For proposed manufacturing process, PLC / DCS, Auto shutdown, interlock system shall be provided wherever necessary.     Project Implementation Schedule: Approximately two years after getting Environmental clearance from Ministry of Environment, Forests and Climate Change (MoEF&CC). Manufacturing processes In general, manufacturing processes include reaction and separation processes mainly by Reaction, Layer separation, Epimerization, Distillation, neutralization, Hydrogenation, Acidification, washing, crystallization, Filtration & drying. Some products are in liquid state & some are solid state. Therefore drying or solid-liquid separations are involved. The reaction temperatures vary from -40°C to 110 °C while distillation processes are carried out with primary and secondary condensers operating on chilled brine water. The hydrogenation reactors are generally equipped with safety systems to take care for runaway reactions, over-temperature and over-pressure scenarios. For this temperature, pressure indications with alarm and trip interlocks shall be used. All unit processes and unit operations shall be carried out under stringent controls and monitoring systems as well as interlocks, safety devices and instrumentation. DCS / PLC shall be employed to the best possible extent. Storage and Handling of Hazardous Chemicals Details of Hazardous Chemicals inventory and method of storage is given at chapter 2 of this EIA report. Details of product - wise consumption is given as Annexure – 24. All chemicals are stored and handled in accordance with Material Safety Datasheet. MSDS of few chemicals are annexed as Annexure – 33. For proposed expansion, unit shall store and use hazardous chemicals of toxic, flammable and explosive nature in the form of organic and inorganic chemicals as liquids, solids as well as compressed gases. The major hazardous materials, their inventories and their hazardous properties are tabulated in Annexure-26. It should be noted that not all inventory shall be made at a time at site. These materials shall be procured and stored at the site according to requirement of production schedule. Chemicals covered under Petroleum Act, 1934 and rules therein CILT has license and approvals from CCOE (PESO) for bulk storage of Petroleum Class chemicals – Toluene, Methanol and Acetone, HSD for class B and Furnace Oil for class C that come under the purview of Petroleum Act 1934 and rules therein. Copy of license is annexed as Annexure-14. Ethanol and Heptane shall be required to be stored in tanks for new products for which proponent shall obtain necessary amendment in CCOE (PESO) license. Chemicals covered under Gas Cylinder Rules, 2004 and its amendment thereafter and rules therein Presently there is no storage of gas cylinders at the site. For proposed expansion, there shall be storage of Hydrogen gas, HCl gas cylinders, HCFC 22 cylinders and chlorine gas tonners whenever required as per production schedule, for which proponent shall obtain necessary licence under Gas Cylinder Rules, 2004 and its amendment thereafter. Presently the unit is not an MAH installation in accordance to the schedule 3 of MSIHC rules, 2000 and after proposed inventory; it shall not become an MAH installation. Mode of transport: - Majority of raw materials are procured from Ankleshwar and Panoli industrial estates or within Gujarat or from other states and very few are imported through nearby ports. The raw materials are transported conveniently by rail and road as NH-48 passes very near to the estate and Ankleshwar has a railway junction facility with container yard.     Existing scenario :- Existing 119.11 KLD of effluent (85.91 KLD industrial + 33.2 KLD domestic sewage) is treated in own ETP provided with P+S+T treatment with treatment capacity of 220 KLD and treated effluent conforming to prescribed discharge norms is discharged into u/g conveyance pipeline of M/s. Narmada Clean Tech (NCT), Ankleshwar, connected to Final Effluent Treatment Plant (FETP) of M/s. NCT for final disposal in deep sea. Unit has membership of M/s. NCT, Ankleshwar for treated effluent discharge upto 119 KLD. Existing ETP is performing adequately in context of pH, COD and BOD of treated effluent as evident from online monitoring records, analytical results of GPCB sampling, NCT sampling, Environmental Audit reports of last three years as well as EMS adequacy certificate from Environmental Auditor. The results are compiled and presented in chapter 4. Other parameters stipulated in CTO are also found to be within permissible limits in treated effluent. After Proposed Expansion :- (Proposal for ZERO LIQUID DISCHARGE for ADDITIONAL EFFLUENT)

    Industrial effluent generation shall increase from 85.91 KLD to 631 KLD after proposed expansion. This includes effluent from process, utilities and washing.

    Proponent has planned to make the expansion project zero liquid discharge for additional effluent and maintain effluent discharge quantity within consented quantity of 119.11 KLD.

    For this, 306 KLD low COD and low TDS effluent shall be segregated and treated in ETP (By chemical & biological treatment).

    325 KLD High COD and high TDS effluent from process shall be segregated and subjected to Multi-effect evaporation and MEE condensate @ 293 KLD shall be treated in ETP.

    From ETP, 119 KLD of treated effluent shall be discharged into u/g conveyance pipeline of M/s. Narmada Clean Tech (NCT), Ankleshwar, connected to Final Effluent Treatment Plant (FETP) of M/s. NCT for final disposal in deep sea as per existing consent

    Whereas remaining 480 KLD shall be subjected to RO for recycling. Approx. 408 KLD RO permeate shall be available for recycle back to process. RO reject shall be sent to MEE.

