Editorial To be or not to be ... an alumna/-us of CIFE (at IEHEI or EOA or other CIFE programmes) might not decide between life and death – but it is, for many of us, more than a souvenir. As in my case, the contact with the IEHEI (“yeah-yeah”, as we said at the time) proved to be a life changing experience, opening our minds towards people who were different, making us aware of who we were and are ourselves, and teaching us that those others were precious and interesting for us – not in spite of their differences, but precisely because they added values that enriched ourselves. In other words, we learned what it means to live in Europe and to love Europe.

And Europe is on the move: In order to take stock of the increasing globa-lisation of the MAEIS programme and the growing number of our anglo-phone students, we have decided to change and simplify the name of IEHEI: From January 2012 onwards, its name will be Institut Européen • European Institute (IE•EI). We are sure that the identity of IEHEI and the individual experiences of the alumni will live on under the new name.

Many of us benefitted from these experiences in both our private and professional lives. And many of us stay in contact with former fellow students, as well as the CIFE team. We would like to renew these contacts and common experiences with our Newsletter now published on our website specifically designed for our alumni.

Please feel free to contact us on any issue you wish to raise with other alumni and to participate in the communication exchange within the CIFE community, please feel free and heartily invited to share your old and new experiences with what we all learned from our stay in what- ever programme of CIFE! FEATURED ALUMNI CIFE takes pride in having trained some of the brightest minds of Europe. In this section of the Alumni Newsletter we would like to place some of our most impressive alumni in the limelight.

In this first issue we proudly present Ms Isabelle WEYKMANS, of the IEHEI Class of 2002–2003, since 2004 Minister for Culture, Media and Tourism, German-speaking Community in Belgium.

Q: From Avenue des Fleurs to Minister for Culture, Media and Tourism. It’s quite an impressive journey.

How has this been for you?

A: It is difficult to say. In 2004, before the election started, I never thought of suddenly becoming a minister. There was no indication that this could happen. Everything went so fast that there was no time to ask questions. And then, once I had accepted the position, I became engrossed in the work and still am. It was like being the passenger on a journey without knowing the final desti- nation. I could have refused the ministry but I love to confront a challenge and it is a great reward to receive so much confidence from your own party.

Q: Ms Weykmans, Belgium is renowned for its gender equality policies. Can you expand

a little on some of your major challenges and achievements with respect to your function

as first female Minister of your Community?

A: Yes, I was the youngest minister of Europe and the first female minister of the German Speaking Community of Belgium and there is no doubt that this was brought about by the Belgian gender equality politics – I was the typical “token” woman.

Today I believe this is no longer the case, because I am now on my second mandate, having been re-elected. My example goes to show that in order to ensure equal development in our community, positive discrimination needs to be enforced sometimes to achieve a balanced representation of policies. At the beginning of my first mandate I had to lay many new foundations, aimed at activating the introduction of quality standards and the principals of gender and sustainability, across all ranges of policy. I believe that my achievement has been to encourage many reform processes, such as in adult education, in monument conservation, in sports and culture and currently in youth services.

Q: Do you feel that your studies at IEHEI have equipped you to meet these

challenges?

A: The knowledge and life experience I received in this one year in Nice gave me a great foundation for my career. Throughout my daily business, transnational cooperation with other regions and countries of Europe plays an important role and as the responsible minister of the German Speaking Community I often have to represent Belgium at the European Council of Ministers and at international congresses. Therefore the cross-cultural authority and expert knowledge from IEHEI has proved priceless.

Q: Could you sum-up your time at IEHEI in just a few words for our readers?

A: I only have positive memories. I learned a lot, met many adorable people, formed real friendships and even found my companion in life. The variety I found there en-riched my life and all the experiences I was allowed to gain confirmed my conviction that international experience is to be absolutely recommended to everyone.

Q: And finally, what message would you like to send to our current students

and recent alumni?

A: Career means to expect the unexpected. You should always be upfront with the things that come your way, even if some developments are so fast growing that you are sometimes worried about being overtaken by events. i

■ CIFE Expands Partnerships beyond Europe’s Borders

This year, CIFE embarked on a new cooperation with the Texas A&M University, in College Station, Texas and the Japanese Ritsumeikan University, in Kyoto. Within this context CIFE is responsible for the organi-sation of three programmes taking place in Europe for the students from the USA and Japan. The overall purpose of these intercontinental programmes is threefold:

First, to bring young potential to Europe in order to give them a first in-sight into the EU and into the meaning of European Integration.

