O n 26th May te n m e m be rs of th e Cam paign w e nt to th e Ge t Cycling Sh ow at Nottingh am R ace course us ing train and bus. Th e trip w as an opportunity to try out a w id e range of d iffe re nt b icycle s, includ ing som e w ack y one s, as w e ll as vis it e xh ib itors and w atch d e m onstrations. Th is is an annual e ve nt so for a flavour of w h at m igh t be h appe ning ne xt ye ar vis it w w w .getcyclingsh ow .info.

Th e first local e ve nt of th e Sum m e r q uarte r w as th e Cam paign’s Fam ily Bik e R id e on 31st May, ope n to m e m be rs and non-m e m be rs alik e . Th e good w e ath e r prom pte d a re spe ctable turnout of 29 cyclists for th is ge ntle 5-m ile m ile circuit tak ing a route along th e canal to

Tapton Lock , up Lock oford Lane and back th rough Tapton Golf Course .

R e ce ntly, conce rn w as raise d about th e d e ve lopm e nt of Plove r H ill Farm , off W e tland s Lane . Th e track into th is farm also provid e s a ve ry use ful acce ss point into th e R oyal H ospital from Brim ington, and s h orte ns th e journe y consid e rable com pare d w ith going righ t around th e s ite to th e m ain e ntrance at Calow .

Unfortunate ly th is track isn't officially a public righ t of w ay and , h ad th e farm d e ve lopm e nt e xte nd e d to include th e track , th e n th is cycle - and pe d e strian-frie ndly acce ss could h ave be e n lost altoge th e r. In ord e r to prote ct against future th re ats, it w ould be b e ne ficial to pre ss for it to be officially d e clare d a righ t of w ay. Th e landow ne r,

A s part of our prom otion of th e Cycle to W ork sch e m e to bus ine ss and oth e r organisations, w e h ave be e n trying to pe rsuad e local councils to s ign up. A part from se tting a pre ce d e nt w h ich w ill m igh t influe nce oth e rs, it w ill h ope fully give th e m a gre ate r ins igh t into road cond itions for cyclists and le ad to be tte r road sch e m e s. Th e installation of a ne w pe d e strian re fuge on Brim ington R oad by D e rbysh ire County Council h as prom pte d a num be r of com plaints by cyclists. More d e tails on page 10.

O n July 26th , alm ost 40 cyclists took part in a 'sustainab ility tour' – a joint e ve nt w ith Transition Tow n Ch e ste rfie ld. Th e tour took in som e of th e tow n's sustainable build ings look ing at th e solar pane ls on Que e ns Park Le isure Ce ntre , a

w ate r w h e e l at Cannon Mill, a living roof on a dom e stic build ing and ground source h e at pum ps at th e Tourist Inform ation Ce ntre .

Cycle path s are b e ing constructe d in th e are a of th e ne w Junction 29 A of th e M1 m otorw ay. Th e road going tow ard s Poolsbrook h as a w id e s h are d path and it continue s around th e ne w roundabouts th at h ave be e n put in for 29 A .

Eve ntually, it w ill link in to th e ne w industrial e state th e re ; som e of th is w ork h as alre ady be e n done but is curre ntly close d off as it is not ye t com ple te .

O n 13th June , an aud ie nce of m ore th an 60 pe ople turne d out to a film scre e ning at th e Ce ntral Me th od ist Ch urch , organise d by th e Transition Ch e ste rfie ld group. ‘Th e Pow er of Com m unity’ film e xplore d h ow Cuba h ad to adapt its w h ole e conom y afte r oil im ports w e re re stricte d w h e n th e USSR collapse d.

Th e Cuban pe ople rapidly d e ve lope d organic urban gard e ns, e xte ns ive public transport, and im prove d re cycling syste m s, and also re d iscove re d a stronge r se nse of local com m unity. Th e film inspire d m uch d iscuss ion about w h at w e could be doing h e re in Ch e ste rfie ld to m ak e our tow n m ore sustainable and re s ilie nt.

O n 14th June , th e Cam paign h e ld a stall and D r Bik e at Que e n's Park Fun D ay. Th e re w e re b ik e s to try out, 'pe dal-pow e re d sm ooth ie s' available and th e re w as a good turnout by both m e m be rs and inte re ste d public. Six ne w m e m be rs s igne d

up on th e day, brie fly tak ing m e m be rsh ip num be rs to a re cord h igh of 29 9 .

