Please find below some information and rules you need to be made aware of and act on where necessary:

1. INJURY TIMEThis may or may not be allowed depending on the venue and how tight the schedule is. Later games should not have their time cut due to any overtime played in an earlier game.

2. TEAMS SHOWING UP LATEIn all these scenarios, BOTH teams must be informed of the starting score and relevant payments before kick off.

Page 5: Champion Soccer Handbook

a) If a team shows up before half time, the late team must start a goal down for every 5 minutes they are late and both teams must pay in full. Can play one long game without changing ends to maximize playing time.

b) If a team shows up at half time, the late team will start 3 – 0 down and have to pay 1½ x match fee (other team pay ½ match fee).

c) If a team shows up after half time, the late teams get a 3 – 0 defeat and will be invoiced for the match fees (2 x match fee).

3. BORROWING PLAYERSThere is a minimum amount of players required for a game to go ahead. 5 a side - minimum of 36 a side – minimum of 47 a side – minimum of 5If a team does not have enough players they may wish to borrow a player from another team. In this case the team must get permission from the opposition. This must be witnessed by the coordinator/referee.

All the following circumstances must be witnessed by the referee/coordinator

a) If they agree, the game will go ahead as normal.b) If they disagree, then the team will have to play with the minimum or forfeit the game (3 – 0 defeat and 2

x match fee)c) If they disagree, a 3 – 0 win is awarded and a friendly played, with both teams paying their match fee.

4. DISCIPLINEAll caution details are reported to the coordinator at the end of the night. 1 x yellow = £8, this will increase by £10 if not paid by the due date.2 x yellow = £16, this will increase by £10 if not paid by the due date.Straight Red Cards – Dealt with by Champion Soccer and/or your County FA.

5. ABANDONED GAMESIf 75% or more of the game has been played, the result will stand. If less than 75% of the game has been played, the game may be replayed, depending on the

circumstances.

6. No trophies will be given to any teams owing money at the

end of the season!

7. All decisions made by Champion Soccer are final.

CHAMPION SOCCERRULES & REGULATIONS

PLAYERS & PLAYERS EQUIPMENT

A team will consist of 6 players, one of whom must be a goalkeeper, and a squad of up to 9 players per night. A rolling substitution system will be in force allowing players to come on and go off as many times as they wish. The referee must be notified before a substitution is made.

A player must not use equipment or wear anything that is dangerous to himself or another player, including any kind of jewellery. All players MUST wear shinguards with socks covering.

All players must wear identical shirts. Bibs can be provided to teams who require them.

THE REFEREE

Each match is controlled by a referee who has full authority to enforce the Laws of the Game in connection with the match to which he has been appointed, from the moment he enters the locality where the pitch is situated until he leaves. Decisions of the referee regarding facts connected with play are final.

DURATION OF MATCH

The duration of the match shall be of 35 minutes played in two equal halves of 17.5 minutes. The half time interval shall not exceed 1 minute.

START OF PLAY/BALL IN & OUT OF PLAY

All matches are to be started by the toss of the referee’s coin. The winning team then kicks off from the centre spot. A goal may be scored directly from the kick off.

Page 15: Champion Soccer Handbook

The ball is out of play when it has wholly crossed the goal or touchline. The referee shall award a “kick in”, a corner, or a keeper’s ball, whichever is appropriate. It is not possible to score a goal direct from a kick in. (as you cannot from a ‘Throw in’ at 11 a side football).

There are no offsides.

There is no head height rule – i.e. the ball IS allowed above head height.

FOULS AND MISCONDUCT

All fouls and misconduct will be dealt with by the match referee and punished accordingly.

All freekicks are direct and defenders must retreat at least 5 yards from where the kick is to be taken.

Goalkeepers are to be treated as they are in 11 a side competitions

Goalkeepers are allowed out of their penalty area Goalkeepers can now kick the ball as well as handle it, both in open play and distribution. However,

they are still (obviously!) only allowed to handle the ball within the confines of the penalty area.

Once outside his area, the goalkeeper shall be treated as a normal player. If he commits a foul or handles the ball outside the area, a direct free kick shall be awarded against him.

The FIFA backpass rule

As in 11 a side competition, the goalkeeper cannot pick up a back pass from his own player under any circumstances. This includes ‘kick ins’ and free kicks.

If the goalkeeper DOES pick up a backpass, then a free kick 5 yards outside the penalty area (dead centre) shall be awarded.

The goalkeeper is still the only player allowed in the penalty area at all times. If a defender enters the penalty area intentionally, then a penalty shall be awarded. This is the only time a penalty CAN be awarded .

If an attacking player enters the penalty area, the referee shall award the ball to the goalkeeper.

Slide tackles are not permitted at any time, with a free kick being awarded against the offending team.