Second, to provide students with academic lectures by internationally renowned experts on various topics relating to European Integration and the political system of the European Union. Furthermore, by visiting Euro-pean institutions, overseas students are put in direct contact with deci-sion-makers and representatives of these institutions, many of whom are CIFE alumni themselves.

And finally, to promote cross-cultural exchange and understanding by allowing these young people to meet their European peers from uni-versities in various European countries (Germany, Belgium and Hungary) via Joint Seminars. i

■ 21st CIFE Lunchtime Debate with MEP Doris Pack

Doris Pack, MEP, Chair of the EP Committee on Culture and Education, was the guest speaker at the last “Midi du CIFE”. The topic was “Investing more in Education and Youth Mobility”. Some 40 participants followed this debate which was organised by the CIFE Brussels office.

Doris Pack (PPE, DE) declared that the EP is really trying to improve the situation for students as far as possible. The EP is also trying to make the next education programmes user-friendly and to use synergies so that all the money available to education can benefit to all specific programmes within the current Lifelong Learning Programme which have the right to exist. If the political will of the EP is clear, the one of the member states still needs to be verified. i

For the graduation ceremonies in Summer 2011, CIFE took pride in delivering to its MAEIS and EOA Master graduates a diploma signed by CIFE President Jean-Claude Juncker, reminding us of our commitment to a federal Europe in these times of crisis. i

■ CIFE Proudly Presents EUCAIS – Online Master’s for Central Asia

Since 2010 CIFE – in partnership with the Institut für Europäische Politik (IEP) Berlin and with the support of VolkswagenStiftung – has been offering an Online Master’s Programme in “Studies on the EU and Central Asia in the International System” (EUCAIS). Here is the first EUCAIS Class in a nutshell:

30 Students from 6 different Asian countries … 30 different profiles in terms of age, language, religion, traditions … lectures covering the rela-tions between the EU and Central Asia from different perspectives … 4 presence workshops in Berlin and Brussels over two years … academics from Germany and France teaching online, a simulation game with a for-mer German ambassador … dinner parties and museum visits …

■ Anglophone MAEIS 2011 Hits a Record

The year of 2011 marks the tremendous success of the Anglophone branch of the MAEIS, which started in 2005 with 11 participants exclusively from Turkey, and has now turned into a truly global programme with 32 graduates coming from 20 countries and four continents.

Students, family, faculty, staff, many friends and partners celebrated until late at night on the terrace of the “Fischerhütte”, right next to a beautiful lake in the south of Berlin. i

■ Graduation of the Trilingual MAEIS 2011 in Nice

On a splendid summer day in Nice, faculty and staff celebrated the end of the academic year with 24 graduates.

Once again, the beach restaurant “Voilier Plage” provided a festive framework for the ceremony. Many parents, family members and friends had made a long journey to Nice in order to congratulate the students. i

■ Yet Another Rentrée in Nice: MAEIS 2012

The “rentrée” of the trilingual branch assembled 18 students from 15 countries in the classroom of our Nice buildings, with Hartmut Marhold, Director General of CIFE, and Matthias Waechter, CIFE IEHEI Director delivering the opening addresses. Tobias Bütow, newly appointed Programme Director of the trilingual branch, explained the course of the academic year to the students, which will take them to Berlin, Rostock, Rome and on an exciting study trip to Brussels, Strasbourg, and Geneva. i

■ Former UN Human Rights Committee Member Christian Tomuschat

Lectures in Nice

International law is shaping our globalised world. We were delighted to welcome Christian Tomuschat as lecturer in international law for our trilingual students on the 2nd and 3rd of November 2011. He is professor emeritus of the Humboldt University Berlin and a former member of the United Nation’s International Law Commission and the UN Human Rights Committee. He has famously chaired the UN-brokered Research Commission on crimes committed during the Guatemalan Civil War.

Christian Tomuschat published numerous ground-breaking articles and books on human rights, European and international law. As legal counsel, he has represented the German government before international and European Courts. We feel honoured to welcome him into our net- work of guest lecturers! i

■ Anglophone MAEIS 2012 Journey Starts in Istanbul

29 participants from more than 20 countries attend the MAEIS anglo-phone branch in 2011/2012. Their year started for the third time at Istanbul Bilgi University, where Matthias Waechter, CIFE IEHEI Director and Frédéric Lépine, CIFE Senior Executive Officer welcomed them. An early evening cocktail on Bilgi’s Santral Campus, organised by Emre Gür (MAEIS 2006), CIFE representative in Turkey, closed the first day of the programme, which will take the students from Istanbul to Nice and Berlin. i

■ CIFE Alumni Community Welcomes EOA Class of 2009–2011

The 17 participants from 10 countries met for a final time in Nice in June for the end of their two years of studies. During an intensive weekend, they took the final examinations and defended their Master thesis before their fellow participants and professors – Prof. Ingolf Pernice from the Walter Hallstein-Institut for European Constitutional Law of the Humboldt University in Berlin, Prof. András Inotai of the Institute of World Economics in Budapest and Prof. Wolfgang Wessels of the Jean-Monnet Chair for Political Science and European Affairs at the University of Cologne.

