Constructed at an estimated cost of Rs 21.7 lakh, the commu- nity facility center would cater to village Biaspur Parlah of Suchetgarh Constituency. MLA was accompanied by Mohinder Singh-BDO, Satvinder Singh-JE and Tarsem Singh- Sarpanch. While addressing the gather- ing, MLA said, “I saw the villagers were missing a place to perform religious functions or festivals during the rainy session and that’s why I proposed to construct a community hall at Biaspur vil- lage,”. The MLA added that peace, education and unity are the back- bone of development while encouraging the gatherers to incul- cate the spirit of spreading peace and harmony. The inauguration programme was attended by Tarsem Singh Sarpanch, Swarn Singh Chib Mahamantri BJP, Sat Pal Pappi and local populace of village Biaspur Parlah. Excelsior Correspondent JAMMU, Oct 4: Bishnah police arrested four absconders including a woman, who were evading their arrest for the past two years. As per police sources, to work out a case registered under FIR Number 124/13 under Section 324, 326, 341, 323, 147 and 148 RPC, a special team of Zone RS Pura was constituted. Soon after directions from sen- ior officers, a strategy was formu- lated and the team members were sinned in the different directions, as a result of which they have managed the execution of warrant issued under Section 512 CrPC by arresting four absconders includ- ing a woman. The accused have been identi- fied as Behari Lal and Om Parkash, both sons of Kaka Ram, Bishan Kumar, son of Behari Lal and Gharo Devi, wife of Om Parkash, all resident of Chak Miean Sahib Singh, Bishnah. The arrest was made by SHO Bishnah Inspector Surinder Pal Singh under the supervision of SDPO RS Pura Harjeet Singh, SP Headquarters Jammu Randheer Singh and SSP Jammu Uttam Chand. NSF accuses JU of forcing closure of Human Genetics Centre Excelsior Correspondent JAMMU, Oct 4: The National Secular Forum (NSF) has flayed the Jammu University administra- tion for forcing closure of various PG courses and said that latest in the line is prestigious Human Genetics Centre, which is also on the verge of closure. Addressing a press conference here today, NSF senior vice-presi- dent Surjit Choudhary revealed that Human Genetics Centre which got established due to sincere efforts of Prof Subash Gupta, leading expert from J&K on the subject matter, has been on the verge of closure. "All the JRF scholars have been shown doors besides several employees who were engaged under the project scheme have also been asked to hang their boots as the University authorities instead of pursuing the funding matter with the State Government and other institutions, have decided to shut down the same," he added. During the last few months, four courses namely B.Ed, M.Ed, M.A Political Science and M.A Economics have been closed in Directorate of Distance Education which is very shameful on the part of University administration as people of Jammu, in general, have been the losers altogether due to this maladministration, Choud- hary said. The NSF leader said "Institute of Human Genetics that had emerged after systematic progress and achieved the stature of a research hub has been closed on the plea that the funding agency is not releasing the required funds. University administration has failed to speak reality about this institution." He further said that to cover their inefficiency, JU immediately confirmed the employees and then in haste over ruled their own order. He accused the JU administration of indulging in contempt of court and misleading the judiciary and setting the University towards the total anarchy by violating the norms. The NSF also asked Ministry of Science and Technology to fulfill the commitment regarding the agreement governing the Human Genetics Institute. Screening camp for children with special needs held Excelsior Correspondent DODA, Oct 4: Rashtriya Rifles Battalion under Delta Force in collaboration with Artificial Limbs Manufacturing Corporation of India (ALIMCO), Kanpur and District Health Officer, Doda organized a health assessment camp for children with special needs aged between of 6 to 18 years in Gundoh, today. The aim of this camp was to screen patients and recommend them for assistive devices (pros- thesis as well as eye refractive/ cataract devices). The doctors screening the patients included Specialists from ALIMCO, ENT and Ortho spe- cialists from District Hospital Doda and Army Medical Officers from Sohanda Rashtriya Rifles battalion and Military Hospital, Doda. The camp was organised in synergy with the Central Govern- ment Umbrella Programme of SSA which has been operational in Doda district since 2002 which aims to universalize elementary education with special focus on girl child and children with spe- cial needs. Approximately 227 children with