Attendance Procedures
1. Attendance will be taken by the teacher on the computer within the first 15 minutes of each period.
2. If a student arrives after 7:35 a.m. the student should report directly to the attendance office for a tardy slip.
3. When students come late to class, the teacher will check the validity of the tardy and then change the unverified absence to either excused tardy or unexcused tardy. Teacher will note the time of arrival in the comments section. This will be done by or at the end of the period.
Note: If the student is late because they are just arriving at school, the teacher will make sure they have checked in and have received a pass from the attendance office.
Consequences for unexcused tardies are cumulative for all classes per semester as follows:
• Third offense: Phone call home warning of potential consequences • Fourth – Sixth offense: After school detention • Seventh – Eighth offense: 2 hours Saturday school • Ninth or more offenses: 4 hours Saturday school (additional consequences may apply)
Student drivers may face additional consequences to include:
• Seven unexcused tardies: 3 day loss of parking privileges • Eight unexcused tardies: 5 day loss of parking privileges • Nine unexcused tardies: Loss of parking privileges for the semester
Code of Behavior:
The school must seek to protect the rights of all young persons to an education and provide safeguards for the health, safety, and rights of the individual student. In establishing an orderly school environment, the school has the right to expect reasonable and self-disciplined behavior from each student. Students will assume the responsibility for learning and will exhibit conduct
that does not infringe upon the rights of another. The Prince William School Board holds all students responsible for appropriate conduct as defined in the Prince William County Public
Schools Code of Behavior, which can be accessed at pwcs.edu.
All students are oriented to the Code of Behavior and are able to access via the internet at pwcs.edu. Parents should read the Code of Behavior to view the complete
description/explanation of infractions and student conduct. A limited number of paper copies are received by each school.
AdministrativeMeasures
StudentRemovalfromClass
Astaffmemberwithdocumentedattemptsofcorrectionmayrequestadministrationremoveastudentwhoisrepeatedlydisruptivefromthatparticularclass.Theprocessforremovalfromclassisonacase-by-casebasis.Resolutionwillbedeterminedinacollaborativemannerbystaffandadministration.
AfterSchoolDetention
DetentionwillbeheldonThursdaysfrom2:20until4p.m.Studentsmustmakearrangementsfortransportationhomefromdetention.
SaturdayDetention
SaturdaydetentionwillbeforfourhoursasdesignatedbytheadministratorinchargeofSaturdaydetentions.
Out-of-SchoolSuspension
Forthemostegregiousviolationsofschoolrules,astudentmayreceiveout-of-schoolsuspension.Whensuspendedoutofschool,thestudentmaynotbeonanyPrinceWilliamCountySchoolproperty,includingafterschoolactivities.InextremeinstancesofCodeofBehaviorviolationsand/orinconjunctionwithoutofschoolsuspension,aPrincipal'shearingmaybeheld.TheprincipalmayrecommendtothePrinceWilliamCountyHearingOfficer,longtermsuspensionand/orexpulsionbasedonthespecificsoftheoffense.
ActivityProbation
Studentswhoviolateschoolpoliciesmaybeplacedonactivityprobation.Activityprobationprohibitsstudentsfromattending/participatinginafterschooland/orextracurricularactivitieswithoutprior
approvalfromhisorheradministrator.Thisprobationisassignedbytheadministratoronacase-by-casebasisforvaryinglengthsoftime.
CodeofBehaviorInfractions
Bullying
Eachschooliscommittedtocreatinganenvironmentinwhichstudentsarefreefrombullying.Studentsarestronglyencouragedtoreportincidentstotheschooladministration.Theschooladministratorwilltakeappropriatestepstorespondquicklyanddecisivelytostudentreportsofbullying.Studentsmayusetheforminthe“CodeofBehavior”toreportincidentsofbullying.Thisincludescyberbullying.
CareofSchoolProperty
Astudentisrequestedtotakeappropriatecareofandnotdamageordefaceschoolpropertyorpersonalbelongingsofothers,suchas,butnotlimitedtolockers,books,furniture,tools,computersandotherelectronics,cabinets,etc.Astudentwholosesordamagesschoolpropertyorequipmentwillberequiredtopay,correct,orreplacelostordamageditems.Verifiedactsofvandalismcouldresultinschooland/orcourtaction,aswellasarequestforrestitution.

