Founded in 2004, the River Region Chamber of Commerce is the motivating force in coordinating, leading, and promoting business development and economic diversity while enhancing the quality of life for the River Region .

This ideal is reflected in the Chamber’s mission, “Grow, Strengthen and Unify Businesses in St . James, St . John and St . Charles parishes .” The River Region Chamber of Commerce was awarded the “Mid-Size Chamber of the Year” by the Louisiana Association of Chamber of Commerce Executives (“LACCE”) in 2012 and recently 2016 .

For many years previously, the Chamber has leased office space in LaPlace . Due to our growth and desire to display an image of high-level professionalism and visibility, the Chamber began the search for a new office since early 2013 . The Chamber’s newly purchased home is an attractive, well-designed building in a prominent location that offers the following benefits to Chamber members and the River Region:

loCaTion / TransporTaTion

The River Region is situated centrally within Louisiana’s vast state and interstate systems, providing efficient transportation in and around the parishes . For air travel, passengers can seek flights from the airports listed . A number of freight rails service the area, with the Hale Boggs and Veterans Memorial Bridge helping both sides of river accessible in this section of Louisiana . We are proud to serve as home of the 2nd largest tonnage Port in the United States .

Railroads:The region is serviced by three trunk-line railroads: Canadian National and Kansas City Southern on the east bank of the Mississippi River, and the Union Pacific rail system on the west bank of the river .

Port of South Louisiana: The Port of South Louisiana is a 54-mile port district on the Mississippi River between New Orleans and Baton Rouge, encompassing the parishes of St . Charles, St . John the Baptist, and St . James . The facilities located within the port’s district consistently handle over a quarter billion short tons of cargo annually, ranking it the largest tonnage port district in the Western Hemisphere, the nation’s greatest grain exporter, and the number one energy transfer port in the United States . Along the 108 miles of deep-water frontage on both banks of the river there are seven grain transfer facilities, four major oil refineries, 11 petrochemical manufacturing facilities and several other facilities for a total of more than 50 docks owned and operated by an impressive group of resident tenants such as ADM, ArcelorMittal, Dow, Cargill, DuPont, Motiva Enterprises, Marathon, Shell, Nucor Steel, Occidental, Valero, and Occidental Chemical .

Airport:The Port of South Louisiana acquired and completed improvements to the former St . John Airport (1L10) in Reserve, Louisiana, located approximately 20 miles west of Louis Armstrong International Airport (KMSY), just outside of congested, commercial Class-B airspace . Renamed Port of South Louisiana Executive Regional Airport, the airport welcomes users with a 5,150-foot runway paralleled by a newly paved taxiway, new lighting and AWOS systems, Jet-A and AvGas fuel, and a renovated FBO terminal building complete with crew lounge and conference room .

PROgRAMS & SERVICES cont.Fire Departments

The Public Safety and Fire Protection Funds were established to aid the Parish’s four volunteer fire departments and to pay a portion of the expense to provide emergency medical services to the Parish . The funds receive their revenues from a dedicated property tax millage . The fire departments use their portion of the property tax to maintain their buildings and vehicles to purchase supplies and equipment .

Additionally, this fund provides monies to the Parish for assistance to residents during emergencies and natural disasters with cleanup operations and repairs to public infrastructure .

Major capital expenditures and programs are reviewed and funded by the Volunteer Firemen’s Association of St . James, Inc ., which has representation from each of the four fire departments . To report emergencies or request assistance, call 911 or the Parish EOC at (225) 562-2364

Sheriff Willy Martin, Jr . and the men and women of the St . James Parish Sheriff’s Office are committed to providing a safe and secure community for residents and businesses alike . By providing a proactive response regarding crime, and by utilizing the latest law enforcement technology, the sheriff’s office maintains a community where citizens and businesses can grow and thrive .

The Office of Sheriff for St . James Parish was created by Louisiana Legislature in 1807 . In 1845, the Louisiana Constitution allowed for an appointed sheriff to serve a term of three years . As time progressed, a “proviso” to the Constitution of 1845 allowed for the “electing” of Sheriff to office . The contemporary position of sheriff undertakes the duties of not only enforcing laws, but also serves as the chief tax collector of the parish, keeper of the jail and securer of the courts . The sheriff is constitutionally recognized by the State of Louisiana as the Chief Law Enforcement Officer of the parish .

COMMUNITY• The value of community services that Marathon Petroleum Company’s (MPC) Garyville refinery

donates to St. John the Baptist Parish and surrounding local communities averages approximately $2 million per year. These donations are concentrated on local schools, the elderly, and the non-profits that take care of needs in our area.

• In the aftermath of the devastating tornadoes in February 2016, MPC’s Garyville refinery stepped forward to help by donating over $85,000 to relief efforts along with needed supplies.

• As the largest refinery in Louisiana and the third-largest refinery in the United States, this state-of-the-art facility pays nearly 50 percent of all property taxes collected in St. John the Baptist Parish, making it the largest property tax contributor in the area.

SAFETY• Throughout its 40-year history, the Garyville refinery has been recognized as a

leader in safety by such organizations and government entities as the American Fuel & Manufacturers Association and the Occupational Safety & Health Administration (OSHA).

• Garyville was the first refinery in Louisiana to achieve OSHA’s highest honor, Voluntary Protection Program STAR status. In 2015, through continuous improvement and progressive safety and health programs, the site was again awarded STAR status for the sixth time.

ENVIRONMENT• MPC is the industry leader for recognition by the EPA’s ENERGY STAR program, which

recognizes the best performing plants within an industry. Since the program began in 2006, the Garyville refinery has received the Energy STAR designation every single year.

• The refinery also participates in the Louisiana Environmental Leadership Program, which promotes a cleaner and better environment for Louisiana through voluntary pollution prevention, waste reduction, and other environmental stewardship efforts. MPC’s Garyville refinery has won 23 Environmental Leadership Awards, including recognition in 2016 for a project which reduces water usage.

ST. ChARLES PARISh ShERIFF’S OFFICE

With a staffing of nearly 400 personnel, the St . Charles Parish Sheriff’s Office, led by Sheriff Greg Champagne, services a diverse community of over 55,000 residents . Its marshes, wetland forests, bayous and deep river port make up more than two-thirds of the parish’s 279 square-mile area .

The St Charles Sheriff’s Office is exceptional in that there are no incorporated cities or towns within its boundaries, making it the sole law enforcement provider . Sheriff Champagne, who took the oath of office July 1996, has overseen an office that has grown dramatically . He provides a comprehensive array of resources that includes patrol, investigations, corrections, community outreach, crime-prevention programs, collects property taxes and issues business licenses .

The Sheriff’s Office operates the parish’s 911 Communications Center which also dispatches for the parish’s seven volunteer fire departments, emergency medical services and coordinates closely with the parish government’s 24-hour emergency operations center .
