CURRENT SYSTEM DESCRIPTION
The Manatee County Board of County Commissioners (BCC) serves as the Community Transportation Coordinator
(CTC) for Manatee County. The BCC was originally designated as the CTC in October 1990 and gave authority to
Manatee County Area Transit (MCAT) for carrying out the day to day paratransit service activities. MCAT has
continued to serve in this role since the original designation in 1990. MCAT is under the jurisdiction of the Manatee
BCC, and the Transit Division Manager reports to the Director of the Public Works Department. The attached sheet
provides an organizational chart of the CTC and Florida Commission for Transportation Disadvantaged (FCTD)
process.
MCAT is considered a partial broker, but functions as a sole source provider for transportation under the
Transportation Disadvantaged (TD) program. The CTC also contracts with local private nonprofit agencies that
have vehicles for the primary purpose of transporting their own special needs clients. These trips are part of the
coordinated system.
As the CTC, MCAT performs the required elements of coordination for the Transportation Disadvantaged (TD)
program in Manatee County, e.g., Service Planning, Public Information and Marketing, Call Intake, Eligibility
Certification, Reservations, Scheduling, Service Provision, Reporting, Cost-Sharing, and Information Sharing.
On March 1, 2005, the Manatee County BCC elected to discontinue the coordination of non-emergency Medicaid
transportation services under the CTC. As of April 30, 2005, provision of the non-emergency Medicaid
transportation was provided by the Florida Commission for the Transportation Disadvantaged (FCTD). The FCTD
entered into a contract with Transportation Management Services, Inc. (TMS) to provide the Manatee County
Medicaid transportation services; and other agencies serve in this capacity today.
MCAT continues to be the major public transportation provider in Manatee County and strives to improve the
quality of life for County residents and visitors by providing, in a cost efficient manner, a readily-accessible,
intermodal means of mobility, and by providing alternative means of transportation to minimize impacts of traffic
congestion on major roads in Manatee County. MCAT currently operates 23 buses in peak service on its fixed route
system in addition to the Island Trolley system, which uses four (4) peak hour trolley vehicles. Recently added fixed
route services include the North County ConneXion service route, connecting Palmetto to Rubonia, via the US
Highway 41 corridor; and the extension of Route 6 service along the SR 70 corridor to Lakewood Ranch Boulevard
and LECOM. A Tripper bus is provided on Manatee Avenue (Route 3) to accommodate increased ridership, during
the peak travel and tourist season. Complementary paratransit service is provided in the urbanized areas of
Bradenton, Palmetto, Anna Maria, Holmes Beach, and Bradenton Beach utilizing 25 Handy Buses in peak service.
The entire MCAT fleet is equipped with wheelchair lifts or ramps that are compliant with the American with
Disabilities Act (ADA) implementing regulations. Additional TD paratransit service is provided throughout the
remaining portions of unincorporated Manatee County.
MCAT’s objectives are to maintain and improve the availability and efficiency of service, upgrade passenger
service and amenities, maintain facilities and equipment, offer advanced technology, marketing, transportation
planning coordination, and ensure adequate funding and public involvement processes.
MCAT maintains a total fleet of 36 fixed route/trolley vehicles and 29 paratransit Handy Buses. The 84 transit
operators receive cross training on the full array of transit, trolley and paratransit vehicles and have current Florida
Commercial Drivers Licenses (CDL). All drivers are required to have a physical on a bi-annual basis forwarded to
the Florida Department of Transportation (FDOT).