CheatingandplagiarismareviolationsoftheColganHonorCode.Studentsareresponsibleforneithergivingnorreceivingassistance,written,oralorotherwise,inanyassignmenttobegradedastheworkofasingleindividual.Studentsareresponsibleforgivingduerecognitionofsourcesfromwhichmaterialisquoted,summarized,orparaphrased.Thisincludespersonswhohaveprovidedassistance.Cheatingisdefinedascopyinganotherstudent’swork,allowinganotherstudenttocopywork,communicatingaboutatestduringoraftertestadministration,orplagiarizing.ThisincludesplagiarizingsourcesfromtheInternet.Studentscaughtcheatingaresubjecttoazeroontheassignmentand/oradisciplinaryreferraltotheoffice.

DisplaysofAffection
Inappropriatedisplayofaffectionwillbehandledatthediscretionofanadministrator.
Disrespect/OpenDefiance
Nostudentshallshowdisrespecttowardsastaffmemberoranotherstudent.Disrespectincludesabusivelanguagetostaffmembersandstudents.Anystudentwhodisobeysareasonablerequestorotherwiseopenlydefiesaschoolstaffmembershallbesubjecttodisciplinaryaction.Failingtogiveastaffmemberyourcorrectnamewillbeconsideredanactofdefiance.
DressandAppearance
ColganHighSchoolisaplaceoflearningwherestudentsarelearningbothacademicandsocialskills.Studentsareexpectedtowearattirethatisappropriateforschooldayactivities.Suchattireshouldreflectapositiveattitudetowardschoolandshouldnotbedistractingtotheeducationalenvironment.Insomeinstances,currentfashionmaynotbeacceptablefortheschoolsetting.Studentsandparentssharetheresponsibilityforappropriatedressandgrooming.Studentsinviolationoftheseguidelineswillbeaskedt0changeclothing.Ifthisisnotpossible,parentswillbeinvolvedinprovidingappropriateclothingforschool.Disciplinaryactionmaybetakenifastudentisnoncompliantafterrepeatedrequestsofthestaff.
Thedeterminationofdressappropriatenesswillbeatthediscretionofadministration.Thefollowingremindersoutlinesome,butnotall,improperdress:

ElectronicDevices
Studentsmayusecellularphones,iPods,andotherelectronicdevicesduringnon-instructionaltime.Duringinstructionaltime,studentsmaypossesstheseitemsbuttheymustbeturnedoff.Attheclassroomteachers’discretion,studentsmayuseelectronicdevicesinconjunctionwithinstructionalpractices,activities,andmaterialsintheclassroomorlibrary.However,disruptionstothelearningenvironmentwillnotbetolerated.Studentswhowishtobringtheirownelectronicdevicetoschoolforinstructionalpurposes(iPad,NOOK,KINDLE,LAPTOP)mustabidebythepoliciesandregulationssetforthinPWCSRegulation295-1,ComputerSystemsandNetworkServices-PWCSAcceptableUseandInternetSafetyPolicy.StudentsusingtheirpersonalelectronicdeviceswhoexperiencetechnicaldifficultieswiththeirdeviceorwithconnectingtothePWCSGuestNetworkwillneedtoconsulttheirdevice’susermanual.
Disruptionsinclude,butarenotlimitedtotextmessaging,gaming,phonecallsduringtheschoolday,takingvideo/picturesofothers,takinginappropriatevideopicturesofselforothers,multimedia,orusingthetelephoneforanyinappropriateand/orillegalactivitiesincludingcommunicationstootherswhiletakingtestsorquizzes.
Duringtheschoolday,familiesareexpectedtocontacttheirstudent(s)throughtheschoolofficetelephonetolimitdisruptionstotheschoolclassrooms,toallowfortheappropriatesupervisionofthestudentwhileusingthetelephone,andfurtherpromoteaneffectivetwo-waycommunicationbetweentheschoolandthefamily.
Studentsareencouragedtosecurecellularphonesandotherelectronicdevices.Ifneededforclassroominstruction,thestudentshouldsecuretheelectronicdeviceontheirpersonatalltimes.Studentsassumeallresponsibilityforthelossoftheitem(s).
