General Participation is a process, through which stakeholders are informed, and solicit their influence over development initiatives and the decisions and the resources, which affects them. The effectiveness of social assessment is directly related to the degree of continuing involvement of those affected by the project. Comprehensive planning is required to assure that civil society, local government, NGOs, and project staff interacts frequently and purposefully throughout all stages of the project. Participation of various stakeholders is a primary requirement in developmental project, if its objectives are to be suited to the needs of the population. Stakeholders’ involvement in projects vastly increases the probability of success of a project and timely completion. To ensure peoples’ participation in the planning phase of this project and to treat public consultation and participation as a continuous two way process, numerous sessions were conducted at screening stages of project preparation. Aiming at promotion of public understanding and fruitful solutions to the local needs and prospects of negative impacts; stakeholders were consulted through meetings, focus group discussions and individual interviews. Through public participation, key social issues were identified and strategy was formulated to address the issue of poor and vulnerable group’s requirement and equitable distribution of project benefits across the various strata of society.

Chapter 10 – Stakeholders Identification & Consultation 10.1. 10.2. Objectives and Methods of Public Consultation Public consultations in the project area were held at different level. The following objectives were kept in mind while carrying out public consultations in this project: • Disseminating information about the project • Creating awareness about the project • Building confidence among the people about the project planning process • Accessing the absorbing capacity of the community • Sharing the opinions and preferences of the stakeholders • to understand the socio-economic profile of the community and the likely affected families Different techniques of consultation with stakeholders were used during project preparation, viz., public meetings, group discussions, village meeting, focus group discussion etc. The consultations have also been carried out with special emphasis on the vulnerable groups. The key informants during the project preparation phase included both

• Groups/clusters of probable PAPs • Village Panchayats: Sarpanch and members • Local voluntary organizations, press and NGOs • Government agencies and departments • Other project stakeholders including women

10.3. Summary of consultation findings The consultation process includes both formal and informal process to under stand the people’s perception and expectations from the project. There are about 50 formal meeting and another 60-70 individual level consultation has been conducted. The main findings of the consultation session are:

• There is need for better road all over the state and people are very much in favor of the proposed road development initiative.

• Many of the screening corridors are of single lane and up gradation to the two lanes is the people’s demand.

• The present surface of the road is not in very good condition and there is feeling among the people that the construction quality should be good.

• It looks like that people are not happy with the regular maintenance activity carried by the department.

• Loss of property, land and extent of widening also feature almost every meeting. • Issue of compensation and fair price for the lost property also is on the priority of the

people. • Issues like road safety and safety of school children are raised in many meetings • Drainages issue also got highlighted by the people in most of the meeting • Issue of debris disposal and cutting was discussed by the people • Though the RoW is mostly free of encroachment, people in general are in favor of

removal of encroachment and the policy should apply irrespective of status of the property owner.

• Parking is an issue in the hill roads and designated parking area is a one of the demand.

• Provision of toilet facility with rain shelter was discussed in many meetings • As regard loss of private property or land, the community opined that the individual

owner is the right person to reach to the issue.
