    PGMA Graces Inauguration ofNew CHED Building

    No other than PresidentGloria Macapagal-Arroyo wasguest of honor during theinauguration of the Higher EducationDevelopment Center (HEDC)Building, the new home of CHED,in the afternoon of August 26, 2009.

    The program started with theunveiling of the HEDC marker byPresident Arroyo assisted byChairman Emmanuel Y. Angeles andCHED Commissioners HadjaLuningning Misuarez-Umar, WilliamC. Medrano, Nenalyn P. Defensorand Nona S. Ricafort. Likewise,during the program, ChairmanAngeles formally took oath beforePresident Arroyo as regularChairman of CHED together withCommissioners Defensor andRicafort who were both re-appointed as Commissioners for asecond term of four years.

    Chairman Emmanuel Y.Angeles presided over the signingceremonies for the Memorandum ofAgreement on the donation by theCommission of its P298,000,000.00Call Center Project to 6 mainbeneficiary State Universities onAugust 12, 2009 at the HigherEducation Development Centerbuilding. The Project facilities shallbe used exclusively for training offuture IT specialists and call centermanagers and agents in support of theBPO Industry.

    The Main site is located at asprawling 2000 sq.m. portion of thePolytechnic University of thePhilippines (PUP). Other satellitehubs are located at TechnologicalUniversity of the Philippines (TUP),Laguna State Polytechnic College,(LSPC) Tarlac State University(TSU), Pangasinan State University,(PSU) and Don Mariano MarcosMemorial State University(DMMMSU).

    The CHED Integrated Multi-Site Business Process OutsourcingIncubation Contact Center (CHEDBPO-ICC) is a government projectinitiated by CHED to generate theoptimum number of employment inthe countryside in the least possibletime and to ensure the globalcompetitiveness and employability oftraining participants by implementinga holistic methodology to fill the voidof qualified manpower for the BPO-CC industry through:

    Enterprise incubation for IncomeGeneration Program (IGP) of theSUC.

    CHED Turns Over BPO Call CenterProject to 6 State Universities

    Transfer of technology to theSUC.

    To improve the competencies ofstudents and graduates in skillsetsrequired by the BPOindustry to increase theiremployability.

    To create a pool of qualifiedmanpower to support thegrowth of the BPO and contactcenter industry

    To enhance the capability ofthe Higher EducationInstitution to developcurricular and continuingprofessional educationprograms relevant to theindustry requirements.

    To institutionalize an enterpriseincubation process thatpromotes the three-foldmission of the StateUniversities and College.

    To enhance the capability ofeducators to teach subjectsthat are relevant to the BPOindustry such ascommunication and languageproficiency, customerapplications, foreign culturesand customs.

    To provide facilities for on-the-job training of students

    To strengthen the academeand BPO industry linkages.

    As project beneficiaries, eachof the 6 State University is obliged tocreate their own ManagementCommittee to oversee and supervisethe project. They are tasked to utilizethe facilities to train future IT specialistsparticularly call center agents andmanagers. Further, the benchmarkingof a standard curricula for the BPOsector will be crafted in collaborationwith the Commission on Information

    and Communication Technology(CICT) and the Business ProcessingAssociation of the Philippines(BPAP).

    The project requires theuniversities to submit Annual Reportson operation and finances to theOversight Committee. TheCommittee is chaired by CHED,together with CICT, BPAP and DTIrepresentatives, whose job is tomonitor and evaluate project facilitiesutilization and compliance by the 6State Universities under the terms andconditions of the donation.

    The project consists of twophases. The First Phase is the pre-operating phase, which includes themobilization activities and thefollowing tasks:

    Planning, Design andConstruction of the proposedPolytechnic University of thePhilippines (PUP) BusinessProcess Outsourcing-IncubationContact Centers (BPO-ICC)building;

    Planning, Design and Retrofittingof BPO-ICC for the remoteSUC Project Locations:

    Technological University ofthe Philippines

    Tarlac State University Pangasinan State University Laguna State Polytechnic

    University Don Mariano Marcos

    Memorial State University

    Supply of hardware equipment(i.e. computer systems andperipherals), provision of BPO-Software Technology, System

    integration, installation, andsetup;

    Supply and Provision ofOutdoor Equipment andService Vehicles; and

    Overall management,methodology, businessdevelopment, training, andoverall BPO conceptual design.

