Published During the 2008-09 School Year 2007-08 School Accountability Report Card Principal’s Message It is with great pleasure that I present the Choice 2000 School Accountability Report Card (SARC). This SARC is an analysis of the school’s progress, resources, and data that reflects the entire effort of students, staff, and parents in achieving our School and Dis- trict Mission. Choice 2000 Online High School was the first California public ninth through twelfth grade school to be both fully online and Western Association of Schools and Colleges (WASC) accredited. Choice 2000 is proud to offer students in Southern California cutting edge technologies to complete their high school coursework entirely over the Internet. This includes a live, online, virtual classroom environment; the ability to receive and turn in homework assignments online; and a secure online assessment environment. All classes are held in real-time from your computer at home and take place throughout the day with different periods in the same way as a traditional high school. Thus, it is not a self-paced learning environment. Instruction at Choice 2000 is like being in a traditional classroom, but you do not see the other students. Through the online environment, stu- dents can raise their hand and be called on similar to a traditional classroom setting. They also have the capability of instant messaging their teachers. Through Blackboard, parents also have the opportunity to go online and can see how their student is doing in his or her classes. This provides them with the opportunity to monitor their child’s pro- gress in school. Choice 2000 is available to students in five Southern California counties: Riverside, San Bernardino, San Diego, Imperial, and Orange. Parental Involvement Parents are always welcome at Choice 2000. Due to the nature of being an online school most parent contacts are by phone or email. Activities such as Back to School Night and Open House are provided to have students, parents, and teachers meet face to face in an informal setting to increase communication. Parents are also welcome to attend our student social nights, which occur each month. Parents who wish to find out more about Choice 2000 school may contact the Principal, Christopher L. School Facility Good Repair Status

The table shows the results of the school’s most recently completed inspection, using the Facility Inspection Tool (FIT) or equivalent school form. This inspection determines the school facility's good repair status.

School Facilities Choice 2000 school provides a safe, clean environment for our students, staff, and vol-unteers. Choice 2000 School facilities include offices, a computer lab, a textbook room, and a boardroom. Choice 2000 School is a charter school, office space is provided by the Perris Union High School District. Cleaning Process: The District Governing Board has adopted cleaning standards for all schools in the District. A team of four full-time custodians promptly addresses facility maintenance issues and cleans the campus on a daily basis.

Maintenance and Repair: The District administers a scheduled maintenance program, including regular facilities inspections, to ensure that all classrooms and facilities are well-maintained and in good repair. A work order process immediately alerts District personnel of any maintenance needed to be performed and ensures that emergencies are given the highest priority.

Deferred Maintenance Budget: The District participates in the State School Deferred Maintenance Program, which provides State-matching funds on a dollar-for-dollar basis, to assist school districts with ex-penditures for major repair or replacement of existing school building components. Typically, this includes roofing, plumbing, heating, air conditioning, electri-cal systems, interior or exterior painting, and floor systems. For the 2008-09 school year, the District budgeted $403,235 for the deferred maintenance pro-gram. This represents .5% of the District's general fund budget. Deferred Maintenance Projects: The District’s com-plete Deferred Maintenance Program Plan is available at the District office.

Note: The most recent school site inspection occurred on October 27, 2008, and the inspection form was most recently completed on October 29, 2008.

California Physical Fitness Test Each spring, all students in grades 5, 7, and 9 are required to participate in the California Physical Fitness Test (PFT). The test measures six key fitness areas:

1. Aerobic Capacity

2. Body Composition

3. Abdominal Strength

4. Trunk Extension Strength

5. Upper Body Strength

6. Flexibility

To meet fitness standards, stu-dents must score in the Healthy Fitness Zone (HFZ) on all six fitness tests. For 2007-08, 35.7% of students in the ninth grade scored in the HFZ. For more information on the California PFT, please visit www.cde.ca.gov/ta/tg/pf/.

Professional Development All training and curriculum development revolves around the California State Content Standards and Frameworks. Teachers align classroom curriculum to ensure that all stu-dents either meet or exceed State proficiency levels. The writing and implementation of curriculum is an ongoing process. The school’s curriculum guides are updated regularly to align with the State Standards, District goals, and the statewide assessment program.

Perris Union High School District has subject area curriculum councils consisting of de-partment chairpersons that meet regularly to evaluate and monitor each school’s cur-riculum. The District’s Educational Planning Committee reviews assessment results, en-sures curriculum and instruction are aligned with State standards, and approves any changes to curriculum prior to the presentation to the Board for final approval.

While the District continues to view literacy as a priority, the District is also focused on its students who score below Proficient on the California Standards Math Test. Students not scoring Proficient must enroll in Math Intervention classes in lieu of an elective course. This class is in addition to the student’s regular math class, providing a “double dose” of daily math instruction.

Staff members build teaching skills and concepts by participating in many conferences and workshops throughout the year and then sharing their experiences and knowledge with District colleagues.

The District offers four staff development days annually where teachers are offered a broad based variety of professional growth opportunities in curriculum, teaching strate-gies, and methodologies. The District participates in the Beginning Teacher Support and Assessment (BTSA) program. BTSA is a State-funded, Standards-based program that provides support for first- and second-year teachers, allows for a smooth transition into the teaching profession, increases retention of beginning teachers, and improves student learning opportunities. New teachers participate in a five-day intense training “boot camp” where they cover topics such as technology, classroom management, and lesson planning with a mentor teacher.

School Safety Safety of students and staff is a primary concern of Perris Union High School District.

