The costs for the respective categories given on the previouspages are averages based on fixed price competitive tenders.It must be understood that the actual cost of a building willdepend upon the design and many other factors and mayvary from the figures shown.The costs per square metre are based on construction floorareas measured to the outside face of the external walls/external perimeter including lift shafts, stairwells, balconies,plant rooms, water tanks and the like.All buildings are assumed to have no basements (unlessotherwise stated) and to be built on flat ground, with normalsoil conditions and minimal external works. The costsexclude land costs, professional fees, finance and legalexpenses.The standards for each category of building vary fromcountry to country and do not necessarily follow those ofHong Kong.

DOMESTICLow cost housing based on Hong Kong Housing AuthorityHarmony block design.Average standard apartments of 6-8 flats per floor, 500 s.f.- 800 s.f. per flat.Air conditioning allowed for average standard apartments,luxury apartments, terraced houses and prestige houses.Prestige houses include provision of functional light fittingsonly. PREDICTIONSThe construction industry was volatile last year. Theoutbreak of SARS hit the economy hard and pushedconstruction activities to a historically low level. Labourwages showed a continual drop with a recorded unemploymentrate of construction workers around 19%. However, as theoverall economy bottomed out in end-May and progressivelyimproved during the post-SARS period in the second half of2003, the construction market is seeing positive signs of recovery.On the whole, the local private sector construction industryexperienced a bottom-out rebound in the Year of 2003. Thatwas evidenced by our DLS Tender Price Index, which bottomedin the 4th Quarter of 2002 and has shown an annual growth of6.5% in the 4th Quarter of 2003. Note, however, that this stillrepresents an overall drop of 32% from the peak in 1997.Looking ahead, the continual weakening of US dollars will inno doubt increase the cost of building materials importedfrom overseas countries. The prices of raw materials such ascement, reinforcement and other basic materials importedfrom China are also likely to rise due to the increasing demandfrom the already hot construction market across the border.By contrast, no significant increase in construction activityis expected in Hong Kong despite the Government hasannounced the resume of land sales in the coming quarter of2004. As a result, the labour wages and the contractor’soverheads and profit margins are believed to remain stable.Future escalation will mainly be driven by the increase inmaterial costs.Following the uptrend in 2003, the tender price in HongKong is predicted to show a gradual upward movement withan annual increase of around 3% in the Year of 2004.

CEPA - BETTER MARKET ACCESS FOR HK CONTRACTORS & CONSULTANTS*

The Mainland/Hong Kong Closer Economic PartnershipArrangement (“CEPA”) has entered into full implementationfrom 1 January 2004. CEPA is essentially a free-tradeagreement between Mainland China and the Hong KongSpecial Administrative Region. It gives goods and servicessuppliers of Hong Kong origin preferential access to theChinese market on terms better than China’s commitmentsunder its protocol of accession to the World Trade Organization(“WTO”). Under CEPA China has committed to give“qualified Hong Kong service suppliers” in the constructionsector better access to the Chinese market.

Contractor’s Project Experience in Hong Kong Countedfor LicensingPursuant to the Order 113 and other subsequent decreesissued by the PRC Ministry of Construction, as from 1 April2004 foreign contractors must incorporate a local entity inChina in order to undertake projects in China (save for projectspreviously awarded). The local entity may be a joint venture(with foreign ownership of up to 75%) or a wholly-ownedentity, and they must satisfy essentially the same licensingrequirements for local contractors.The licensing requirements are quite onerous and they setforth different requirements with respect to project experiencein China, minimum registered capital, technical personnel,etc. for contractors of different license grades. A foreigncontractor without previous project experience in China muststart at the lowest grade and may participate in only verylimited types of projects. Pursuant to CEPA, the projectexperience in Hong Kong of a “qualified Hong Kong servicesupplier” will be counted for the purpose of PRC licensingrequirements. This will make it easier for Hong Kongcontractors to satisfy the higher project experiencerequirements set for higher grades of contractor license, whichis needed for most projects at the higher end of the market inChina.

Better Market Access for Hong Kong-invested ConstructionCompaniesAccording to the Order 113 of the PRC Ministry ofConstruction, wholly foreign-owned construction companies

(“WFOEs”) may only undertake certain types ofconstruction projects, including Sino-foreign joint ventureprojects where the foreign investment is at least 50%.Pursuant to CEPA, WFOEs with the requisite PRC contractorlicense that are invested by “qualified Hong Kong servicesuppliers” may bid for Sino-foreign projects in China eventhough foreign ownership of the project is less than 50%.This gives slightly better market access for Hong Kongcontractors who wish to bid for projects through their WFOEsin China.

Accelerated Market Access for ConsultantsPursuant to the Order 114 of the PRC Ministry ofConstruction, as from December 2002 foreign consultantfirms have been permitted to engage in architectural,engineering, integrated engineering, urban planning orlandscape architectural services in China. Under China’sWTO commitments, by December of 2006 foreign consultantfirms will be permitted to set up WFOEs to engage in theseservices in China. These joint ventures or WFOEs mustsatisfy essentially the same licensing requirements for localconsultant firms in these sectors.Pursuant to CEPA, “qualified Hong Kong service suppliers”have been allowed to set up WFOEs to engage in these servicesin China as from 1 January 2004. This gives “qualified HongKong service suppliers” in these sectors a significant headstart in market access.