ADDITIONAL RULES & REGULATIONS TO NOTE

All players must register with Champion Soccer prior to a match commencing and can only play for 1 team in any given season, unless Champion Soccer gives permission. Any complaints made to Champion Soccer regarding teams playing unregistered players, may lead to the team in question being penalised with a 3-0 defeat for the match.

All players must be aged 16 years or over, managers must be aged 18 or over.

All misconduct will be dealt with in accordance with the Schedule for Guide to Recommended Punishments for Misconduct Reported in Small Side Football. (See overleaf).

Champion Soccer will deal with all cautions administered during games internally; further misconduct will be dealt with as per the Laws of Association Football.

Except where provided for in these rules, the laws of Association Football Shall apply.

ADMINISTRATIVERULES & REGULATIONS

1. As Team Manager you have made a commitment to fulfil all your fixtures for the Summer/Autumn 2010 season. It is therefore your responsibility to ensure that your team is ready to play each week at the allocated times.

****A team must have at least 4 players for a game to go ahead***

For every 5 minutes a team is late they shall lose one goal, up to a maximum of three. Please note - no excuses will be accepted for late arrivals and the above rule will be strictly enforced.

In order to do this, the complaining team MUST make it clear with the referee and opposition before kick-off.

We suggest you aim to arrive at least 15 minutes before you are due to play in order to prevent any problems.

2. Fees are £26.00 per team per week. This fee takes into account the teams paying the self-employed referees fees for the evening.

If a team fails to fulfil a fixture and informs Champion Soccer of this by 4.30pm on the day of the match, then they shall be fined the cost of the match, £ 26.00 x 2 = £ 52.00 + vat. Their opposition shall be awarded a 3-0 win and free use of the pitch for 30 minutes.Furthermore, should the team fail to inform Champion Soccer of their intended NO SHOW by 4.30pm on the day of the match, the team will be charged a further £15 + vat.

3. Rearrangement of matches:

Champion Soccer cannot rearrange matches for teams – once the handbook is out and confirmed the fixtures are set in stone.

However, if a team gives 28 days WRITTEN notice to Champion Soccer with a very good reason, a rearrangement may be considered, and the fine may be waived in exceptional circumstances.

Any application to rearrange or cancel a fixture at less than 28 days notice WILL NOT BE CONSIDERED IN ANY CIRCUMSTANCES, and fines will be implemented as per Admin rule no. 2

Champion Soccer has the right to re-arrange fixtures that have been cancelled due to circumstances beyond our control e.g. Weather, floodlight failure etc.

Page 18: Champion Soccer Handbook

4. If any team withdraws from the league during the course of the season, they shall be liable for payment of all remaining match fees, unless a replacement team can be found, by the team wishing to withdraw.

As the Team Manager, you have signed a contract to “fulfill and pay for all fixtures” – if your team owes money for whatever reason, it will be yourself that is legally responsible for any debt.

You need to be aware of this!!!

5. If a team wishes to change their Manager at any stage of the season this can only be done by writing to Champion Soccer. This request must be dated and accompanied by the signatures of both the former and new managers, along with confirmation that the new manager will accept responsibility to fulfill and pay for all fixtures as required and agree to abide by the rules of the competition.

6. If, in the unlikely event a referee is unable to attend for whatever reason, teams will play their matches as normal, and pay half price. In this instance, the first named team on the fixture list should provide one of their subs as a referee. If this is not possible, then the second team should do likewise. In the event of neither side being able to provide an ‘extra man’ to officiate, or being unable to agree, the match should go ahead without a referee, and the teams pay half price to the co-ordinator.

7. Any complaints must be made in writing to Champion Soccer within 7 days of the incident occurring.

8. Payment can be made in two ways.a) Payment by cash or cheque each week to the league’s representative. (Please note that if a team

plays twice in one night (i.e. TWO full length matches), then 2 match fees are applicable – NO EXCEPTIONS.

b) Payment on invoice for a full season. (Subject to vat)

9. Team Managers will also be invoiced either during, or at the end of the season for short payments, no shows, withdrawals etc… These invoices will also be subject to vat

10. Champion Soccer reserves the right to add interest at 2% above base rate for any outstanding debts during or at the seasons end.

Please note: As we have had many problems getting payment from many teams who wish to pay on invoice, the following rule shall now be strictly enforced.

If full payment of the invoice is not made by the due date, then the team shall be taken off invoice immediately, and will only be allowed to play if they revert to paying cash on the night, IN ADVANCE of their match to our co-ordinator.

NO PAY = NO PLAY = NO EXCEPTIONS

11. Any team manager or assistant who is in any doubt about the playing or administration rules MUST make their views known in writing to Champion Soccer within 7 days of receipt of this handbook.
