ACADEMIC ADVISING A. MISSION

The faculty advisors and academic counselors involved in the advising process at Butler County Community College are dedicated to assisting students in identifying and reaching their academic and career goals. The advising process provides current and accurate information on policies, procedures, and programs of the College, making students aware of the services and educational opportunities. Advising assists students to become more self-directed so that they may satisfactorily complete all graduation requirements.

B. PHILOSOPHY Academic advising at BC3 is an integral part of educating students for life. Advising is a continuous process, not just a means to an end, and should be considered more than the selection of courses. Academic advising should be thought of as another form of teaching: a process that enhances the academic performance and academic growth of students thereby making it an essential function within the total academic process. The advising relationship between the advisor/counselor and the student offers an opportunity for synthesis of a student's goals, major program choices, social development, and lifelong learning. Although the faculty advisor or academic counselor assists the student throughout the process, the student is ultimately responsible for meeting all major and degree requirements. However, good academic advising helps students avoid pitfalls along the way.

C. OBJECTIVES The objectives of the advising program at BC3 are as follows:

1. To ensure that all students have access to appropriate academic advising at all times; 2. To ensure that all advisors provide current and accurate information to students; 3. To help students develop short and long range educational and career goals; 4. To facilitate successful attainment of students’ educational/career goals; 5. To improve the retention of students in their collegiate programs; 6. To integrate the resources and expertise of student services personnel and faculty in the

delivery of advisement services; 7. To ensure that all advisors are informed as to the various college and community

resources which may be utilized for referral purposes; 8. To maintain an ongoing in-service training program for all individuals involved in the

delivery of academic advising services; 9. To ensure that all advisors have access to necessary student records and information.

D. ORGANIZATIONAL STRUCTURE

The advising system at BC3 is an advisement-by-choice model with a self-registration process. The Advisement-by-Choice (ABC) allows the majority of the student body to have greater freedom in the registration process, while at the same time providing an avenue for assistance from faculty advisors and academic counselors. Students will be highly encouraged to seek direction and guidance from their faculty advisors or the academic counselors; however, many students will be permitted to register without the advisor’s signature. Although this advising model focus is on students being more independent, the full-time faculty members and the academic counselors are still primarily responsible for the advising function at BC3. Initial advising responsibility for all incoming students is vested in the Student Services area. Most students are advised by a member of the Student Services staff prior to the beginning of their academic careers. The week before classes begin, all students are assigned a faculty advisor from the appropriate academic division or an academic counselor who is responsible for specific populations (general studies-undecided; developmental students; and disabled students). After the initial advising and registration session, many students will be involved in a self-registration process. Students are highly encouraged to seek the advisement of their advisors but an advisor's signature will not be required for the registration process.

1. Exceptions to the self-registration process

Students listed in the following categories are required to obtain the faculty advisor's or academic counselor's signature prior to registration:

a. First-time full-time students (new and transfer); part-time students will be required to

be in contact with an advisor prior to their second registration b. Re-admit students (suspension and dismissal) c. Students on probation d. Selected admissions programs: Medical Assistant, Physical Therapist Assistant,

Nursing, and Massage Therapy. e. General studies: undecided -100U and developmental - 100D.

2. Functions

a. Initial advising (student services staff and off-campus academic counselors)

Members of the Student Services staff and the off-campus academic counselors advise first semester students. During the initial advising session, the Student Services staff member will: (1) Ensure that the student understands the following:

(a) Name of his/her program (b) Program requirements (c) Difference between full-time and part-time (d) General education requirements (e) Prerequisites for courses in his/her program (f) Electives (g) Differences between transfer programs and occupational programs (h) Opportunities at off-campus sites

(2) Advise students of institutional academic regulations which must be met

through developmental and/or preparatory courses (3) Introduce students to BC3 resources (ACE, Financial Aid, Student Life, Career

Services, faculty assistance, library, etc.) (4) Explain the Advisement-by-Choice Model and outline the responsibilities of the

student, the faculty advisor, and the academic counselor (5) Provide an interpretation of the COMPASS test results (6) Help select and schedule courses and