Electronicdevicesmustbeonvibrateduringofficialschoolextracurricularactivitiessoasnottodisrupttheactivity.Studentshoulddefertobusdriverdirectionregardingelectronicdevices.
Disciplinaryactionsandconsequenceswillbetakenshouldtherulesgoverningtheuseand/orpossessionofcellphone,iPods,andotherelectronicdevicesbeviolated.Electronicdevicesconfiscatedduringaninvestigationwillbemadeavailabletotheparent(s)ofthestudentuponcompletionoftheinvestigation.Anyelectronicdevicethatisofadangerousnatureliketasers,stun-guns,andothershockdevicesthatareclassifiedasweaponswillbetransferredtolawenforcementasevidenceinaviolationoflocal,state,orfederallaw.
Anystudentinviolationoftheconditionsforpossessingacellphoneorelectronicdevicewilllosetheprivilegeandwillbesubjecttodisciplinaryactionincludingconfiscationanduptoout-of-schoolsuspension.Anystudentwhousesanelectronicdeviceforillegalactivitieswhileonschoolgroundsoratschooleventswillbesubjecttodisciplinaryactionsthatmayincludeout-of-schoolsuspensionorarecommendationforexpulsion.

Fighting
Fightingisdefinedasanyformofphysicalabuse.Studentsareresponsibleforsettlingconfrontationsinapeacefulmannerandwithouttheuseofviolence.Whenstudentsfeelthattheyareunabletosettledisagreementsinapeacefulmanner,theyshouldseekassistancefromschoolpersonnel,suchasateacher,counselor,principal,SchoolResourceOfficer(SRO),etc.Studentsarealsosubjecttocorrectiveactionsforbehaviorwhichtheymaynotconsidertobeseriousorthreatening(horseplay,playingaround,etc.),whenthebehaviorcouldleadtoinjury,discomfortordisruption.Fightingwillresultincorrectiveaction,whichmayincludesuspensionorexpulsion.

FoodandDrink
Whenfoodfromoutsidesourcesarebroughtbyaparent,apasswillonlybesentduringthestudent’slunchtime.Studentsshouldonlybringwaterinaclearwaterbottle.
Forgery
Anyfalsifyingofinformation(e.g.documents,signatures)willresultindiscipline.
Harassment
Words,gestures,symbols,orphysicalcontactthatoffend,intimidate,threatenorpersecuteotherswillnotbetoleratedandshouldbereportedtoschoolofficials.Thisincludessuchbehaviorasnon-physicalintimidation,posturing,orstaredowns.Harassmentofstudentsorstaffforanyreasonisprohibited.Amongothertypesofharassment,thisincludessexualharassmentasstatedinRegulation733-3.Consequencesforharassmentrangefromdetentiontooutofschoolsuspension.
HallPasses
Anystudentinthehallwaysduringinstructionaltimeshouldhaveapass;noexceptions.Hallpasseswillonlyhaveonestudent’sname,destination,timeanddatelistedwithastaffmember’slegiblesignature.Studentswillbeinareasonlyasdesignatedontheirpass.Loiteringinrestroomsandusingthephoneduringclasstimeisnotpermitted.Hallpassesand/oraidebadgesshouldbevisibleforconfirmation.Studentswhodonothaveapasswillbeescortedtoclasstoobtainone.Forgeries,abuseofprivileges,orunauthorizedusewillresultindisciplinaryconsequences.
AfterSchoolHours
Studentsarewelcometobeatschoolafterthefinalbell,andareencouragedtoparticipateinextracurricularactivities,athletics,andclubmeetings.Studentsmayalsoutilizethelibrary,meetwithteachersforextrahelpandcollaboratewiththeirfellowstudents.Studentsshouldbeunderthe
supervisionofasponsor,coach,orstaffmemberwhileoncampus.Aftercompletionoftheactivity,studentscanwaitfortransportationinCommonsA.
RefusaltoGiveorGivinganIncorrectName
Inordertoensureasafeschoolenvironment,studentsareexpectedtoidentifythemselvestoanystaffmemberrequestingthatinformation.
