Christmas Island Mined Land Rehabilitation Task Register - November 2002 CHRISTMAS ISLAND MINED LAND REHABILITATION TASK REGISTER PRELIMINARY TASK REGISTER - VERSION 22 NOVEMBER 2002 This is the Preliminary Task Register. It is expected that the Operational Task Register will be developed as part of the rehabilitation contract. Purpose of Preliminary Task Register At Christmas Island over the past 30 years, concerns from various stakeholders about rehabilitation practices of phosphate mining in relation to conservation values has resulted in the undertaking of numerous studies and reviews (possibly in excess of 15 separate reports). A major report by Carew- Reid in 1987 led to the establishment of the Christmas Island Rainforest Rehabilitation Program (aka CIRRP) by the Australian National Parks and Wildlife Service in 1989 (now called Parks Australia North). The last two major CIRRP reports have been significant in an operational aspect in providing informed recommendations and methodologies for undertaking mine rehabilitation at Christmas Island. This Task Register should be viewed as an operational extension of these two reports, namely: “Technical Assessment of the Christmas Island Rainforest Rehabilitation Program and Review of Strategic and Economic Factors Affecting the Management of the Christmas Island Rainforest Rehabilitation Program for Parks Australia North, December 1996”. CSIRO Report No. S30/1996. “Christmas Island Minesite Rehabilitation Plans, September 2000”. Centre for Mined Land Rehabilitation, The University of Queensland. PRELIMINARY TASK REGISTER - VERSION 22 NOVEMBER 2002 This is the Preliminary Task Register. It is expected that the Operational Task Register will be developed as part of the rehabilitation contract. Purpose of Preliminary Task Register At Christmas Island over the past 30 years, concerns from various stakeholders about rehabilitation practices of phosphate mining in relation to conservation values has resulted in the undertaking of numerous studies and reviews (possibly in excess of 15 separate reports). Christmas Island Mined Land Rehabilitation Task Register - November 2002 This Task Register also provides photo reference points using GPS for each task site. These photo points may be of value for monitoring purposes. Task Register Particulars This Preliminary Task Register was produced by the Environment Branch of the Department of Mineral and Petroleum Resources (Western Australian Government) for the Department of Transport and Regional Services (DOTARS). The Preliminary Task Register has been produced as the operational ‘next step’ to the above-mentioned Christmas Island Minesite Rehabilitation Plans (CIMRP) and should be used in conjunction with the CIMRP. The Task Register uses the mine field areas defined in the CIMRP as the locality for each numbered task. There are more than 100 tasks (or mine fields). It should be mentioned that mine fields vary from 2 to 200 hectares and it is expected that the Operational Task Register may combine smaller sites and subdivide larger mosaic mine fields into sub-task units. Each mine field and task is displayed on Figure 1. The field inspections were undertaken by Jeff Claussen, Parks Australia North and Charles Newland, Department of Mineral and Petroleum Resources from 29 October to 01 November 2002. Each site was visited only briefly and some sites have become relatively inaccessible due to overgrown access tracks. The successful rehabilitation contractor may need to spend considerably more time on site developing the Operational Task Register, and perhaps the first step would be to re-instate access under the direction of Parks Australia. Limitations on Task Register Planning The following issues will have significant bearing in determining the feasibility of activities for the Operational Task Register. 1. – Availability of Backfill Material Section 12.1 of the Mining Act 1978 (W.A.) (C.I.) states: “The Lessee shall retain within the Leased Land at all times during the lease at no charge to the Commonwealth, sufficient backfill material for the next two years to be used by the Commonwealth for its environmental levy purposes and by the Lessees for its rehabilitation obligations under the mine field rehabilitation plans forming part of the Environmental Management Plan and the Mining Act 1978 (W.A.)(C.I.). Backfill material shall be C Grade phosphate rock. Backfill material containing less than five percent P205 will not be regarded as suitable material unless approved in writing by the by the Commonwealth.”

