I was copied on a letter you sent to Janet Smith on April 18 requestingrecords.
There is no "Letter of Reprimand." There is a memo I sent to Public SafetyManager Jack Harris transmitting information for him to act upon. Thatmemo and the follow-up is attached. Your description of it as a "Letter ofReprimand" is incorrect. Please do not characterize the memo as such.

Subject: ANONYMOUS COMPLAINT
_ Attached is a letter l.E£eive<iLa~t Monday night from an attorn~y_for an anony~complainant about a training held for Police Command staff on January 7, 2010. Youand I discussed this complaint on January 27, with the following outcomes:
1. You will address the command staff on Thursday afternoon, February 10, toaccept responsibility for not speaking with the trainer about his inappropriateconduct during the training and re-affirm your long-standing commitment tocreate a workplace based on civil treatment that is free from harassment.
2. You invited me to come and address the command staff. I will come to your nextall-command staff meeting on February 10. I will reiterate your message anddiscuss the importance of each of them, as top managers, taking ownership inspeaking out about inappropriate or uncivil conduct. I will let them know that ifthey are uncomfortable speaking to anyone in-Police command about issues,that I am available to speak with them, or remind them of the availability of theCity's Integrity Line for complaints that go directly to City management and theCity Auditor.
3. You offered to write a letter to the FBI training academy leadership about theconduct of their employee.
4. You are drafting a memo to me that describes the efforts underway in thedepartment now and the efforts you have taken in the past to promote civiltreatment and set expectations for appropriate conduct. That memo will be readybefore February 10.
5. You agreed that you will not tolerate any attempt by anyone to identify and/orretaliate against the anonymous complainant.
Jack, I respect your willingness to accept responsibility for setting a proper tone withyour managers and the entire Police Department. You understand that this unfortunateincident provides an opportunity to reiterate your, and City Management's, ongoingmessage to department managers that each of them has a duty to identify and reportincidents of inappropriate speech or behavior. Through the actions identified here, youcontinue to demonstrate a clear commitment to creating an environment that is freefrom harassment and retaliation. I know that you will continue your efforts with thePolice Department and other areas that you supervise.

I appreciate that you took responsibility forthe conduct in that meeting and that you established clear expectations for the future byyour executive/command staff. As I reiterated in my comments to the group, thereshould be no attempt by anyone to identify who made the complaint, and no retaliation.Thank you for your commitment to this as well. With your fo!lowup with the FBI aboutthe content of their instructor, I consider this issue to be handled appropriately andclosed.