(7) Provide information about the BC3 Student portal, My BC3 email, BC3 E-alert

and BC3 Ride Share.

b. Ongoing advising (faculty advisors/academic counselors)

The faculty advisors or the academic counselors will conduct subsequent advising. Students are highly encouraged to contact their advisor/counselor as soon as possible to discuss academic and career goals. The responsibilities of the faculty advisors and the academic counselors should include:

(1) Creating an atmosphere of openness, caring and concern where meaningful

communication, confidence, and trust exist. The advisor serves as a faculty friend to the student by demonstrating a personal interest in the intellectual, emotional, and social growth of the student;

(2) Providing guidance and direction with regards to course selection and degree

requirements; (3) Being a primary source of information for the student and possessing accurate,

up-to-date information about requirements and academic policies and procedures; (4) Providing information concerning careers and transfer school opportunities; and

(5) Making appropriate referrals to on-campus resource personnel.

Academic advising is the most significant mechanism available for aiding students in developing education/career plans based on their values, goals, interests, and abilities. Sometimes advising is simply responding to basic questions; at other times, it is anticipating a student’s need to know about more complex matters. But good advising is always a process of timely responses in areas relevant to the student’s education.

4. Assists student to plan program consistent with abilities and interests

5. Monitors progress toward education/career goals

1. Gathers all relevant decision-making information 2. Clarifies personal values and goals 3. Possesses knowledge about policies, procedures, and requirements 4. Accepts responsibility for decisions

Remember academic advising is more than scheduling of classes. It is a relationship between the advisor and the advisee. It is more than just a means to an end, and it can have an enormous impact on the advisee’s life when this rapport is nurturing and helps the student become an independent learner. Academic advising can be thought of as another form of teaching that happens to be on a one-to-one basis that may have as great an influence as the classroom lecture.

A. APECS.NET Faculty and academic advisors may view or download their advisee listing any time during the semester by accessing the IT Services web page (the same website that you access for your college email at home) under APECS- Custom Reports-Advisee Lists. If you want to print an advisee’s academic planner, go to the IT Services front page. APECS.net is a web driven application that allows faculty to check their class lists, enter mid-term and final grades, send e-mail to their students and to access their students’ and advisees’ records at any time. To utilize the system, go to itservices.bc3.edu, click on APECS, “Higher Education”. Check to make sure you are in the right semester. The system defaults to the current semester. Click on the “Faculty”, “Course”, “Programs”, “Reports” or “Advising” tab for student and course information. Select an item link to complete an action. You may access your advisee’s record by searching by name, student ID number or by the social security number. The screens that you would need the most for advising are located under the Advising tab and they are “Grades”, “Schedule”, “View Transcript”, and “Placement Test Scores”. These four screens would provide you with all of the information necessary to advise a student, in conjunction with the printed class schedule and the curriculum planner. If you want to print an advisee’s academic planner, click on the Advising tab then select the “Run Audit” link. This information is vital in the advising process as you assist students in preparing for the upcoming semester(s). Remember to check the following items:

• Test scores for preparatory needs (check Placement test scores) • Mid-term grades for continuation of course sequencing (check Grades) • If courses taken and future courses are in agreement with the curriculum planner (distribution

within the groups) • Is student in the correct program for the desired outcome (check last semester of View

Transcript) B. CURRICULUM PLANNER The curriculum planner outlines the course requirements for each program/major. Each planner includes: the program objectives; possible career or transfer tracks; type of degree; minimum number of credits needed to graduate; and course requirements. ADVISOR NOTE: COURSES LISTED IN THE FIRST/THIRD SEMESTER ARE SCHEDULED IN THE FALL; SECOND/FOURTH SEMESTER COURSES ARE SCHEDULED IN THE SPRING. C. ADVISEE LISTS All students receive a letter with their advisor’s name, advisor’s contact information and the name of their program of study one week prior to the New Student Orientation. This information is sent to all students as an effort to communicate with students as early as possible regarding the advising process and their personal academic goals. New students are able to meet with faculty advisors who attend the New Student Orientation and discuss the academic program in which they are enrolled at BC3. Also, this change enables current students to verify their program of study and make corrections if necessary.

