Hearing her plight,Sheikh took the victimto her house and alsotook her to hospital andfiled a complaint with

the Koperkhairane po-lice. Police have ar-rested the victim’sstepmother TajmiraSohail Sheikh, fatherSohail Habib Shaikhand grandfatherMumtaz Habib Shaikhand uncle Zakir HabibShaikh.

However, Nanasahebwas suspicious of his wife, Kalpana’s

Man kills wife over suspicioncharacter and the duo would alwaysfight. On Thursday night, the hus-band and wife had a dispute over thesame issue. Later, at around 3.30 am,Nanasaheb in anger threw a stoneon his wife’s head and killed her.

phone to make a call,and asked for his goldchain to see. He thenpretended to be keepingthe gold chain in Ka-tare’s pocket but in-stead just rolled ahandkerchief and fled.

After returninghome Katare realisedthat he was robbed ofhis gold chain.

Winter is a timewhen several ailmentscrop up, the commonestbeing the notoriouscolds and coughs.As winter sets in,due to the coldtemperature, wa-ter droplets in theair cool to satura-tion and form thevisible collection ofminute waterdroplets suspend-ed in the atmo-sphere near theearth’s surface.This is what isknown as fog, how-ever in pollutedareas, esp. cities,fog combines with thepollution in the atmo-sphere to form smog.This happens becausethe pollution in the at-mosphere settles at alower level in winter. Asa result, we are breath-ing in much more pol-luted air than usualduring winter.

In susceptible indi-viduals, this leads toeasy infections, coughsand colds, which some-times last through theentire winter season.

Winter TroublesColds and coughs devel-op more easily when weare in close proximitywith other people.Damp, crowded condi-tions, such as buses,trains, shops, etc., canhelp any airborne infec-tion to spread rapidly,especially coughs andcolds. We tend to keepwindows closed duringwinters, thinking thatpreventing exposure tocold air will help pre-vent coughs and colds,

Widening tax baseIn the early 90’s our country made remarkable strides in eco-

nomic growth with higher exports and industrial output. Unfortu-nately, the same development process could not continue for longas there was overall economic recession and the revenue fell farshort of expenditure. Today, the statistics of industrial outputand economic growth is quite disheartening. The government inits bid to contain deficits and carry out development process findsraising the tax rates of the introduction of new taxes as the eas-iest way out.

However, frequent and disproportionate hikes in tax rates notonly put an additional burden on the masses but also encouragetax theft and evasion. It should be realised that the hikes can bemade more acceptable to the people if they are done in smallproportions. Similarly, after paying huge taxes, citizens have ev-ery right to know where the money is spent. Consumers defi-nitely will not be happy to pay the increasing taxes if they contin-ue to face problems and poor quality services.

While it is true that it is absolutely necessary to generate moreand more number of tax payers but practically things are differ-ent. High rates of tax are generating a feeling of burden in themasses. Every common man shells out his maximum income tothe government by way of taxes. No one can escape the tax trau-ma. Because of high tax rates, people are either reluctant to payor are manipulating and concealing true income to save on taxes.They are able to do this because of loopholes in the policies. Asa result, the tax base of our country and the state is not wideningat the pace at which it should have grown.

To increase the revenue, government should try to widen thetax base and this would be possible only when the tax rates aremade reasonable. This will automatically generate voluntary taxpayers. Apart from this, stringent policy measures should be madeand adopted to prevent tax evasion. Methods of calculation oftaxes should be simplified so that there is least possibility ofmanipulation and evasion of taxes. With simple rules and rea-sonable rate of taxes, the government will be able to widen thetax network, which will ultimately result in larger revenue andfaster development process as a whole.

could be the first casualty of the bitter regimechange in Maharashtra, going by the Shiv Se-na’s belligerent mood the project may not comethrough. But if BJP stand united in Maharash-tra, the dream of Bullet train may come true.Bullet train is definitely a boost. Why then po-liticos are steadfast in stopping such an innova-tive project?

The bullet train project will teach Indiansnew technology. Sometimes collateral benefitsfar outweigh the benefits of the primary project.Unless we are willing to take a leap forward, wewill remain in the shallow waters of primitive

technology. India needs all modern technologiesto modernize India.

All over the world, 200 mph trains have takenthe place of short haul flights. If you can shortenany city-city rail journey to 3 hours or under, thatis faster, cheaper and more reliable than shorthaul air travel when you include travel time toeach airport, security checks etc. In Europe, shorthaul airlines are going bust and so many peoplehave switched to faster trains. Billions of rail jour-neys are now made across the world each year by200 mph trains. For India it is new but in duecourse it will become the toast of train travelersin India.

The line of argument used in “India does notneed bullet train” is the same used questioningIndia on Nuclear Weapons, Space Program etc.We see the bullet train as Technology Implemen-tation. High speed transportation brings with itnumerous technologies - from IT, Logistics, Pro-pulsion, Signalling and Material science and thedesign and manufacturing. India needs to be infore front in converting technology into workingdesign and all its derivatives in the service anddefense of India and its distributed prosperity.