Christmas Island Mined Land Rehabilitation Task Register - November 2002 This Task Register has been written assuming that S12.1 will be enforced. However as part of the enforcement process, the meaning of the term “sufficient backfill material” with need to be defined quantitatively as designated areas, tonnages or cubic metres and officially excluded from mining reserves. A backfill inventory will have to be finalised in negotiation with the mine to determine which stockpiles or portions of stockpile are available as backfill material for implementation of the Operational Task Register. There is urgency required in attending to this matter as topsoil stockpiles are being removed by current mining operations and stockpiles must be retained in convenient locations to facilitate soil replacement, preferably adjacent to target areas to minimise haulage costs. Stockpiles left at opposite ends of the island may be effectively unavailable due to prohibitive haulage costs. 2. – Insufficient Volumes of Backfill Material As highlighted in previous reports, backfill volumes will be insufficient to adequately reinstate all areas tasked for soil replacement. Irrespective, backfilling is listed as a rehabilitation activity at mine fields where soil coverage is minimal (ie. pinnacle fields) and where the return of native forest is a desirable rehabilitation outcome. However, it is expected that soil replacement will occur strategically within each prioritised mine field (forest edge protective buffers, vegetation corridors across mine fields etc) and on a priority basis according to the importance of conservation objectives of each site (Abbott’s Booby or other seabird nesting areas, important ecological communities, water resource protection etc). To this end, a Strategic Backfill Redeployment Plan should be prepared and perhaps including the above-mentioned backfill inventory and as part of the pre-planning for the Operation Task Register. It is realised that the C-grade or poorer quality stockpile material is unlikely to support full forest regrowth and as such fertiliser application programs may well be required for many years perhaps till canopy closure. Given the likely backfill shortage, it may be prudent to also assess whether backfill material containing less than 5 percent P205 can be utilise for rehabilitation purposes, even as a subsoil layer and for filling deep or unsafe voids. 3. – Current Mining Activities Current mining involves winning ore through:

1. the removal of higher grade stockpiles, and

2. reworking of previous mining disturbances, excavating phosphatic ore leaving a pinnacle boulder scree with some interstitial but minimal soil.

However, the ubiquitous distribution of potential ore resources and front end grade control practice dictates that various areas be kept open and ready for excavation at any one time, thus restricting the mine’s capacity and hence willingness to relinquish mine lease areas.

Christmas Island Mined Land Rehabilitation Task Register - November 2002 Much of the Task Register concerns areas contained within the current mine lease and hence a number of tasks may change as a result of future mining activities. These activities will impact primarily upon the amount of backfill available for rehabilitation purposes. There may also be an additional problem as the mine is responsible for the rehabilitation of areas mined under its authority but has adopted a different and non-traditional rehabilitation approach to that of Parks Australia. If the mine’s technique of not replacing backfill material proves unsuccessful then various questions are raised, such as whether areas should then be re-rehabilitated using traditional methods (ie backfill) and who is then responsible for this undertaking. 4. – Availability of Machinery Earthworks for rehabilitation have been undertaken historically by the mine and more recently by a combination of mine and civil contractor equipment. Machinery is required to load and truck stockpiled earth and then to level and respread soil, reshape and rip ground. Parks Australia North has found that the CIP earthmoving costs are significantly higher than those charged by civil contractors. Additionally, it appears that for whatever reason, the mine did not make machinery available for rehabilitation earthworks during 2002. It may be the preferred option to either import earthmoving gear specifically for the rehabilitation contract or utilise civil contractors (perhaps in conjunction with the Asia Pacific Space Centre). It is recommended that consideration be given to providing Parks Australia North with a D9 bulldozer (either hired or purchased outright) that can be dedicated entirely for rehabilitation use as opposed to a machine that is not under their control. The huge amount of rehabilitation required could well justify Parks Australia North having their own machine. 5. - Other Developments Portions of some mine fields are under development for the Immigration Reception and Processing Centre or have been allocated for the Asia Pacific Space Centre. It is expected that any areas within these mine fields not utilised by either development will thus be available for rehabilitation. The exact extent of areas required by these developments is presently uncertain and this will effect the determination of rehabilitation requirements for the affected mine fields or for portions of mine field remaining. 6. - Climate Average rainfall is 2142 mm per year and falls mainly between November and June. Rehabilitation site activities requiring machinery are generally limited to between May?? and October??. Christmas Island GIS Christmas island has an advanced GIS developed by the Federal Government and used by various agencies for land management and planning. Most

Christmas Island Mined Land Rehabilitation Task Register - November 2002 relevant land, mining, environmental and rehabilitation features are contained on the GIS, including an aerial photograph. It may be prudent for the rehabilitation contractor to utilise the GIS for rehabilitation planning and management and liaise with Parks Australia for the recording areas rehabilitation activities on Parks Australia version of the GIS. It is assumed that DOTARS will have to authorise external use of the GIS under copyright regulations. Vegetation Types at Mined Areas Mining has generally occurred in primary rainforest areas and to a lesser extent in marginal rainforest areas.

Primary Rainforest

Marginal Rainforest

Evergreen tall closed forest restricted to deeper soils often on the plateau, with an uneven closed canopy to 40 metres and emergents to 50 metres. The canopy is permanently closed. (Jeff Claussen pers com).

Most common forest type. Semi-deciduous closed forest on shallower soils, mainly found on sloping ground ond terraces. The canopy is 15 to 30 metres tall with emergents to 35 metres and is closed during the wet seasons but opens up to varying degrees over the dry season due to presence of many deciduous canopy species (Jeff Claussen pers com).

