1. INTRODUCTION

1.1 PurposeThis methodology serves as the Charlotte RegionalTransportationPlanningOrganization’s(CRTPO)documentforallocating local input points to transportation projects of allmodes (highway, bicycle and pedestrian, transit, rail, andaviation)intheNCDOTPrioritizationprocess.This methodology has been developed to meet therequirements of Strategic Transportation Investments (STI)legislation (HB 817, 2013), which requires that MPOs andRPOs have a process at least two criteria (one must bequalitative)fordeterminingprojectprioritization.ThemethodologywashasbeenupdatedforusebytheCRTPOtoassignitslocalinputpointsinNCDOTPrioritization5.0.

1.2OverviewofPrioritizationProcessNCDOT’s Prioritization Process is a three‐step, data‐drivenprocess to develop the State Transportation ImprovementProgram (STIP) every two years. The STIP is developedthrough NCDOT’s decision‐making tool referred to as thePrioritization process, which is the mechanism for allocatingfundingfromtheSTIlegislation.The NCDOT‐Strategic Prioritization Office of Transportation(SPOT)inRaleighadministerstheprocessbyreceivingprojectsubmittals, scoring each project, and developing the finalproject scores by using the local input point values receivedfrom all MPOs, Rural Planning Organizations (RPOs) andNCDOTDivisionsthroughoutthestate.

 

1.3ProjectEligibilitybyFundingTierTheSTIlegislationfundsprojectsinthreetiers:

StatewideMobility:Projects in this tier receive 40 percent ofavailable revenue throughout NorthCarolina. The project selection process isbasedentirelyondata.StatewideMobilityprojects are not eligible for local inputpoints unless they are unfunded, andcascadeintotheRegionalImpacttier.Eligible projects include Interstate highways, freeways, andother significant roadways on the statewide system; Class IFreight Railroads; and Statewide airports such as Charlotte‐DouglasInternationalAirport.TheSPOTscoreisbasedentirelyuponthequantitativescoreinastatewidecompetition.RegionalImpact:Projects in this tier receive 30 percent of available revenuethroughout North Carolina. Projects within this tier competewithin seven funding regions comprised of two NCDOTtransportation divisions, with funding divided among theregions based on population.Mecklenburg andUnion Countyprojects fall within Funding Region E and projects in IredellCounty are containedwithin Funding Region F. Maps of thetwoNCDOTFundingRegionswithinCRTPOcanbeviewed inthe appendix of this document. Unfunded Regional Impactprojectsareeligible tocascade intotheDivisionNeedstier tobecomeeligibleforthispointassignment.

Quantitative data comprises 70percentoftheprojectSPOTscoresinthis tier. Local input points fromboth the CRTPO and NCDOTDivisions account for the remaining30 percent of the total SPOT score.

The 30% local input point value is split evenly between theMPOs/RPOsandNCDOTDivisions.EligibleprojectsincludehighwayprojectsalongtheUSandNChighwaysystem,freightrailroads,andregionaltransitprojects.DivisionNeeds:Projects in this tier receive 30percent of the available revenue,shared equally over NCDOT’s 14transportation divisions, which aregroupings of local counties.Mecklenburg and Union Countiesare located within NCDOT‐Division10andtheIredellCountyportionoftheCRTPOplanning area is locatedin NCDOT‐Division 12. Maps of thetwoNCDOTDivisionswithinCRTPOcanbeviewedintheappendixofthisdocument.Division Needs SPOT scores are based 50 percent onquantitativedataand50percentonrankingsbylocalplanningorganizations and the NCDOT transportation divisions. The50% local input point value is split evenly between theMPOs/RPOsandNCDOTDivisions.Eligible projects include roadway projects on the statesecondary system, bicycle and pedestrian projects, railprojects,localtransitprojectsandaviationprojects.

1.4TotalNumberofLocalInputPointsEachMPO,RPO,andNCDOTDivisionisallocatedaminimumof1,000 local inputpoints ineachRegional ImpactandDivisionNeedstiers.

PlanningorganizationsandDivisionsreceiveanadditional100points in each Regional Impact and Division Needs tier per50,000 people based upon their 2015 American CommunitySurvey populations. The maximum number of local inputpointsis2,500.The CRTPO receives 2,500 local input points in each of theRegional Impact and Division Needs tiers. In addition, bothDivisions10and12alsoreceive2,500localinputpointswithinthesetiers.AplanningorganizationorDivisioncannotallocatemorethan100localinputpointstoasingleproject.2. DESCRIPTIONOFCRITERIAANDWEIGHTSThemostrecentSPOTOfficestandardsrequireeachplanningorganization to have at least two criteria, with at least onecriteriabeingqualitative.

2.1CRTPOCriteriaOverviewCRTPO‘s project prioritization is inherently linked to thedevelopmentofitsMTPbecauseFHWArequiresconsistencyintheprojectsthatareincludedwithinanMPO’sMTPandTIP.ThedevelopmentoftheMTPisatime‐consumingandthroughprocess,withthedevelopmentofafiscally‐constrainedprojectlist taking up to eight months out of the two‐year MTPdevelopmentprocess.Forthesereasons,CRTPOsoughttousetheexistingMTPrankingprocessasitsprimarymeasureinthesubmission and prioritization of highway projects forconsiderationoflocalinputpoints.PrimaryMeasure:TheCRTPOusesitstwo‐tieredMTPrankingmethodology asaprimary measure for prioritizing roadway projects forconsideration of local input points within the NCDOTPrioritizationProcess.