    The Second Phase is theProject Operation phase where atransfer of technology was supposedto be completed in 60 months.

    With the donation, CHED hasnow relinquished handling theoperation of the facility, whichshall be done directly by the 6State Universities.

    The Project was bidded outin 2007 and awarded to theeServices Global Solutions (eSGS).The Commission terminated theservices of eSGS on advice bylegislators that CHED should allowthe SUCs to implement the projectthemselves.

    Chairman Emmanuel Angeles took oath as regular Chairman of CHED as his son,Atty. Martin Angeles looked on. He was joined by Commissioners Nenalyn Defensorand Nona Ricafort, both re-appointed as Commissioners for a second term of4 years,were also sworn in. Family members and close friends of the Commissionersalso joined them.

    Among the guests wereQuezon City Mayor FelicianoBelmonte, Quezon City CouncilorNanette Daza and other diplomaticofficials. The guests were entertainedby Angeles University FoundationPerforming Arts who staged a culturalpresentation during the said program.

    Located inside the UP DilimanCampus, the HEDC is one of the sub-components of the seven investment

    strategies under the Higher EducationDevelopment Project eyed to exertbroad impact in improving highereducation. The HEDC will serve as thephysical nerve center for highereducation development in the country.Aside from CHEDs central offices, theHEDC will also be home to a highereducation virtual library, highereducation management informationsystem, media room, accreditationrooms, technical panel offices, multi-agency project management units,training rooms and accommodationfacilities.

  • A two successive three-dayworkshops on microscale chemistrywere held for chemistry teachers.Approximately 160 chemistryteachers were trained in the use ofthe microscale technique to augmentthe laboratory exercises for the BSChemistry program. The teacherswere taught concepts and hands-onexperimentation using very smallquantities of chemicals.

    The Luzon workshop wascarried out at the University of SantoTomas on October 19-21 while theVisayas and Mindanao leg at theUniversity of San Agustin on October22-24.

    The workshops werefacilitated by Professor Jorge Ibanezof the Mexican MicroscaleChemistry Center at the UnibersidadIberoamericana in Mexico and

    Professor Fortunato Sevilla III of theChemistry Department at theUniversity of Santo Tomas for BSChemistry program teachers.

    Professor Ibanez is aninternationally renowned expert onmicroscale chemistry and a technicalresource person of the InternationalUnion of Pure and Applied Chemistry(IUPAC)the world authority onstandards in the chemical sciences.Professor Sevilla, on the other hand,is long time practitioner of microscalechemistry in the Philippines, and astaunch advocate of do-it-yourselfinstrumentation.

    The techniques that theteachers learned will cut down theassociated costs of conductingexperiments, reduce waste, decreasestudent exposure to toxic substances,simplify laboratory setups and increase

    available time of students for otheractivities.

    The microscale workshopswere financed cooperatively by theCHED, the Science EducationInstitute of the Philippine Departmentof Science and Technology, theForeign Affairs Ministry of Mexico,the Embassy of Mexico in thePhilippines, the University of SantoTomas and the University of SanAgustin.

    Technical and administrativesupport for the workshop wasprovided by the CHED Science andMathematics Unit, the ChemistryDepartments of the University ofSanto Tomas and University of SanAgustin, the Philippine Federation ofChemical Societies, Inc. and theKapisanang Kimika ng Pilipinas.

    Chairman Emmanuel Y.Angeles led the signing of aMemorandum of Agreement grantingOne Million Pesos to each of thethirty-one (31) state universities andcolleges (SUCs) on August 14, 2009at the CHED Central Office, Diliman,Quezon City.

    As part of the fullimplementation of the NationalAgriculture and Fisheries EducationSystem (NAFES), the 31 SUCs,represented by the respectivepresidents, were identified by CHEDas National Universities and Collegesof Agriculture and Fisheries(NUCAF).

    31 SUCs Receive P1M Each from CHEDDuring his opening speech,

    Chairman Angeles congratulated theSUCs forthe cash endowment theyreceived which will fund provisions formore scholarships, facultydevelopment and facilities upgrading.

    However, Chairman Angelessaid that CHED will still monitor theperformance of these SUCs in termsof the number of their graduates whowill pass the licensure examinationsadministered by the ProfessionalRegulations Commission (PRC).

