Resource efficiency is important for building a well-off society in an all-round way The most important task for China is to build a well-off society in
an all-round way by 2020 There are following two statements related resource efficiency in
the specific requirements of this ambitious target:(1) a system for recycling resources should begin to take shape(2) energy and resource efficiency should be improved significantly, while energy, water, built-up land consumption and carbon emissions should be controlled effectively

The legislation of “Circular Economy Promotion Law” (2009) aimed to improve resource efficiency, protect environment and achieve sustainable development
“Circular Economy Development Strategy and Immediate Plan of Action” (2013) established the goals of circular economy in the mid-and-long term

Strengthen macro guidance. Formulated and issued “Circular Economy Development Strategy and Immediate Plan of Action”
Carry out demonstration pilots. Established pilot projects for circular transformation of industrial parks, 49 urban mine demonstration bases, 100 pilot cities for recycling harmless treatment of restaurant waste, 42 re-manufacturing pilots and 101 circular economy demonstration cities (counties)
Popularize green consumption. Implemented plastic bag limit order, gave priority to purchase products conducive to energy and water conservation

Improve policies and systems. Issued a series of policies and measures, such as “Electric vehicle battery recycling technology policy”, “Important resource recycling project (technology promotion and equipment industrialization) embodiment”
Carry out examination and assessment. Set up energy consumption per unit gross domestic product indicator since 11th Five-Year Plan, resource productivity indicator since 12th Five-Year Plan

China’s exploration of resource efficiency evaluation Explored the construction of accounting system of resource
productivity on national-level in the 12th Five-Year Plan period
Carried out direct resource consumption pilot statistics experiment under the umbrella of NDRC and NBS (National Bureau of Statistics) in 2010 and 2012, respectively
Promoted evaluation of resource consumption and resource productivity in exemplary cities (counties) of circular economy

In order to improve resource efficiency, China also vigorously change growth patterns and strengthen structural reform of the supply front In 2014, China has closed down outdated production capacity
in thermal power generating unit, steel, cement and plate glass by 485.8 GW, 31 MT, 87 MT and 37 MT weight case, respectively
2011-2014, China has accumulatively closed outdated production capacity in steel, cement and plate glass by 77MT, 600 MT and 150 MT weight case, respectively

A well-off society in an all-round way is expected to be built in 2020 The 13th Five-Year Plan period (2016-2020) is a critical period.
China will keep conserve resources and use them efficiently, strengthen conservation efforts all the way, drastically reduce energy, water and land consumption per unit of GDP, develop circular economy to reduce waste and resource consumption, reuse resources and recycle waste
5. China’s Perspective
In terms of resource efficiency, the following priority aspects should be included: The compression and adjustment of excessive
production capacity in energy and resource-intensive industries
The improvement of key technologies for improving resource efficiency
The assessment of resource productivity and resource recycling on regional-level

Since 2010, China has established dialogue mechanism with UNEP, OECD, EU, Japan and Germany in improving resource efficiency and developing circular economy
China is willing to work closely together with the international community and jointly create a blue sky