Christmas Island Mined Land Rehabilitation Task Register - November 2002 These two forest types are the end point for rehabilitation at high conservation areas. Post Mining Landscapes Mining has been occurring for more than 100 years at Christmas Island and post mining landscapes are extremely variable in a mosaic pattern. See 1996 CSIRO Report (No. S30/1996) for detail. In summary, post mining landscape types include:

• Forest regrowth - areas that were cleared but never mined and with good natural forest regrowth, some areas over 20 years old.

• Stockpile bases – the area remaining after stockpiles have been removed. These sites will begin to regrow with regrowth depending upon depth and quality of remaining soil. Both “forest regrowth” and “stockpile bases” categories are referred to in the other reports as “in situ” soil.

• Rehabilitation areas – area rehabilitated from 30 years ago to present with large variation in rehabilitation quality. Old sites often utilised a range of exotic species. Some older rehabilitation areas were moribund but are now healthy and progressing well through recent maintenance programs conducted by Parks Australia North - removing weeds/exotic stems and fertilizer application.

• Pinnacle fern fields - areas mined but with some soil remaining and small soft pinnacles if any, sometimes with dense beds of the fern Nephrolepsis. Generally, poor regrowth.

• Deep pinnacle fields - areas mined to basement leaving hard limestone pinnacles exposed, minimal soil remaining, sometimes chalky, and very poor regrowth. Usually the pinnacles fields are from two to four metres in depth but some fields have very deep voids, > 10 metres.

• Open pits – a few mine fields have small open pit excavations. • Stockpiles - lower grade and overburden material has been stockpiled

at numerous locations, often at edges of mine fields. Stockpile regrowth is variable, sometimes with good stands of regrowth, depending of nutrient availability. Some stockpiles have been removed by the mine and many others have resource potential.

• Stands of mid-successional regrowth – occurring at the ecotone between mine field and forest, growing on stockpiled material. The upwind regrowth areas may be important in protecting the native forest from wind damage.

• Current mining areas - left as a limestone pinnacle boulder scree, two to three metres in height.

Conservation Priorities Much of Christmas Island is under National Park (91 km2 out of a total of 135 km2). Conservation Areas are listed in the Preliminary Task Register and are based upon “Attachment 1 – Current Parks Australia and Christmas Island

Christmas Island Mined Land Rehabilitation Task Register - November 2002 Phosphates Rehabilitation Priorities” from the “Christmas Island Rainforest Rehabilitation Program (CIRRP) Report 2000 – 2002”. Where Mine Lease areas were not listed, a “Low” conservation status has been assumed (Jeff Claussen pers com). Preservation and restoration of Abbott’s Booby habitat (primary rainforest) remains a conservation priority although other issues are also listed and may have bearing on conservation priorities – such as the preservation of other endemic species or groundwater protection. Unless otherwise specified, the Task Register uses the default rehabilitation objective of returning mined areas to closed canopy native forest. Rehabilitation Activities Recommended in Task Register The following types of activities are recommended in the Task Register. Earthworks 1. Importing backfill – Either bulldozer in situ stockpiles or truck in external stockpiled material for respreading over pinnacle and shallow soil areas to a depth of one meter or greater. Only conservation priority areas will be backfilled and this could involve backfilling only portions of mine fields (to create upwind buffers of vegetation to protect the forest edge from wind damage). In some cases it may be possible to backfill the entire mine field (smaller areas, stockpiles close-by). 2. Removing stockpiles – As highlighted in previous reports, stands of advanced regrowth on some stockpiles are acting as vital protective wind breaks for the forest edge. Elsewhere, wind damaged canopies at the upwind edge of mine clearings are quite evident. The decision whether to remove stockpiles for use as backfill or to retain as a protective buffer should be made on a case by case basis, preferably on advice or direction from the National Parks Australia or CIRRP Rehabilitation Officer. Ideally, each stockpile should be analysed prior to use to determine whether material is better suited for bedding fill or topsoil. For vegetated stockpiles, it is often expedient to respread stockpile material (thus destroying established regrowth) to achieve a better overall and planned rehabilitation outcome, and over a much larger area. If regrowth is exotic or weed dominant then brush should be buried under deep soil layer. Otherwise brush should be mixed in with the respread with soil. Sufficient soil, perhaps banked up to metre, should be left to facilitate rehabilitation of the stockpile base. 3. Respread or redistribute local soil material – Some deep soil banks remain in mine fields and may be available for redistribution over minimal soil areas. 4. Reshape, contour and landscape – following soil replacement and redistribution, the surface should be reshaped to natural looking contours and ripped. 5. Blade/Track Roll – for weed infested areas, the bulldozer is used to flatten and destroy weed beds by blading the surface and track rolling. The area is