Your advisee listing will be available the day after the last day to add a class for the full term courses. Feel free to contact your advisees by letter, phone, email, or in person prior to the primary advising week. If you want to print an advisee’s academic planner, go to the ITSERVICES web page for directions. Advisees Lists

4. Enter the same user name that you use for your email ([email protected]) and enter the password you use to log into your office computer or email. 

    

5. Click the down arrow by the SELECT AN ADVISOR drop down.

6. MEDICAL WITHDRAWAL FORM (Form must be obtained from the Records and Registration office) Completed by physician when student is withdrawing from classes because of medical reasons

APPLICATION FOR GRADUATION (-may print form from Web under Registration) Must be completed and submitted to records and registration at the beginning of the semester that the student plans to graduate. A graduation application fee of $40 is required. A late fee of $25.00 is assessed if not paid by deadline.

Students who change their programs have the option of transferring D grades to the new program or having D and F credits earned, credits attempted, and grade points placed at “0” by using the Forgiveness Policy. Options under the Forgiveness Policy are available only after the successful completion of 15 new credits (2.0 grade point average) in the new program. Credits and grade points for D’s and F’s may be replaced by “0’s” only once during a student’s tenure at BC3. The student must be enrolled at Butler County Community College to use this opportunity to clear his academic record. Students are not permitted to repeat the forgiven courses in the future. A. POLICY Though Butler County Community College has an open admission policy that does not require standard achievement tests for admission, students are required to take placement tests administered by the College prior to enrolling in credit courses. The results of these placement tests are used to determine the appropriate initial placement of students in courses. The goal of the placement testing process is to provide students with a schedule of courses appropriate to their level of academic preparedness. No fee is charged for this examination.

B. PROCEDURE

1. Students will be admitted to the College before placement tests are administered. 2. The Dean of Student Development shall coordinate placement test scheduling,

administration and scoring. 3. The Admissions Office shall notify the students of scheduled placement testing by letter.

The Placement Testing Guide for Students will accompany the letter. 4. Placement testing at BC3 shall include a measurement in English, math and reading for

all students. 5. Part-time students are recommended to take the placement tests upon acceptance to the

College. However, part-time students are required to take the placement tests prior to registering for an English or a math course or at the completion of 12 credits, whichever comes first.

6. Part-time students are required to take the reading test in conjunction with the writing

exam. 7. Students with disabilities that require assistance in the testing process should contact the

Academic Center for Enrichment so that accommodations can be made. C. EXEMPTIONS Students may be exempt from the placement test requirement if they meet any of the following criteria for which documentation may be required:

1. The transfer of college credit to BC3 in English and math. 2. Presented evidence of an earned degree from a regionally accredited community college

or a senior institution that includes math and English coursework.

3. Successfully completed a preparatory course in English, reading, or math with a “C’ grade or better from a regionally accredited community college or a senior institution.

4. COMPASS or ASSET tests results from another regionally accredited community college

to determine placement into preparatory or college level course work (see scores at the end of this chapter).

D. COURSE PLACEMENT BASED ON TEST SCORES

BC3 has established basic skill requirements for all of its degree and certificate programs. The requirements are established based upon the belief that all students must exhibit or develop mastery of certain basic skills in order to succeed in their respective programs. The placement test is designed to assess skills in English, reading, and mathematics. Scores from the placement tests are utilized to place students in courses that appropriately meet their academic needs.