SearchandSeizure
Studentswillbeheldresponsibleforitemsthattheyhaveatschoolandatschoolrelatedactivities.Studentdesksandlockersarethepropertyoftheschool,andschoolofficialsreservetherighttosearchthem.Lockers,desksorvehiclesonschoolpropertymaybesearchedtorepossessschoolpropertyortolocatecontraband,whichisnotpermittedatschool.ThePrinceWilliamCountySchoolSystemreservestherighttousetraineddogsinsearches.StudentsandtheirbelongingsmaybesearchedundercertaincircumstancesasdescribedinRegulation737-1.Thestudent’sindividualrighttoprivacyandfreedomfromunreasonablesearchandseizureisbalancedbytheschool’sresponsibilitytoprotectthehealth,safetyandwelfareofallpersonswithintheschoolcommunity.
Shouldillegalmaterialsbefoundduringasearch,lawenforcementofficialswillbenotified.Ifastudentrefusestobesearched,parentsand/orauthoritieswillbecontactedandthestudentwillbesubjecttodisciplinaryaction.
Smoking
AllPrinceWilliamCountySchoolsaresmoke-freeenvironments.Smokingand/orvapingisnotpermittedinanybuildinginPrinceWilliamCountyPublicSchoolsatanytime.Students,regardlessofage,arenotpermittedtosmokeorbeinpossessionoftobaccoproducts,vapingproducts,matches,orlightersonschoolbuses,inschoolbuildings,oronschoolproperty.
TheconsequenceswillbedeterminedbytheadministrationincompliancewiththeCodeofBehavior.
SubstanceAbuseViolations
Nostudentwillhaveorusealcohol,drugs,oranythingthatresemblesalcoholordrugs.Asubstanceoffenseincludesbeingundertheinfluenceof,possessing,distributing,orattemptingorintendingtodistributeaprohibitedsubstance.Prohibitedsubstancesinclude:
•alcohol,non-alcoholicbrews,alcoholproducts,oralcoholcontainers;
•prescriptionmedications,over-the-counterdrugsandinhalantintoxicants,anabolicsteroid,illegalnarcotics,orlook-a-likes/placebos;and
•drugparaphernaliaorlook-a-likes.
Substanceabuseoffenseswillroutinelyreceiveafive-dayout-of-schoolsuspension.Morethanonesubstanceabuseoffensewillresultinautomaticrecommendationofexpulsion.PrincipalsortheirdesignatedrepresentativemayofferfirsttimesubstanceabuseoffendersandtheirparentstheopportunitytovoluntarilyparticipateintheIMPACTPROGRAM.Out-of-schoolsuspensiondayswillresultinanimmediatesuspensionforthirty(30)calendardaysfromparticipationinallschoolactivities(teams,clubs,andallotherschool-sponsoredactivities).
Distributionwillresultinarecommendationforexpulsion.
Anystudentwho,onschoolproperty,ataschoolfunction,orwhilegoingtoandfromschool,distributesbysale,attemptedorintendedsale,giftorotherwiseattemptsorintendstopurchase/receivedrugs(illegal,prescriptions,and/orover-the-counter),alcohol,non-alcohol,steroids,look-a-likes(placebos),orparaphernaliawillberecommendedbytheprincipalforexpulsion.
Substanceabuseviolationsmaybepunishableunderlawandshallbereportedtothepoliceforappropriatelegalaction.
UnderVirginialaw,“Schoolboardsshallexpelfromschoolattendanceanystudentdeterminedtohavebroughtacontrolledsubstance,imitationcontrolledsubstance,ormarijuanaontoschoolpropertyortoaschool-sponsoredactivity.Aschoolboardmay,however,determine,basedonthefactsoftheparticularcasethatspecialcircumstancesexistandanotherdisciplinaryactionisappropriate.”Controlledsubstancesarethosedrugsorotherchemicalsubstances,whichareillegalforapersontopossess.Animitationcontrolledsubstanceisanymaterialwhichresemblesanillegaldrugorchemicalsubstance(includingmarijuana),andisrepresentedassuch.Studentsaresubjecttoexpulsionforpossessionofsuchsubstancesatschool,onschoolbuses,atbusstops,andatschoolrelatedactivities.