The School Safety Plan is updated and amended annually in the spring by the District level Safety Committee in order to ensure that it is properly implemented. It was last reviewed and updated on September 30, 2008. An updated copy of the plan is available to the public at the District office. The School Safety Plan was designed to assist in pre-paring for emergencies, managing emergency response efforts, and maintaining a safe school environment. The plan requires identification of security needs, development of prevention and intervention techniques, evaluation of physical facilities, and communica-tion with staff and students. Components of the School Safety Plan include identifying strategies and programs that will provide and maintain a high level of school safety, assessing current school crime occurring on campus and at school functions, and ad-dressing procedures related to the compliance of existing laws as they affect school safety. Safety procedures are reviewed with school staff at the start of each school year.

Textbooks and Instructional Materials Perris Union High School District held a Public Hearing in Septem-ber 2008, and determined that each school within the District has sufficient and good quality textbooks, instructional materi-als, and science lab equipment pursuant to the settlement of Williams vs. the State of Califor-nia. All students, including Eng-lish Learners, are given their own individual Standards-aligned textbooks, instructional materi-als, or both, in core subjects for use in the classroom and to take home. All textbooks and instruc-tional materials used within the school are aligned with the Cali-fornia State Content Standards and have been approved by the Board of Trustees. Perris Union High School District follows the State Board of Education’s six-year adoption cycle for core con-tent materials and the eight-year cycle for textbook adoptions in foreign language, visual and performing arts, and health.

All textbooks at Choice 2000 are aligned to the current California Standards. Every student at Choice 2000 has a textbook for the classes in which they are enrolled.

California Standards Tests Results The multiple-choice California Standards Tests (CST) are part of the Standardized Test-ing and Reporting (STAR) and are administered only to students in California public schools. These tests determine students’ achievement of the California Academic Con-tent Standards and provide feedback on their success given what they are expected to know in each grade level and subject.

California Standards Tests For the 2008 STAR exam, students in grades 2-11 took an English-language arts and mathematics test. Students in grades 4 and 7 also participated in an essay writing test. History-social science tests were given to students in grades 8 and 11, and students in grades 5, 8, and 10 took a science test. Students in grades 9-11 were also able to take end-of-course tests in sci-ence and history-social science if they were enrolled in the corre-sponding courses.

Because tests are meant to measure how well students achieve standards rather than how well they do compared to other students, the results are reported as performance levels. The five performance levels are:

Advanced (exceeds State Standards)

Proficient (meets Standards) Basic Below basic Far below basic

Students scoring at the Profi-cient or Advanced level meet State Standards in that content area.

The tables show the percentage of students that scored at Profi-cient or Advanced levels in Eng-lish-language arts, mathematics, science, and history-social sci-ence. For a complete report on all groups and their scores by grade level, please visit http://star.cde.ca.gov/.

Academic Performance Index The Academic Performance In-dex (API) is an annual measure of the academic performance and progress of schools in Cali-fornia. The API is a score on a scale of 200 to 1,000, with 800 set as the statewide target. Schools are ranked in ten cate-gories of equal size from 1 (lowest) to 10 (highest). A simi-lar schools API rank reflects how a school compares to 100 statis-tically matched “similar schools.” The tables show the school’s three-year data for API rank and API growth. For more detailed information, please visit www.cde.ca.gov/ta/ac/ap.

Adequate Yearly Progress NCLB requires that all schools and districts meet Adequate Yearly Progress (AYP) require-ments. To meet these standards, California public schools and districts must meet or exceed criteria in four target areas:

1. Participation rate on statewide assessments

2. Percent of students scoring proficient on statewide assessments

3. API scores 4. Graduation rate for high

schools

The table displays whether or not the school made AYP overall and met each of the AYP criteria for 2007-08. For a detailed report on AYP, please visit www.cde.ca.gov/ta/ac/ay/.

Testing Note: Assessment data are reported only for numerically significant groups. Data may not appear if ethnic/racial, socio-economically disadvantaged, or other groups (1) contain less than 100 students with valid test scores OR (2) comprise less than 15% of the school population tested and contain less than 50 students with valid scores.

Courses Required for UC/CSU Admission University of California: Admission requirements for the University of California (UC) follow guidelines set forth in the Master Plan, which requires that the top one-eighth of the state’s high school graduates, as well as those transfer stu-dents who have successfully completed specified college work, be eligible for admission to the UC. These requirements are de-signed to ensure that all eligible students are adequately pre-pared for University-level work. For general admissions require-ments please visit the University of California Web site at www.universityofcalifornia.edu/admissions/general.html.

California State University: Admission requirements for the California State University (CSU) use three factors to determine eligibility. They are specific high school courses; grades in specified courses and test scores; and graduation from high school. Some campuses have higher standards for par-ticular majors or students who live outside the local campus area. Because of the number of students who apply, a few cam-puses have higher standards (supplementary admission criteria) for all applicants. Most CSU campuses utilize local ad-mission guarantee policies for students who graduate or trans-fer from high schools and col-leges that are historically served by a CSU campus in that region. For general admissions require-ments please visit the California State University Web site at www.calstate.edu/admission/.

Career Technical Education Programs It is the goal that students understand the importance of academic subjects and experience how employees apply subject learning to work situations.

California High School Exit Exam Results The California High School Exit Exam (CAHSEE) is primarily used as a graduation re-quirement in California, but the grade 10 results of this exam are also used to determine AYP for high schools, as required by the federal NCLB law. The CAHSEE has an English-language arts section and a math section and, for purposes of calculating AYP, three performance levels were set: Advanced, Proficient, and Not Proficient. Please note the score a student must achieve to be considered Proficient is different than the passing score for the graduation requirement. Please note scores are not shown when the num-ber of students tested is 10 or less, either because the number of students tested in this category is too small for statistical accuracy or to protect student privacy. Therefore, no group data is available for Choice 2000 Online High School. The table displays the per-centage of students scoring at Proficient or Advanced levels for the most recent three-year period.