EXHIBIT B PROPOSED PROJECT DESCRIPTION
The proposed project consists of replacement of five (5) paratransit handy bus vehicles at the conclusion of their
useful life allowing Manatee County Area Transit (MCAT) to maintain the existing level of service to clients by
placing more reliable vehicles into service.
The vehicles requested for replacement are two (2) 24’ Chevrolet 4500 Chassis 14,200# GVWR that have an
ambulatory seating capacity of 8-10 and 1-2 wheelchair positions; and one (3) 21’ Chevrolet SPT 12,300# GVWR
that has an ambulatory seating capacity of 8-10 and 1-2 with 1-2 wheelchair positions. The vehicles purchased
would replace older units which will exceed their useful life standard. The project, when awarded, will retire five
(5) vehicles put into service in 2010 and 2011. Each of the five vehicles would have over 200,000 miles, and would
have exceeded the FDOT minimum service life for mileage and/or years in operation when replaced.
Transportation disadvantaged services are available to elderly persons and persons with disabilities from
approximately 5:30am to 7:30pm, six days per week. Complementary ADA paratransit services are available
consistent with the with MCAT fixed-route service, seven days a week. In 2015, there were 2,494 persons served
through the Handy Bus paratransit program, and over 101,854 trips were provided to eligible clients. MCAT also
provides coordinated services with local non-profit agencies through coordination agreements.
Manatee County Area Transit (MCAT) vehicles are maintained by the Manatee County Fleet Services Division.
This fleet service facility is located in the same Public Works administrative complex as the transit facility. The
Fleet Services Division consists of a highly recognized staff and operation, and has received many awards for their
exceptional ability in maintaining the vehicle fleet. The vehicle Preventive Maintenance program is designed to
extend vehicle life, reduce the frequency of unscheduled repairs, and capture the maintenance cost to assist with
evaluating the total operating cost. Most importantly, all Transit and Paratransit vehicles are maintained to prevent
interruptions in service.
Manatee County Area Transit (MCAT) is a division of the Public Works Department in Manatee County
Government, and provides service to the cities of Bradenton, Holmes Beach, Anna Maria Island, Bradenton Beach,
Palmetto and unincorporated Manatee County. Manatee County does not discriminate in the service it provides to
passengers. Service is provided to minority and low-income segments of the population with the same level of
service that is provided to other clients.
MCAT does not use lessee or private operators under contract to provide service. MCAT is the Community
Transportation Coordinator (CTC) for Manatee County, Florida and assumes all responsibilities pursuant to Chapter
427 Florida Statutes and Rule Chapter 41-2 F.A.C.
Section 5310 Grant Application – Evaluation Criteria
Question Related to All Requesting Capital Funds:
1. Is the project to continue the existing level of services, to expand present service, or to
provide new service? How will a grant award be used? How will more hours of service be
provided? Will it expand service to a larger geographic area? Specify the shorter
headways? How many more trips will be provided? Please explain in detail.
The proposed project consists of replacement of five (5) paratransit handy bus vehicles which are at the
conclusion of their useful life. Replacement of those vehicles will allow Manatee County Area Transit
(MCAT) to maintain existing levels of client service to clients by placing more reliable vehicles into service.

Between FY 2014 and FY 2015, ridership levels on the MCAT Handy Bus service increased by 12 percent.
When compared to FY 2013, ridership levels in FY 2015 increased over 20 percent. The demand for
paratransit services in Manatee County has put a strain on the Handy Bus operation and the ability to
maintain high customer satisfaction levels has become increasingly difficult. Average ridership levels have
increased to over 400 daily trips and the agency has been incurring large overtime costs in order to meet
demand. To alleviate some of the burden on operators and staff, MCAT is considering stricter trip
prioritization and TD eligibility procedures. Given the constraints on personnel resources, it is imperative
that staff is operating the most reliable vehicles as any given road call or breakdown could exacerbate
delays, scheduling conflicts, and other operational issues.
2. If a grant award will be used to maintain services as described in Exhibit A, specifically
explain how it will be used in the context of total service.
In FY 2015, MCAT expanded service on the fixed route bus network and new “feeder” paratransit service
was added. In fact, new service was added along US Highway 41 in northern Manatee County and along
SR 70 from DeSoto Station to Lakewood Ranch Boulevard. Growth in the fixed-route service network has
increased the ADA complementary paratransit service area. This grant will help to meet the growing ADA
service needs in that larger service area and will also enhance the availability of vehicles in our fleet for
daily pull-out. As indicated, demand for Handy Bus service continues to grow and there are times where
spare vehicles are insufficient and modifications in daily pick up/drop off schedules are needed due to
unscheduled fleet repairs.
3. Give a detailed explanation of the need for the vehicle and provide evidence of the need.
This request is for $526,080 to replace five (5) paratransit Handy Bus vehicles which will exceed the FDOT
minimum service life for mileage and/or years in operation when replaced. Replacement of these vehicles
at the conclusion of their useful life will allow Manatee County Area Transit (MCAT) to maintain the
existing level of service to clients and ensure reliable service delivery for clients.
As indicated, between FY 13 and FY 15, demand for Handy Bus service increased by over 20 percent.
Also, the MCAT ADA service area is much larger due to the expansion of fixed route services. Lastly,
vehicles in the paratransit fleet are nearing the end of their useful lifecycle and, over time, unscheduled
repairs are increasing which impacts the availability of vehicles to meet the service demand.
4. Will a grant award be used to replace existing equipment or purchase additional
vehicles/equipment? Provide details.
Yes the grant will be used to replace existing equipment (Vehicles). This request is for $526,080 to replace
five (5) paratransit Handy Bus vehicles which exceed the FDOT minimum service life for mileage and/or
years in operation when replaced.
5. Identify vehicles/equipment being replaced and list them on the “Current Vehicle and
Transportation Equipment Inventory” form, provided elsewhere in this manual. See attached form on Transportation Equipment Inventory.
6. Describe agency’s maintenance program and include a section on how vehicles will be
maintained without interruptions in service (who, what, where, and when). Maintenance is provided through the Manatee County Fleet Services Division. The Fleet Services Division
uses a preventative maintenance program that is designed to be performed on rolling stock, with the intent
of maximizing the lifecycle of the fleet, reducing unscheduled repairs, and capturing all cost within the

maintenance management system. The PM (Preventative Maintenance) cycle intervals vary between 4,000
to 6,000 miles. All PM inspections are scheduled 1,000 miles ahead of time to allow for a grace period.
7. If vehicles/equipment are proposed to be used by a lessee or private operator under
contract to the applicant, identify the proposed lessee/operator.
Vehicles will not be leased out or used by a third-party contractor.