At the farewell dinner Prof. Hartmut Marhold, Director General of CIFE, welcomed the EOA Class of 2009–2011 to the Alumni Community and stressed the importance CIFE sees in giving future European executives the opportunity to study at a high academic level and to build networks among themselves. Some of the previous EOA Class Alumni had even made their way to Nice to meet the ‘new’ ones and to keep in contact with the Professors. i

■ Second Year Master – EOAs Kick-Off in Istanbul

It has become a tradition to go to Istanbul with the participants who were successful and eligible to continue into the second year of the Master in EU Studies Online. The 16 participants from 11 countries met at the end of September for exciting lectures on Turkey by Mr Bogac Erozan of CIFE’s partner the Bilgi University and on Turkey and Globalisation by Prof. Fuat Keyman, Sabanci University.

After this introduction day, Prof. Ingolf Pernice, Prof. András Inotai and Prof. Wolfgang Wessels gave talks on EU Law, Economics and Political Science. The next intensive workshop is scheduled for January 2012 in Berlin when the concept of interdisciplinary studies will be applied. i

■ Berlin Start for EOA Master’s 2011–2013 The next generation is composed of 33 participants from 17 countries who have just met in Berlin for the first time at the end of October. This inaugu-rating workshop allows the students to receive introductory lectures on the first term courses: ‘History of European Integration’ (by Prof. Hartmut Marhold), ‘Introduction to the European Law’ (by Prof. Ingolf Pernice) and ‘The Institutional Architecture of the EU: Evolution and Reforms’ (by Prof. Wolfgang Wessels). It is also an opportunity for them to get to know each other and to receive all relevant information on the online study programme and its specific features. During this workshop participants visited the German Chancellery and the German Parliament where they had the oppor-tunity to meet and talk to the actors of Germany’s European policy. i

■ The European Online Academy for Senior Citizens (ESOA)

Holds a Seminar in Brussels

In addition to its established Master’s courses online, CIFE has developed ESOA, the European Online Academy for Senior Citizens (+50). This year’s participants, mainly from Germany but also from Belgium and Luxemburg, gathered for a 4-day-long meeting in Brussels around the topic: “Brussels at work: Stories from the European capital city”.

Former EU-Ambassador Dr. Dietrich von Kyaw and former finance com-missioner Prof. Dr. Michele Schreyer outlined their work during the recent enlargements. Hajo Friedrich, accredited journalist in Brussels, offered an informative as well as entertaining walk through the heart of Brussels’ European quarter. Further aspects to the programme included an over-view of the evolution of the European Union by Prof. Dr. Heinrich Schneider as well as an introduction to the work of the German Länder represen-tations as well as the situation concerning the German-speaking minority in Belgium. i

■ Tobias Bütow Appointed Programme Director of the MAEIS Trilingual Branch

Tobias Bütow has studied Political Science and Contemporary History in Berlin, Hamburg and Sarajevo. In 2010, he joined CIFE IEHEI as DAAD Lecturer, after having worked in Israel (Yad VaShem, Jerusalem), in Bosnia and Herzegovina (OSCE, Sarajevo) and Germany (German Historical Museum, Schwarzkopf Foundation Young Europe). In his research he is mainly focusing on collective violence and ethnic conflicts,as well as the European Integration of the Western Balkans. Since 2007 he has been a board member of Schwarzkopf Foundation Young Europe. i

■ Jean-Claude Verez Leads the “Economy and Globalisation” Module

Since 2009, Jean-Claude Verez has directed the Module “Economy and Globalisation” in the trilingual branch of the MAEIS. He is Associate Professor of Economics at the Uni-versity of Arras and has published widely on inter national economy as well as on problems of development and poverty. From 2002 to 2004, Jean-Claude Verez was Vice-Rector of the University of Galatasaray in Istanbul. Our students are enthusiastic about his lectures in international economics, which give them the necessary economic background to understand international politics and European integration. i

■ Susann Heinecke is the New Coordinator for the Berlin Trimester of MAEIS

In September 2011 political scientist Susann Heinecke joined CIFE IEHEI as its research associate in Berlin. She coordi-nates the Berlin trimesters of IEHEI’s Master programmes in Advanced European and International Studies, after having worked in the state chancellery of Brandenburg and in several universities (Leipzig, Moscow, St. Petersburg).

