andservices.

    Many stakeholders provided valuable input that

    contributed to the success of the BDTD project. Inparticular key people in early adopting institutions suchas Universidade de So Paulo, Universidade Federal de SantaCatarinaandPontificia Universidade Catlica do Rio de Janeirohave been, and continue to be, critical both to the BDTDproject and for the overall goal of providing open accessto scholarly information in Brazil. While acknowledgingthe contributions of these and many other people andinstitutions, in this paper the author focuses on theparticular activities and contributions of Ibict, since thisis the perspective gained through the authors experience

    with the project. The author had a lead managementrole in the BDTD project.

    The technical context provided by continuousinnovation of the Internet, and more particularly forthe project described here, the Open Archive Initiativeand open source technologies, bear important

    implications for organizations undertaking digital libraryinitiatives. For Ibict, exposure to these innovationshighlighted the need to transform its relationship withclients. Developing networked infrastructure andinformation standards were, historically, major concernsin prior projects. However, for the BDTD project theseconcerns were largely overshadowed by a growingrecognition of the critical need for Ibict to facilitate thetransfer of technical knowledge across geographic andcultural borders.

    This paper begins with a discussion of events leading upto the project. The author then gives an overview of theproject followed by a discussion of key issues. The paperconcludes with some of the important lessons that theauthor has drawn from her involvement. Hopefully,readers will find this information useful for their owncurrent and future digital library projects.

    PROJECT BACKGROUND

    Recognizing the capabilities of contemporary networkedcomputing, along with initiatives undertaken in the

    international community, at the end of 2001 a proposalto build the Brazilian Digital Library was written by Ibict.The proposal received substantial funding from theFinaciadora de Estudos e Pesquisas (Finep), a Braziliangovernment-funding agency. Among the various projectsincluded in this proposal was the Digital Library forTheses and Dissertations (BDTD) project.

    Prior to project approval, a group of consultants andinformation community representatives had beenformed in 2001 to conduct an informal feasibility study

    of the system. By that time noteworthy efforts in Brazilianelectronic theses and dissertations (ETD) digital librariesincluded systems built by the Universidade de So Paulo,Universidade Federal de Santa Catarina and PontificiaUniversidade Catlica do Rio de Janeiro. These localinitiatives which began as early as 1995 adopted ETDtechnologies and metadata standards that were largelyindependent from other projects in Brazil.

    The feasibility study pointed to two major directions forthe BDTD project: (1) development of a national

    metadata standard for ETD; (2) adoption of variousconcurrent solutions for integrating nationalrepositories, such as: meta-search engine, Z39.50standard, and the Open Archive Initiative (OAI)protocol for metadata harvesting (OAI-pmh). Theserecommendations were re-evaluated during the actualsystem design leading to a concentration of efforts on

    the adoption of the OAI technologies (as the mechanismto integrate ETD repositories) and an expansion of Ibictsfocus in order to provide support for local ETD digitallibrary implementations (universities and researchcenters).

    PROJECT DESCRIPTION

    At the beginning of 2002 the BDTD project was approvedwith the primary goal of building a national digital libraryof theses and dissertations by integrating various nationalinitiatives as well as promoting the integration of thenational ETD digital library with internationalinitiatives. In order to accomplish this goal, the projecthad the following objectives:

    design and implement a national ETD digital librarysystem to promote integration of local, national andinternational initiatives;

    establish a national metadata standard for ETD;

    develop and distribute a software toolkit with

    implementation and training modules to be installed inlocal ETD digital libraries at universities and otherresearch centers.

    Following project approval, a project steering committeewas created comprising representatives of the threeuniversities mentioned above, Ibict, designated expertsin the area, and various important governmentstakeholder agencies.

    The following sections give an overview of the three

    objectives.

    BDTD system architecture

    The architecture adopted in designing the nationalBDTD was based on the Open Archive Initiative (OAI).Universities and research centers act as data providersand Ibict as a service provider. Metadata (in the nationalmetadata format standard) is harvested from the dataproviders to create a central metadata repository in Ibict.

    This central repository exposes ETD metadata to otherharvesters in two formats: etd-ms and Dublin Core.

    An information retrieval system was implemented inthe central repository to allow end-users to conductintegrated searching on theses and dissertations inBrazil*. Information indicators will be implemented in

    the future to track metrics such as national growth inETD publications and subject trends in specific areas.