8. Each applicant shall indicate whether they are a government authority or a private non-
profit agency. Provide a brief description of the projects which includes the counties
served, whether the applicant shall service minority populations and whether the applicant
is minority-owned.
The applicant is a government authority. The Manatee County Transit Division is an operating division of
the Public Works Department and the governing board is the Manatee County Board of County
Commissioners. MCAT is a division of the County Public Works Department and provides public
transportation for residents and visitors in Manatee County. The County also serves as the designated
recipient of FTA Section 5307/5339 funding and serves as the Community Transportation Coordinator
(CTC), providing fixed-route and demand response public transportation services throughout Manatee
County, inclusive of Title VI communities, services for veterans to Veterans hospitals in Manatee, Pinellas,
and Hillsborough Counties.
9. Agencies receiving Section 5310 funds must collect both quantitative and qualitative data
(detailed in the Threshold Criteria section on page 7) to capture overarching program
information as part of the Section 5310 annual report, Please outline how your agency will
collect the quantitative and qualitative data required as a Section 5310 recipient. i.e What
will the time frame be and how will it be incorporated into program operations? What
tools will be used to collect the data?
Data is collected through paratransit software programs and can be collected upon request, within a two-
week period and up to a thirty (30) day time frame, depending on the level of detail. The tools which are
utilized to collect this data are exported and then formatted in an Excel spreadsheet or data-specific
reporting tools. All data is collected/transmitted via Wi-Fi connection on vehicles including trip manifest
documentation, vehicle/trip mileage, trip type, funding source, and communicated to/from dispatch via
Mobile Data Terminals.
As the CTC for Manatee County, an Annual Operating Report (AOR) is prepared by MCAT staff for
submittal and review by the Transportation Disadvantaged Local Coordinating Board (TDLCB) which
consists of a number of social service organizations whose clients require trips through the coordinated
network of services managed by MCAT, as well as state funding agencies. Those reporting requirements
are comprehensive and inclusive of a variety of service and financial data that will be used to support
Section 5310 reporting requirements.

10. Fully explain Your Transportation Program
a. Service hours, planned service, routes and trip types
Service hours for ADA and Agency trips are a complement to fixed route services, and each trip request
conforms to the days/hours of fixed route service availability. The paratransit service currently consists of
an average of twenty-two (22) daily routes. Trip types include Medical, Dialysis, Life-Sustaining, Casual,
School, Work, Adult Day Facility, Manasota Lighthouse, Food and Nutrition.
In Fiscal Year (FY) 2014/15, MCAT provided a total of 101,800 passenger trips. The vast majority of these
trips are split up between ADA and Transportation Disadvantaged (TD) eligible clients, with ADA
receiving approximately 42 percent of the trips and 37 percent transportation disadvantaged. The remaining
22 percent of trips benefits sponsoring agencies including: Vocational Rehabilitation, Community Care for
the Elderly, and Manasota Lighthouse. Manatee County also provides local funding for area Veterans
requiring medical treatment.
In FY 2014/15, 98% of MCAT trips were provided to the elderly and persons with disabilities. The
remaining 2% of trips serve area Veterans requiring medical services at area Veterans Administration (VA)
Hospitals in St. Petersburg and Tampa. While some of these Veterans also include the elderly and persons
with disabilities, this service is funded by Manatee County as a public service to assist veterans irrespective
of age or disability status, in appreciation for their dedicated service to the Country.
b. Staffing-include plan for training on vehicle equipment such as wheelchair lifts. Etc.-
Staffing includes
The MCAT Fiscal and Managerial oversight features dedicated and competent staff with numerous years
of experience in the operation and administration of Paratransit service. The organizational structure
includes a Transit Division Manager with over 30 years of experience.
A Paratransit Operations Superintendent oversees daily Paratransit operations and provides management
and program administration. Two (2) Operation Supervisors provide direct field oversight for 26 Paratransit
operators. A Paratransit Coordinator, Scheduler, and Dispatcher serve to support daily service provision.
A Transit Mobility Coordinator provides eligibility certification, in-person assessments and transit training
assistance for ADA and TD non-sponsored service applicants.
A Senior Fiscal Analyst and a Safety and Training Coordinator are also dedicated to the Transit Division,
as well as a Logistics Manager and Systems Analyst. A Planning Manager and Transit Planner also provide
support and serve to ensure that the Paratransit section has an opportunity to compete for discretionary
grants, and accurately complete various operating and financial reports, such as those required by the
National Transit Database (NTD).
All operators are required to complete a four-week comprehensive training program which includes
classroom time and in-field supervised driving time. Operator training consists of vehicle equipment,
customer service, sensitivity, blood-borne pathogens, defensive driving, CPR, driver’s manual, and as
needed training throughout the year. In addition, MCAT is proactively implementing an eight-hour annual
“refresher” training courses for all operator supervisors and operators which cover safety training and ADA
policies and procedures.
c. Records maintenance- who, what methods, use of databases, spreadsheets etc.
Records on system performance are maintained by the paratransit administrative team with the support of
the Paratransit Coordinator and customer service staff. Data is generally tracked using scheduling software
and needed information not available through a standard reporting tool is extracted and maintained in