We all strongly believe it will add value to thenation, development and its economy. Initially,there were criticism against computerization,space technologies and other major developments.Criticism from the environmentalist need to beevaluated and try to consider their concerns andpoints during the implementation. Non financialbenefits from such huge projects shall be higherthan financial viability for short and long termprospective.

In the beginning, there were so many criti-cism against computerization, space technologiesand other major developments. One of the mainreasons was those who criticize were either di-rectly or indirectly not part of the political partiesor its ideologies of the ruling party. Other thanenvironmentalist concern, those cries against de-velopment should not be listen. Governance needsa paradigm shift to take this country forward into21st century and beyond.

India needs bullet trains and a full network of

it. It is extremely slow to travel long distance inIndia in current trains. And if you talk aboutflight then you will never get ticket in festivalseason and if you get it is only for ultra richwho can pay about 20k for one ticket. Also flightscannot carry such a large population as we arein India. Faster mode of mass transportationfor long distance should be available by now andwe are lagging way behind so far. Constructionof bullet train network will also provide jobs.And do not compare with airplanes. Bangaloreairport to BTM layout or any other place in Ban-galore takes another 3 hours to reach. So thepurpose of travelling through air is defeated.

Bullet train should be introduced if it is fi-nancially viable and in private sector. All effortsshould be made to improve the India Railways.There is dire need to improve technology andproductivity. The matter of fact is in any gov-ernment some sycophantic political leaders willbe there to always oppose the good moves. Tobecome developed economy, parallel growth ofseveral sectors needed by implementing forwardachieved thinking. Just think in festive season,people are so eager to reach their home and theypay extra 1000 rupees for normal sleeper ticket,they will have surely benefited and the just be-cause of huge population of India, any new busi-ness plans in any form will never fail. Bullettrains will be a boost if we have a broader out-look. We need to shed our narrow outlook forthe time being.

Myopic educational policyAn illiterate nation cannot progress. This universal truth is all

the more visible in our country, which in spite of all the resourcesstill appears amongst the list of the developing nations. Unfortu-nately in spite of the sound vision of the stalwarts who drafted ourconstitution and gave the education sector the due importance,even after more than five decades the country is largely illiterateand is lagging far behind. Enough attention has not been given sofar to the education sector. Every government since independencehas viewed spending on education as expenditure rather than assound investment for future. Due to this hindsight policy what wedeveloped is a pool of illiterate man power which is being viewedmore as a liability rather than an asset in this machine age.

After achieving independence, the first step should have beento transform the teeming millions, largely illiterate, into educatedlot as it would have strengthened the nation. In spite of clearly laiddown fundamental right for education in the constitution, variousgovernments both central and states failed miserably in providingeducation to most of the children on account of poor vision andlack of will. Incidentally the private sector could realise the enor-mous commercial opportunity in this vital field, which the govern-ments failed to comprehend. To do their bit, the governments tread-ed the easier path by formulating policies which apparently indi-cated government’s contribution to this sector like making avail-able plots at nominal costs to the trusts for running educationalinstitutions. This turned out to be doubly beneficial for the trustsgenerally headed by some politician, who not only commercializedthis once noble profession to their gain, but also started dictatingterms and conditions for admission to these institutions, thus indi-rectly controlling the education sector. However, this was possi-ble only due to the connivance with the educational department ofthe government. Since the avenues for education did not growcommensurate to the population, these institutions came in de-mand and they started the policy of auctioning the seat in the insti-tution by way of donations. Since the demand could be met only bythe privileged few, the gap between the learning opportunities forthe poor and socially disadvantaged and the effluent lot, has wid-ened. The absence of educational institutions run by governmenthas made the matter worse.

In Navi Mumbai too, although in the past few years, a numberof good educational institutions have come up, but still there is ascarcity. More institutions should be developed so that there isopportunity for all. It shall be ensured that the institutions permit-ted on concessional plots follow the fee structure controlled bythe government and that they do not resort to donations and havetransparency in the admission procedure.

It is time that government realizes the importance of curbingilliteracy by making due investments in the education sector be-sides effectively controlling the private institutions. This way itcan convert huge human resource, which is being viewed more asa liability into asset, as is being visible in the IT sector. Most ofthe countries of the world are today selling their educational as-sets to foreign students for revenues besides cross subsidizingeducation for the students of their country. With educational insti-tutions like IITs and IIMs having made their presence felt on theglobal map, we can also establish educational institutions of re-pute and lure foreign students for revenue, for cross subsidizingthe education cost for students of our country.

As per thedata, it was revealedthat 27,321 passen-gers were killed and17,325 passengerswere injured invarious accidents onMumbai SuburbanRailway during theten years between2010 and October-2019. Of which 24,110

men and 3,202 womenhave died. More than1000 passengers havesuffered permanentdisability in theaccident.

The highest num-ber of deaths (3946)was reported on theKalyan railway routeon the Central Railway.Kurla (3182) andThane (2625). Thehighest number ofdeaths (2835) on theWestern Railway wasrecorded near Borivalirailway station,followed by Vasai (2564)and Andheri (1128). Onthe Harbor Railwayline, 1685 deaths havebeen recorded at Vashiand 1628 at Wadala.