Christmas Island Mined Land Rehabilitation Task Register - November 2002 then replanted. Often thick vine infestations need to be treated this way. The area is then replanted with advanced seedlings and weeds suppressed. 6. Rip – All areas to be replanted should be ripped first, to refusal in limestone pinnacle areas. A large central single tyne may be the most effective option for hard limestone. Revegetation Revegetation is currently undertaken by planting advanced stage seedlings rather than direct seeding. Problem with seeds very short seed viability periods – may be months for some rainforest species The rational being to give revegetation species competitive advantage over weed species growing directly from soil bank seed. Also, some rainforest species have very short seed viability periods, may be months in some cases. Seedlings are planted either into:

1. Prepared soil beds (backfilled areas, ripped) or in situ soil (soil material remaining after mining, ripped).

2. Interspersed plantings into older fields to improve rehabilitation quality.

Interspersed replanting has proven successful in restoring older rehabilitation sites with barren areas or predominance of exotics and poor species composition.

Seedling planting methodology is described in great detail in the CIMRP, pages 14 to 17. Some modifications to this methodology have occurred as result of the field experience gained by Parks Australia North, described below. Parks Australia North has a nursery but may need to upgrade facilities to cope with the number of seedlings required for a large rehabilitation program. Refer CIMRP pages 12 to 16 for details on propagation and planting methodology. Modification to Planting Methodology 1. Split Planting Regime Parks Australia North have suggested that a split planting regime could be considered to decrease the high mortality and increase growth rates of the essential mid to late successional species. Year one Plant early successional species and proven mid and late

successional species. After year two Plant rest of mid and late successional species

interspersed amongst first plantings.

Christmas Island Mined Land Rehabilitation Task Register - November 2002 After two years, the first plantings should be off sufficient size to provide shade and mulch for the second plantings, thus hopefully decreasing the mortality rate of the less hardy species. Parks Australia North may trial split planting regimes in the near future and the information gained could modify successive rehabilitation programs. At this point, it is important to note that provision should be made in rehabilitation maintenance programs for the replanting of specific species, on an ‘as required’ basis. 2. Direct planting into Pinnacle Fields Direct planting into pinnacle fields is used by the mine may be a valuable option for areas where soil replacement is impractical. This technique involves planting young seedlings directly into pinnacle fields in conjunction with direct seeding. Species For Revegetation: Note: No exotic species are to be included in the species mix. This practice should be discontinued immediately. Four distinct species lists are recommended in the CIMRP on page 23. These being:

1. Plateau Deep Soil 2. Terrace Deep Soil 3. Plateau Terrace Shallow Soil 4. Pinnacles

Parks Australia North has suggested that Leea angulata and Pittosporum ferrugineum could be deleted from the species list due to poor survival rates and low importance (Jeff Claussen, facsimile 4 November 2002). Other species could also be deleted as the result of field observations at rehabilitation sites. Weed Control Programs Of the 400 on more plant spp on Christmas, nearly half are exotic and many are causing, or have the potential to cause, severe weed problems. Weed control programs are essential to achieving high standard rehabilitation. National Parks Australia has developed extensive weed control experience and should be consulted or utilised in this regard. Three types of weed control are recommended in the Task Register

1. Blade/track roll – destroy or remove weed patches using bulldozers prior to planting. This method is suitable for large areas of weed infestation.

2. Thin exotic trees with basal applications – labour intensive method using a team to spot treat exotic tree stems (herbicides, chainsaws etc) in rehabilitation areas.

3. Annual maintenance programs – lower intensity programs of vigilance and ‘as required’ maintenance hopefully on an annual basis until canopy closure is attained.

Fertilizer Application: The rehabilitation soils have been analysed as having severe nutrient deficiencies (CIMRP). Fertiliser should be applied to:

1. New rehabilitation areas.

2. Older rehabilitation areas showing poor growth and nutrient deficiency. Older sites have picked up considerably using fertiliser application.

The CIMRP recommended application rates of 500 kg per ha. National Parks Australia has changed the fertiliser application regime for the initial year (pioneer species) to 100 kg/ha/year, split up into 4 x 25 kg/ha/year. The application rate may need increasing for later years to meet the demands of the mid and late successional species. Fertiliser application is discontinued once canopy closure and nutrient recycling is has bee attained. Photo Monitoring Locations GPS points were taken using a Garmin eMap GPS set to WGS84. Most GPS readings were taken in close proximity to the photopoint. Occasional readings were 20 to 50 metres distant to obtain satellite lock. Access to Rehabilitation Areas Many minefields are relatively inaccessible due to overgrown vegetation and removal of roads. Access tracks should designed into the post-rehabilitated landscape for each mine field.
