    Pathways to Housing NY - creator

    Pathways to Housing was founded by Dr. Sam Tsemberis in 1992, and is

    widely credited as being the originator of the Housing First model of

    addressing homelessness among people with psychiatric disabilies.

    The Housing First model is simple: provide housing rst, and then

    combine that housing with supporve treatment services in the

    areas of mental and physical health, substance abuse, educaon,

    and employment. Housing is provided in apartments scaered

    throughout a community. This "scaered site" model fosters a senseof home and self-determinaon, and it helps speed the reintegraon

    of Pathways clients into the community.

    There is growing momentum in the US around Social Impact Bonds, and Pay forSuccess strategies in general. With the New York City Social Impact Bond already

    announced and under way, proponents of the model are hoping to adapt it toproduce positive outcomes in cases of health and the environment as well. Thelatest development occurred on March 25, 2013 and will target Fresno, CA. TheCalifornia Endowment awarded a $660k grant to Social Finance US "to launch ademonstration project to improve the health of low-income children with asthmaand reduce the costs that result from emergency treatments."
