This rule outlines the process and procedures charter schools and sponsors must follow when a charter school is required to develop
and implement a school improvement plan or corrective action.
The rule also outlines the process for charter schools that have received two consecutive grades of “F” to request a waiver of
termination from the State Board of Education.
Charter Schools SupportCharter Schools Required To Submit SIP Plans:
“D” or “F” schools must develop and submit a school improvement plan to sponsor.
Three “Ds”, Two “Ds” followed by “F” or Two “Fs” within three year period must submit a school improvement plan that includes one corrective action.

Sponsor notifies, in writing, each charter school that is required to appear before the sponsor and submit a school improvement plan.

Date, Time and Location of publicly noticed meeting
Director/Principal and Representative of the Charter School Governing Board shall appear before the Sponsor
Meeting shall be held no earlier than 30 calendar days/No later than 90 calendar days after notification is received

Date by which school must submit proposed school improvement plan to sponsor for review – no earlier than 30 days after notification is received
Whether school is required to select corrective action
May be delivered electronically with proof of receipt

Director and Representative of the governing board shall appear before the sponsor at publicly noticed meeting
Director and Representative shall present a school improvement plan that includes, at minimum, the components identified

• Improvement of at least 1 letter grade: NOT required to submit new SIP, but must continue to implement strategies identified in approved SIP and continue to report annually.
Charter Schools SupportApproval Process:
Sponsor shall approve or deny SIP.
Sponsor shall notify the charter school in writing within 10 calendar days of it’s decision to approve or deny the SIP
Sponsor shall deny a SIP if it does not comply with guidelines as outlined in subsection 4 of the rule
If denied, the sponsor shall provide, in writing, specific reasons for denial and timeline for resubmission
Charter School or Sponsor may request mediation if parties cannot agree on SIP

Sponsors shall monitor implementation of SIP
Annually, sponsor shall notify, in writing, each charter implementing a SIP of requirement to appear before the sponsor to present progress information of SIP that includes

for Intensive Reading Instruction
2012 Legislative Session, based on House Bill 5101 regarding extended instruction time beyond the usual school day for students who attend
the 100 lowest performing elementary schools in Florida.
Points for reading performance and for reading learning gains – calculated in the school’s grade based on Spring 2012 grades 3 – 5
FCAT Reading data - were summed for each elementary school, and the schools were ranked from lowest to highest based on the summed
points value for the two components.

Letter to parents/mode of notification explaining the additional hour of intensive reading instruction and enrichment beyond the usual school day
Notification of new opening/closing times for 2012-2013
Entering 4th and 5th graders who scored a FCAT level 5 may opt out. Provide parents with contact info regarding this option.