    The Metadata Standard

    Although international metadata standards for ETDexisted (e.g., etd-ms**), it was necessary to create anational standard in order to include specific metadataelements to meet national information needs. Thenational ETD metadata standard, named Padro BrasileirodeMetadados de Teses e Dissertaes (mtd-br***) containsfour types of metadata:

    bibliographic identifies the ETD bibliographic data

    people identifies uniquely each individual relatedto a ETD such as author or dissertation committeemembers

    organization uniquely identifies the organizationsrelated to the ETD, for example, university or researchcenter where the ETD was produced

    hyperlinks indicate the electronic locations of thefull text of ETDs or other digital objects related to ETDs

    The rationale for including specific metadata aboutpeople and organizations in the Brazilian ETD metadatastandard was to facilitate integration of the ETD digitallibrary with other national repositories. For example,the Conselho Nacional de Desenvolvimento Cientfico eTecnolgico CNPq, a government institution, maintainsa well-established repository of investigator rsums(called Plataforma Lattes****). Using the metadata forpeople, it is possible to see rsums of advisor orcommittee members from an ETD record in BDTD.Many records in the BDTD already have the neededmetadata for such integration between repositories.

    In designing the mtd-br it was also important for thepurpose of interoperability to assure that the nationalETD metadata standard would comply with DublinCore* and etd-ms (mentioned above) metadatastandards.

    The Toolkit

    Having given careful consideration to the variance intechnological resources and expertise among thepotential participants of the BDTD initiative, it wasdecided by Ibict that a toolkit should be made availablefor distribution. The toolkit was designed with thepurpose of giving technical support to organizationsrequiring it, and as a means for diffusing methods andstandards for creating local ETD digital libraries. Thecurrent toolkit comprises:

    a software package for ETD publishing

    a program for implementing the OAI protocol formetadata harvesting

    a training module

    equipment

    A brief description of the toolkit components follows.

    Software package for ETD publishing

    Developed by Ibict, this open-source package (calledTEDE) automates the processes needed to electronicallypublish theses and dissertations. The package builds alocal ETD digital library utilizing the national metadatastandard. It was initially based on the etd-db**developed by Virginia Polytechnic Institute and StateUniversity (Virginia Tech). Similar to etd-db, it alsoassumes that authors, libraries and graduate schools havespecific roles in the electronic publishing processes.However, this assumption was not always well receivedby the universities. In response, Ibict developed analternative, simplified version of the ETD publishingpackage in which the local library becomes solelyresponsible for the ETD publication.

    The choice of an open source solution was based on fourcriteria: (1) the software package needed to be free ofcharge since many of the universities face budgetrestrictions; (2) university implementers should be able

    to adapt the package to their current computingenvironment - i.e., implementers should be able tointegrate the ETD publication package to existinguniversity systems; (3) the software package should bewritten in a programming language widely known byimplementers in Brazil; (4) new versions orimprovements in the package should involve a

    collaborative effort among the project participants.

    Program for implementing the protocol for metadata

    harvesting

    Programs for implementing the OAI protocol formetadata harvesting (OAI-pmh*) were retrieved fromthe OAI website. The protocol implementation allowsintegration between the local ETD digital libraries andthe BDTD as well as between the BDTD andinternational initiatives. The Ibict project team adaptedthese programs in order to support the national metadatastandard. The adapted versions were then made availableto data providers interested in implementing the OAIprotocol in their local ETD digital libraries. There aredifferent versions of these programs: a version to be usedin association to the ETD publishing package(mentioned above); other versions that are more easilyadapted to existing ETD initiatives which usetechnologies other than the one distributed by Ibict;and a version to be used by service providers (oraggregators). The OAI implementers discussion list,available on the OAI website, played an important role

    in providing knowledge about these programs to the Ibictproject team.

    Training

    The training module provides an opportunity for Ibictto instruct participants in the use of the technologiesbeing distributed. It is also designed for discussing theparticular methodology to be employed in implementingthe ETD-DL system at local levels, and to introduce newconcepts associated with the project e.g., a networked

    digital library, harvesting processes, protocol OAI-pmh,etc. The training has been primarily designed forinformation and computer professionals.

    Metadata Standard

    Documentation of the metadata standards has also beenmade available for data providers. Training emphasizesthe importance of its adoption for interoperabilitypurposes.

    Equipment

    Limited monetary resources were also included in theBDTD project for donating equipment to potential dataproviders that lacked technological resources requiredto launch an ETD digital library. To date, approximately27 organizations have received equipment, although

    some have not yet launched their local ETD digitallibraries. Distribution of new equipment is not usuallyessential for building the BDTD. This aspect of the projectwas implemented in order to overcome client concernsabout inadequate technology. Criteria were establishedfor assessing client technology needs.

