Know your Rights
What if law enforcement officers stop me on the street?
An officer may approach you on the street and ask you questions for any rea-
son. If you are not being detained or are not under arrest, you have the right
to not talk to the officer. If you want to exercise that right, simply ask, “Am I
free to go?” If the answer is yes, you have the right to say, “I do not want to
talk to you” and walk away.
What if officers stop me in my car?
An officer may pull you over while driving only if he or she has reasonable
suspicion that you have committed a crime or a traffic violation. In Colorado,
state courts have made clear that an officer may not pull you over simply to
see your driver’s license. 2 Once you have been pulled over, keep your hands
where the police can see them. Upon the officer’s request you should show
the officer your driver’s license, registration and proof of insurance. 3 Other
than providing the above information, you do not have to answer any ques-
tions. You have the right to say, “I am going to remain silent.” Officers can ask
you to step outside the car, and they may separate passengers and the driver
from each other to question and then compare their answers. As always, every
person has the right to refuse to answer any questions. If you are asked to exit
your car, close the door and lock it. An officer may argue that by leaving an
open door, you consented to the officer searching your car.
Whether you are under arrest or not, if the police see anything indicat-
ing illegal activity in the car in plain view, they may seize it.

What if the officer says that I am not free to go?
If the officer says that you are not free to go, then you are being detained.
In Colorado, a police officer may detain you for a reasonable period of
time if he or she has a reasonable suspicion that you are involved in crimi-
nal activity.4 Being detained is not a full arrest, though an arrest could fol-
low.
In any police encounter, always assert your rights clearly and try to
have at least one witness present. Write down the witness’ names and
phone numbers after the incident.
Do I have to answer the questions asked by officers if I am being de-
tained?
No. Even if you are being detained, you still have the right to remain silent.
You cannot be punished for refusing to answer questions related to sus-
pected criminal activity, and the officer cannot use your silence as a basis
for searching you. If you believe that you are being investigated for or sus-
pected of committing any crime, it is usually best to assert your right to re-
main silent and wait to speak with a lawyer.

Ways to Prevent Your Email from Getting Hacked
Do not open unfamiliar emails. If you open one you think is from someone you know
but realize it’s not, delete immediately. Do not click any links in the message or send the
sender personal or banking information. Once you open that link, your computer could
become infected by a phishing scam and your information stolen.
Install anti-virus, anti-spyware and firewall on your computer and keep them updated.
Automated updates are the ideal choice.
Do not log into your accounts from an untrusted computer (e.g., at the coffee house, li-
brary), or one that you don’t maintain (e.g., friends’ and family’s). Even if you trust your
friends and family, their computer could be infected from spyware.
Make sure your passwords, plus security questions and answers are strong. Every six
months, change your passwords. Never use the same password for different accounts. A
strong password has upper and lower case letters plus numbers and punctuation, forming
a non-English word.
For questions and answers, they don’t have to be true; false information cannot be re-
searched or discovered on your Facebook page, such as the name of “your first pet” when
you never had a pet: “Fuzzie-Glow” — who’s ever going to figure that out?
Find out just how secure your passwords are. Some setups indicate strength with a rating
of “weak” to “strong.” Always choose “strong.” If there’s no rating, go to How Secure Is
My Password to see how fast your account can be hacked.
On the “How Secure” site, don’t type in your actual password if you’re skittish about do-
ing that (even though the site is secure and will never release it anywhere), but type in
something similar. So if your password is “catlover,” type in “horselover” and see what
happens.
Your password should not be on the list of the most popular passwords.

Chief Metz Announces Appointment of New Commander and Executive Leadership Team Changes
Marcus Dudley Appointed to Rank of Commander Chief of Police Nicholas Metz is pleased to announce the appointment of Marcus Dudley to the rank of Commander. He is the second African-American in the department’s history to attain a senior executive position on the department’s command staff. He will oversee the operations of District 2 and command 126 personnel. District 2 provides law enforcement services to Northeast Aurora and is approximately 101 square miles in size with a population of about 95,000 residents. Commander Dudley joined the Aurora Police Department in 1996. During his tenure as a Police Officer he was assigned to Patrol, the School Resource Officer Unit, and the Training Section where he served as a Police Training Instructor. He was later assigned to the Media Relations Unit where he served as one of the department’s public information officers. In 2007 he was promoted to Agent (detective) and was assigned to the Media Relations Unit and the Crimes Against Children Unit. In 2009 Commander Dudley was promoted to the rank of Sergeant. During his tenure as a Sergeant he su-pervised a patrol team and the Intelligence Unit. In 2013 He was promoted to the rank of Lieutenant and was assigned to District 3 as a Watch Commander. In April of 2015 he was selected to serve as the Execu-tive Officer to Chief of Police Metz where he oversaw the operations of the Media Relations and Recruiting Units and the department’s community outreach efforts. Commander Dudley earned a Bachelor of Arts Degree in Business Economics from Bethany College. He is a graduate of Leadership Aurora and recently completed the Senior Management Institute In Policing which was sponsored by the Police Executive Research Forum.