Developmental or preparatory work will be required if a student’s scores fall below the level established by the College on one or more of the placement tests. Students who are required to take ENGL 029 (developmental reading) or ENGL 030 (preparatory reading) and ENG 034 (developmental English) or ENGL 035 (preparatory English) must complete both courses with the minimum grades of “C” before enrolling in ENGL 101. As cut-off scores changes are made by the academic divisions, students will be allowed to schedule course work appropriate to the prior placement test scores that they received. E. RE-TEST

Students dissatisfied with their placement test results may choose to retake the test. Students are permitted to re-test only one time in each of the subjects. No fee is charged for re-tests. Re-tests are offered at the Academic Center for Enrichment (Butler campus), the Cranberry Center, Lawrence Crossing, and LindenPointe by appointment. Upon failing a preparatory course or withdrawing from a preparatory course, the student may not re-test for placement into college level work. The student must repeat the developmental/preparatory course or receive permission from the instructor to advance to the next level. F. TRANSITIONAL SEMESTER

The Transitional Semester is a specially designed first semester for freshmen students needing developmental/preparatory coursework. The purpose of the Transitional Semester is to provide a strong foundation in the basic skills of reading, writing, and math to ensure the success of the student needing development in these areas.

Any student, who takes the placement test and scores into the three developmental/ preparatory courses, including developmental/preparatory reading, developmental/ preparatory English, and preparatory math, is a candidate for the Transitional Semester. The Transitional Semester is a full-time semester with students typically enrolling in 12 credits, but no more than 14 credits. Students are required to take the three development/ preparatory courses of reading, English, and math, totaling nine credits and may select courses from the following list to be a full time student.

Part-time students enrolled in the transitional semester may only take developmental/ preparatory courses or selections from the above transitional list. Students testing at the developmental level will initially be working with an academic advisor to help schedule the first and second semester of classes. However, upon the successful completion of the first semester, with a minimum grade point average of 2.0, the student will be reassigned to a faculty advisor and will proceed to take the courses in the intended major.

G. BASIC SKILLS Placement criteria have been established by the faculty at BC3 upon review of the basic recommended skills for each curriculum offered at the College. To enhance the student’s learning potential at BC3 and maximize access to available services, scores have been established for the COMPASS and ASSET tests that mandate placement into an adult basic education (ABE) program.

1. COMPASS SCORES Students who score 38 or lower in the reading section or 17 or lower in the writing section and fall into the preparatory area in the other area (reading or writing) must enroll into an appropriate ABE program.

2. ASSET SCORES Students who score 29 or lower in either the reading or writing skills section and fall into

the preparatory area in the other area (reading or writing) must enroll into an appropriate Adult Basic Education (ABE) program.

Upon evidence of successful completion of ABE coursework, a student may re-test.

A. REGISTRATION Current students may register or withdraw from classes in person at the Office of Records and Registration, or at Cranberry, at Lawrence Crossing, at LindenPointe, or by using the Internet at www.BC3.edu.

1. In Person

Students may register or withdraw from classes in person at the Office of Records and Registration located in the Student Success Center. Students may also register or withdraw from classes at the Cranberry, at the Lawrence Crossing, or at the LindenPointe.

2. Registration via the Internet www.BC3.edu

Registration is available to all returning credit students, new part-time credit students, and non-credit students. New full-time credit students and readmit students must submit an application form to the Admissions Office (the application process may be completed on-line). First-time credit students must pay a $25.00 application fee. EXEMPTIONS to on-line registration: Students enrolled in the selective programs of Nursing, Physical Therapist Assistant, Medical Assistant, and Massage Therapy may not use web registration. Also, students who are enrolled in the transitional semester, undecided- general, on probation or returning from a suspension, or have an outstanding debt to the College may not use on-line registration.

B. ACADEMIC CREDIT

Students are able to receive academic credit for prior learning that may enable them to begin their college work at an advanced level and shorten the time required to obtain a certificate or degree. Transfer of credit, college level examination program, credit by examination, general life experience and credit through articulation agreements are all means of obtaining credits. No more than 45 credits for any given program will be allowed from a combination of transfer credits, division test, CLEP credits, advanced placement, articulation credits, and Life Experience credits. The Office of Records and Registration, in consultation with the VP of Academic Affairs and Deans, will review incoming transfer credits.