separate spreadsheet and database formats. Quality control of the data is performed daily and activity is
summarized in monthly, quarterly, and annual reports, some of which are used in presentations to the
TDLCB and Manatee County Board of County Commissioners.
d. Vehicle maintenance- who, what, when and where
Manatee County Area Transit (MCAT) vehicles are maintained by the Manatee County Fleet Services
Division. This fleet service facility is located in the same Public Works administrative complex where the
Transit Administration/Opeations facility I slocated. The Fleet Services Division consists of a highly
recognized staff and operation, and has received many awards for their exceptional ability in maintaining
the County’s vehicle fleet. The vehicle Preventive Maintenance program is designed to extend vehicle life,
reduce the frequency of unscheduled repairs, and capture the maintenance cost to assist with evaluating the
total operating cost. Most importantly all transit and paratransit vehicles are maintained to preclude an
interruption in service.
e. CDL requirements-
All Operators are required to have current Florida Commercial Drivers Licenses.
f. System safety plan
An update to MCAT’s System Safety Plan (SSPP) was completed in February 2015. The updated SSPP
includes revisions to the emergency evacuation process, HIPAA requirements, and privacy codes and
procedures among other changes.
g. Drug Free work place
The current Drug Free Workplace and Drug and Alcohol Program complies with FTA implementing
regulations for recipients of federal funding and is administered by the Manatee County Human Resources
Department.

Questions Related to All Agencies Requesting Operations Funds:
1. How do you currently fund the operations of your transit program?
Operations funding for the current Manatee County Transit Division program includes local tax revenues,
state, and federal funding sources including the state Transportation Disadvantaged program, FTA Section
5307, and farebox collections.
2. Why are Operating Funds being requested?
Between FY 2014 and FY 2015, ridership levels on the MCAT Handy Bus service increased by 12 percent.
When compared to FY 2013, ridership levels in FY 2015 increased over 20 percent. The demand for
paratransit services in Manatee County has put a strain on the Handy Bus operation and the ability to
maintain high customer satisfaction levels has become increasingly difficult. Average ridership levels have

increased to over 400 daily trips and the agency has been incurring large overtime costs in order to meet
demand. To alleviate some of the burden on operators and staff, MCAT is considering stricter trip
prioritization and TD eligibility procedures. This grant award will support five (5) additional operator
positions that will be immediately used to meet the demand for paratransit services.
In addition, MCAT currently lacks a mobility manager that is trained and certified in conducting ADA
eligibility determinations. This grant award will further assist MCAT in improving the ADA eligibility
process and assist in ensuring that re-certifications are being completed correctly and in a timely manner.
One additional benefit from the addition of an in-house mobility manager is improved coordination and
communication between the paratransit superintendent, the paratransit coordinator, and Handy Bus
reservationists and customer service representatives.
This request is for 18.51% of the Manatee County Area Transit (MCAT) Paratransit operating deficit of
$2,700,685 which is $500,000. As noted, at this funding level, MCAT can continue to provide the current
level of service and add five (5) additional operators and one mobility manager.
3. If this grant is not fully funded, can you still proceed with this program?
The program will continue but will not be able to fully meet the number of non-sponsored demand response
trip requests. As a result, trip denials may increase and a procedure for prioritizing trips will be required. It
is anticipated that prioritizing trips will impact the ability of some Handy Bus clients to complete their
needed everyday life-sustaining activities.