    DISCUSSION

    The following discussion focuses on several key factorsleading to the success of the BDTD project. Althoughthese factors are based on anecdotal data they reflect thecollective input of project team members, administratorsat Ibict and key people in data providing institutions.The discussion here addresses the following aspects ofthe project design and implementation:

    technological infrastructure

    project governance

    project management

    project installation

    Technological Infrastructure

    Since the Internet provides the essential underlyingplatform for the BDTD system, design considerationshave been, and continue to be, strongly guided toward adistributed architecture for data and processes. This fact,combined with the strong influence of the OAI on designconsiderations, has implications for the roles and natureof participation of organizations involved with theBDTD and similar systems. The independence of dataproviders concerning adoption of the most suitablesystem solution for their own particular ETD digitallibrary was critical to the relatively strong degree ofacceptance that BDTD received from the data providers.There have been only two requirements for data providersto participate in the BDTD system: adopt the BrazilianETD metadata standard (mtd-br) and expose their ETDmetadata using the protocol for metadata harvestingproposed by the Open Archives Initiative.

    In addition to the importance of the Internet as atechnical infrastructure for building networked systems,it is also important to emphasize two other features ofthe Internet that have significantly contributed to theBDTD development: (1) a communication medium forknowledge transfer; (2) an open source softwarerepository.

    The Internet was used extensively by the Ibict projectteam for acquiring knowledge (on an international scale)of advances in technology and standards for digitallibraries. In designing and implementing the BDTD theproject team was able to monitor trends in the area aswell as to electronically communicate with researchersand implementers working on similar initiativeselsewhere. As a result, the project became aligned withsimilar initiatives in other countries and regions,ensuring adoption of leading-edge ETD technology.

    In order to appreciate the path this project has taken itis necessary to consider the influence of the decision toadopt open source technology and methods. Open sourcetechnologies and practices are freely available on theInternet and readily allow for adaptation to local needssince access is available to users and developers at alllevels. Open source packages retrieved from several siteson the Internet served as prototypes for the project. Thesepackages allowed for an extensive amount ofexperimentation and learning as the project teamadvanced in developing and implementing the system.

    Consequently, Ibict was able to lead development of amore suitable open source package to meet the needs ofthe BDTD project.

    Project Governance

    The BDTD is based on a collaborative effort. Dataproviders are active participants on the learning processsince they need to acquire the knowledge for buildingand maintaining their own local ETD digital libraries.For its role, Ibict needed to assume a role ofknowledge

    mediator. This meant acquiring up-to-date knowledgeabout digital library and ETD technologies, and diffusingthis knowledge among data providers (Southwick &Southwick, 2003). However, it is important to point outthat this role for Ibict does not apply to all relationsbetween Ibict and data providers. At this point, forexample, several of the data providers have taken a moreactive lead in developing and maintaining their localsystems, and do not depend on the knowledge diffusedthrough Ibict. These providers acquire knowledge fromother sources.

    In adopting the role of knowledge mediator, Ibictsproject team has positioned itself as an expert resourcein the area of digital libraries. Ibict became a resource fordata providers to discuss and solve problems related tolocal and national ETD digital libraries implementations.As the project management competencies of Ibictbecame increasingly recognized within the government,

    and as this recognition became acculturated within Ibict,negotiations for project expansion with othergovernment agencies and international organizationssuch as UNESCO were made easier. This latter pointhas political significance to the degree that perceptionsof Ibicts competence as a project leader may influencefuture administrative decisions concerning the directionof the BDTD and related projects.

    Project Management

    Managing the project has been a process of learning thetrends in the area, developing tools and standards with asmall group of experienced ETD digital libraryimplementers (e. g., early developers of ETD digitallibraries in Brazil), and later, inviting the clientcommunity to participate in the project.

    The structure for project management has had a directimpact the pace of the project. Decisions have beengenerally made by Ibicts project manager. Whennecessary the steering committee has been consulted.The autonomy and flexibility given to the project

    manager during design and implementation phases ofthe BDTD was particularly important in enabling thelearning process and readjustment of the project designduring the course of its development. A more hierarchicaland rigid structure would have prevent the learning bydoing (Arrow, 1962) approach that was essential, giventhe dynamic, emergent nature of the technology. Thisagile process allowed the project to stay on pace and onschedule.

    Project Installation

    The starting point in the BDTD project implementationwas the installation of four pilot-projects. Prior toimplementation Ibicts project team visited the selecteduniversities to foster client commitment to the project.A project presentation was delivered as a way to conveythe importance of the project to universityadministrators, master and doctorate program directors,developers and students.

