EMP SIG Guidance Document

• “The purpose of the InfraGard EMP SIG is to foster communications and coordination that will address and mitigate the threat of a simultaneous nationwide collapse of infrastructure from any hazard such as manmade or natural EMP.”

• Provides panels of top experts advisory & liaison panels and their working groups to assist local InfraGard chapters and communities

• Facilitates private sector discussion & local planning

• Goal to support local sustainability

InfraGard National EMP Special Interest Group

• Is first nationwide comprehensive critical infrastructure organization to focus on EMP and extreme space weather

• Approved July 2011

• Supports events, e.g.:

– NDU (Oct 2011)

– DuPont Summit (first Friday each December in DC)

– Space Weather Workshop (ea Spring in Boulder, CO)

– TTX in DC at NGAUS HQ and various regions

• Deliverables in include conferences, publications, TTXs

EMP SIG Milestones

• Formed in summer of 2011, in all 50 states and territories

• Supported national workshops and exercise in Oct 2011 (first high-impact scenarios -- NDU)

• Annual Tech Policy Summit since Dec 2011

• Hosted INL briefings and TTX

• Publishes conference proceedings and TTX

• Leads joint meetings with NOAA SWPC

• Creating regional EMP SIGs, e.g. NE, SE Region

National Space Weather Strategy Major shift in federal approach to high-impact events from goal #2 ( p. 5) of strategy:

• Goal 2: Enhance Response and Recovery Capabilities

• “Complete an all-hazards power outage response and

recovery plan: The primary risk of an extreme space weather event

is the potential for the long-term loss of electric power and the

cascading effects that it would have on other critical infrastructure

sectors; however, other low-frequency, high-impact events are also

capable of causing long-term power outages on a regional or

national scale. It is essential to have a comprehensive and executable

plan (with key decision points) for regional or national power outages.

The plan must include the Whole Community and enable the

prioritization of core capabilities.”

• Island-mode Enhancement Strategies and

Methodologies for Defense Critical Infrastructure

Defense Threat Reduction Agency (DTRA) 2015.2 -

Topic DTRA152-006 Closes: June 24, 2015

• An electromagnetic (EM) attack (nuclear electromagnetic pulse

[EMP] or non-nuclear EMP [e.g., high-power microwave, HPM])

has the potential to degrade or shut down portions of the electric

power grid important to the DoD. …the broad reach of potential EM

attacks with the potential of simultaneous levels of disruption might

prevent traditional islanding protection methods from being

sufficient for continued operations of the DCI.

DTRA SBIR RFP -- Extent of Grid Loss

• “Restoring the commercial grid from the still functioning regions

may not be possible or could take weeks or months. Significant

elements of the DCI require uninterrupted power for prolonged

periods to perform time-critical missions (e.g., sites hardened to

MIL-STD-188-125-1). “

• The goal of this project is to develop a set of methodologies and

strategies that can be applied, along with existing methods, to

enhance the resilience of DCI assets such as military bases.

• These methods may also be applied to the commercial sector and

other areas of the government: hospitals, civilian infrastructure,

businesses, etc.