AUTHORIZING THE SIGNING AND SUBMISSION OF AN ANNUAL GRANT
APPLICATION AND SUPPORTING DOCUMENTS AND ASSURANCES TO THE

WHEREAS, the Manatee County Board of County Commissioners/Manatee County Area Transit (MCAT) has
the authority to apply for and accept grants and make purchases and/or expend funds pursuant to grant awards made
by the Florida Department of Transportation as authorized by Chapter 341, Florida Statutes and/or by the Federal
Transit Administration (FTA) Act of 1964, as amended; and
WHEREAS, the Florida Department of Transportation (FDOT) has the authority to administer FTA Section
5310 Program funding as the Designated Recipient for the Sarasota/Bradenton urbanized area (UZA) as established
by MAP-21.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MANATEE COUNTY, FLORIDA:
1. This resolution applies to Federal Program(s) under U.S.C. Section(s) 5310 Formula Grants
for the Enhanced Mobility of Seniors and Individuals with Disabilities.
2. The Chairperson or in their absence, the Vice Chairperson, is hereby authorized to sign the
application and accept the grant award, and sign a JPA for both capital and operating
assistance funding; and upon JPA execution, staff is authorized to proceed with purchase of
vehicles/equipment and/or expenditure of capital/operating grant funds pursuant to a grant
award, and approved for FY 2016/17 Section 5310 funding, unless specifically rescinded.
3. The BOARD authorizes the Transit Division Manager to sign any and all assurances,
reimbursement invoices, warranties, certification and other documents which may be
required in connection with the application or subsequent agreements.

CURRENT SYSTEM DESCRIPTION
The Manatee County Board of County Commissioners (BCC) serves as the Community Transportation Coordinator
(CTC) for Manatee County. The BCC was originally designated as the CTC in October 1990 and gave authority to
Manatee County Area Transit (MCAT) for carrying out the day to day paratransit service activities. MCAT has
continued to serve in this role since the original designation in 1990. MCAT is under the jurisdiction of the Manatee
BCC, and the Transit Division Manager reports to the Director of the Public Works Department. The attached sheet
provides an organizational chart of the CTC and Florida Commission for Transportation Disadvantaged (FCTD)
process.
MCAT is considered a partial broker, but functions as a sole source provider for transportation under the
Transportation Disadvantaged (TD) program. The CTC also contracts with local private nonprofit agencies that
have vehicles for the primary purpose of transporting their own special needs clients. These trips are part of the
coordinated system.
As the CTC, MCAT performs the required elements of coordination for the Transportation Disadvantaged (TD)
program in Manatee County, e.g., Service Planning, Public Information and Marketing, Call Intake, Eligibility
Certification, Reservations, Scheduling, Service Provision, Reporting, Cost-Sharing, and Information Sharing.
On March 1, 2005, the Manatee County BCC elected to discontinue the coordination of non-emergency Medicaid
transportation services under the CTC. As of April 30, 2005, provision of the non-emergency Medicaid
transportation was provided by the Florida Commission for the Transportation Disadvantaged (FCTD). The FCTD
entered into a contract with Transportation Management Services, Inc. (TMS) to provide the Manatee County
Medicaid transportation services; and other agencies serve in this capacity today.
MCAT continues to be the major public transportation provider in Manatee County and strives to improve the
quality of life for County residents and visitors by providing, in a cost efficient manner, a readily-accessible,
intermodal means of mobility, and by providing alternative means of transportation to minimize impacts of traffic
congestion on major roads in Manatee County. MCAT currently operates 23 buses in peak service on its fixed route
system in addition to the Island Trolley system, which uses four (4) peak hour trolley vehicles. Recently added fixed
route services include the North County ConneXion service route, connecting Palmetto to Rubonia, via the US
Highway 41 corridor; and the extension of Route 6 service along the SR 70 corridor to Lakewood Ranch Boulevard
and LECOM. A Tripper bus is provided on Manatee Avenue (Route 3) to accommodate increased ridership, during
the peak travel and tourist season. Complementary paratransit service is provided in the urbanized areas of
Bradenton, Palmetto, Anna Maria, Holmes Beach, and Bradenton Beach utilizing 25 Handy Buses in peak service.
The entire MCAT fleet is equipped with wheelchair lifts or ramps that are compliant with the American with
Disabilities Act (ADA) implementing regulations. Additional TD paratransit service is provided throughout the
remaining portions of unincorporated Manatee County.
MCAT’s objectives are to maintain and improve the availability and efficiency of service, upgrade passenger
service and amenities, maintain facilities and equipment, offer advanced technology, marketing, transportation
planning coordination, and ensure adequate funding and public involvement processes.
MCAT maintains a total fleet of 36 fixed route/trolley vehicles and 29 paratransit Handy Buses. The 84 transit
operators receive cross training on the full array of transit, trolley and paratransit vehicles and have current Florida
Commercial Drivers Licenses (CDL). All drivers are required to have a physical on a bi-annual basis forwarded to
the Florida Department of Transportation (FDOT).

