While on patrol in the area of 78 S. Walnut Street (Tiffin Towers), Ofc. was contacted by a subject in front of the building. The subject, la

identified as Joshua Powell, seemed intoxicated as he had slurred speech, blood shot glassy eyes, a strong odor of an alcoholic beverage on or about

person, and was unsteady on his feet. He began telling Ofc. that he was 26 years old and needed to grow up. He wanted Ofc. to take him to jail for 30-4

hours because he watches the television show 'Cops' and he thinks it will help him grow up. Ofc. informed him that Ofc. did not want to take him to jail.

Ofc. asked him where he lived and if he had anyone to care for him. He replied by stating he wasn't going to tell Ofc. who he was or where he liveHe said he had to urinate and he was just going to urinate outside at which time Ofc. advised him he needed to go inside to do so. Ofc. then asked him

he had a key to get in so that he could urinate and he said no. Ofc. then advised him to wait a moment while Ofc. gained access to the building in

attempt to help him get to the bathroom in the lobby of the building.

Mr. Powell then walked to the front door, pulled the front of his blue gym shorts down, and began urinating at the front entrance of the building. Onc

Mr. Powell was finished doing his business on the front sidewalk he placed his hands behind his back without being told to do so. Ofc. placed him und

arrest for Disorderly Intoxication due to his inappropriate act and he had no one to care for him. He also did not have any keys to get into the apartme

he claimed to live in after being placed under arrest.

He was transported to the Ross County Jail where he will be held until sober. He was issued MM citation #5072 and advised of his court date

8-1-14 at 9am to which he stated he understood. His copy of the citation was left with his personal property at the jail.

On the above date and time officer was dispatched to Chillicothe Inn, 24 N Bridge St, in ref to a Trespass. Officer arrived on scene and made cont

with Nanubhai Patel, manager, who advised he wanted the tenant at room 54 removed and barred from the property. Mr. Patel advised she, Micha

Harrison, had to many people in and out of the room and he told her several times it needed to stop.

Sgt. T. Gay was flagged down by Jackie Foster, Manager of BP 741 Safford Ave. Jackie advised earlier this morning at 8:50am Jason Burnham w

in the store and stole three 25oz. cans of Natty Daddy beer valued at $1.39ea (Total of $4.17 plus tax). Jackie stated she did not see Jason steel the b

at that time but he acted suspicious and spoke to everyone in the store so she checked her video surveillance cameras when she had time. Jackie show

Sgt. the video surveillance cameras which showed Jason standing by the beer coolers and fixing a cup of Caribean Cream Icee on the counter beside t

eer coolers. Jason removed three blue 25oz. cans of Natty Daddy beer from the cooler and placed them on the counter by the Icee. Jason checked

make sure nobody was watching and concealed one can inside his left rear pants pocket, one can in his hoody pocket, and one can down the front of h

pants. Jason then took his Icee to the checkout and paid for the Icee and an orange and then left the store without paying for the beer that was s

concealed in his pockets and pants. Jason was wearing a gray hoody with Chillicothe Cavaliers written on the front in blue letters, a camo ball cap, d

eans, and white/black tennis shoes and also had some scruffy facial hair. Jackie advised she would have a copy of the video surveillance burned for S

to place into evidence. Jackie advised she knew Jason from a previous incident where Jason and his friend, Andrew Thornton, were both loitering by

store and she called the Police who contacted them and provided Jackie with their names which she still had hanging on the wall in her office. Jackie a

requested Jason be barred from the store property.

Sgt. checked the area and was unable to locate Jason. Sgt. checked contacts on Jason and found his last address was the Homeless Shelter at 100

Sherman Park. Sgt. checked photos of Jason and did verify he was the same person seen in the video surveillance. Sgt. will request an arrest warrant

Jason S. Burnham Sr. charging him with theft.

Ofc was dispatched to Kohl's (45 River Trace Ln) in reference to a female shoplifter being detained. Ofc contacted Phol Coen (Loss Prevention) w

stated this female subject has been suspected of theft for some time now and was called into the manager's office at Kohl's today regarding this. Whi

this interview was taking place, Mr Coen stated he went to look in her vehicle and could see in plain sight, multiple items with Kohl's tags, which sh

was not witnessed purchasing today. The vehicle in question is a blue 2000 Honda Civic (Ohio Reg# FEE-3066). Mr Coen stated they confronted h

about this and she admitted to stealing three items today. Mr Coen escorted her to the vehicle where she cooperated by returning the stolen merchandis

Mr Coen returned inside with her and the merchandise, then called police.

Ofc identified this female as Brittany M Dalton. Ofc first advised Ms Dalton of her Miranda Rights, which she stated she understood. Ofc question

Ms Dalton about today's events and she stated she stole these items and secured them inside her vehicle. Ofc photographed these items and return

them to Mr Coen. Ofc obtained a sales receipt for these items showing a total of $49.54. Ofc also obtained a written stated Ms Dalton provided

Kohl's personnel prior to Ofc's arrival, in which she admits to this theft and others. Ofc will obtain a written statement and a copy of the store vide

from Mr Coen at a later date.

Ofc transported Ms Dalton to the RCJ where she was booked for Theft (2913.02). Ofc informed Ms Dalton that she was being barred from Koh

property and returning there could result in her being cited or arrested, which she stated she understood. Ms Dalton was left in the custody of the jstaff pending her appearance in court on 7/25/2014.