    He added that CHED is stillworking on the revision of the lawrequiring graduates of agriculture and

    fisheries programs to take licensureexaminations to encourage morestudents to take up agriculture andfisheries programs as part of thegovernments food productionstrategy.

    Chairman Angeles furtherencouraged SUCs to strengthen tieswith the Department of Agriculture toorganize a bigger summit that willraise funds for agriculture andfisheries education sectors in thecountry.

    Her Excellency PresidentGloria Macapagal-Arroyo arrived atthe multi-purpose hall of PalatElementary School in Porac,Pampanga in the afternoon of July 13,2009 to award twenty (20) studentstheir certificate of scholarship underthe One Town, One Scholarprogram initiated by PresidentArroyo early this year.

    During the ceremonies, shewas assisted by Secretary EmmanuelY. Angeles, Chairman of theCommission on Higher Education(CHED) in giving out the certificatesto students.

    The scholarships werefunded through CHED and

    distributed to poor but deserving publichigh school graduates who werechosen as their municipalities TownScholar so that they could enroll in astate university or college.

    President Arroyo was warmlywelcomed by a large crowd ofstudents, parents, faculty and municipalofficers who were eager to see andhear her talk about opportunities forstudents and their families in gainingaccess to higher education.

    President Arroyo was in a highto share with the people of Porac howall Town Scholars will each receivea scholarship for a four or five-yearcollege degree program, including freetuition and transportation and related

    allowances, not exceeding P15,000per semester for SY 2009-2010 andevery year thereafter.

    One should, however passthe state college or universitysentrance examination to be qualifiedas a Town Scholar.

    The One Town, OneScholar Scholarship Program is aseparate, special program under theCommission on Higher Educations(CHED) Scholarship Program, thataims to ensure that the best poorpublic high school graduate fromevery municipality, especially thosewho have no financial means, will geta college education.

    Also, this program providesone scholarship for each of the 1,500municipalities/towns in the entirecountry.

It maintainsand supports an integrated, modernizeand rationalize system of agricultureand fisheries education. NAFESunifies, coordinates and improves thesystem of implementing academicprograms and upgrade quality andensure sustainability and global

    competitiveness.The Agriculture and Fisheries

    Modernization Act (AFMA) of 1997(R.A. 8435) seeks to establish anetwork of National Centers ofExcellence (NCEs) and ProvincialInstitutions (PIs) in agriculture andfisheries education. Through thisnetwork, various governmentagencies including the CHED throughthe CHED-NAFES Committee andTechnical Committee were created.

    Last September 2009, 30Filipino registered nurses were sent toJapan for free to undergo a caregivertraining program. This was madepossible under memorandum ofagreement (MOU) signed betweenthe Commission on Higher Education(CHED) and the Japan InternationalCorporation of Welfare Services(JICWELS). The 30 young nurseslooked excited yet anxious for whatare in store for them during the send-off and pre-departure ceremoniesheld at the HEDC Building onSeptember 18, 2009.

    CHED Chairman Angelesexpressed his gratitude to theGovernment of Japan for fostering thepartnership .

    Ambassador MakotoKatsura of Japan attended the eventas guest of honor together withOsama Yoshioka, General Managerof Association for Overseas TechnicalScholarship (AOTS) and otherofficials from the Embassy of Japanand CHED.

    30 Nurses to Train in Japanas Careworkers

    The nurses, most of whomjust passed the recent nursing boardexam,will be trained in aKaigofushishi school, a Japaneseschool which trains caregivers whohave been given permit to train andwork in the said country.

    Coming from differentschools from all over the country,the applicants were carefully andstrictly evaluated by the CHEDOffice of International Affairs basedon their academic standing,physical, mental and psychologicalreadiness to study in a foreigncountry.

    According to ChairmanAngeles, the Philippines is the onlycountry granted by Japan under aneconomic partnership agreement toallow its nationals to study a caregivercourse in Japan and permitted towork as careworker without takingthe certification examination forcareworkers.

    The JICWELS MOU withthe Philippines was signed on June5, 2009 paving the entry of Filipinoswanting to study a careworkercourse in Japan.

    CHED Officials,Japanese Embassy Representatives and members of both local andinternational press agencies joined the 30 Filipino nurses at the send-off and pre-departure ceremonies held at the CHED Function Room on September 18, 2009.