EXHIBIT B PROPOSED PROJECT DESCRIPTION
The proposed project, consists of operating assistance to support ADA complementary paratransit service provision,
support those eligible Transportation Disadvantage (TD) services which are not currently funded through the
Florida Commission for the Transportation Disadvantaged (CTD), to maintain the existing level of service to clients
by Manatee County Area Transit (MCAT), and for mobility management through the Handy Bus client eligibility
and certification process.
Transportation disadvantaged services are available to elderly persons and persons with disabilities from
approximately 5:30am to 7:30pm, six days per week. Complementary ADA paratransit services are available
consistent with the with MCAT fixed-route service, seven days a week. In 2015, there were 2,494 persons served
through the Handy Bus paratransit program, and over 101,854 trips were provided to eligible clients. MCAT also
provides coordinated services with local non-profit agencies through coordination agreements.
Manatee County Area Transit (MCAT) vehicles are maintained by the Manatee County Fleet Services Division.
This fleet service facility is located in the same Public Works administrative complex as the transit facility. The
Fleet Services Division consists of a highly recognized staff and operation, and has received many awards for their
exceptional ability in maintaining the vehicle fleet. The vehicle Preventive Maintenance program is designed to
extend vehicle life, reduce the frequency of unscheduled repairs, and capture the maintenance cost to assist with
evaluating the total operating cost. Most importantly, all Transit and Paratransit vehicles are maintained to prevent
interruptions in service.
Manatee County Area Transit (MCAT) is a division of the Public Works Department in Manatee County
Government, and provides service to the cities of Bradenton, Holmes Beach, Anna Maria Island, Bradenton Beach,
Palmetto and unincorporated Manatee County. Manatee County does not discriminate in the service it provides to
passengers. Service is provided to minority and low-income segments of the population with the same level of
service that is provided to other clients.
MCAT does not use lessee or private operators under contract to provide service. MCAT is the Community
Transportation Coordinator (CTC) for Manatee County, Florida and assumes all responsibilities pursuant to Chapter
427 Florida Statutes and Rule Chapter 41-2 F.A.C.
Section 5310 Grant Application – Evaluation Criteria
Questions Related to All Agencies Requesting Operations Funds:
1. How do you currently fund the operations of your transit program?
Operations funding for the current Manatee County Transit Division program includes local tax revenues,
state, and federal funding sources including the state Transportation Disadvantaged program, FTA Section
5307, and farebox collections.
2. Why are Operating Funds being requested?
Between FY 2014 and FY 2015, ridership levels on the MCAT Handy Bus service increased by 12 percent.
When compared to FY 2013, ridership levels in FY 2015 increased over 20 percent. The demand for
paratransit services in Manatee County has put a strain on the Handy Bus operation and the ability to
maintain high customer satisfaction levels has become increasingly difficult. Average ridership levels have
increased to over 400 daily trips and the agency has been incurring large overtime costs in order to meet
demand. To alleviate some of the burden on operators and staff, MCAT is considering stricter trip

prioritization and TD eligibility procedures. This grant award will support five (5) additional operator
positions that will be immediately used to meet the demand for paratransit services.
In addition, MCAT currently lacks a mobility manager that is trained and certified in conducting ADA
eligibility determinations. This grant award will further assist MCAT in improving the ADA eligibility
process and assist in ensuring that re-certifications are being completed correctly and in a timely manner.
One additional benefit from the addition of an in-house mobility manager is improved coordination and
communication between the paratransit superintendent, the paratransit coordinator, and Handy Bus
reservationists and customer service representatives.
This request is for 18.51% of the Manatee County Area Transit (MCAT) Paratransit operating deficit of
$2,700,685 which is $500,000. As noted, at this funding level, MCAT can continue to provide the current
level of service and add five (5) additional operators and one mobility manager.
3. If this grant is not fully funded, can you still proceed with this program?
The program will continue but will not be able to fully meet the number of non-sponsored demand response
trip requests. As a result, trip denials may increase and a procedure for prioritizing trips will be required. It
is anticipated that prioritizing trips will impact the ability of some Handy Bus clients to complete their
needed everyday life-sustaining activities.

1. Is the project to continue the existing level of services, to expand present service, or to
provide new service? How will a grant award be used? How will more hours of service be
provided? Will it expand service to a larger geographic area? Specify the shorter
headways? How many more trips will be provided? Please explain in detail.
The proposed project consists of replacement of five (5) paratransit handy bus vehicles which are at the
conclusion of their useful life. Replacement of those vehicles will allow Manatee County Area Transit
(MCAT) to maintain existing levels of client service to clients by placing more reliable vehicles into service.

that staff is operating the most reliable vehicles as any given road call or breakdown could exacerbate
delays, scheduling conflicts, and other operational issues.
2. If a grant award will be used to maintain services as described in Exhibit A, specifically
explain how it will be used in the context of total service.