IntheTierIphase,threecriteriaareusedtoevaluatethe

need for the project using the following quantitativemeasures:

Tier II measures the candidate projects sustainability,

andisacombinationofbothquantitativeandqualitativeanalysis.TierIIcriteriainclude:

o BenefitCostRatioSecondary Measure: The P5.0 quantitative score is used forhighwayprojectsthatarenotincludedwithintheMTPfiscallyconstrainedprojectlist. Highway projects that are not included in the CRTPO’s

fiscally constrained project list are given secondarypriorityoncetheMTPprojectlisthasbeenexhausted.

The P5.0 quantitative score is used to prioritize all non‐highwayprojectsforconsiderationoflocalinputpoints.

2.2DescriptionofCriteriaMeasuresandMTPScores TheCRTPOattemptstolimititsprojectsubmittalsforeach

round of NCDOT Prioritization to those that are includedwithin the most recent fiscally constrained MTP projectlist.

TheMetrolina Travel DemandModel is used to calculateMTP scores for Congestion and Safety within Tier I andBenefit Cost Ratio in Tier II using a similar approach ascalculating the SPOT scores within the NCDOTPrioritizationprocess.

The NCDOT‐Traffic Safety Unit assists in collecting thesafety data for projects in the MTP and calculating thesafetyMTPscoresforcandidateprojectswithinTierI.

A subcommittee of TCC members uses a set of definedcriteria to calculateMTP scores for the remaining Tier IIcriteria.

2.3ModalAllocationofLocalInputPointsThe local input points are divided by mode within each STIcategorybaseduponasetofMPOfundingassumptions.

Regional Impact: 15% of local input points allocated toregional transit and freight rail projects based uponMPOassumptionofanticipatedrevenues.

Division Needs: 20% of local input points allocated toaviation, bicycle and pedestrian, rail, and transit projectsbaseduponMPOassumptionofanticipatedrevenues.

3. SORTINGANDPROJECTRANKING3.1 ProjectSorting Projects will be identified as either highway projects or

non‐highway projects based upon definitions within theSTIlegislation.

ProjectswillbedividedaseitherRegionalImpactprojectsorDivisionNeedsprojects,tocoincidewithhowthelocalpointsareassignedbytheSTIlegislation.

3.2ReasonableChanceforFunding1. For all modes, the project cost to NCDOT and the P5.0

quantitative score will be reviewed to determine theprojectsthathavethemostreasonablechanceforfunding.

3. ProjectswillthenbesortedfirstbyP5.0quantitativescoreandsecondlybythecosttoNCDOT.

4. A thresholdwillbeused todetermine theprojectswithareasonable chance for funding. This threshold isestablished by subtracting themaximum amount of localinputpointsfromtheP5.0quantitativescore.

o Projects that fall below this threshold should notproceedforfurtherevaluation.

3.3LocalInputPointsAssignmentProcess‐HighwayProjectswithin themost currentMTP fiscally constrainedproject list are sorted using the following prioritywithintheRegionalImpactandDivisionNeedstiers:A. MTPhorizonyear:Nearesthorizonyearreceives the

highestpriorityofreceivinglocalinputpoints.B. MTPscore: Projectswill be sorted fromhighestMTP

score as a secondary variable. This is the two‐tieredscoreoutofapossible300points.

C. P5.0quantitativescore:Projectswillbesortedbythehighest P5.0 quantitative score. This measure will beused if there are local input points available after thepointassignmenttoprojectswithinthecurrentMTP.

3.4LocalInputPointsAssignmentProcess–Non‐Highway In order to ensure that non‐highway projects are

consistent with locally adopted plans, a qualitativescreeningisusedforeachprojectpriortoitssubmittalinP5.0.

The P5.0 quantitative score is used to rank allnon‐highwayprojectsbeingconsidered for localpointassignment.

The Non‐highway project with the highest P5.0quantitative score in eachmode for each tier receives100localinputpoints

After the highest scoring project in each mode isassignedpoints,allnon‐highwayprojectsregardlessofmode will be resorted and the non‐highway projectwith the next highest P5.0 quantitative score willreceives100localpoints.o If no other non‐highway projects are available,

then the points would be allocated to CRTPOhighwayprojects.

3.5ExampleofLocalInputPointAssignmentAnexample isprovidedonpage6usingexampleprojectstoillustratehowtheCRTPO’slocalinputpointsassignmentisconductedbaseduponitsmethodology.

The example is divided between Regional ImpactandDivisionNeedsprojects.

Highway projects have been recommended forlocalinputpointsassignmentintheexamplebaseduponsection3.3of thisdocument,andsection3.4fornon‐highwayprojects.

The total number of local input pointsrecommended in the example should equal thevalues identified within section 2.3 of thisdocument.