C. TRANSFER CREDITS

1. A student may transfer a total of 45 credit hours toward a degree at Butler County Community College.

2. College level courses taken while in the U.S. Armed Forces and submitted on official

service forms are transferable if sanctioned by the American Council on Education.

3. Credits will be accepted when earned in degree programs at regionally accredited (i.e. Middle States, etc.) and/or degree granting institutions.

D. COLLEGE LEVEL EXAMINATION PROGRAM (CLEP)

Selected CLEP credits will be accepted based upon a review and approval of the appropriate divisional faculty. The acceptable CLEP recommendations and scores needed are listed at the end of this chapter.

E. ADVANCED PLACEMENT PROGRAM

The college participates in the Advanced Placement program (AP) of the College Entrance Examination Board (CEEB). Under this program, the College grants credit and advanced placement to students with completed college-level courses in secondary schools with an AP test score of three or higher. F. CREDIT BY EXAMINATION

The following procedure relates to taking exemption (challenge) tests:

1. Students who have completed advanced classes in high schools or have previous experience or training in a specific area are permitted to take exemption tests provided the academic division has an examination available.

2. An exemption test may be taken only once.

3. Exemption tests may be taken only by students who are currently enrolled at the college.

4. Students may not take exemption tests in courses where they have already received a

grade. 5. Students may not challenge courses for credit by examination once they are enrolled in

the course and the class has started. All courses challenged must be in sequential order. 6. Students enrolled in a DEGREE program may not apply for more than forty-five (45)

credits in any program using a combination of CLEP credits, transfer credits, Life Experience credits, articulation agreement or credit by examination.

Students enrolled in a CERTIFICATE program must take fifteen (15) credits in the

Certificate program at Butler County Community College. The remainder may be transferred in from another institution, CLEP credits, Life Experience credits, articulation agreement or credit by examination.

7. Students who wish to challenge a course for credit by examination should contact the

appropriate Dean. 8. The non-refundable fee is half of the current year’s tuition/fee cost per credit payable in

advance. Complete details and procedures are available in the Office of Records and Registration. A receipt (proof of payment) must be submitted to the administrator of the test prior to taking the test.

9. The administrator of the examination will review the results of the test and notify the

Office of Records and Registration in writing of successful examinees.

G. LIFE EXPERIENCES

A student presents to the Vice President of Academic Affairs a proposal describing the broad outline of the learning experience. A comprehensive, detailed portfolio is prepared under the direction of a faculty member (portfolio advisor). A group of no fewer than three College faculty members and administrators will evaluate the specific, detailed portfolio and will recommend the credit to be given. The student pays half of the current year’s tuition/fee cost for each credit requested in his portfolio. If “credit by examination” is available for a course, the faculty member(s) have the option of requiring the examination to be taken in lieu of “life experience.” Complete details and procedures are available from the Vice President of Academic Affairs office, the Office of Records and Registration, or the dean of the academic division's office.

H. BUCKLEY AMENDMENT Annually BC3 informs students of the Family Educational Rights and Privacy Act of 1974, otherwise known as the Buckley Amendment. This Act, with which the College intends to comply fully, was designated to protect the privacy of education records, to establish the right of students to inspect and review their educational records, and to provide guidelines for the correction of inaccurate or misleading data through informal and formal hearings. Students also have the right to file complaints with the Family Educational Rights and Privacy Act Office (FERPA) concerning alleged failures by the institution to comply with the Act.

BC3 policy explains in detail the procedures to be used by the institution for compliance with the provisions of the Act. Copies of the Policy can be found in the Office of Records and Registration. Questions concerning the Family Educational Rights and Privacy Act may be referred to the Office of Records and Registration. Students should be aware that the College releases Public information requested by interested persons or agencies without written permission of the student unless the currently enrolled student submits a written request to the Office of Records and Registration that this information should not be released. Public information which may be disclosed includes a student’s name, address, major field of study, participation in activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, previous educational institutions attended by the student, photographs, and videos. At Butler County Community College, Public information does not include Social Security Number, birth date, phone number, email address or salaries. Currently enrolled students have the right to withhold disclosure of all (not partial) categories of public information. To withhold disclosure, written notification must be received in the Office of Records and Registration prior to mid-semester of each semester/summer session. Students are cautioned that withholding information can have adverse consequences when we are unable to verify attendance or degrees to agencies, insurance companies, or prospective employers. Former students and alumni are not covered under the Family Educational Rights and Privacy Act of 1974. Therefore the College is not obligated to honor requests for non-disclosure of Public information from former students.