O n 20th June around 40 pe ople took part in th e Critical Mass rid e ; an e ve nt w h ich h igh ligh ts cycling and is inte nd e d to d raw atte ntion to th e ge ne ral 'cycle unfrie ndline ss' of urban road s. Th e rid e saw a w id e varie ty of b icyle s includ ing tand e m s, traile rs and re cum be nts.

A fte r th e rid e , som e rid e rs w e nt h om e w h ilst oth e rs continue d on to th e Pe acock Inn at Cutth orpe for th e Cam paign's annual pe a & pie suppe r. In all, a total of about 55 cyclists for both e ve nts on th is day.

If th e y do, th e n w e h ave h ad ind ications th at Ch e ste rfie ld Borough Council m igh t also follow th e ir le ad. D CC is th e H igh w ay A uth ority re sponsible for road sch e m e s in Ch e ste rfie ld, and be tte r ins igh t into cycling w ould h ope fully le ad to m ore w e ll d e s igne d facilitie s.

Th e principle s and be ne fits of th e sch e m e h ave re ce ntly gaine d gre ate r atte ntion w ith in D CC to th e point w h e re th e y are now liais ing w ith councils in D e rby and R oth e rh am , w h o alre ady run Cycle to W ork , to se e h ow th e y could organise it th e m se lve s. Th e y are also look ing at supporting facilitie s; th e s h ow e rs h ave re ce ntly be e n re furb is h e d , th e y h ave tak e n d e live ry of 10 ne w lock e rs and w ant to se t up training to e nsure e m ploye e safe ty.

D uring Bik e W e e k , D CC's e ve nts include d a virtual Tour d e France , w h ich e ncourage d e m ploye e s to contribute to a

colle ctive 'cycle d m ile s' targe t and a cyclists' bre ak fast. Th is ye ar's participation w as a cre d itable 81 and a vast im prove m e nt on last ye ar's 30.

A s part of a targe t se t by th e gove rnm e nt, sch ools are b e ing e ncourage d to d e ve lop Sch ool Trave l Plans (STP) w h ich incre ase th e num be rs of ch ildre n trave lling on foot or by b icycle . Grants are available to participating sch ools of £3,750 for prim ary sch ools and £5,000 for se condary and spe cial sch ools. Th is m one y is usually spe nt on cycle storage and surfacing im prove m e nts. In Ch e ste rfie ld, 30 sch ools alre ady h ave a trave l plan, 5 are producing one and 8 don't h ave anyth ing in place ye t.

O f th e 30 sch ools w ith a STP, 47.2% of pupils w alk to sch ool, but a d isappointing 0.4% cycle w h ich is w e ll be low th e national ave rage . Cle arly m ore ne e d s to be done for cycling and , give n th at m any pare nts' pe rce ption of th e dange r is gre ate r th an th e re ality, som e inve stm e nt in training and safe r route s w ould be b e ne ficial.

Many of you w ill h ave re ad in th e pre ss th at planning approval w as grante d to th e propose d EcoD om e d e ve lopm e nt at Unstone on 19 th May. In actual fact, outline pe rm iss ion h as b e e n in place for som e tim e , and May’s m e e ting consid e re d re se rve d m atte rs for th e first of th re e ph ase s of d e ve lopm e nt.

Th e Cam paign w as invite d to com m e nt on th e planning application by th e Council, and m e m be rs spe nt a s ignificant am ount of tim e re vie w ing th e application and pre paring a re sponse . It w as th e re fore e norm ously d isappointing to d iscove r th at m ost transport is sue s h ad alre ady be e n se ttle d at a 2005 planning m e e ting and th e e ffort w as w aste d.

O ur sugge stions include d d e ve loping cycle route s from Ch e ste rfie ld, and provid ing ne w route s; one alongsid e th e A 61, pote ntially tow ard s D ronfie ld, and one to Unstone .

H ow e ve r, in A ugust w e h ad an opportunity to m e e t w ith th e ow ne r of th e s ite . W e w e re

e xtre m e ly ple ase d to se e th at m any of th e opportunitie s w e h ope d for w ill actually be d e ve lope d on s ite .

A ll e xisting public righ ts of w ay w ill be d ive rte d around th e boudary of th e s ite , w ith th e e xce ption of th e bridle path conne cting Broom bank R oad to H igh gate Lane in D ronfie ld. Curre ntly th is route is virtually uncyclable , but it w ill h ave its surface upgrad e d as part of th e d e ve lopm e nt w h ich s h ould m ak e passage consid e rably e as ie r, alth ough unfortunate ly th e grad ie nt is still fairly ste e p in place s.