special needs and other affected patients were screened in the camp out of which 90 patients stand recommended for distribu- tion of assistive devices. The process of physiotherapy and operations to recommended persons would be done through Artificial Limbs Manufacturing Corporation of India in near future. BFDC reviews arrangements for Navratras Excelsior Correspondent JAMMU, Oct 4: Bahu Fort Development Committee (BFDC) today held its urgent meeting with the officers of Governments Departments at Bawe Wali Mata Temple and reviewed arrange- ments for forthcoming Navratra festival. The meeting was held under the leadership of Baldev Raj Nargotra, Chairman, BFDC and President Rajeev Charak. The meeting was attended by Government officials from various departments including SDPO East Rafiq Manhas from J&K Police Department, DySP Security Aarti Badyal, DySP Traffic Khaliq Choudhary, JE PHE Rajinder Singh, Floriculture Officer Bharat Bushan Sharma, SHO Bagh-e- Bahu RS Rakwal, Sadha Anand from Fire and Emergency Services Department, Civil Defence Jammu Head Constable Ram Dayal Saini, PP Incharge Mandir Sohal Lal, etc. Speaking on the occasion, Rajeev Charak urged Police Department for 24x7 hours moni- toring to avoid any disturbance during holy festival. Jamwal's Dogri play 'Dard Apna Apna' at its Studio Theatre in Sunday Theatre Series. The play was directed by Rahul Singh. The play 'Dard Apna Apna' opens in the house of one writer who lives there along with his elder sister and just a few months old nephew. Though he is living in poverty (what else could be the circumstance of a writer in a soci- ety where there is not appropriate appreciation of art) yet he is full of zeal and has the courage to face the hardships of life and his art is his inner strength. As life was running at the regular pace amongst the daily chores, sud- denly an armed man (listed as a militant) barges into his house as he is being chased by the police. The peaceful atmosphere of the home turns out to be nightmarish. The unwanted guest scares them and threats of dire consequences if they do not cooperate in giving shelter to him. But the brother and sister were not as unwelcom- ing as he thought them to be. They offer him food and empathy which was much needed by him. After spending some time at their place, the person who was appearing dreadful in the begin- ning, turned emotional and remorseful. Looking at the sor- row in the life of brother and sis- ter who was abandoned by her husband, he relates their story to his own life as he also had a sister who was ill-treated by her hus- band and in order to take the revenge he picks the way of vio- lence and got tagged as a militant. While leaving their place, he thanked them for the humane treatment which they offered to him as this was the only thing which was missing in his life. After he is gone, the life again runs at the previous speed for them where amidst the harsh realities of life, the writer finds solace in his creations. Natrang actors who per- formed in the play included Pawan Verma as 'Writer', Sunita Gupta as 'Sister', Rajan Thakyal as 'Militant' and Rahul Singh as 'Friend'. The music was operated by Shivam Singh. Jan Gan Man in Baramulla after 30 yrs Excelsior Correspondent SRINAGAR, Oct 4: After 30 years of gap, National Anthem was sung with all respect and glory in Baramulla town of North Kashmir. Baramulla remained the hub of terrorism in Kashmir and even today terrorists movement is fre- quently seen in the area but the BJP MLA Ravinder Raina paid tribute to the great martyr Mohammad Maqbool Shervani, the saviour of Baramulla. In 1947, when Pakistani troops attacked Kashmir and Indian security forces were not present there. Maqbool Shervani was the one who alongwith his col- leagues challenged the Pakistani invaders with all mighty power and didn't allowed them to pass Baramulla to reach Srinagar oth- erwise Pakistani forces could have captured the Srinagar, the Summer Capital of Jammu and Kashmir Later on Maqbool Shervani attained the martyrdom in Baramulla. Ravinder Raina is the first BJP lagislator who paid tribute to Shaheed Maqbool Shervani. Raina alongwith the local BJP Workers paid floral tribute to the Samadhi spot of the martyr and sung the National Anthem in Baramulla town and also waved National Flag during the func- tion. It took about 30 years to organise a function in open where Jan Gan Man Adiynak...... was sung by a large number of local public and raised the slo- gans like ""Bharat Mata Ki - Jai"" and "Azad Hindostan- Zindabad Zindabad". Addressing the workers, Raina recalled the supreme sacrifice made by Shaheed Maqbool Shervani and his colleagues. He said it was the supreme sacrifice of Shervani that saved Baramulla and Srinagar from Pakistan in 1947. Raina urged the Kashmir youth to adopt