In FY 2015, MCAT expanded service on the fixed route bus network and new “feeder” paratransit service
was added. In fact, new service was added along US Highway 41 in northern Manatee County and along
SR 70 from DeSoto Station to Lakewood Ranch Boulevard. Growth in the fixed-route service network has
increased the ADA complementary paratransit service area. This grant will help to meet the growing ADA
service needs in that larger service area and will also enhance the availability of vehicles in our fleet for
daily pull-out. As indicated, demand for Handy Bus service continues to grow and there are times where
spare vehicles are insufficient and modifications in daily pick up/drop off schedules are needed due to
unscheduled fleet repairs.
3. Give a detailed explanation of the need for the vehicle and provide evidence of the need.
This request is for $526,080 to replace five (5) paratransit Handy Bus vehicles which will exceed the FDOT
minimum service life for mileage and/or years in operation when replaced. Replacement of these vehicles
at the conclusion of their useful life will allow Manatee County Area Transit (MCAT) to maintain the
existing level of service to clients and ensure reliable service delivery for clients.
As indicated, between FY 13 and FY 15, demand for Handy Bus service increased by over 20 percent.
Also, the MCAT ADA service area is much larger due to the expansion of fixed route services. Lastly,
vehicles in the paratransit fleet are nearing the end of their useful lifecycle and, over time, unscheduled
repairs are increasing which impacts the availability of vehicles to meet the service demand.
4. Will a grant award be used to replace existing equipment or purchase additional
vehicles/equipment? Provide details.
Yes the grant will be used to replace existing equipment (Vehicles). This request is for $526,080 to replace
five (5) paratransit Handy Bus vehicles which exceed the FDOT minimum service life for mileage and/or
years in operation when replaced.
5. Identify vehicles/equipment being replaced and list them on the “Current Vehicle and
Transportation Equipment Inventory” form, provided elsewhere in this manual. See attached form on Transportation Equipment Inventory.
6. Describe agency’s maintenance program and include a section on how vehicles will be
maintained without interruptions in service (who, what, where, and when). Maintenance is provided through the Manatee County Fleet Services Division. The Fleet Services Division
uses a preventative maintenance program that is designed to be performed on rolling stock, with the intent
of maximizing the lifecycle of the fleet, reducing unscheduled repairs, and capturing all cost within the
maintenance management system. The PM (Preventative Maintenance) cycle intervals vary between 4,000
to 6,000 miles. All PM inspections are scheduled 1,000 miles ahead of time to allow for a grace period.

8. Each applicant shall indicate whether they are a government authority or a private non-
profit agency. Provide a brief description of the projects which includes the counties
served, whether the applicant shall service minority populations and whether the applicant
is minority-owned.
The applicant is a government authority. The Manatee County Transit Division is an operating division of
the Public Works Department and the governing board is the Manatee County Board of County
Commissioners. MCAT is a division of the County Public Works Department and provides public
transportation for residents and visitors in Manatee County. The County also serves as the designated
recipient of FTA Section 5307/5339 funding and serves as the Community Transportation Coordinator
(CTC), providing fixed-route and demand response public transportation services throughout Manatee
County, inclusive of Title VI communities, services for veterans to Veterans hospitals in Manatee, Pinellas,
and Hillsborough Counties.
9. Agencies receiving Section 5310 funds must collect both quantitative and qualitative data
(detailed in the Threshold Criteria section on page 7) to capture overarching program
information as part of the Section 5310 annual report, Please outline how your agency will
collect the quantitative and qualitative data required as a Section 5310 recipient. i.e What
will the time frame be and how will it be incorporated into program operations? What
tools will be used to collect the data?
Data is collected through paratransit software programs and can be collected upon request, within a two-
week period and up to a thirty (30) day time frame, depending on the level of detail. The tools which are
utilized to collect this data are exported and then formatted in an Excel spreadsheet or data-specific
reporting tools. All data is collected/transmitted via Wi-Fi connection on vehicles including trip manifest
documentation, vehicle/trip mileage, trip type, funding source, and communicated to/from dispatch via
Mobile Data Terminals.
As the CTC for Manatee County, an Annual Operating Report (AOR) is prepared by MCAT staff for
submittal and review by the Transportation Disadvantaged Local Coordinating Board (TDLCB) which
consists of a number of social service organizations whose clients require trips through the coordinated
network of services managed by MCAT, as well as state funding agencies. Those reporting requirements
are comprehensive and inclusive of a variety of service and financial data that will be used to support
Section 5310 reporting requirements.
10. Fully explain Your Transportation Program
a. Service hours, planned service, routes and trip types
Service hours for ADA and Agency trips are a complement to fixed route services, and each trip request
conforms to the days/hours of fixed route service availability. The paratransit service currently consists of
an average of twenty-two (22) daily routes. Trip types include Medical, Dialysis, Life-Sustaining, Casual,
School, Work, Adult Day Facility, Manasota Lighthouse, Food and Nutrition.
In Fiscal Year (FY) 2014/15, MCAT provided a total of 101,800 passenger trips. The vast majority of these
trips are split up between ADA and Transportation Disadvantaged (TD) eligible clients, with ADA
receiving approximately 42 percent of the trips and 37 percent transportation disadvantaged. The remaining
22 percent of trips benefits sponsoring agencies including: Vocational Rehabilitation, Community Care for
the Elderly, and Manasota Lighthouse. Manatee County also provides local funding for area Veterans
requiring medical treatment.

