Chang’e Program is China’s lunar exploration program organized by CNSA. It will realize Chinese people’s dream of thousands of years to fly to the moon with the desire of Lady Chang’e flying to the moon.

• In 1991,Chinese space experts proposed lunar exploration program and undertook some advanced research.
• In 1998,CNSA started to define the program.
• In 2001,the White Paper on China’s Space Activities defined the deep space exploration which emphasized on lunar exploration.
• On Jan.23,2004, lunar orbiting project was approved which was the first step for China’s lunar exploration.

China’s lunar exploration program includes three phases: orbiting the moon, soft landing on the moon surface and roving, sampling and returning to the earth.

The tracking, telemetry and remote control mission for Chang’e Project can be fulfilled through rebuilding and forming the network based on China’s existing TT&C infrastructure, S-band TT&C network and VLBI astronomical measurement network.

Flight Trajectory for Lunar Orbiting Project
The satellite was put into elliptical orbit by the
carrier. After separating from the launcher, the
satellite will finally enter circumlunar orbit and carry
out the missions by using its propulsion system via
phasing orbit , trans-lunar trajectory and lunar
capture trajectory.

Development Status
• All the work in the Project is going on well as scheduled.
• The prototype of the satellite system is being developed.
• The launch vehicle is under construction as planned.
• TT&C system, launch site system and application system are beingdeveloped, rebuilt and constructed as scheduled.
• The whole system will be able to move to the launch site in 2007.

Goals for The Second Stage
To make breakthroughs in soft landing, automatic roving and other related technology, including:
earth-moon flight, soft landing, lunar rover’s automatic surveying and detecting, remote control, tele-analysis, high data rate TT&C and
communications and so on;
To develop and launch soft lander and lunar rover and other related scientific detectors.
To establish basic lunar exploration system, including:establishing deep space TT&C network, improving ground system so
as to form basic coordinated lunar exploration engineering system.