Ofc was dispatched to 208 Sycamore St in ref to a Theft. Upon arrival, Ofc made contact with Catrena Driggs. Driggs stated that she noticed her 3

Magnavox flatscreen TV and her wooden EB cd player were missing. Driggs further advised she suspected her son, Dustin Hartman and his girl frien

Ciera Smith stole the items. She stated she went to Cashland and seen the cd player but they would not provide her with any information, until a pol

report was filed. While Ofc was taking this report, Smith called Driggs cell phone and ask her not to call the police or file charges because she was on

way to Cashland to get the cd player and TV. Driggs provided a written statement requesting charges be filed against Smith and Hartman.

Ofc went to Cashland and located the CD player and TV. A hold was placed on the stolen items. Ofc received paperwork from Cashland, showi

where Smith had sold the CD player for $35.00 on July 18 2014 and where Hartman pawned the TV on July 8, 2014 for $40.00.

A short while later, Smith arrived a Cashland and attempted to get the TV. Ofc made contact with Smith. Smith provided Ofc with a the pawn s

from Cashland, which was in Hartman's name. Smith stated "I'll get the TV now and the CD player later. I don't want to get in trouble." Smith w

advised of her Miranda warning and she stated she understood. Smith stated that Driggs had let Hartman use the TV and they decided to pawn it,

they would have gas money. She further advised that they only pawned it for $40.00, so they would be able to get it out and return it to the house,

that Driggs wouldn't be mad. Smith advised that a week or so later, Hartman, took the CD player and gave it to her to sell at Cashland, for more mon

She further advised that Driggs never used the CD player and didn't think she would notice it was gone. Smith was placed under arrest for Receiv

Stolen Property and transported to the Ross County Jail, where she will be held in-lieu of bond. Smith was provided with a written statement form.

Ofc made contact with Hartman at the Ross County Jail, where he is serving time on unrelated Theft charges. Hartman was advised of his Miran

warning and he signed a waiver, stating he understood. Hartman stated his mother, Catrena Driggs traded him the flatscreen TV for a floor model tv,

he didn't think it would be a big deal if he pawned it. Hartman also stated he only pawned it for $40.00, so he would be able to get it out and return it t

Driggs. He further advised that Driggs had already confronted him about the radio and they had worked out a deal, where Smith was suppose to buy

ack and return it. Hartman was provided with a written statement and was advised he was being charged with two counts of Theft.

Ofc contacted Driggs in ref to Hartmans statement that they traded TV's. Driggs stated that, that was a lie. She advised that Hartman had found

free floor model TV but it was to big to fit down the stairs and she told him, he could borrow the smaller TV as long as nothing happened to it. S

Ofc dispatched to Kohls on a theft complaint.

Ofc contacted Phil Coen (employee) who stated he observed a W/F now known as Rachelle Thompson in the jewelry dept selecting and conceali

ewelry. Mr. Coen stated he continued following Ms. Thompson until she passed all points of sale and exited the store without attempting to pay

the jewelry. Mr. Coen stated he then contacted Ms. Thompson and advised her he was Loss Prevention and escorted her back into the LP Office. M

Coen stated she concealed the jewelry in her purse, but dug it out for him. Mr. Coen stated he did not know if that was all she had taken.

Ofc contacted Rachelle Thompson who was Mirandized. Ms. Thompson stated she understood. Ofc asked Ms. Thompson why she was at Koh

today. Ms. Thompson stated she was browsing, and made a stupid mistake. Ms. Thompson stated a "friend" of her's asked her to take items and th

the "friend" was going to reimburse her for the items she took. Ofc located three new shirts without any tags on them inside Ms. Thompson's pur

Mr. Coen located the tags to these shirts inside pockets of shorts in the same area. Recovered were 4 pieces of jewelry and 3 shirts (valued at $60.6

Ofc photographed the merchandise and returned it to Loss Prevention. Ms. Thompson stated she always carries extra shirts with her. Mr. Coen stat

he would follow her from the time she arrived at the store to the time she was stopped on the security cameras and provide that video as soon as it w

available. Mr. Coen provided receipts and stated his statement would be provided as soon as it was available. Ofc advised Ms. Thompson she is n

arred from Kohls and if she returned she would be arrested for Criminal Trespass. Ms. Thompson stated she understood. Ofc arrested Ms. Thomps

for theft and transported her to the Ross County Jail. Ofc advised Ms. Thompson of her court date on 7/25/14 at 9:00 AM and left her in the care

Officer was dispatched to Grandview Cemetery in reference to possible drug activity and alcohol use. Officer arrived and located Dakota Tay

dumping trash from the car on the ground. Officer then saw 14 year old William Scaggs throw a paper cup out of the car and into the tall grass. Offic

contacted the car and found 4 additional teenagers inside the car's back seat built for 3. Officer advised Dakota and William to pick up the trash or

cited for Littering, both complied. Officer advised Dakota the laws on safe traveling with subjects in the vehicle and identified Tori Curtis, Andr

Bircher, Allison Torres and Taylor Scaggs as sitting in the back seat. Officer advised all parties the cemetery closes 30 minutes before dusk and th

were not permitted to remain at the cemetery and gave them all warnings for Criminal Trespass. Officer issued verbal warnings to Dakota and Willi

for the littering. Officer transported William to his house to allow safe driving in the car with Dakota and the remaining passengers. Officer then notif

the all of the parents of the complaint received, who their children were spending time with and the warnings issued. Nothing further needed at this time.