Born in 1979 in Apolda/Thuringia, she has studied political science, cultural studies and journalism in Leipzig and Lyon. Her language skills cover German, English, Russian, French and (basic) Spanish. In her research and lectures she focuses on foreign policy analysis and inter-national relations, German foreign policy and German-Russian relations, as well as on the developments in Eastern Europe and the EU’s relations with Eastern European countries. In 2011, she completed her doctorate on Germany’s Russia policy. i

■ Julia Borries is the New Project Assistant for the European Online Academy

for Senior Citizens (ESOA)

Julia Borries joined CIFE as project assistant for the ESOA. She is supporting the online platform of the project and the organisation and execution of seminars while finishing her master programme in European Studies at the European University Viadrina in Frankfurt (Oder). Julia Borries holds a bachelor degree in Social Sciences and History from the University of Erfurt. i

WHERE ARE THEY NOW? ALUMNI NEWS

■ Erwan FOUERE (CUEF 1967 and IEHEI 1968–1969)

… retired from the European Commission in July 2011 and is currently Special Representative for the Irish Government during Ireland’s 2012 Chairmanship of the OSCE. Before his retirement he was EU Special Representative and Head of the Commission Delegation in the former Yugoslav Republic of Macedonia.

■ Ole FRIJS-MADSEN (IEHEI 1983–1984)

… was recently appointed Ambassador of Denmark in Argentina and on Thursday, November 10th, presented his credentials to the President’s Office, Cristina Fernandez de Kirchner. i

“I joined CrediBul, a Bulgarian company, part of the Societe Generale Group, specialising in consumer finance. The company has about 500 employees and is the 4th ranked financial institution in the consumer finance business in Bulgaria. My position is General Secretary and as such I am head of several departments – the Legal Department, Compliance and Permanent Supervision Department and also the Human Resources Department.” i

■ Christina KONTAXI (EOA 2009–2011)

… has left her position as Environmentalist (Marine Scientist) at the Department of Environment and Spatial Planning at the Region of Central Macedonia and is now Special Advisor to the General Secretary of Ports and Port Policy, Mr Atha nasios Pallis, at the Ministry of Development, Competitiveness and Shipping, Hellenic Republic. Christina is responsible for the environmental impact of all coastal projects (ports, marinas, coastal rehabilitation, aquaculture etc) in Greece. i

■ Yves LETERME (CUEF 1984)

… actuellement Premier Ministre démissionnaire de Belgique, a annoncé en septembre dernier qu’il quittera la vie politique belge d’ici la fin de l’année 2011. Yves Leterme est un ancien étudiant du Collège universitaire d’études fédéralistes, formation que le CIFE a dispensée en Val d’Aoste (Italie) de 1961 à 1999. Dès que les négociations en cours auront débouché sur la formation du prochain gouvernement belge, Yves Leterme prendra la fonction de Secrétaire général adjoint de l’Organisation de Coopération et de Développement Economiques (OCDE/OECD) à Paris, organisation internationale d’études dont la devise est « Pour une économie mondiale plus forte, plus saine, plus juste ». i

“Dear IEHEI friends, let me present to you our little Iliya (Илия). He was born on 31 May and he is now almost 6 months old. He was impatient to come to the world and not to miss a day from his first summer, the trees, the smells, the sun ...

For us this summer seemed the only season since BC (before child), nights and days changing without noticing. But it was also the most beautiful one we could hardly have imagined, filled with joy and laughter. To the relief of our neighbours, Iliya is already a ‘big’ boy, not any longer wondering all night why he has come to this world, but fully enjoying the artistic skills of both of his parents, stretched to their limits in exchange of a smile, laughter or at least a curious look. It is a wonder to be a parent.” i

■ Aleksandra PLAZINIC (IEHEI Trilingual Branch 2010–2011)

… is currently a Trainee (Stagiaire) at the European Union delegation in Serbia – one of the biggest representations of the External Action Service of the European Commission in the world. She is doing her traineeship within the Economic and European integration section in Belgrade, where she can put in practice her knowledge of economics and European affairs acquired at IEHEI. i

■ Gaëtane RICARD-NIHOUL (Schloss Hofen Summer Session 1997)

