Central Illinois Foodbank Get Boost from AT&TTen thousand dollars from AT&T will immediately help the Central Illinois Foodbank buy much needed food and resources benefiting children, adults and seniors who are struggling to make ends meet during this challenging time.

AT&T’s $10,000 contribution to the foodbank will provide a boost to the nonprofit, which serves 21 area counties. “We deeply appreciate AT&T stepping

up to help local families during this difficult time,” said Central Illinois Foodbank Executive Director Pam Molitoris. “The Foodbank has seen a substantial increase in requests for food as economic hardships have forced many into our food lines – often for the very first time.”

According to the Foodbank, in its service area, which includes Springfield, Quincy, Jacksonville, Lincoln, Carlinville, Decatur and Taylorville, nearly 100,000 people don’t know where their next meal will come from, and one in six children struggle with hunger.

“We’re committed to helping people when they need us most,” said AT&T Illinois President Eileen Mitchell. “The people of AT&T are grateful for the work of the Central Illinois Foodbank and its employees who are working every day to help feed our neighbors in Central Illinois.”

THOSE WHO CARE AWARD 2020We congratulate the over 200 Those Who Care award winners listed below. Originally awarded to education personnel, the award was expanded this year to include others in the community. This award recognizes any person in the Jacksonville area who has gone above and beyond during this extraordinary time. The list includes teachers, healthcare workers, delivery personnel, grocery store employees, friends and neighbors who were nominated by fellow community members. PREPARATION FOR BUSINESS REOPENING PLANThis outline can serve as a guideline for businesses to use in devising their own plan to safely re-open business when it is allowed. It is recommended that every business have a document to utilize for planning and following during the transition and return to a safe working environment for employees and customers. Some items will not pertain to all businesses, and others will require more detail. This is just a guide to use to develop and review your business’ reopening plan.

1. Facilities Prep a. Sanitation prior to opening b. Process in place if staff member tests positive for COVID-19 i. Return to work process for positive test for COVID-19 ii. Sick leave policy for family member/roommate who is tested positive for COVID-19 c. Layout of Facilities for Customers and Employees i. Minimum 6 foot spacing ii. Remove waiting areas and any areas where staff/customers may gather. iii. Traffic Patterns iv. Payment methods 1. Additional protection for staff who come in contact with customers during payment process. v. Cleaning/disinfecting process (Ongoing and daily) 1. Any specific locations customers come in contact with 2. Training and documentation of training staff of expected cleaning/disinfecting schedule. d. PPE availability and storage - masks, gloves, sanitizer, disinfectant – 30 day supply

Donald Hawk recently visited with his family via video chat technology from his patient room at Passavant Area Hospital. Passavant has been providing the necessary technology to allow patients to video chat with friends and family members amid the hospital’s no-visitor policy implemented during the COVID-19 pandemic.

An outpatient laboratory drive-through service is now available in the south parking lot at Passavant Area

Hospital. The service is open weekdays, 8 a.m. to 4 p.m. In case of inclement weather, the drive-through

service will be closed, but testing will be available inside the hospital in the Laboratory department

Cass County Health Clinic staff in Beardstown and Virginia are offering drive through COVID-19 testing five days a week by appointment. Medical, dental and behavioral health staff are offering virtual visits.

Children’s Advocacy Center staff are using technology to conduct business and stay in contact with clients. CASA trainings in Adams and Morgan Counties were changed to web–based on-line training.

Little Mexico is back to offering curbside pickup after closing to remodel its restaurant interior.

CDS Office Technologies remains ready to assist you in a safe and reliable manner.

A Touch of Class is excited and preparing for reopening with purchase of supplies including a UV sanitizer, disposable gloves, masks, & neck wraps plus disinfecting equipment of Face shields and Barbacide. Temperatures will be screened at the door.

As a company that is specific to seniors, Golden Bridges is taking precautions to keep everyone safe. We are sure to wear a mask and gloves as we go into the homes of our seniors. In instances where we are unable to go into a home we provide our clients with homework so they can continue to move forward as they prepare to downsize or relocate.

International Eyecare in Jacksonville reopened May 11 with reduced hours, limited staff and modified scheduling guidelines to ensure compliance with Social Distancing. Exams are conducted via appointment. Call ahead for adjustments, to pick up, or purchase eyewear. Curbside assistance is also available. Fitness World offers a number of classes virtually each day.

Small businesses in Morgan County who have been negatively impacted by the COVID-19 crisis may be eligible to apply for a grant of up to $25,000 through Illinois’ Downstate Business Stabilization Program.

Because businesses do not apply directly to the state but through a unit of local government, the Jacksonville Area Chamber of Commerce and Jacksonville Regional Economic Development Corporation have partnered with local governments to create a plan and timeline to complete and submit applications.

With the outbreak of the COVID-19 virus and its detrimental impact on small businesses, Illinois has reprogrammed $20 million of its federal Community Development Block Grant (CDBG) funding to create this program that supports small businesses in downstate and rural communities. The Downstate Small Business Stabilization Program grants can cover the cost of 60 days of working capital for businesses economically impacted by the COVID-19 virus. The program’s goal is to keep businesses open or assist closed businesses in reopening as soon as possible.

The program is limited to for-profit businesses with 50 or less employees (including the owner). According to rules established by the state, businesses must have been in operation, with the same ownership, since at least January 1, 2017, to qualify. Other reasons businesses are deemed ineligible for the program include:

• Businesses that have both essential and non-essential activities.

• Not-for-profit businesses.• Independent contractors.• Franchises or chain businesses.• Businesses that involve the use of cannabis for medical

and/or recreational purposes are not eligible to apply.• Private club or business that limits membership for

reasons other than capacity.• A business that derives at least 33 percent of its gross

annual revenue from legal gambling activities, unless, subject to the Department of Commerce and Economic Opportunity’s (DCEO) approval, the business is a restaurant with gaming terminals.

• Business engaged in manufacturing or selling at

wholesale, tobacco products, vaping, liquor or sexually explicit materials or in the business of manufacturing or selling firearms at wholesale or retail.

• Liquor store, adult bookstore, non-therapeutic massage parlor, strip club or nightclub.

• Pawn shop.• Storage facility, trailer-storage yard or junk yard.• A business in which a majority owner or member of the

immediate family is an elected official of the unit of local government making the application and receiving the grant.

Businesses located in Morgan County have until 5 p.m. on Friday, April 17, to complete a two-page form that will serve as a pre-application to determine program eligibility. Named the Uniform Grant Application, the form can be accessed online at https://bit.ly/39Q87ap. Businesses located in the City of Jacksonville should submit their form electronically to Mayor Andy Ezard at [email protected], and those businesses located outside of the city but within the county should submit their applications to Morgan County Regional Planner Dusty Douglas at [email protected].

It is recommended that applicants review the program Guidebook located on DCEO’s Downstate Small Business Stabilization webpage at https://bit.ly/2UWkOLw. Successful applicants must provide financial information as well as demonstrate hardship, which will be subject to publication as part of the application process. Businesses who do not wish to make their financial information public should not complete an application.

A primary target of the program is businesses considered “non-essential” by the Governor’s Executive Order without the ability for employees to work remotely. However, businesses in “essential” categories who have been unable to stay open might also qualify but will need to explain their circumstances.

Applicants deemed eligible through the pre-application process will be required to submit a comprehensive application packet in collaboration with the City of Jacksonville or Morgan County, as outlined on pages 13-49 of the program Guidebook. Officials with the two government entities are in the process of scheduling a required public forum addressing each applicant via a virtual meeting platform on May 1.