In FY 2014/15, 98% of MCAT trips were provided to the elderly and persons with disabilities. The
remaining 2% of trips serve area Veterans requiring medical services at area Veterans Administration (VA)
Hospitals in St. Petersburg and Tampa. While some of these Veterans also include the elderly and persons
with disabilities, this service is funded by Manatee County as a public service to assist veterans irrespective
of age or disability status, in appreciation for their dedicated service to the Country.
b. Staffing-include plan for training on vehicle equipment such as wheelchair lifts. Etc.-
Staffing includes
The MCAT Fiscal and Managerial oversight features dedicated and competent staff with numerous years
of experience in the operation and administration of Paratransit service. The organizational structure
includes a Transit Division Manager with over 30 years of experience.
A Paratransit Operations Superintendent oversees daily Paratransit operations and provides management
and program administration. Two (2) Operation Supervisors provide direct field oversight for 26 Paratransit
operators. A Paratransit Coordinator, Scheduler, and Dispatcher serve to support daily service provision.
A Transit Mobility Coordinator provides eligibility certification, in-person assessments and transit training
assistance for ADA and TD non-sponsored service applicants.
A Senior Fiscal Analyst and a Safety and Training Coordinator are also dedicated to the Transit Division,
as well as a Logistics Manager and Systems Analyst. A Planning Manager and Transit Planner also provide
support and serve to ensure that the Paratransit section has an opportunity to compete for discretionary
grants, and accurately complete various operating and financial reports, such as those required by the
National Transit Database (NTD).
All operators are required to complete a four-week comprehensive training program which includes
classroom time and in-field supervised driving time. Operator training consists of vehicle equipment,
customer service, sensitivity, blood-borne pathogens, defensive driving, CPR, driver’s manual, and as
needed training throughout the year. In addition, MCAT is proactively implementing an eight-hour annual
“refresher” training courses for all operator supervisors and operators which cover safety training and ADA
policies and procedures.
c. Records maintenance- who, what methods, use of databases, spreadsheets etc.
Records on system performance are maintained by the paratransit administrative team with the support of
the Paratransit Coordinator and customer service staff. Data is generally tracked using scheduling software
and needed information not available through a standard reporting tool is extracted and maintained in
separate spreadsheet and database formats. Quality control of the data is performed daily and activity is
summarized in monthly, quarterly, and annual reports, some of which are used in presentations to the
TDLCB and Manatee County Board of County Commissioners.
d. Vehicle maintenance- who, what, when and where
Manatee County Area Transit (MCAT) vehicles are maintained by the Manatee County Fleet Services
Division. This fleet service facility is located in the same Public Works administrative complex where the
Transit Administration/Opeations facility I slocated. The Fleet Services Division consists of a highly
recognized staff and operation, and has received many awards for their exceptional ability in maintaining
the County’s vehicle fleet. The vehicle Preventive Maintenance program is designed to extend vehicle life,
reduce the frequency of unscheduled repairs, and capture the maintenance cost to assist with evaluating the
total operating cost. Most importantly all transit and paratransit vehicles are maintained to preclude an
interruption in service.
e. CDL requirements-

All Operators are required to have current Florida Commercial Drivers Licenses.
f. System safety plan
An update to MCAT’s System Safety Plan (SSPP) was completed in February 2015. The updated SSPP
includes revisions to the emergency evacuation process, HIPAA requirements, and privacy codes and
procedures among other changes.
g. Drug Free work place
The current Drug Free Workplace and Drug and Alcohol Program complies with FTA implementing
regulations for recipients of federal funding and is administered by the Manatee County Human Resources
Department.

● The Federal Transit Administration (FTA) Section 5310 Formula Grant Program is a FTA program which provides funding to support transportation services to meet the special needs of the elderly and persons with disabilities.
● The 5310 grants are used by Manatee County for capital and/or operational expenditures to support MCAT Paratransit (i.e. Handy Bus) services. The FDOT serves as the "Designated Recipient" for the FTA Section 5310 Program and eligible applicants must apply to the FDOT for FTA Section 5310 program funding.
● The MCAT FY2016/17 capital assistance application is a request for five (5) Paratransit/Handy Bus vehicles to replace existing vehicles, at the conclusion of their useful life. Total capital cost is $526,080, which reflects a cost sharing comprised of $420,864 in FTA funding (80%); FDOT $52,608 (10%); and Manatee County Transit $52,608 (10%).
● The FY 2016/17 Section 5310 operating assistance application is a request for operational assistance funding with a total value of $500,000 to support the Paratransit/Handy Bus service provision. The total dollar value reflects a cost sharing with FTA comprised of $250,000 (50%) and local share (50%) required to meet grant criteria. The local funding budgeted for the FY 2016/17 Paratransit operations is used for the Manatee County share of costs. Typically, the local share is offset by in-kind eligible expenditures (i.e. Paratransit Operator salaries).
● The FDOT operating funding awarded to Manatee County has ranged between $156,000 and $271,000,
