On behalf of the men and women of the Charleston County Aviation Authority Department of Public

Safety, it is a distinct pleasure to present the 2015 / 2016 Annual Report. As we reflect upon another successful

year, we would like to extend our thanks and appreciation to the Charleston County Aviation Authority Board

of Commissioners, the Airport Director and staff, and the citizens and airport tenants for your continued

support of the agency. As an official report, it is statistical in nature and, as such, does not capture the

personality of this agency.

As in past years, the men and women of the Charleston County Aviation Authority Department of Public

Safety continue to demonstrate an excellent degree of dedication, dependability, and collective desire to provide

a higher level of professional service to the airport community by volunteering their time and efforts in support

of community projects, the Agency, and the Authority. They remain constant in the face of an ever-changing

environment and make every attempt to ensure every airport customer receives the highest level of protection

possible. We remain prepared for whatever changes and challenges the next year shall bring.

As the Aviation Authority Department of Public Safety prepares to go forward into another fiscal year,

new challenges will require every effort for success. “To Protect and Serve” the community is the very theme

of the agency mission. Through efficient and effective use of resources, the Department of Public Safety seeks to

aid the traveling public, while remaining accountable to the organization and citizens we serve.

Finally, I want to thank all the members of the Charleston County Aviation Authority Department of

Public Safety for their dedication, professionalism, and hard work to proudly serve the citizens of the Airport

Department of Public Safety Mission Statement

To protect and serve the citizens utilizing the Authority’s three airports

Department of Public Safety Goals

To insure compliance with Federal Civil Aviation Rules and Regulations pertaining to

security mandates as set forth by the Transportation Security Administration.

To insure compliance with standards set forth by the South Carolina Police Accreditation

Coalition (SCPAC).

To educate tenant employees utilizing the facilities of the Charleston County Aviation

Authority in the prevention and detection of criminal offenses and suspicious activities.

To promote continued, quantifiable training, and procedures to enhance the quality of

service to the traveling public.

Currently, the work schedule for the Police Department consists of two twelve-hour shifts in a fourteen-day pay

period. Fully staffed, the agency employs four rotating shifts in a 28-day rotation. Shift hours are 0700 – 1900

hours and 1900 – 0700 hours. Patrol shifts rotate every 28 days. Shift supervisors are authorized to use

overtime to maintain minimum staffing levels when necessary.

Complaint Investigations

It is the policy of the Charleston County Aviation Authority Department of Public Safety to investigate all

complaints made against any of its employees. The summary of complaint types is the numerical classification

for each type identified as reported by the agency. Adjudication of each complaint is not reflected in this

summary. The agency’s complaint system ensures the recording and investigations of all complaints are

maintained and reported pursuant to policy.

Citations & Arrest

The Communications Center handled over 125,088 calls for service during the fiscal year. This summary

reports only the total number of traffic citations (Uniform Traffic Citations and Warning Tickets) issued, and in-

custody arrests made by sworn officers, listing GENDER and ETHNICITY of the offender. This information is

compiled for internal review purposes only, and is intended to evaluate agency performance regarding

enforcement related activities.

Critical Incident Summary

During Fiscal Year 2015 / 2016 the Charleston County Aviation Authority Department of Public Safety,

expended 164 working hours in support of the special operations and events conducted on Aviation Authority

property. In many cases, the Charleston County Aviation Authority Police Department, in coordination with

Local, State, and Federal agencies, provided escort and security for VIPs arriving and departing Authority

property.

Traffic Counts

Traffic counts measuring volumes of traffic within the Authority’s road complex are conducted quarterly.

Traffic volumes provide indicators of roadway usage and established traffic patterns via specific days of the

week. This information is correlated with traffic accident information to establish enforcement patterns to

reduce accident trends and to facilitate the safe movement of vehicles on the Authority roadways.

Traffic estimates are factored using the data collected between traffic counter locations. The selected traffic

counter locations attempt to provide an accurate assessment of vehicle traffic using Authority roadways for

airport business rather than a means of convenience for personal travel.

In Fiscal Year 15/16, 228 vehicular accidents occurred on Authority property and roadways. Enforcement

actions by the Department included the issuance of 527 Uniform Traffic Citations and 439 Warning Citations.

Of the 228 reportable accidents during this reporting period, forty-one (41) involved injury.

The Airport Department of Public Safety maintained an overall clearance rate of 97.7 per cent for all reported

criminal activities during the FY 15/16. This fiscal year the Authority Department of Public Safety generated

2,662 South Carolina State Incident Reports. The reduction in Calls for Service stems partially from eliminating

duplicate reporting of non-criminal events. Historically, the Agency initiated State Incident Reports on events or

incidents not related to law enforcement or reportable to the State. Other departments within the Authority often

duplicated these events in their own in-house reports. With airport growth, personnel increases, and around the

clock coverage by these departments, police officers can better focus on security and law enforcement aspects

of their duties and responsibilities.

Passenger Enplanements

The Operations Department collects passenger enplanement numbers from tenant air carriers for the Aviation

Authority. These numbers are utilized to gauge the effectiveness of services provided and/or operations inherent

with handling large volumes of passengers.

The Aviation Authority Department of Public Safety monitors criminal trends and influences that illegal

activities can have on the aviation traveler in order to provide adequate levels of protection and services. The

Authority Department of Public Safety is an active participant in planning and providing support services

regarding anticipated passenger trends or special events. The Department of Public Safety provides crime

prevention information for expansion projects initiated by the Aviation Authority.