A. THE TRANSFER STUDENT Transfer is a process that begins when a student first enrolls at BC3. It is not an event, which we hope will happen sometime in the future.

The sixteen transfer programs listed below are designed specifically for students who plan to transfer credits to a four-year college or university.

1. TRANSFER PROGRAMS

In order to prepare for junior class standing at a four-year college or university, students need to be advised to complete a program at BC3 that is comparable in length and course content to the first two years of the program at the four-year institution. It is important, therefore, that students who intend to transfer start to plan at the beginning of their first semester at BC3.

When working with the transfer student an advisor may recommend the following model.

2. PLANNING MODEL

a. Decide on a major. In addition to the advisor’s skills in the process, a referral might be made to a counselor.

b. Make a list of four-year institutions to be investigated based upon selected criteria

issues. Some of these may be:

c. Obtain detailed information from catalogs, web sites, guides, computer programs and

other resources available in the Academic Center for Enrichment (ACE), from Career Services, in the library; and at Cranberry, Lawrence Crossing and LindenPointe locations.

d. Discuss tentative choices with an advisor and/or transfer counselor. e. Meet and discuss plans with admission representatives from four-year institutions

when they visit BC3 and Cranberry each semester. f. Schedule interviews and visit college/university campuses. g. Complete admission applications and request that BC3 transcripts be sent to colleges

according to their deadlines. h. Maintain an ongoing dialogue with the advisor and transfer counselor. Students who

follow the curriculum guides for each of the transfer majors should expect to have all credits transferred to a four-year institution. Exceptions may include:

Developmental and Preparatory courses Certain occupational courses in business and technology A course in which a grade of less than “C” is earned. B. TRANSFER GUIDES Transfer guides are available for students transferring to local colleges and universities. The transfer counselor has developed these guides in consultation with appropriate representatives of the receiving institutions. Guides are available for distribution to students in the Academic Center for Enrichment (ACE); and at Cranberry, Lawrence Crossing and LindenPointe locations.

1. The guides keep advisors informed and allow advisors to give direct answers to students. 2. The guides are written for BC3 students and contain the information students need to

make informed decisions. 3. Students use these guides to keep track of their progress and are readily available to any

student. 4. The transfer guides are general guidelines to assist in the advisement of students. Guides

can be revised immediately to reflect any changes in program requirements. 5. Each guide is reviewed and updated periodically by the transfer counselor. This process

allows BC3 academic advisors and academic counselors the opportunity to become familiar with receiving institutions as well as transfer policy.

The transfer counselor is the best resource for information about these guides. B. HIGH SCHOOLS AND CAREER AND TECHNOLOGY CENTERS

Articulation agreements exist with many high schools and area vocational technical schools for the purpose of granting recognition for the achievement of learning comparable to college level. Advanced placement credits (College Entrance Examination Board-CEEB) will be honored where specific articulation agreements have been developed. Charts are included. The articulation agreement master list between Butler County Community College and High Schools and Vocational-Technology Centers follows this chapter. Please note that the master list reflects the BC3 course title and numbers of credits as recorded in BC3’s 2008-2009 catalog. Per Dr. Neupauer, BC3 will abide by each articulation agreement even though the expiration date may have expired. “Open” means that the agreement is in effect until either of the two parties wishes to revisit the terms of the agreement. Updating agreements is an ongoing process. A student must apply for admission to the College and enroll for classes before any credit will be granted. Additional information may be obtained from the Records and Registration office.
