The City of EmeryvilleLocated on the east shore of the San Francisco Bay in Alameda County, bordered by the City of Berkeley to its north and the City of Oakland to the east and south, the City of Emeryville is strategically located in the center of the Bay Area urban core at the junction of several major freeways, one of the world’s busiest bridges, and the transcontinental rail lines. The City of Emeryville covers 1.2 square miles, has a residential population of approximately 12,000, and a daytime population of approximately 40,000.

From its incorporation in 1896, Emeryville has evolved from an industrial hub to a contemporary city of arts and innovation which continues to evolve and grow into a modern 21st Century urban community with retail, office, hospitality and biotechnology sectors. Emeryville offers a thriving arts community and the Bay Street retail and residential project. The City is home to over 1,000 businesses, including nationally recognized brands Clif Bar, Peet’s Coffee, Novartis, Grifols, Zymergen, Tanium, and computer animation pioneer Pixar.

Emeryville is a charter city with a Council/Manager form of government. The five-person City Council is elected at-large to staggered four-year terms. Elections are held in even-numbered years, and the Mayor and Vice Mayor are selected by the Council Members on an annual basis. Emeryville’s Operating Budget is $82.9 million, which funds 182 FTE employees. Emeryville is a full-service city with Fire services provided through a contract with the Alameda County Fire District. Additionally, the City offers the Emeryville Child Development Center and many recreation programs that are co-located with the Emeryville School District at the Emeryville Center for Community Life.

The Emeryville Police DepartmentThe Emeryville Police Department is a full-service, 24/7, agency that provides law enforcement and dispatch services to the Emeryville community. Services are delivered through 58 total staff, of which 41 are sworn officers and 17 are professional staff. The mission of the Emeryville Police Department is to protect life and property, and to provide a safe respectful environment for people to live, work, and play. It achieves this through professional, proactive, fair and impartial policing in partnership with the community.

The Department is organized in two divisions, the Field Services Division and the Professional Services Division. The Field Services Division primarily entails uniformed patrol services and the Professional Services Division includes the Criminal Investigations Bureau, the Traffic Bureau, Training, Communications, Property and Evidence, and Records.

Challenges and OpportunitiesThe next Chief of Police for the Emeryville Police Department will have a number of identified challenges and opportunities to address:

• The City of Emeryville’s small geographic footprint allows it to deliver police services with fewer limitations, faster response times, and unparalleled customer service. This high level of customer service has historically engendered a great deal of support for the Emeryville Police Department within the community. At the same time, the community expects a high level of engagement with its officers and its Chief including improved transparency of data, policies and practices.

• Emeryville experiences significant property crime, primarily within its retail areas alongside freeways. Along with Emeryville’s significant daytime population, the elevated levels of property crime have caused the need for the Police Department to be staffed and resourced at a level higher than typical for the size of its residential population. Changing economic conditions offer the opportunity for new, creative approaches to service delivery.

• With major freeways running through the City and adjacency to the cities of Oakland and Berkeley, the Emeryville Police Department must rely on interagency cooperation and relationships, as well as effective technology, to provide the best service to the community. There are significant opportunities to leverage technology and data at a higher level and in better collaboration with agency partners.

• The ongoing national dialogue requires a critical examination of policing practices in most all cities including Emeryville. The next Chief of Police will play a pivotal role in this conversation, as well as in leading the Department through this time of change in societal expectations, approaches to policing and resource allocation.

• The physical location of the Emeryville Police Department on the Emeryville Peninsula creates some barriers to effective communication and coordination with the departments located in City Hall. The next Chief will have an opportunity develop stronger ties and connections to other City partners in the delivery of improved service to the community.

The Ideal CandidateIn addition to being ethical, well-qualified, and experienced, the next Chief of Police must possess certain traits that will be essential for success:

• In a smaller department, the Chief of Police must have strong hands-on administrative skills in addition to being a strong collaborator across the City departments to properly manage the Department’s budget, personnel, and other administrative functions.

• The next Chief of Police must be confident, yet humble, and have the knowledge and communication skills to comfortably discuss current issues in policing with anyone, including members of the community, members of the Police Department, the City Manager, and City Council. The community expects a creative, compassionate problem-solver who is committed to open and transparent communication.

• A genuine interest in coaching, mentoring, and developing people will be valuable. The Emeryville Police Department is a relatively young department with abundant potential for professional development and succession planning.

• Strong collaboration and teamwork are needed to achieve success in smaller cities and Emeryville has accomplished much in this manner. The next Chief of Police will have a proven record of succeeding in this type of team environment.

• A successful track record in productive labor-management relationships is needed, as is a leadership style that is open-minded and inclusive. The ideal candidate will always be willing to listen and consider the viewpoints of others.

• A successful chief must be able to balance service to the community, the Police Department, and City Hall. The new Chief will have the opportunity to help grow the next generation of leaders in the Department through delegating some of these responsibilities.

QualificationsAny equivalent combination of experience, education, and training that provides the required knowledge, skills, and abilities is considered qualifying. The following is a typical way to qualify:

Education: Graduation from an accredited four-year college with a degree in Police Science, Criminology, Criminal Justice, Public Administration, or related area, supplemented by training in Police Administration. A Master’s degree is preferred.

Experience: Ten years of experience in law enforcement including at least five years in a supervisory position.

Certification: Possession of a California P.O.S.T. Management Certificate is required.

Compensation and BenefitsThe salary range for the position of Chief of Police is $189,864 - $237,312, with placement in the range dependent on qualifications.

The City of Emeryville offers an excellent benefits package including the following major areas:

• Retirement: CalPERS retirement with 3% at 55 and employee contribution of 13% for Classic members and 2.7% at 57 and employee contribution of 12.25% for PEPRA members. The City does not participate in Social Security, except for Medicare.

• Insurance: Excellent health insurance coverage is available, with employee contribution amounts dependent on coverage, plus City paid dental and vision benefits. The City provides life insurance at a face value equivalent to base salary.

• Leave: Annual leave will be negotiated with the selected candidate. In addition, the City provides 10 days of Administrative Leave for the position of Chief of Police.