the path of Maqbool Shervani so that peace and pros- perity may be achieved and nationalism can more strength- en. He assured the locals that BJP will do the justice with all the nationalist people living in Jammu and Kashmir and can never allow anybody to pursue the Pakistani agenda in Kashmir. He asked the misguided Kashmiri youth to shun the path of Sallaudeen and adopt the path of Maqbool Shervani to attain peace and prosperity in Kashmir. AVM’s concern over SSB's selection procedure Excelsior Correspondent JAMMU, Oct 4: Aarakshan Virodhi Manch (AVM) held a meeting under the chairmanship of its president of Ram Paul Seth. During the meeting, Seth raised serious issue on the selection procedure of SSB Jammu, which had recently announced the selec- tion list of post of teacher in the Education Department, District Cadre Jammu. He said that State Government has made a huge partition between Sanskrit scholars and other stream students. Referring to the present teaching list, he added that Sanskrit scholars despite being qualified in written test, the Government has sidelined their teaching abilities and prefer other stream students, which has crated resentment among Sanskrit scholars. On behalf of Sanskrit scholars, Seth urged the Government to look into the matter and conduct an enquiry in order to provide sigh of relief to the Sanskrit scholars. Youth commits suicide, lady sets herself ablaze Excelsior Correspondent SRINAGAR, Oct 4: Police today said a youth committed sui- cide here in city while a lady in south Kashmir's Anantnag district set herself ablaze. A police spokesman said here that a 23 year-old Jabreel Jameel was found hanging in his room at Barzulla area. "He was shifted to hospital where doctors declared him brought dead. Police have initiated inquest proceedings under Section 174 CrPC in this regard," the spokesman said. The spokesman said a 30 year-old lady (name withheld) of Chinigund in Dooru area of Anantnag district sprinkled kerosene oil on her body and set herself ablaze. "The lady was immediately shifted to the SMHS Hospital for treatment. Police have registered a case in this regard," the spokesman added. Bandh, protest in Rajouri Excelsior Correspondent JAMMU, Oct 4: The members of majority community held protest and observed bandh in Rajouri, Thannamandi, Darhal and Kotranka area on the second con- secutive day today. The agitating people were demanding arrest of the miscreants allegedly involved in beating up of a Selection Grade Constable from Nerojal village in Rajouri town few days back and beating up of 2- 3 more people near Rajouri when they were carrying some milch animals. Alleging harassment, the peo- ple alleged that Constable along with his wife was carrying domes- tic milch animal to his house when the youth intercepted him in Jawahar Nagar area during night and beat him up. He was also thrashed in police station by some cops. They demanded that youth involved in beating up of SGC be arrested and FIR be lodged against them. The shops and other business establishments of one community remained closed in Rajouri town while protests were held at Kotranka, Darhal and Thanna- mandi. They demanded that justice be done. They also raised slogans against Police and local adminis- tration when a police party led by SP intervened and not allowed a group of people to forcibly close down the market near Panja Chowk in Rajouri town. The administration held meet- ing with some prominent persons of the town from both the commu- nities and tried to resolve the issue and defuse tension. ReTs to protest on Oct 12 for their regularization Excelsior Correspondent UDHAMPUR, Oct 4: Up in arms against unprecedented delay in their regularization, All J&K ReT Teachers Forum has announced to organize a massive protest dharna at the Directorate of School Education Jammu on October 12. Decision in this regard was taken during a meeting of the Forum, held here today under the chairmanship of State president Vinod Sharma and district presi- dent Lekh Raj Parihar. The meet- ing was attended by delegates of ReTs Forum from all the eleven Zones of the district. While speaking on the occa- sion, Sharma announced that ReTs Forum will hold one day peaceful protest dharna against delay in the process of regularization of ReTs who have completed their five years service for last one and half years. On the name of so called verification, the authorities are harassing the Teachers who have been working in the far-flung areas with dedication, he said. In this connection special election convention of all the party delegates and active mem- bers was held at Magharmal Bagh today. As per police sources, to workout a case registered under FIRNumber 124/13 under Section324, 326, 341, 323, 147 and 148RPC, a special team of Zone RSPura was constituted.