    The signing of the Memorandum of Understanding (MOU) between JICWELS and thePhilippines was held in Sulo Hotel on June 5, 2009.

  • COE Projects get P34MIn its attempt to promote

    excellence in research and improve theinstruction capabilities of highereducation institutions, CHED hasallotted P 43 million for projects tobe implemented by the designatedCenters of Excellence.

    By virtue of Commission enbanc Resolution No. 342-2009, theCHED has approved the budgetallotment for projects in disciplinesnamely: science, informationtechnology and teacher education. Inscience, among the research projectsendorsed by the Technical Panel (TP)

    the following areas were given priority:DNA barcoding of endemic species,nanotechnology, natural productsdevelopment, environmentalmonitoring and mitigation, economicgeology, and climate studies. Ininformation technology and teachereducation, the CHED has approvedallotments for TP recommendedprojects on enhancing instruction viafaculty upgrading, facilities andequipment augmentation, and libraryimprovement.

    Centers of Excellence in thefollowing HEIs will receive funding

    assistance for approved projects: inscienceAteneo de ManilaUniversity (chemistry), De La SalleUniversity (biology and physics),Mindanao State University-Iligan(chemistry), University of thePhilippines-Diliman (chemistry andgeology) and University of thePhilippines-Los Baos (chemistry); ininformation technologyAngelesUniversity Foundation, Ateneo deManila University, De La SalleUniversity, University of thePhilippines-Diliman, University of thePhilippines-Los Baos, and inteacher education.

  • CHED took over thechairmanship of the Asia PacificEconomic Cooperation (APEC)National Monitoring Committee(NMC) from the PhilippineTechnological Council (PTC) in asimple ceremony held at theCentennial Room of the historic ClubFilipino, Greenhills, San Juan, MetroManila on September 3, 2009.

    Chairman Angeles washanded over the Blue Book, RegistryBook, and AERP Emblem as theincoming NMC Chairman from out-going Chairman Engineer Alfredo D.Antonio, PTC President.

    The APEC-NMC wascreated in May 2000 through aMemorandum of Agreement signedby CHED, Professional RegulationCommission (PRC) and PTC. ThePhilippines membership to theAPEC Human ResourceDevelopment Working Group(HRDWG) mandates theparticipating economies to join in theestablishment of a project to assistprofessional engineer bodies tomaintain an APEC Engineer Registerin each economy as a basis of a

    transparent system to facilitate themobility of professional engineers forcross-border practice within theregion.

    The establishment of theAPEC Equivalence and ExemptionFramework requires a nationalindependent authorized body tomonitor and maintain the provisionscontained in the framework

    Chairman Angeles announced

    in his acceptance speech that CHEDwill be implementing variousprograms in line with its modernizationprogram to be conducted in the nextthree to four years. He identified theneed for curricular reforms under theHigher Education ModernizationProgram. This would require massiveinvestments to make higher educationprograms comparable with those ofinternational agreements. Initially, oneof the five year programs to beprioritized includes Engineering andArchitecture.

    CHED has also identified asa strategy in strengthening QualityAssurance Mechanism the creation ofthe Philippine Accreditation Board forEngineering, Computing andTechnology (PABECT) incompliance with the WashingtonAccord and APEC Registry. Otheractivities including the updating ofprofiles of AERP registered engineersthrough a trace project, promotion ofAERP to the Association ofProfessional Organizations (APO) toencourage more membership; andreview or revision the competencystandards will be pursued.

    The Commission on HigherEducation (CHED) is the government bodycovering both public and private highereducation institutions as well as degree-granting programs in all tertiary educationinstitutions in the Philippines.

    The CHED was created on May 18,1994 through Republic Act No. 7722 or theHigher Education Act of 1994. The CHED isattached to the Office of the President foradministrative purposes.

    The creation of CHED was part of abroad agenda for reforms in the countryseducation system, outlined by theCongressional Commission on Education(EDCOM) in 1992. Part of the reform is thetrifocalization of the education managementinto the Department of Education (DepEd) forbasic education, the Commission on HigherEducation for tertiary and graduate education,and the Technical Education and SkillsDevelopment Authority (TESDA) for technical-vocational and middle level education.
