CHED-DSWD Student’s Grant-In-Aid Program for Poverty Alleviation (SGP-PA) The Students’ Grant-in- Aid Program for Poverty Alleviation (SGP-PA) is instituted by the government through CHED in partnership with the DSWD (Department of Social Welfare and Development) and DOLE (Department of Labor and Employment) as a long term mechanism with full commitment to breaking the vicious poverty cycle afflicting the poor but deserving Filipino youth and their families. The SGP-PA has been set in place to contribute to the National Government’s program thrusts that effectively address poverty alleviation by increasing the number of graduates in higher education among poor households, with the end in view of enabling these graduates to attain employment in high- value added occupations, in order to lift their families out of poverty and thereby contribute productively to national development. As stated in the PROPOSED IMPLEMENTATION OF THE CHED-DSWD STUDENT’S GRANT-IN-AID PROGRAM FOR POVERTY ALLEVIATION (SGP-PA), “Essentially, measures need to be taken and sustained to reduce poverty and unemployment in the country. The extent to which poverty may be reduced is to successfully promote education and higher employment (OECD, 2011). Relevant to this, one of the programs of President Aquino is to address the problem of poverty and unemployment which hinder authentic development. In line with this, the government is taking the lead in providing an opportunity specifically to the youth members of the indigent families to acquire a better education systems that is more responsive and relevant. This, in turn, is hoped to help address problems of unemployment and alleviate poverty. In short, investing in youth and giving them a better start in the world of work is one of the priorities. Through the initiative of the Aquino government in partnership with CHED,DSWD and DOLE, the SGP-PA program was conceived.” The Commission on Higher Education is empowered by the government to “develop criteria for allocating additional resources such as research and program development grants, scholarships and other similar programs xxx” (Sec. 8 (i) Republic Act No. 7722). “ Goals/ Objectives The SGP-PA has been set in place to contribute to the National Government’s program thrusts that effectively address poverty alleviation by increasing the number of graduates in higher education among poor households, with the end in view of enabling these graduates to attain employment in high- value added occupations, in order to lift their families out of poverty and thereby contribute productively to national development. The specific objectives of SGP-PA are as follows: 1. Ensure that the grantees are enrolled in selected state universities and colleges duly recognized by the CHED and that they are channeled to the priority programs of the CHED; 2. Ensure that the grantees, in order to maximize their enjoyment of the financial assistance, shall also be extended the needed support that will guarantee the completion of their studies which will qualify them for high value added jobs; 3. Contribute to the inv\crease of the number of enrolment in higher education in line with the national government’s priority degree programs among poor households; and 4. Support college graduates entry to labor markets through placement assistance.

CHED-DSWD Student’s Grant-In-Aid Program for Poverty Alleviation (SGP-PA)

The Students’ Grant-in- Aid Program for Poverty Alleviation (SGP-PA) is instituted by the government through CHED in partnership with the DSWD (Department of Social Welfare and Development) and DOLE (Department of Labor and Employment) as a long term mechanism with full commitment to breaking the vicious poverty cycle afflicting the poor but deserving Filipino youth and their families.

As stated in the PROPOSED IMPLEMENTATION OF THE CHED-DSWD STUDENT’S

GRANT-IN-AID PROGRAM FOR POVERTY ALLEVIATION (SGP-PA), “Essentially, measures need to be taken and sustained to reduce poverty and unemployment in the country. The extent to which poverty may be reduced is to successfully promote education and higher employment (OECD, 2011). Relevant to this, one of the programs of President Aquino is to address the problem of poverty and unemployment which hinder authentic development. In line with this, the government is taking the lead in providing an opportunity specifically to the youth members of the indigent families to acquire a better education systems that is more responsive and relevant. Eligibility requirements for SGP-PA applicants A. General Requirements:

1. Identified as “4P” Beneficiary; 2. Not more than 30 years of age at the tie of selection; 3. Must be physically and mentally fit; 4. Has completed high school and/or equivalent; 5. Must not be covered by other higher education scholarship/grant from public

institutions; 6. Must pass the entrance exam and academic requirements set by the leading

SUCs; 7. Must pass the requirements set by the National SGP-PA Committee; and 8. Must enroll/shift/transfer to CHED priority programs preferably in the leading

identified SUCs most accessible from their residence. PNU AS PARTNER SUC

As one of the as one of the Center of Excellence in the National Capital Region (NCR), The Philippine Normal University (PNU), is a State University (SUCs) identified by CHED as partners in the Scholarship Grant-in- Aid Program (SGP-PA). As a partner institution PNU will:

1.1 Monitor and report the academic performance of the grantees at the end of each

Academic Year until graduation; 1.2 Enter into a Memorandum of Agreement MOA with the CHED; 1.3 Administer admission examination or other appropriate admission requirements in

line with the objectives of the DAP 1.4 Orient SGP-PA beneficiaries on the policies and guidelines and other requirements

of the program; 1.5 Receive the financial benefits from the CHED for Disbursements to the

beneficiaries based on their entitlements under this program. 1.6 Process and release the financial benefits to the Student-Beneficiary; 1.7 Provide for appropriate accommodation such as dormitories or accredited boarding

houses; 1.8 Organize and/or enhance values formation and career guidance programs to

beneficiaries the their families or parents; 1.9 Provide services of Guidance Counselors as needed; 1.10 Inform the National SGP-PA Committee (NSC) about any beneficiary who drops

out due to meritorious reason/s and of a possible replacement who may avail of the program;

1.11 Maintain a separate book of account for the program; 1.12 Facilitate the timely monthly release of financial benefits to the grantees 1.13 Institute a remedial/mentoring program to cater to the special needs of the

grantee prior to the entrance examination 1.14 Submit status and liquidation reports to the CHED.

SGP-PA PNU Program Phases of Implementation Philippine Normal University has packaged a program for student in the SGP-PA program from NCR and Region 4B.

Phase I – Selection and Application Process

Sixty-four (64) applicants from poor households in the 609 focus municipalities covered under the 4Ps (Pantawid Pamilyang Pilipino) of DSWD. Of the 64 grantees, fifty three (53) came from the National Capital Region and 10 grantees from Region IV-B. All of the 64 applicants took the PNU Admission Test, were interviewed and have expressed their interest to pursue a degree in Education were admitted at PNU.

There were 19 males and 45 female grantees. Six (1 male and 5 females) of them were

enrolled as regular students, those with passing scores ( 85 and above). Fifty-four (17 males and 37 females) attended the Bridging Program. Later on during the semester four grantees (1 male and 3 females) dropped.

Phase II – Academic Intervention Program (AIP)

The bridging program called Academic Intervention Program (AIP) includes Reading, Language, Mathematics, Values, Civics and Personality Education was implemented to the SGP-PA grantees. The program was handled by volunteer PNU faculty members. They have prepared module and lessons specifically for the SGP-PA students. The faculty monitored and evaluated the performance of the student scholars.

Fifty-four (54) grantees attended the bridging program for the first semester, SY 2012-2013.

Twenty-nine (29) grantees were assigned in morning session and twenty-five (25) in the afternoon session. AM Group

All grantees of the SGP-PA program, participated in all activities of the University (PNU) including the following:

a. Big Brother & Big Sister Program ( Peer, Body system in Math and Reading) b.Supplemental classes, values formation, leadership training and other learning experiences such

as Field Trip In addition, a coordinator was assigned to monitor and serve as mentor and counselor to the

students in this program. PNUAT was again administered after the Academic Intervention program in October. A significant

difference between the mean scores of the pre AIP and after the intervention program was evident t-test = 6.17 (p < .001). There is a significant difference in the PNUAT mean scores of the SGP-PA students before and after the Academic Intervention/Bridging Program. Students whose PNUAT scores became lower = 12 while Students whose PNUAT scores became higher is 42.

Students who did not pass the first PNUAT but passed the second PNUAT (cutoff = 80) = 12.

These 12 students were transferred to regular sections. The rest were formed into one section. All the grantees were enrolled as regular students with full load (21 units) on their 2nd semester.

2nd Semester courses will be taken during their Summer. The grantees were also given Qualifying examination for their majorship or specialization courses

for their 2nd year. OSASS’s Development Program for the Grantees

Individual Inventory Individual cumulative records of the grantees are kept and updated at the OSSAS. The student records include the information sheet, test records, counseling records, etc. Confidentiality and safe keeping of the records are highly observed. Medical Services The grantees received flu shot. Influenza vaccine administration was held August 2, 2012 at the University infirmary. Regular Counseling/ Meeting Individual and group counseling are made available for the grantees. The assigned counselor, Prof. Leila M. Tiglao attended to the needs of the grantees observing the consultation hours. There are faculty/student-volunteers who regularly meet the grantees for monitoring, updating, socialization, and the likes. This activity aims to help the grantees maximize their personal-social and academic development during their stay at the University.

Personality Enhancement Program The program focuses on addressing the academic, career, and personal-social

development of student-grantees. The program is comprised to 7 –session duration. The counselor has at least 4 hours per

week direct contact with the grantees. The following are the activities: 1. Guidance and Counseling Orientation for Project 102 Student-Grantees; 2. Personal Inventory 3. Routine Interview 4. Counseling 5. Testing and 6. Classroom Guidance/Educational Seminars-

Session 1: Study Skills and Test Skills, Session 2: Resource Management, Session 3: Stress Management, Session 4: Values Reinforcement and Social Graces Seminar, Session 5: Pre-marital Sex Prevention Seminar, Session 6: Problem-solving, Session 7: Goal Setting and Decision-making

Coordination The OSASS coordinates with the faculty concerned, dorm manager, and administrators on matters

concerning the the grantees needs, problems, benefits, privileges, etc.