Soon after directions from sen-ior officers, a strategy was formu-lated and the team members weresinned in the different directions,as a result of which they have

managed the execution of warrantissued under Section 512 CrPC byarresting four absconders includ-ing a woman.

The accused have been identi-fied as Behari Lal and OmParkash, both sons of Kaka Ram,Bishan Kumar, son of Behari Laland Gharo Devi, wife of OmParkash, all resident of ChakMiean Sahib Singh, Bishnah.

JAMMU, Oct 4: The NationalSecular Forum (NSF) has flayedthe Jammu University administra-tion for forcing closure of variousPG courses and said that latest inthe line is prestigious HumanGenetics Centre, which is also onthe verge of closure.

Addressing a press conferencehere today, NSF senior vice-presi-dent Surjit Choudhary revealed thatHuman Genetics Centre which gotestablished due to sincere efforts ofProf Subash Gupta, leading expertfrom J&K on the subject matter,has been on the verge of closure.

"All the JRF scholars have beenshown doors besides severalemployees who were engagedunder the project scheme have alsobeen asked to hang their boots asthe University authorities instead ofpursuing the funding matter withthe State Government and otherinstitutions, have decided to shutdown the same," he added.

During the last few months,four courses namely B.Ed, M.Ed,M.A Political Science and M.AEconomics have been closed inDirectorate of Distance Educationwhich is very shameful on the partof University administration aspeople of Jammu, in general, havebeen the losers altogether due tothis maladministration, Choud-hary said.

The NSF leader said "Instituteof Human Genetics that hademerged after systematic progressand achieved the stature of aresearch hub has been closed on theplea that the funding agency is notreleasing the required funds.University administration hasfailed to speak reality about thisinstitution."

He further said that to covertheir inefficiency, JU immediatelyconfirmed the employees and thenin haste over ruled their own order.He accused the JU administrationof indulging in contempt of courtand misleading the judiciary andsetting the University towards thetotal anarchy by violating thenorms.

The NSF also asked Ministryof Science and Technology to fulfillthe commitment regarding theagreement governing the HumanGenetics Institute.

The aim of this camp was toscreen patients and recommendthem for assistive devices (pros-thesis as well as eye refractive/cataract devices).

The doctors screening thepatients included Specialists fromALIMCO, ENT and Ortho spe-cialists from District HospitalDoda and Army Medical Officersfrom Sohanda Rashtriya Rifles

battalion and Military Hospital,Doda.

The camp was organised insynergy with the Central Govern-ment Umbrella Programme ofSSA which has been operationalin Doda district since 2002 whichaims to universalize elementaryeducation with special focus ongirl child and children with spe-cial needs.

Approximately 227 childrenwith special needs and otheraffected patients were screened inthe camp out of which 90 patientsstand recommended for distribu-tion of assistive devices.

Youth commits suicide,lady sets herself ablaze

SRINAGAR, Oct 4: Policetoday said a youth committed sui-cide here in city while a lady insouth Kashmir's Anantnag districtset herself ablaze.

A police spokesman said herethat a 23 year-old Jabreel Jameelwas found hanging in his room atBarzulla area. "He was shifted tohospital where doctors declaredhim brought dead. Police haveinitiated inquest proceedingsunder Section 174 CrPC in thisregard," the spokesman said.

The spokesman said a 30year-old lady (name withheld) ofChinigund in Dooru area ofAnantnag district sprinkledkerosene oil on her body and setherself ablaze. "The lady wasimmediately shifted to the SMHSHospital for treatment. Policehave registered a case in thisregard," the spokesman added.

Alleging harassment, the peo-ple alleged that Constable alongwith his wife was carrying domes-tic milch animal to his house whenthe youth intercepted him inJawahar Nagar area during nightand beat him up. He was also

thrashed in police station by somecops. They demanded that youthinvolved in beating up of SGC bearrested and FIR be lodged againstthem.

The shops and other businessestablishments of one communityremained closed in Rajouri townwhile protests were held atKotranka, Darhal and Thanna-mandi. They demanded that justicebe done. They also raised slogansagainst Police and local adminis-tration when a police party led bySP intervened and not allowed agroup of people to forcibly closedown the market near PanjaChowk in Rajouri town.
