    fundingofprogramsthattargetglobalpovertyandrespondtohumanitariancrisesisasolid,long-terminvestmentnotonlyforcompassionatereasons

    butbecausetheseaccountsareadownpaymentforthestability,securityandenvironmental

    sustainabilityoffuturegenerations.

    ThegoodwillcreatedbyAmericangenerosity

    allowsustostandtallerintheworldwhileatthesametimeadvancingU.S.nationalsecurityandeconomicinterests.Notinvestingsufciently

    putsusonthesidelinesininuencingrapidlytransformingregionsanddiminishesU.S.leadershipinpromotingamorestableworld.

    ThatiswhyInterActionanditsmembersareurgingCongresstofundkeyaccountsdedicated

    toghtingpovertyandprovidinghumanitarianassistancetomillions.Cutstotheinternationalaffairsbudgetlimitourabilitytohelptheworlds

    mostpoorandvulnerablepeople.Investinginsocietiesnowreapsrewardsforyearstocomeandhelpsavertfuturemilitaryconicts.

    Despiteourcurrentnancialchallenges,theUnited

    Statesremainsaprosperousandproductivenation.Lessthan1percentofthecurrentbudgetgoestoforeignassistance.Itsasmallamountin

    relativetermsbutmakesahugedifferencetothelivesofmillions.Congresscanfullyfundthese

    accounts.Thisinvestmentistherightscalchoice.

    today,11ofourtop15tradingpartnersare

    graduatesofU.S.foreignassistanceprograms.Ourassistanceplantedtheseedsoffuture

    prosperityinmajortradingpartnerssuchasSouthKoreaandTaiwan.

    ItwillbearguedthattheUnitedStatescannotaffordtheseinvestmentsbecauseofthenationaldebt,butreducingthedebtisgoingtotaketime.

    Evenifallgovernmentspendingstoppedandtaxrevenueswerestillcollectedatcurrentlevels,it

    wouldtakeanestimatedsevenyearstopayoffthecurrent$14.7trilliondebtburden.Theroadbacktoscalhealthisnotasprint,itsamarathon.

    Justication:Oneineightpeople(884million)lackaccesstosafedrinkingwaterworldwideandtwoinve(2.5billion)donothave

    adequatesanitationfacilities,accordingtotheWorldHealthOrganization(WHO).Fundingto

    addressthisglobalchallengeiscost-effectiveandsafeguardsdevelopmentgains.TheWHOconcludedthateverydollarinvestedinclean

    waterandsanitationyields$8ofincreasedproductivityanddecreasedhealthcosts.USAIDinvestmentsoverthecourseofasingleyear

    (2010)resultedinover2.8millionpeoplewithimprovedaccesstosafedrinkingwaterand2.9millionpeoplewithimprovedsanitationfacilities.

    Justication:Throughoutthedevelopingworld,millionsofpoorfamiliesderivepartoftheirincomefromsmall,informalbusinessactivities

    includingfarming,streetvending,andhandicraftproduction.U.S.micronanceassistance

    focusesonimprovingaccesstonancialservicesincludingcredit,deposit,andinsuranceservicestargetingpoorandmarginalizedpeople.

    Microloans,oftenaveragingonly$150each,areahighlysuccessfulexampleoftheseservices.AWorldBankstudyofBangladeshfoundthat

    micronanceaccountedfor40percentofthereductionofmoderatepovertyinruralareas.Strongcongressionalsupporthashelpedthe

    Quirimbas National Parkwasestablishedin2002toaddressdeepeningpovertyduetoovershing,disease-relatedcropfailures,

    exhaustedagriculturallandsandcompetition

    betweenhumansandelephants.About120,000peopleliveinandaroundthepark,which

    containsvastwoodlandsandthelargestmarineprotectedareainAfrica,hometoelephants,lions,wilddogs,coralreefs,andturtle,whale

    anddolphinpopulations.TheparkismanagedbyMozambiquesgovernmentandlocal

    leaders,withUSAIDsupportandtechnicalassistancefromconservationanddevelopmentorganizations.TheQuirimbas Population

    Health Enironment Projectisenhancingfoodsecurityandnutritionbyestablishingmarinesanctuaries,reducingelephant-relatedcrop

    damageandintensifyingagriculturalproduction.Eightprotectedshingzoneshavesignicantly

    increasedthenumberandsizeofshcaught;residentshavebeentrainedascommunityrangers;and20percentofparkrevenuereturns

    tocommunities,nancingnewwaterpumpsandnewschools.

    treatmorethan3millionpeoplelivingwithHIVandtopreventHIVtransmissiontomillionsmore;reach

    InBangladesh,USAIDisleadingthewayinleveragingwater, sanitation and hgiene (WASH)activitiestoimprovetheefcacyofarangeofprograms.Forexample,WASHprogramsarecollaboratingwiththe SafeMotherhood and Newborn Careprojecttoenhancehygieneeducationandpromotehand-washingatthe

    sametimeastraditionalbirthassistantsaretrainedtoprotectmotherslivesandkeepinfantsinfection-free.In2009,thiscampaignreachedmorethan1.5millionpeoplewithmessagesabouthand-washing,and60,000marriedwomenwithspecicmessagesabouttheneedforhygienetoprotectinfectionamong

    pregnantwomenandnewborns.Inaddition,a Food for PeaceprogramallocationtoWASHledtotheinstallationofwellsandpipesthatprovidedsafedrinkingwaterto388,000peoplein2009.Underthesame

    program,423,000peoplereceivedaccesstosanitationfacilities.TheseprogramshighlighttheimportanceofWASHfundingcomingfrommultiplesourcesandgivingnecessaryexibilitytointegratefundingacrossareasforgreaterefcienciesasWASHisacriticalelementofthesuccessofmanyofUSAIDsprograms,

    includingnewbornandchildsurvivalandnutritionandfoodsecurity.

    andleavesoneinfoursurvivorspermanentlyimpairedbymentaldisordersorhearingloss.

    InDecember2010,healthofcialsinMali,Niger, andBurkinaFasointroducedanew

    vaccinethatprotectspeoplefromthetypeofmeningitisthatcausesalmostalloutbreaksofthediseaseinAfrica.CalledMenAfrivac,thevaccinecanbegivensafelytochildrenasyoung

    asoneyearold.Anditisatapricethathealth
