The policy is intended to: ensure Fire Fighters are qualified by completing a certification program outline the procedures necessary to successfully complete the certification process 6.102: It is the intent of the Board that the policies set forth herein meet the requirements of the National Fire Protection Association Standard 1000, Fire Service Professional Qualifications Accreditation and Certification Systems. 6.103: The Fire Fighter certification program is designed to meet the certification requirements of member departments of the Board. 6.104: This policy and all procedures contained within shall be established by the Board. The Chief Training Officer of each member department is responsible for implementing the policy locally. 6.105: This policy shall apply to all personnel pursuing certification as a Fire Fighter I or II through programs sponsored by member departments. 6.106: The Board may grant a variance of this policy when such variance meets the intent of the National Fire Protection Association Professional Qualification Standard 1001, and its additions, and is in the best interest of the Board or member department. SECTION 6.100: PROGRAM ADMINISTRATION

6.101: The purpose of this policy is to detail the procedures and guidelines for certification as a Fire Fighter I & II by the Colorado Metropolitan Certification Board, hereafter known as the Board. The policy is intended to:

• ensure Fire Fighters are qualified by completing a certificationprogram

• outline the procedures necessary to successfully complete thecertification process

6.102: It is the intent of the Board that the policies set forth herein meet the requirements of the National Fire Protection Association Standard 1000, Fire Service Professional Qualifications Accreditation and Certification Systems.

6.103: The Fire Fighter certification program is designed to meet the certification requirements of member departments of the Board.

6.104: This policy and all procedures contained within shall be established by the Board. The Chief Training Officer of each member department is responsible for implementing the policy locally.

6.105: This policy shall apply to all personnel pursuing certification as a Fire Fighter I or II through programs sponsored by member departments.

request for variance must be submitted in writing to the Board through the appropriate chain of command.

6.107: This policy and its procedures shall meet or exceed any requirements for Fire Fighter I and II set forth in the current edition of the National Fire Protection Association Professional Qualification Standard, 1001, Fire Fighter I and II, and its additions as approved and adopted by the Board. The Board shall be considered the authority having jurisdiction (AHJ) as specified in the standard.

6.108: It is the responsibility of the Fire Fighter candidates to demonstrate that they meet or exceed the requirements of the current NFPA 1001 standard.

6.109: All appeals from Fire Fighter candidates shall be filed according to the appeals process specified in Chapter 1, Section 1.500 of the Policies and Procedures Manual of the Colorado Metropolitan Certification Board.

6.110: The purpose of this certification process is to specify the minimum job performance requirements to obtain a Fire Fighter I and II certification. It is not the intent of the standard to restrict any member department from exceeding these requirements.

SECTION 6.200: PROGRAM DEVELOPMENT

6.201: The Board shall develop an evaluation process, which meets the requirements of the adopted NFPA 1001 Standard and its additions. See Section 6.106. All testing materials shall be selected and approved by the Board.

6.202: The Board shall ensure that the evaluation process meets the following criteria:

• the process evaluates the current body of knowledge in Fire Fighterfundamental/essentials training,

• the minimum passing scores on the evaluation process representreal job requirements,

• each test item is valid,• test construct is appropriate,• all written and performance evaluation instruments are valid and

objective.

6.203: The Board shall review the evaluation process annually.

SECTION 6.300: CERTIFICATION PROCESS

6.301: The candidate shall have met the following requirements prior to application for the certification process: • shall have met physical standards of member department,• shall have met minimum age requirements of member department,• shall have met medical requirements of member department,• shall have met any other applicable employment requirements of

member department.

6.302: For certification at Level 1, the Fire Fighter candidate must be a certified Hazardous Materials Operational Level Responder. Certification must be from an International Fire Service Accreditation Congress or National Board of Fire Service Professional Qualifications accredited program or a CMCB Certificate of Compliance (for member department scheduling purposes, a candidate(s) may be allowed to test for Level I without meeting this requirement if the candidate(s) is scheduled to receive this certification as part of a recognized Fire Fighter Training program. The award of Level I certification will not be issued until the candidate(s) has received the Hazardous Material/Mission Specific Level Certification).

The candidate shall meet the general knowledge requirements in the NFPA 1001 Standard 5-1.1, and the General Skill Requirement in 5-1.2, and the job performance requirements defined in Sections 5-2 through 5-5 of the NFPA 1001 Standard.

Candidates for Fire Fighter I must have completed all requirements for live fire training as outlined in NFPA 1001. By signing the Application for Certification, the Training Chief verifies that every listed candidate for certification has successfully completed all objectives, which have a live fire component.

6.303: For certification at Level II, the candidate must be a certified Fire Fighter I. Certification must be from an International Fire Service Accreditation Congress or National Board of Fire Service Professional Qualifications accredited program or a CMCB Certificate of Compliance.

The candidate shall meet the general knowledge requirements in the NFPA 1001 Standard 6.1.1, and the general skill requirements in 6.1.2, and the job performance requirements defined in Sections 6-2 through 6-5 of the NFPA 1001 Standard.

6.304: The candidate shall make application for certification following the procedure set forth in Chapter 3, Section 3.100. Each candidate must submit documentation of successful completion of a Firefighter training program for entrance into the certification process. The candidate must have completed the course within the previous two (2) years and submit a course description including learning objectives and proof of successful completion. The submittal will be reviewed and approval may be granted for certification testing.

6.305: The process for Level I certification will include a written exam and a performance evaluation. The written exam shall consist of 100 questions, randomly selected, from the validated test bank. The performance evaluation for Fire Fighter I shall consist of (4) four randomly selected performance test stations:

• two (2) test stations demonstrating individual skills• two (2) test stations demonstrating a team task (here after referred

to as evolutions)

The individual skills and the evolutions in the four (4) stations are constructed using the Colorado Metropolitan Certification Board Performance Evaluation Sheets in accordance with Appendix A and B. Two performance evaluations will be selected from each appendix.

6.306: The process for Level II certification will include a written exam and a performance evaluation. The written exam shall consist of 100 questions, randomly selected, from the validated test bank. The performance evaluation for Fire Fighter II shall consist of four (4) randomly selected performance test stations and is inclusive of Fire Fighter I skills:

• two (2) test stations demonstrating individual skills• two (2) test stations demonstrating a team task (here after referred

to as evolutions)

The individual skills and the evolutions in the four (4) stations are constructed using the Colorado Metropolitan Certification Board Performance Evaluation Sheets in accordance with Appendix A, B, C and D. One performance evaluation will be selected from each appendix.

6.307: Each performance test station is tested as a whole unit, requiring candidates to successfully complete all elements of that particular performance test station. Failure of the first attempt at a test station, leads to the allowance of one additional attempt at that test station – “a retake.” If the second attempt is unsuccessful, the candidate fails the performance evaluation and must retest the entire performance

evaluation in accordance with Section 6.300 and Section 3.216. Failure of more than two (2) performance test stations on the first attempt constitutes a failure of the entire performance evaluation. The candidate must retest the entire performance evaluation in accordance with Section 6.300 and Section 3.216.

SECTION 6.400: TERM OF CERTIFICATION

6.401: The certifications issued by Colorado Metropolitan Certification Board will remain valid as long as the person is an employee in good standing with one of the member departments. In cases of termination of employment and/or retirement, the certification would be valid for up to one year from the date of termination or retirement.