Th e footpath paralle l w ith th e A 61 bypass w ill be upgrad e d as a cycle track , w ith im prove d surfacing. A t th e e nd of th e d e ve lopm e nt s ite , w h e re th e boundary turns aw ay from th e A 61 tow ard s D ronfie ld, a 'z ig-z ag' arrange m e nt to th e path is b e ing consid e re d to m ak e th e ste e p grad ie nts a b it e as ie r h e re .

along th e top of th e flood d e fe nce b e s id e th e rive r. Th is w ill allow cyclists to avoid a s ignificant se ction of th e busy Unstone to D ronfie ld road.

Pote ntially, th is could form th e start of a continuous route follow ing th e R ive r D rone all th e w ay into D ronfie ld. H ow e ve r, th is is som e th ing th at w ould ne e d furth e r inve stigation to d e te rm ine w h e th e r it is practical.

O ne of th e m ain d ifficultie s to addre ss is h ow cyclists w ill be able to acce ss th e s ite and th e track s across it. Th e ow ne r ack now le dge s th at th e m ain road to D ronfie ld pre se nts a s ignificant barrie r to w alk ing and cycling and h e h as invite d us to h e lp form ulate a proposal for cycle acce ss. A t th e tim e of w riting, th e Cam paign is re vie w ing planning d raw ings in pre paration for a s ite vis it.

O n 1st July, a planning m e e ting w as h e ld at th e W ind ing W h e e l to consid e r th e application to d e ve lop th e form e r D e m a Glass s ite . Th is w as atte nd e d by m e m be rs of th e Com m itte e . Ch e ste rfie ld Borough Council

planne rs gave an h our's pre se ntation on th e d e ve lopm e nt, stating h ow it m e t all of th e d e ve lopm e nt plans and obje ctive s and w ould be of be ne fit to th e tow n.

No one from th e floor w as allow e d to spe ak unle ss th e y h ad lodge d an obje ction be fore th e m e e ting. Various pe ople trie d (m ainly local re s id e nts) but th e Council re sponse w as th at all of th e ir obje ctions h ad be e n answ e re d pre viously.

H ow e ve r, d e spite planning pe rm iss ion be ing grante d , it ne e d e d to be re fe rre d to th e Se cre tary of State be cause th e inclusion of a Te sco store re pre se nts a d e parture from th e Local Plan. Th is add itional approval w as re ce ive d be fore th e e nd of July.

O th e r th an a vague state m e nt saying th at cycle link s w ould be e nh ance d , th e re w as no ind ication th at any of th e Cam paign's obje ctions or sugge stions h ad be e n consid e re d. H ow e ve r, a Trave l Plan h as ye t to be produce d so w e w ill be aim ing to h ave som e input th e re .

Ne ith e r th e Borough , nor th e County Council w ill tak e re sponsib ility for m ark ing th e cycle lane ove r th e bridge , claim ing th at th e e xisting parape t railings are of insufficie nt h e igh t to guarante e cyclists' safe ty. Ne ith e r, h ow e ve r, w ill e ith e r council provid e an alte rnative route for cyclists to e xit th e tow n ce ntre from th e Mark e t Place to th e south w ith out th e m h aving to use pe d e strian cross ings, or ne gotiate e xtre m e ly busy, h e avily-traffick e d are as.

Th e Cam paign is aw are of th e d ifficulty of cyclists and pe d e strians m ixing as th e y use th e bridge , particularly th e ine xpe rie nce d cyclist, th ose w ith fam ilie s, and th ose lad e n w ith s h opping as th e y re turn h om e . Th e cycle lane e m pow e rs pe d e strians to d ire ct cyclists into th e lane if th ose rid ing ove r th e bridge are inconve nie ncing

th e m . Eve n a d ism ounte d (w alk ing) cyclist tak e s up m ore room th an a pe d e strian, and is b e tte r confine d to th e cycle lane th an trying to w e ave th rough th e pe d e strians.

Cam paign m e m be rs, and all cyclists, are e ncourage d to use e xtre m e care w h e n cross ing th e bridge and use a b e ll or a polite re q ue st to w arn oth e rs of th e ir approach . R e m e m be r th at th e e ld e rly, ch ildre n running fre e ly and th ose w ith push ch airs, e tc., are unable to m anoe uvre q uick ly. W h e n th e bridge is ve ry busy th e n cyclists m ust obe y th e d iscre tionary s igns and D ISMO UNT.