“Qualified Hong Kong Services Suppliers”The aforesaid preferential treatments are available only to“qualified Hong Kong service suppliers”. Hong Kongcompanies and partnerships must satisfy certain requirementsin order to qualify as a “Hong Kong service supplier”. Themain requirements include at least three years of substantivebusiness operations in Hong Kong in the same sector, andemployment of more than 50% of staff in Hong Kong withfull resident status. It should be noted that generally speaking,Hong Kong subsidiaries of foreign companies can qualify as“Hong Kong service suppliers” if they can satisfy thesebasic requirements.

increase since 1999. Large and luxury units were most eagerlysought after. However, the leasing market remained relativelyslow as the corporate sector was still cautious about increasingheadcounts. There was a mild increase in luxury residentialrents in the fourth quarter, narrowing the overall decline inrents to 10.2% in 2003. With the rental and capital valuetrends diverging, the average yield for luxury properties fell tobelow 4%.

Retail : While the retail sector was the most seriously affectedby the SARS epidemic, it also rebounded the most strongly, inpart boosted by the relaxation in Mainlanders’ tourist visits toHong Kong. Visitors from China rose by about 20% in 2003and accounted for 54% of total visitor arrivals. Local consumerconfidence also strengthened leading to keen demand for retailproperties especially towards the fourth quarter when manyretailers were positioning for the year-end holiday shoppingseason. Local investors were actively looking for acquisitionopportunities. Many high street units in prime locations weretransacted and yields strengthened substantially. On average,high street retail rent increased by 4.8% and capital valueincreased by 19.8%. That of prime shopping centres rose 7.1%.

Industrial : Hong Kong’s total exports increased 11.3% in2003. On the back of a robust external sector, the demand forindustrial properties, logistic facilities and warehouse inparticular, was keen. The Closer Economic PartnershipArrangement between Mainland China and Hong Kong allowinga wide range of Hong Kong-manufactured products to beimported into China at no or reduced tariff, effectively extendedHong Kong a front-running opportunity over other WTOmembers. Opportunistic purchases of industrial propertiesemerged in the subsequent months. Other purchasers respondedto the buoyant tourist sector and eyed on the potential re-development opportunities of industrial sites into hotels. Thenumber of major investment transaction of industrial propertiesalmost doubled in 2003. The average industrial capital valuewas broadly stable, dropping 0.3% in 2003. Overall industrialrents dropped by 1.6% in 2003.

2003 Property Market Review

Overall : A distinct two halves characterised the economicperformance of Hong Kong in 2003. When the year drew tothe end, overall confidence swung to a high point unseen inyears – gains in the stock market, a sharp resurgence in touristarrivals from the SARS-battered months and further economicintegration with Mainland China all boosted confidence. Labourmarket conditions were improving and deflation was showingsigns of easing. Expected growth of the economy for 2003 hasbeen revised upward throughout the year to 3-3.5%, attestingto the shift in expectations. Mirroring the economy, theproperty market also ended on a high note with reboundsrecorded in prices and rents in the last quarter of the year.

Office : The availability of office space increased as 3.3million square feet of new supply was completed during theyear. In June, the vacancy rate of Grade A office reached a peakof 14.9% in Central and 11.1% overall. With improved earningsand business prospects and rental offers at highly attractivelevels, corporate tenants were eager to commit to upgradingopportunities, which led to a markedly higher level of leasingactivity compared to previous years. Positive net absorptionwas recorded after two consecutive years of contraction inoffice occupancy. In Central, Two International Finance Centre(1.5 million square feet net) was more than 60% committed sixmonths after completion. Along with the rapid take-up in2IFC and the emergence of a more balanced demand-supplycondition, the pressure on office rentals gradually dissipated.Investment sentiment also picked up in the second half. Theoverall average office rent fell 19.2% while the average capitalvalue fell by 8.3% in 2003.

Residential : In the second quarter, activity in the residentialmarket slowed down due to the SARS scarce. But purchasingsentiment returned strongly since mid-year as policy initiativesby the Chinese and Hong Kong governments were introducedto boost the local economy. Residential property transactionsin the second half of 2003 were 33% more than those recordedin the first half. For the year as a whole, capital values forluxury residential properties were up 1.1%, the first year-on-year

The Saleable Area of a unit comprises the floor area

exclusively allocated to that unit including balconies

and other similar features but excluding common areas

such as staircases, lift shafts, lobbies and communal

toilets. It shall be the area contained within the enclosing

walls of the unit measured up to the exterior face of an

external wall or the centre line of a separating wall

between adjoining units, as the case may be. Enclosing

walls separating a unit from a lightwell, a lift shaft or

any similar vertical shaft, or a common area, shall be

deemed an external wall and its full thickness shall be

included. All internal partitions and columns within

the unit shall be included.

Saleable Area describes the ownership and occupation

of the premises in relation to the building structure. As

such it also reflects to a certain extent the rights and

liabilities appurtenant to the premises.

An interior designer's task is to create an environmentand ambience conducive to a room's function.

A "Fung Shui" expert's job is to analyse the location of"hei" which can enhance the good fortune of a building'soccupants by the propitious placement of doors andfurniture.

These seemingly dissimilar areas of expertise are, in fact,closely linked. Good "Fung Shui" is synonymous withgood ventilation, appropriate lighting, naturalness andcomfort, and, most importantly, a sense of balance.