4. LOCALPOINTASSIGNMENTRULESANDGUIDELINES

ThepurposeofthissectionistostatetheCRTPO’sorganizationmethodsandrulesforassigningitslocalinputpoints. Themaximumavailablenumberoflocalinputpointswill

be allocated to each project tomake the SPOT score ascompetitiveaspossible.o Eachprojectwillreceiveamaximumof100local

pointsorwillnotreceiveanylocalinputpoints o Theassignmentoflocalpointstoaprojectthat

crossesMPOboundariesmaybebasedonaproportionateshareoftheprojectmileagewithintheCRTPOandafterconfirmationfromtheadjacentMPO’sorRPOthattheywillassignproportionatepointstotheproject. Amulti‐MPOprojectexampleisshownbelow:

Localpoints from theDivisionNeeds tier shouldnotbe

applied to unfunded Statewide Mobility projects thatcascadeintotheDivisionNeedstier.

Coordinationwith theNCDOT‐Division10 and 12 staffswilloccurasCRTPO’s localpointsarebeingallocated inanefforttoensurethatmutualassignmentsoflocalinputpointscanoccurtothegreatestdegreepossible.

Final point assignments submitted to the NCDOTStrategic Prioritization Office (via SPOT On!ine) mustbeadoptedbytheCRTPOBoard.

5. PUBLICOUTREACHANDSCHEDULE

5.1CRTPO’sPublicInvolvementPlanTheCRTPO’sPublicInvolvementPlanspecifiesstrategiesforpublicoutreachduringthelocalinputpointassignmentphasesoftheTIPdevelopmentprocess. A minimum 14‐day public comment and review period

shouldbeheldfortheproposedlistofprojectstosubmittoNCDOTfortheTIPDevelopmentprocess.o A 30‐day comment period is desirable if CRTPO

meeting schedules andNCDOTmilestones allow forthistimeframewithinthisphase.

Thepubliccommentperiodshouldbeannouncedbyusingmediareleases,newsletterarticles,socialmediapostsandtheCRTPOwebsite.

Residents may attend the CRTPO Board meeting toprovide comments on the draft list of projects proposedforlocalinputpointassignment.

Staffshouldsummarizethepubliccommentsreceivedonthe draft list of projects proposed for local input pointsassignment and post a summary on the CRTPO’s TIPDevelopmentwebpage.o A summary of public comments received should be

presented to the TCC and MPO during theendorsementpresentations.

7. APPENDIX

7.1GlossaryCascade: If aproject inaspecificSTIcategory isunfunded intheTIP,theprojectistheneligibleforlocalinputpointsinthenext tier. An example of cascading would be a StatewideMobility project that is unfunded in the TIP, would then beeligibleforlocalinputpointsintheRegionalImpacttier.

Local Input Points: The STI legislation allocates local inputpoints to MPOs, RPOs and NCDOT Divisions as a method toimprove the score of transportation projects when coupledwith the P5.0 quantitative score. The STI legislation requiresMPOs, RPOs and NCDOT Divisions to have an adopted localinputpointsmethodology.

Metropolitan Transportation Plan (MTP): The officialintermodaltransportationplanthatisdevelopedandadoptedthrough themetropolitan transportationplanningprocess forthemetropolitanplanningarea.CRTPO’sMTPmethodologyisused as the primary criteria for nominating projects andallocatinglocalinputpoints.

MTPHorizonYear:FederallawrequiresprojectsintheMTPtobecategorizedbyfinanciallyconstrainedhorizonyearstocomplywithrequirementsforairqualityconformityanalysis.

NCDOTPrioritization:TheprocessthatNCDOTundertakeseverytwoyearstodeveloptheSTIPinacollaborativeanddatadrivenprocessworkingwiththeMPOsandRPOsthroughoutthestate.

P5.0quantitativeScore:Thescorecalculatedforeachtransportationprojectusingtechnicaldataspecifictoeachmode.Thequantitativescorecomprises70%oftheRegionalImpactfinalscoreand50%oftheDivisionNeedsfinalscorewiththeremainderofthescoredeterminedbylocalinputpoints.

Public Involvement Plan (PIP): FHWA requires MPOs todevelopthat identifiesstrategiesandtechniquesforresidentstobeinvolvedinthemetropolitanplanningprocess.

SPOT Office: The NCDOT‐Strategic Prioritization Office ofTransportation (SPOT) in Raleigh administers the process byreceiving project submittals, scoring each project, anddeveloping the final project scores by using the local inputpoint values received from all MPOs, Rural PlanningOrganizationsandNCDOTDivisionsthroughoutthestate.

STILegislation:Statelegislation(136‐189.10)passedin2013thatbasedtheallocationoftransportationfundstoprojectsonadatadrivenapproach.

TIP: A staged, prioritized, multi‐year intermodal program oftransportation projects, prepared in each metropolitan area,which is consistent with that area’s metropolitantransportationplan.EachmetropolitanTIP is incorporated inits entirety into the STIP. CRTPOworks collaborativelywithNCDOT through theprioritizationprocess every twoyears todevelopitsTIP.