    Amendment in Effluent Treatment facility

    Existing ETP having design capacity of 220 KLD shall be appended to 620 KLD by installing Advent Integrated System (AIS) – 400 KLD x 1 no. Specifications and technical details of ETP, RO & MEE are given in chapter 2 of EIA report.

    The proposed new products are of the same category as existing products. Therefore there shall be no significant change in the characteristics of effluent generated from these products as verified by R&D team of CILT through treatability studies.

    Proposed new ETP Advent Integrated System (AIS) shall be capable and adequate to treat effluent within permissible limits for discharge to FETP of M/s. NCT.

    Flue gas and emissions and their control measures Presently flue gas emissions are from Natural gas based boiler for Captive power plant, 2 nos. Furnace oil or Natural gas operated process steam boilers & one no. natural gas based Incinerator. These units are operated with Natural gas hence no APCM is required. Unit has valid CTO for these stack emissions. For the proposed expansion:

    The steam requirement of proposed expansion shall be met with existing boilers and hence no additional boiler is proposed.

    To cater to the need for thermic fluid heating, it is proposed to install 1 no. Thermic fluid heater with capacity 10 lakh kcal/h operated with Natural gas. Hence no APCM shall be required. Adequate stack height with monitoring facilities shall be provided. One no. H.S.D based D.G. set of 1500 KVA is proposed in addition to existing one no. H.S.D based D.G. set of 1250 KVA as stand-by power source for emergency operations. Adequate stack heights of 11 m shall be provided. Process gas emissions and their control measures From Existing products granted for production, there is process emissions of hydrochloric acid (HCl), Chlorine (Cl2) as and when particular product/s are manufactured. Proponent has provided adequate scrubber systems for control of these emissions and their adequacy and efficacy is verified through online monitoring as well as third party monitoring. There shall be process emission of hydrochloric acid (HCl), Chlorine (Cl2) and Carbon monoxide (CO)/ Hydrocarbon (HC) from enhanced production and new product manufacturing. Packed column scrubber systems with sufficient packed bed and suitable packing along with cooling systems are proposed for scrubbing of process gases.     Request letters to M/s. BEIL and M/s. SEPPL for accepting landfill waste at their Ankleshwar TSDF site and incinerable waste at CHWIF site and request letter to M/s. RSPL for accepting additional wastes for co-processing as alternate fuel source are annexed as Annexure – 27. Hazardous wastes covered in Schedule II : - Existing By-products: - Ammonium Sulphate / Ammonia Solution / Sodium Chloride / Sodium Sulfate / Potassium

    Chloride / Potassium Sulfate. For existing products for which capacity enhancement is desired, quantity of by-products generated shall increase. These by-products are sold to actual users who have agreed to purchase the increased quantities after proposed expansion.

    By-products are included in authorization of unit’s CTO as hazardous wastes under Rule 9 of The Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.

    - New by-products to be generated from proposed new products: - Ethanol, Spent Sulphuric Acid-50% and Hydrochloric Acid 30%. Actual users for these by-products are available in nearby estates of Panoli, Ankleshwar and Dahej. Proponent has identified such actual users for selling these by-products and ensure that the actual users have valid authorization as well as compliance for utilization of the by-products under Rule 9 of The Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.

    Solvent Recovery Solvent recovery is done by distillation assembly provided on reaction vessels. After the reaction the un-reacted solvent is recovered by distillation and reused in next batch. Solvent recovery system consisting of packed columns and primary condenser having cooling water circulation and secondary condenser having chilled water or chilled brine circulation. Distillation is carried out at atmospheric as well as vacuum conditions to obtain min. 95% recovery. Proposed new reaction vessels shall also have same facility. Environment Management System

    In order to mitigate the negative impacts, adequate mitigation measures have been proposed during construction, erection and operational phase of the project. EMS adequacy certificate for proposed Environment Management System is annexed as Annexure – 32.

    The unit has an EHS cell to carry out various environmental management measures. Impact Prediction and Assessment for the given project indicates that the project will have negligible impacts

    after mitigation. There shall be economic benefits during all the three phases of the project through employment generation and

    ESR contribution Various recommendations and suggestions have been given by EIA consultant for improvising the mitigation

    measures and proponent has committed to put sincere efforts to include the same to the best possible extent while planning the EMP and allocate sufficient budget for the same.

    Fire fighting Arrangements

    Majority of the production activities are based on PLC/SCADA or manual operation with proper automation and indicators, with least risk factors and in checking hazards and potential risks of emergencies and minimizing chances of hazards due to manual error.The same policy shall be applied to new manufacturing sections.

    All sections of the factory are covered with fire hydrant system. Fire extinguishers are provided at all necessary locations and of suitable type and capacity. Flammable areas are classified as per applicable rules and protected by spark avoidance and flameproof electric fittings. The fire hydrant network shall be augmented as per requirement. Necessary additions of fire hydrant components shall be carried out. Details can be referred at chapter 7.

    The organization has developed an on-site emergency plan to handle emergencies and accidents and upgrades it periodically.

    The proponent is member of Disaster Prevention & Management Centre, Ankleshwar which is equipped with fire tenders and all types of latest firefighting equipment as well as firefighting team.

    It should be noted that the group has been awarded by reputed organizations for maintaining a good level of occupational safety –

    Asia EHS and sustainability Excellence Award Certificate of appreciation from National Safety Council for appreciable achievement in Occupational Safety &