Theft
Theftisforbiddenandillegal.Italsoviolatestherightsofothers,anddestroysthelearningenvironment.Anyincidentoftheftwillresultinseriousconsequencesuptoandincludingout-of-schoolsuspension,restitution,andareferraltoPWCpolice/SecurityResourceOfficer(SRO).
Trespassing
Studentsmaybeinapprovedareasoftheschoolbuildingandgroundsduringnormalschoolhoursorafterhourswiththeapprovalofaschoolstaffmember.Studentswhohavebeensuspendedorexpelledarenotpermittedonanyschoolproperty(includingschoolbuses)oratanyschoolrelatedactivitieswithoutthepermissionoftheschoolprincipal.Studentsareconsideredtobetrespassingiftheyareataschoolotherthantheschoolinwhichtheyareenrolledunlesstheyareattendinganapprovedschoolactivityorhavetheapprovalofaschoolstaffmember.Allvisitorsmustreportdirectlytotheoffice.
UnauthorizedAreas
Studentsmusthaveawrittenpassfromtheirteachertobeoutoftheclassroomwhileclassesareinsession.Studentswillbeinareasonlyasdesignatedontheirpass.Loiteringinrestroomsandusingthephoneduringclasstimeisnotpermitted.Thepassmustincludethenameofthestudent,theteacherissuingthepass,andthedateanddestination.TheconsequenceforbeingoutofboundsmayrangefromdetentiontoOSS,basedonanaccumulationofthisinfraction.
Assoonasstudentsarrive,theymustcomeinsideandremaininauthorizedareas.Parkinglots,outsideareas,andvehiclesareofflimitsduringtheschoolday.Atlunch,studentsmustremaininCommonsAandB,andasappropriate,thecourtyards.Hallways,lockers,parkinglots,otheroutsideareas,andvehiclesareofflimitsatlunch.Thesamerulesforauthorizedareasapplytoearlymorningstudents.Studentsarenotpermittedtogototheirvehiclesorleaveschoolgroundsafterarrivingunlessaparentand/orguardiangivespermissiontoleave.
ExtracurricularActivities
ExtracurricularActivities
Avarietyofextracurricularactivitiescomplimentingclassroomactivitiesareavailableforstudents.Theseactivitiesallowstudentstodevelopandenhanceleadershipskills,specialtalentsandinterests,socialandcivicawareness,teamwork,schoolprideandspirit,andphysicalabilities.Extracurricularactivitiesareanimportantandintegralpartofschoollifethatshouldcomplement,notdominate,theinstructionalprogram.Allstudentsandteachersareencouragedtoparticipateinextracurricularactivities.
Allclubsandactivitiesarebasedonstudents'interestsandneeds.AllnewextracurricularactivitiesmustbeapprovedbytheprincipalandtheSchoolBoard.Eachextracurricularorganizationmustbeapprovedbytheactivitiesdirectorandplacedontheactivityschedule.Thesponsor,coach,orateachermustbepresentforallmeetingsandactivities.Thesponsormustinsurethatallparticipantsremainintheassignedarea,remainuntilallstudentshaveleftschoolgrounds,andsecurethemeetingroom/areabeforeleaving.
ExtracurricularEligibility
StudentsmustmeetthefollowingrequirementstobeeligibletoparticipateinVHSLandextra-curricularactivities.Allstudentsentering9thgradeforthefirsttimeareautomaticallyeligible.Thestudent:
•musthavepassedfive(5)subjectsintheprevioussemester,withatleasttwo(2)C’sorbetter.

FireDrills
Theprimarypurposeoffiredrillsistoevacuatethebuildinginanorderly,rapid,andsafemannerwhetherforafireorforadrill.Studentsshouldevacuatethebuildingquietlyandorderly.Theyshouldwalkquicklytothedesignatedoutsideareasandassembleinaquietandorderlymannerwiththeirteachers.Theyaretoremainwiththeirteachersuntilinstructedtoreturntothebuildingorfurther
instructionsaregiven.Thefiredrillproceduresandevacuationrouteshallbepostedinallrooms.Teachersareresponsibleforinstructingallclassesintheproperfiredrillprocedures.