    For the installation of the system a toolkit wasdistributed followed by 2 days of training. A methodologyfor implementing the local ETD digital library wassuggested in which the university would create twocommittees: one at strategic level and one at operationallevel. Although the project received wide acceptance inall four universities, internal issues delayed the actual

    launch of two of these local projects.

    Since its initial phase of installation BDTD has alreadyproduced important outcomes. At this date the systemharvests 28 Brazilian local ETD digital libraries(Appendix 1), producing a central metadata repositoryof approximately 21,000 theses and dissertations. Thecentral metadata repository has also been harvested byOCLC, promoting the integration of the Brazilian ETDcentral repository with the NDLTD union catalog*.

    To date, approximately 100 potential data providers havealready received the toolkit and training. Most of theseinstitutions are working toward launching local ETDdigital libraries. Currently Ibict is working directly with44 organizations. Of those, 28 have already launchedtheir local ETD digital libraries (8 adopted their ownsystem solution and 20 adopted the open software systemdeveloped by Ibict). The remainder of these organizationsare in system test phase.

    Data from the past year shows that the number of thesesand dissertations included in the BDTD almost doubled

    (from around 12,000 in June 2005 to around 21,000 inJune 2006). It is anticipated that the growth of BDTDwill increase on an even faster pace as data providerscurrently in test phase begin to contribute metadata.The Registry of Open Access Repositories (ROAR**)shows BDTD as one of the biggest ETD initiatives, secondonly to NDLTD.

    The project has also been extended to several universitiesin South American countries outside Brazil (e.g.,Argentina, Colombia, Uruguay and Venezuela). These

    universities received the toolkit developed by Ibict. Mostrecently, representatives of the Chilean UniversityLibrary System visited Ibict to become acquainted withthe Brazilian initiative and to propose a Latin AmericanETD Digital Library.

    CONCLUSIONS

    The experience of participating in the BDTD projectprovided an opportunity for positive change for bothIbict and for the community of data providers(universities and research centers). For Ibict thisinvolved a new approach to working with its client

    community. In the past the development of informationsystem projects tended to focus on technological infra-structure and rules for community participation. In theBDTD project it has been necessary for Ibict to foster amore collaborative effort in reaching the common goalof making scholarly literature openly accessible on theInternet. In this vein Ibict has taken on the role ofknowledge mediator, assisting in project processes ledand owned by the data providers.

    For the BDTD data providers it has been an opportunityto take on a proactive role in building digital librariesfor scholarly communication. By owning their projectsand data, providers have developed new informationskills and competencies as they have worked towardcreating their own ETD digital library, and exposing theirmetadata to national and international initiatives. Thetechnology developed by Ibict has been seen as analternative solution for those organizations that mightneed it. Other data providers have chosen their owntechnical solutions. In either case, data providers havegenerally shown a high interest in participating in theBDTD initiative since it represents an opportunity to

    become visible at local, national and internationallevels.

    At the current stage of the project most of the technicalchallenges have been overcome. Now is an opportunityto consider the many lessons that have been learnedfrom the project to date, and to use this knowledge tomove the project forward. In particular it is anopportunity to look more closely at organizational issuesof ETD system adoption; that is, the organizational issuesand challenges that data providers face in implementing

    the BDTD. It is already clear to the Ibict project teamthat client institutions differ in both resource needs andculture. However, there is little understanding by theproject team of these issues. For example, severalprominent issues were revealed during initial phases ofthe implementation:

    Some universities do not have well defined workflowfor processing theses and dissertations. The adoption ofthe ETD publication package requires an organizedworkflow in which the graduate school has the finalapproval of the electronic version of the thesis ordissertation.

    While some university administrators welcome theidea of making their scholarly publications available onthe Internet, others are resistant to exposure because ofperceptions of publication quality, or concerns aboutcopyright for electronically published theses anddissertations.

    University libraries demonstrated a high interest inparticipating in the project. However, it is unclearwhether libraries generally possess the authority,expertise, or high-level support to lead informationtechnology projects.

    In addition, there is a discrepancy between the numberof organizations trained (100) and the number that areactively participating as data providers to date (28).These issues reinforce the need for Ibict to acquire abetter understanding of adoption issues in order topromote a nationwide adoption of the BDTD. Towardthis end it is clear that it is now time for a detailedassessment of the project as we move forward. Byidentifying critical success factors in the BDTDimplementation and issues of risk it is hoped that the

    BDTD project will have even greater success in the future.