Finances 1. A student-beneficiary shall be entitled to a maximum of Sixty Thousand Pesos (60,000) grant per school year ( 2 semesters and Summer). The grant shall cover the costs for tuition and other school fees, purchase of textbooks board and lodging, clothing, health and other valid related educational expenses and support services to sustain and enable him/her to complete his/her degree program.

ASSESSMENT

SUMMARY REPORT Study Skills Survey Study skill on taking tests (75%) is the ChEd-DSWD student-grantees’ strength. Generally, they finish tests on time, give their best in answering tests, can predict 50-60 percent of the questions on a test and plan how much time to use on each section of the test. On the otherhand, organizing time (68.75%) is their weak area. They tend to set aside a regular time for studying every day and failed to follow a definite study schedule. Student-grantees are encouraged to gradually shift their focus to remembering, concentration and listening and taking notes skills to ensure effective study habits and obtain good grades.

Learning Style Inventory Majority of the CHEd-DSWD student-grantees are digital learners (43.75%). They listen mostly to reason and logic in what they hear, see or feel. They also tend to communicate by reasoning out logical level. Others are kinesthetic learners (28.13%) - they relate best by “feeling” their environment and they also tend to communicate their feelings to others; auditory learners (12.50%) – they are most sensitive to what they hear around them and they listen best with their ears; visual learners (6.25%) – they mostly use their eyes

to appreciate the world around them and they tend to communicate by making people see their views, they want people to establish eye contact with them when they talk to them; kinesthetic-auditory learners (6.25%) – they are attentive when they are physically comfortable and listen best with their ears; and visual-digital learners (3.13%)- they generally use their eyes to appreciate the world around them and to listen to reason and logic in what they hear, see or feel.

Neuroticism. Majority of the male grantees are generally calm and able to deal with stress, but sometimes experience feelings of guilt, anger, or sadness (Average- 10 or 90.91%). A male grantee as secure, hardly, and generally relaxed even under stressful conditions (High- 1 or 9.09%). Extraversion. Majority of the male grantees are extraverted, outgoing, active and high-spirited. They prefer to be around people most of the time (Low- 8 or 72.73%). Some are moderate in activity and enthusiasm. They enjoy the company of others but they also value privacy (Average- 3 or 27.27%). Openness to Experience. Majority of the male grantees are open to new experiences. They have broad interests and are very imaginative (Low- 8 or 72.73%). Some are practical but willing to consider new ways of doing things. They seek a balance between the old and the new (Average- 3 or 27.27%). Agreeableness. Majority of the male grantees are compassionate, good-natured, and eager to cooperate and avoid conflict (Low- 8 or 72.73%). Some are generally warm, trusting, and agreeable, but they can sometimes be stubborn and competitive (Average- 3 or 27.27%). Conscientiousness. Majority of the male grantees are conscientious and well-organized. They have high standards and always strive to achieve their goals.(Low- 8 or 72.73%). Some are dependable and moderately well-organized. They generally have clear goals but are able to set their work aside (Average- 3 or 27.27%).

Psychological Tests were also taken by the grantees which include the Culture Fair Intelligence Test, and Panukat ng Pagkataong Pilipino. These tests were given during the month of August and September respectively. Below is the summary of the test results.

Intelligence Profile using the Culture Fair Intelligence Test. (CFIT)

The cluster that holds the biggest part of the graph is average (32%), followed by and not very

distant from the clusters of borderline (29%) and below average (27%). The above average cluster and mentally retarded seize the same percentage (5%) and the class of superior obtained the lowest proportion (2%). From the given data we can note that the majority of the respondents fall under the 3 succeeding clusters in the middle which is average - borderline. Though the highest percentage is average, still the great number of respondents that fall under BA – MR needed to be put into consideration and necessary management should be given.

High Percentile Pagkamasikap, Pagkamaramdamin, Pagkamasunurin, Pagkamatulungin, Pagkamaayos, Pagkamahinahon, Pagkamatiyaga The inclusion of the components in the high percentile may indicate that the group has the tendency to strive for excellence including neatness in work and self, regardless whether it involves routinary tasks. The result may also signify that they can easily be aroused to emotions while maintaining composure and likely to be obedient to other people’s demand. Low Percentile Pagkamatalino, Pagkamagalang, Pagpapakumbaba, Pagkaresponsable The incorporation of the components in the low percentile may imply that the group is unlikely to consider self as an intelligent one. UPDATE: PNU-SGP-PA During the second semester of AY 2012-2013 out of the remaining sixty (60) grantees, six (6) stopped from schooling due to some personal and health problem reasons and two (2) were added as grantees. In addition, during this semester, the grantees were given qualifying examination for their majorship or specialization courses for their second year. As of first semester AY 2013-2014 monitoring, there are fifty-six (56) grantees who still avail of the SGP-PA from the original sixty-four (64) enrolled last school year 2012-2013. However, on the 4th of November 2013 monitoring, only fifty-three (53) from the fifty-six (56) enrolled avail the SGP-PA because three (3) students dropped-out due to the following reasons: personal (chose to work, recently got married) and some health-related problems.