« Je suis établi depuis 2002 au Canada, au Québec. Là-bas je pratique le droit. Je suis membre du Barreau du Québec et travaille en tant qu’avocat pour le Ministère de la Justice du Québec. Actuellement, je me trouve provisoirement en Moldavie, j’ai pris un congé sans solde (sabbatique) de mon travail à Québec. Je conseille pour une durée de quelques mois le Ministère moldave des Affaires Étrangères. » i

■ Lucas SKUPIN (IEHEI Anglophone Branch 2010–2011)

“In the aftermath of the MAEIS I started to work as an Assistant Attaché for the Permanent Mission of Germany to the United Nations. Initially I was foreseen to work in the department of human rights, but when I was introduced to the head of the department on Afghanistan my knowledge gained during the MAEIS resulted in an offer to join the team. Hence, I take part in the ISAF and UNAMA negotiations, study UN related reports, attend Security Council sessions and meet international experts - a brilliant experience!” i

■ Niksa TKALEC (EOA 2008–2010)

… has recently been appointed in Brussels to the Mission of the Republic of Croatia to the European Union as Third Secretary. Before that he was Expert Assistant for the Central State Office for Development Strategy and Coordination of EU Funds in Zagreb. i

■ George TZOGOPOULOS (IEHEI 2003–2004)

After receiving his MA at IEHEI, George continued his studies at doctoral level at Loughborough University and received his PhD in November 2008. He has taught propaganda at this university and has worked as a columnist in politics and international relations for the Greek daily newspaper Apogevmatini for three years. Since September 2010 onwards he has been based at the leading Greek think tank ELIAMEP (Hellenic Foundation for European and Foreign Policy) as a research fellow. George also co-operates with the European Council on Foreign Relations and the International Alert. His first book US Foreign Policy in the European Media: Framing the Rise and Fall of Neoconservatism will be published by I.B. TAURIS in February 2012. His second one: The Greek Drama and the media will be out in London a few months later. i

George regularly contributes as a commentator to various news agencies and organisations. He has already granted interviews to Associated Press, Reuters and Euronews on various political issues. His interviews and quotes have also appeared on numerous international TV channels and in print media. These include: Globus magazine (Croatia), Berlingske (Denmark), Swiss National TV (Switzerland), L’Express (France), Channel 5 and Utrinski Vesnik (Republic of Macedonia), BILD and Tagesspiegel (Germany), IRINN TV (Iran) and United Daily News (Taiwan). i

■ Remziye YILMAZ’s (IEHEI Anglophone Branch 2009–2010)

… Master thesis “The Interdependence between Energy and Foreign Policy: Russia and Turkey as Case Studies” has been selected for the EEX Excellence Award. This prize has been created by the European Energy Exchange (EEX) to reward outstanding Master theses which deal with current political, social and technical questions in the fields of energy. After graduating from the MAEIS, Remziye did a traineeship at the European Commission and now works as an assistant at the Permanent Delegation of Turkey to the EU. i

CIFE Summer University Programmes – An educational, cultural

and touristic way to view Europe

Throughout the whole summer CIFE organises short (usually a week long) summer university programmes around Europe on a hot topic. The lectures, debates and discussions allow participants also to discover the host country and to meet young people from different countries.

These programmes are a way of “travel-ling with benefits”, as they offer a unique opportunity to earn ECTS credits in an environment that is both educational and friendly or even family-like. Lec turers are happy to join students for the extra-curricular activities and to continue the discussions started in class.

“Will you organise a similar programme in my country?”“We will certainly see each other again!”“Can we already apply for next summer?”“I did not expect it to be like this!”“It was magical!”

These are just a few of the comments that could be heard on the final day. Many memories, many friendships and a few tears … But above all a big success and a mounting interest from the young people who do not hesitate to sacrifice a part of their holidays in order to deepen their knowledge on specific EU topics.

The calendar for 2012 will soon be distributed. The sessions in Croatia, Slovakia, Turkey (the Black Sea Academy) and Romania/Bulgaria are already confirmed. Additionally a new Baltic Sea programme (in Lithuania) has a good chance of taking place for the first time.

on Defined Topics.

L’Europe en formation is the scientific journal of CIFE. This quarterly journal, first launched in 1960, deals with European integration, inter-national relations and federalism, in a transdisciplinary approach. Each issue is devoted to a specific topic, covering its various dimensions.

Since the Summer of 2011, L’Europe en Formation has been available on the scholarly journal platform cairn.info. The electronic version of the articles are accessible for free in the universities which have subscribed to cairn.info, as well as for the subscribers to the hard copy of the journal.