W e look to all m e m be rs to use th e bridge se ns ibly so th at w e can continue to acce ss th is conve nie nt route w ith out inconve nie nce or h ind rance to non-cyclists. W e s h ould also try to d iscourage any cyclist w e e ncounte r us ing th e bridge in a re ck le ss or irre sponsible w ay not to do so for th e ir ow n safe ty, and th e safe ty of oth e rs.

D e rbysh ire County Council (D CC) re ce ntly propose d an e nh ance m e nt of th e cycle provis ion along Brim ington R oad to adjust spe e d lim its and re -m ark ... or so w e th ough t! Plans w e re re ce ive d and th e Cam paign re turne d its com m e nts, ge ne rally favourably.

A d iffe re nt story e m e rge d w h e n th e w ork actually starte d. A djace nt to th e e xit from Tapton Te rrace a w id e re fuge w as built in th e ce ntre of th e road , appare ntly to aid cyclists cross ing. Cyclists trave lling along Brim ington R oad h ave be e n re -route d onto th e pave m e nt around th e ne w pinch -point.

Th e Cam paign fe lt th at D CC m isund e rstood th at Tapton Te rrace w as th e official cycle route w h e n, in actual fact, cyclists us ing th e Trans Pe nnine Trail (Sustrans route 67) s h ould continue straigh t on along Brim ington R oad. W orse th an th at, th e on-off points w e re badly m ark e d , k e rb ing not alte re d and cyclists now h ad to 'give w ay' to re join th e traffic flow .

Follow ing se ve ral m e m be rs' com plaints, th e Se cre tary contacte d D CC only to be d ism isse d w ith talk of h ow th e sch e m e h ad be e n d e vise d by cyclists and th at it w as m uch safe r. A fte r a cam paign of e m ails from m e m be rs D CC agre e d to a m e e ting in Matlock . Th e Se cre tary pre sse d for th e m e e ting to be on s ite w h ich D CC e ve ntually agre e d to.

A t th e m e e ting it rapidly be cam e appare nt th at th e plans th e Cam paign h ad com m e nte d on w e re not th e plans th at h ad be e n finally draw n up! In fact D CC's final plans h ad not e ve n be e n ad h e re d to 'on th e ground ' re sulting in som e dange rous re joins of th e carriage w ay.

A fte r initial h ostilitie s b e tw e e n Cam paign m e m be rs and D CC, a bas is of agre e m e nt w as e stablish e d. D CC officials ack now le dging th at th e sch e m e w as poor.

Th e y agre e d to som e of our proposals to m ak e th e sch e m e b e tte r and w ill be d raw ing up plans to m od ify th e layout. W e aw ait th e ne w plans.

A consortium of partne rs k now n as 'Cycle Pe ak D istrict and D e rbysh ire ' are b id d ing to h old th e 2010, 2012 and 2013 UCI Mountain Bik e Cross Country W orld Cup e ve nts h e re in D e rbysh ire . It's an e xciting proposal w h ich w ill involve not just th e e ve nt itse lf, but a w h ole h ost of cycling upgrad e s.

Th e W orld Cup course w ill be s ituate d at Ch atsw orth on a 6k m spe cially constructe d course to th e north and e ast of th e m ain h ouse .

A longsid e th is w ill be a 'trail le gacy' th at w ill vastly im prove facilitie s th rough out th e county and m ak e D e rbysh ire a m ajor ce ntre for cycle tourism . Th is w ill fe ature :

•Urb an link s to th e countryside . A Gre e nw ay from D e rby city to Bak e w e ll via th e D e rw e nt Valle y H e ritage w ay is a h igh priority but th e plans also include a route from Linacre R e se rvoir to th e Ch atsw orth W orld Cup track .

•M ountain b ik e super routes includ ing a 'trans-D e rbysh ire '

route from Ch e ste rfie ld to Buxton.

•Trail im provem ents com pris ing 80 ind ividual proje cts, surface im prove m e nts and link s to conne ct th e e xisting ne tw ork .

•D evelopm ent of m outain b ik e h ub s w ith facilitie s and inform ation to allow acce ss onto th e trails ne tw ork , includ ing a propose d h ub at Linacre R e se rvoir.

• Im provem ent of th e general m ountain b ik e infrastructure

But th at's not all! Th e propsal also se e k s to raise th e le ve ls of cycling participation in th e are a by supporting cycle training and d e ve lopm e nt includ ing Bik ab ility training, afte r-sch ool clubs, fe stivals and com pe titions, cycling trave l plans, com pany support to buy b ik e s plus m any m ore . A County Cycling D e ve lopm e nt O ffice r w ould also be appointe d to coord inate th e se plans.
